Szombaton Zentán a városháza dísztermében az önkéntes véradók világnapja alkalmából a Vöröskereszt helyi szervezete ünnepséget rendezett, amelyen megjutalmazták a községben élő többszörös véradókat.
Diadème, chevelure soyeuse et robe de satin. Malgré sa panoplie, Pascaline Boukari Kombaté n’est pas une reine de beauté comme les autres : elle a été sacrée « reine vierge » 2015 du Togo, comme l’indique l’écharpe bleue qu’elle arbore fièrement.
Chaque année depuis sept ans, une centaine de jeunes Togolaises acceptent de se prêter à un test de virginité pour prendre part à ce concours, organisé par l’Association des volontaires pour la promotion des jeunes (AV-Jeunes).
La gagnante du « Trophée vierges » et ses dauphines, trois « princesses vierges » représentant les universités, lycées et collèges du pays, ont pour mission de faire le tour des établissements scolaires pour prôner l’abstinence sexuelle.
Pascaline, qui a 21 ans, est étudiante en troisième année de Sciences Techniques et Animation socio-éducative. « Les études d’abord et le sexe après, car on ne court pas deux lièvres à la fois », conseille-t-elle aux élèves lors d’une intervention dans le complexe scolaire Payarama de Lomé.
« Notre action vise surtout à réduire les grossesses précoces et les nouvelles infections en matière de VIH/Sida », explique Rodrigue Akolly, le président de l’AV-jeunes.
Pour participer au concours, il faut avoir entre 16 et 24 ans. « Les candidates nous contactent soit par SMS, soit par Facebook. Une fois le contact établi, nous rencontrons leurs parents, afin de leur expliquer le but du concours.
Certains parents sont réticents, mais la plupart apprécient notre démarche et nous encouragent », poursuit M. Akolly.
Ce qui fait hésiter les parents, c’est sans doute surtout le test de virginité, épreuve clé du concours, effectué par un collège de gynécologues à peine 48 heures avant le sacre.
Lors de la grande finale, relayée par les médias et très suivie dans les foyers togolais, les candidates sont aussi soumises à un quiz de culture générale et à un concours de danse traditionnelle.

Pascaline Boukari Kombaté dit s’être prêtée au test de virginité « à coeur joie » parce qu’elle voulait prouver à ses amies « qu’on peut bien garder sa virginité jusqu’à un certain âge ».
Zita Totu, « princesse vierge 2014″, est en troisième année de droit à l’Université de Lomé. « Sur le campus, mes amies me regardent avec admiration car plusieurs ONG me sollicitent pour des campagnes de sensibilisation dans des villages », se réjouit l’étudiante de 20 ans.
Au Togo, selon un rapport de l’Onusida publié l’an dernier, le taux de prévalence du VIH est de 2,5% – sur une population d’environ 7,5 millions d’habitants – et cette prévalence est deux fois plus élevée chez les femmes que chez les hommes.
Le nombre de nouvelles infections et de décès dus au virus du sida a certes considérablement baissé dans le pays depuis le début des années 2000 -avec des chiffres qui restent toutefois plus élevés dans la zone côtière, notamment à Lomé, que dans les zones rurales de l’intérieur du pays.
Mais les jeunes sont loin d’être à l’abri : près de 10% des 15-24 ans ont une activité sexuelle avant leurs 15 ans et, dans cette tranche d’âge, à peine deux jeunes filles sur cinq ayant des rapports avec plusieurs partenaires utilisent des préservatifs, selon une étude de l’Unicef réalisée entre 2008 et 2012.
- Briser le tabou sur le sexe -
Les grossesses en milieu scolaire sont aussi un problème croissant. Plus de 5.000 ont été recensées dans les écoles, collèges et lycées du Togo pour la seule année scolaire 2012-2013. Soit presque autant que pour les quatre années précédentes réunies, selon les statistiques du ministère de l’Action sociale.
Pour porter la bonne parole, les jeunes « reines vierges » ont parcouru en quelques mois une trentaine d’écoles à Lomé et dans d’autres villes du pays.
Les échanges se déroulent souvent dans les salles de classes, en présence des professeurs, ou à l’extérieur de façon plus informelle.
« Plusieurs élèves abandonnent vite les classes à cause des grossesses. Nous devons nous ressaisir et penser à notre avenir. Moi, je ne vise qu’un seul objectif pour le moment : terminer mes études et trouver du travail », serine Pascaline.
La seule façon de remédier à ces grossesses non désirées, dont le nombre est « alarmant », est de briser le tabou sur la sexualité qui a cours dans le pays, tranche Épiphanie Houmey Eklu-Koevanu, coordinatrice du Centre de recherche, d’information et de formation pour la Femme (GF2D), la plus importante association de défense des droits de la femme au Togo.
« Nous devons adapter notre façon d’éduquer les enfants à l’évolution de la société dans laquelle nous vivons actuellement », dit-elle.
Ce qui signifie qu’il ne faut pas se « limiter au discours de l’abstinence », ajoute-t-elle, mais aussi « pouvoir dire clairement à la jeune fille ce qu’elle doit faire pour éviter la grossesse ».

Kenyans, and friends of Kenya, are once again hoping that the five-yearly ritual of elections will not take the form of widespread ethnic violence and destruction of property. However, recent intransigent positions over the Independent Electoral and Boundaries Commission (IEBC) are a cause for apprehension and concern.
The social and economic effects of the 2007 election dispute are still being felt, and key sectors of the economy, including tourism, are still struggling. The violence had also left its scar on the survivors in the form of anxiety and post-traumatic stress. Statistics on sexual and gender-based violence show that whenever election-related violent conflict occurs, it is the innocent women and children who suffer most.
As a development partner of Kenya, and guided by the core values of respect for human rights, diversity, equality and inclusion, the United Nations (UN) family is determined to do all it can to help prevent a recurrence of violence and conflict.
The UN in Kenya is currently supporting institutions to deliver a free, fair and peaceful election, with an eye on the welfare of the most vulnerable populations. It recognizes the adverse effects of violence on the poor, especially women and children, and believes that respect for human rights and fundamental freedoms, including the right to peacefully assemble, is critical to fostering democracy and dialogue.
Through the current electoral support project entitled Strengthening Electoral Processes in Kenya (SEPK), supported by the European Union (EU), the Department for International Development (DFID) of the United Kingdom and the United States Agency for International Development (USAID), the UN is supporting institutional strengthening, professional development, procurement and the use of information and communication technology for the 2017 elections.
The UN is also working with various stakeholders such as the National Cohesion and Integration Commission (NCIC), faith-based organizations, and civil society groups towards peace building, conflict prevention, and on early-warning and response mechanisms.
These investments will only yield fruit if there is a genuine desire to carry out a peaceful election. For those seeking elective office, the elections must not be a zero-sum game, and the welfare of the country must supersede individual gain.
Kenyans must start believing that elections do not mean destroying every gain made over the previous five years, and that political contestation is possible without violence. The youth must decide to carve out a better future for themselves and say no to politicians who misuse their energy and enthusiasm.
It must not be lost on them that the heaviest toll from election violence is always on the poor youth, most of whom are already affected by lack of opportunities and have little hope of coming out of poverty.
These young populations provide a demographic edge for economic prosperity, but they are also a powder keg, especially when political self-interests clash, that ignites violence and lawlessness. Today, there is no greater need than that of investing in their future in order to stay the country from degenerating into chaos whenever elections approach.
Kenya has made significant of strides in attracting foreign direct investment. For instance, the Tenth World Trade Organization Ministerial Conference that was held in Kenya last year cemented Kenya’s global significance and reinforced the belief that Kenya is open for business. However, a politically charged and polarized environment does not bode well for a conducive environment that attracts new investors, while at the same encouraging the old ones to stay put.
With Kenya hosting several high-level meetings in the coming months; such as the United Nations Conference on Trade and Development (UNCTAD) on 17-22 July 2016; Tokyo International Conference on African Development (TICAD) on 27-28 August 2016 – the first time the conference is being held outside Japan – and the Global Partnership for Effective Development Co-operation (GPEDC) 28 November – 1 December 2016; the political violence will not help the country’s image – that of a stable destination that attracts tourists and investors. Kenya must continue to gain the confidence of the international community by demonstrating that it can handle the demands of democratic space.
Efforts that are being made to ensure that Kenya has a peaceful, credible, free and fair election, such as the recent formation of the parliamentary joint select committee to unlock the IEBC impasse, are a welcome step. The work being done by the National Cohesion and Integration Commission (NCIC) to ensure a peaceful, harmonious and integrated society should be supported by all.
While ultimately it is the people of Kenya who will chart the course that the country takes through the institutions they have put in place, the UN will continue to remind the leaders of sides of the political spectrum of Kenya, of their obligation to the poor and vulnerable.
As the official election campaign period approaches, we must choose the dove of fraternity and mutual concession over the hawk of belligerence and mutually destruction.

June 13, 2016 (KHARTOUM) - The UAE Etisalat Group has announced selling its 92.3 percent shareholding in Sudanese fixed line operator Canar to Bank of Khartoum for 349.6 million dirham ($95.2 million).
In a statement issued on Monday, the Etisalat Group said that Bank of Khartoum, which already owns 3.7 of Canar company, has exercised its right as shareholder to reject selling the stakes of the Etisalat to Zain, a mobile telecommunications company known as (Zain-Sudan).
The Etisalat Group and the Bank of Khartoum have signed the final documents of the deal at a cost of 349.6 million dirham, with a rate of 17.504 dirham per share, the statement said.
The Etisalat stated that the completion of the agreement is still subject to the approval of the Sudanese concerned authorities. In line with the deal, the number of the Bank of Khartoum shares in Canar Company increased from 3.7% to 96%.
Previously The Etisalat had agreed to sell its stake in Canar for Zain-Sudan with the same price the stake was sold to the Bank of Khartoum, but the deal was aborted by the Bank of Khartoum when it used its right of rejection.
The deal sparked a row between the Bank of Khartoum and Zain-Sudan as the two firms traded accusations in a rare public dispute over the conditions of the sale.
It was also reported that Zain-Sudan decided to close its accounts and withdraw its funds from the Bank of Khartoum and sell its assets.

Two police officers were murdered by a single lone wolf terrorist in Magnanville, 55 km northwest of Paris, on Monday evening.
The French President, Francois Hollande, described the incident as “unquestionably a terrorist act” on Tuesday morning.
The first victim was a 42-year old police commander Jean-Batiste Salvaing. The terrorist stalked the victim and attacked him with a knife outside his home shouting “Allahu akbar,” according to witnesses. The victim quickly succumbed to wounds in his stomach, Reuters reports.
The murderer then went into the house of the victim and barricaded himself, taking the commander’s partner and their three year old son as hostages. The commander’s partner was the 36-year old Jessica S., also a police officer. Following a raid later in the evening, the woman was found dead, also by knife wounds, but the boy survived.
The police cut off electricity and gas, sealed off the road, and tried to negotiate with the terrorist before launching a raid; witnesses report hearing explosions as the unit moved in.
The terrorist was identified as the 25 year old Larossi Abballa, born in France. Aballa was convicted to 3-years in prison in 2013 for “criminal association with the aim of preparing terrorist acts”; he had worked as a recruiter of Jihadi fighters that were sent to Pakistan, France 24 reports.
Aballa was described by the IS-linked media platform as “a fighter”; the terrorist posted the murder and pictures of his victims on his Facebook page, Haaretz reports.
The police is now examining social media messages and contacts of the terrorist.
France is in a state of emergency since the attacks in Paris on November 13, 2015.

Microsoft is buying LinkedIn for €23bn in cash, or $196 a share, Bloomberg reports.
The deal still needs to be approved by regulators in the US, EU, Canada, and Brazil. Microsoft hopes to use the professional networking platform to bundle and sell e-mail and other business services, while adding value on its emerging “cloud” service identity (Office 365, Dynamics). To do so, it is paying LinkedIn shareholders a 50% premium.
As always in major mergers, Microsoft’s CEO Jeff Weiner promised to LinkedIn employees the company will retain its “distinct brand, culture and independence.” This is Microsoft’s biggest acquisition since Skype, which it acquired in 2011 for $8,5bn.
Most of the buyout will be paid by issuing debt, although Microsoft has the reserves to buy. In a very low interest rate environment, mergers and acquisitions have thrived.
One privacy expert, Vivek Krishnamurthy, who teaches at Harvard Law School’s Cyberlaw Clinic says LinkedIn users should have personal data concerns. “While LinkedIn is known for controlling information that’s in a semi-public sphere, in particular its professional profiles, it also houses private messages and job applications made on the website. Its information could include the fact that you’re seeking a job while you’re presumably employed or were employed somewhere else,” Financial Post reports.
