Après plusieurs missions et opérations plus ou moins réussies en Afrique, notamment en RDC et au Soudan, l’Union européenne a lancé une mission de la réforme du secteur de sécurité (RSS/SSR) en Guinée-Bissau, Etat qui se trouve « en état permanent » de la réforme du secteur de sécurité. Pourquoi la décision de l’UE a été prise en 2007 ? Quel est le rôle du facteur de temps ? Cette analyse cherche à répondre à des questions de bases pourquoi cette mission a été installée, quels sont les Etats membres de l’Union européenne qui étaient partucilièrement intéressées ? Pourquoi une mission civile (soi disant « intellectuelle ») de plus de l’UE si les missions de l’ONU sont déjà longtemps sur place. Quel était le rôle de l’ECOMOG et de la CEDEAO concernant la politique guinée-bissauénne ?

The IRSEM established in 2010 is a French research center, under status of national service attached to the General Directorate of International Relations and Strategy of the Ministry of Defence (DGRIS). It is formed from the merger of the Centre for Studies in Social Sciences of the Defense (C2SD), the Centre for Study and Research of Higher Military Education (CEREMS), the Centre for Defence Studies History (CEHD) and the Centre for Advanced studies of armaments (CHEAr).

Combining academic and military IRSEM conducts studies required by the consistency of Committee of strategic research and defense prospectively, or on its own initiative, after agreement of the latter; strengthens the link between defense and strategic research, in particular university, including by maintaining a network of young researchers on defense and security issues; contributes to higher military education; supports nationally and internationally the promotion of the French strategic thinking, especially in Europe; participates in institutional, public and academic debate on defense issues and security.

L`IRSEM, créé en 2010 est un centre de recherche français, sous statut de service à compétence nationale rattaché à la Direction générale des relations internationales et de la stratégie du Ministère de la Défense (DGRIS). Il est issu de la fusion du Centre d’études en sciences sociales de la défense (C2SD), du Centre d’études et de recherches de l’enseignement militaire supérieur (CEREMS), du Centre d’études d’histoire de la défense (CEHD) et du Centre des hautes études de l’armement (CHEAr).

Associant universitaires et militaires, l’IRSEM réalise des études requises par le Comité de cohérence de la recherche stratégique et de la prospective de défense, ou de sa propre initiative, après accord de ce dernier ; renforce le lien entre la défense et la recherche stratégique, en particulier universitaire, notamment en entretenant un réseau de jeunes chercheurs sur les questions de défense et de sécurité ; contribue à l’enseignement militaire supérieur ; soutient le rayonnement de la pensée stratégique française sur les plans national et international, notamment européen ; participe au débat institutionnel, public et académique sur les questions de défense et de sécurité.

The Center for Strategic and Defense Studiesis the successor of the Institute for Strategic and Defense Studies, established in 1992. As a consequence of continued reform of the wider institutional framework, the former Institute has been functioning in various arrangements under the Hungarian Ministry of Defense, then from 2007 under the National Defense University, and finally from January 01, 2012 changing its name to the Center for Strategic and Defense Studies (CSDS).

The Center’s mission is to provide decision-makers appropriate and up-to-date background analysis in the field of security and defense policy, strategic planning and military operations, as well as observing and analyzing the relation of the Hungarian Armed Forces and Hungarian society. Besides, CSDS is actively involved in the social dialogue and discourse about ‘security’ through media and education.

Regarding its consultative status, the Center enjoys the benefits of both state-funding and project-funding, while being situated in an academic environment. This provides a status of a semi-independent research institute, able to articulate independent opinion as an NGO, while maintaining the necessary consultative link towards governmental spheres. CSDS maintains primary relations with the Ministry of Defense, the Hungarian Defense Forces (General Staff and military organizations as well), and the Ministry of Foreign Affairs. Relations with nongovernmental institutions are ad hoc, or project based. CSDS remains open to cooperation.

The Center’s primary activityis conducting research and analysis of security and defense related issues. However, important fields of CSDS activities are public outreach and media activities, ‘security marketing’ in other words. CSDS staff is involved in education as well, giving lectures and delivering courses in their respective fields of research in various universities at all levels of higher education, BA – MA – PhD.

‘Nation and Security – Security Policy Review’ (Monthly peer-review journal in Hungarian)

Structure and members

The Center for Strategic and Defense Studies has been the sole state-funded research institute in Hungary dealing with issues of national and international security. Being a small institute the staff of the Center in general terms focus on two main fields (not separated institutionally): international relations and strategic and defense issues under the director.

HDF General Staff Scientific Research Center (Honvéd Vezérkar Tudományos Kutatóhely, Hungary)  

In accordance with the designation, operation, short-, middle- and long-term development programs of Hungarian Defence Forces General Staff as well as with the national researches, the scientific and professional research supports the scientific and professional foundation of the mission and jobs of the organization and its underlying military organizations, the commander decision-making, the scientific education and continuative education through the operation of their system. It provides appropriate scientific forecast on the area of operation and building of the armies and research and development.

Main objectives: Jobs connected with development of scientific thinking, application and sharing with the public of scientific procedures and methods, making researches and utilization of the results, designation and operation of HDF General Staff and its underlying military organizations are supports to elaborate its principal basis. Foundation of national defense, scientific and professional research workshops, providing organization, cost efficiency of researches, support of utilization of results, providing scientific methods, information for preparation of prefectural decisions. Support development of art of war and related fields of science through proper organization, methodical and continuous completion of objectives of professional and scientific researches, results of scientific researches.

The main areas of HVK TKH`s activities are : Organization of scientific jobs, completion of researches, and support the innovation of research results, scientific education and continuative education, scientific information supply, scientific cooperation, organization of scientific events, care for professional and scientific publications.
