Le Canada pourrait devenir le premier membre associé de l’Union européenne, un statut qui n’existe pas dans les Traités et dont on ne connait pas encore vraiment les contours. C’est l’une des principales annonces de la présidente de la Commission européenne Ursula von der Leyen dans son discours sur l’État de l’Union, prononcé mercredi 16 septembre. C’est donc un message très fort et symbolique qui est envoyé au Canada et à son Premier ministre, présents à Strasbourg.
