EU asylum applications for unaccompanied minors should be processed in the EU country where the child is present, even if this is not where the child first applied, said Civil Liberties Committee MEPs on Wednesday. Processing where children are present is usually in their best interests, and avoids moving them unnecessarily between member states, say the committee’s amendments to the Dublin Regulation, which determines which member state should examine asylum applications.

Immigration zéro et peine de mort : le parti conservateur Fidesz, en grande difficulté, s’approprie les thèmes de l’extrême droite hongroise.

Il essaie de manipuler l’opinion publique pour retrouver sa popularité, mais ça ne va faire que renforcer la xénophobie. » Sur le plateau de la chaîne de télévision de l’opposition de gauche ATV, Gàbor Kuncze, ancien ministre de l’Intérieur et figure du défunt parti libéral SZDSZ, fustige l’exploitation par le Premier ministre du thème de l’immigration. « Sa prochaine idée, ce sera quoi ? Sûrement la peine de mort, la castration chimique ? ! »

Justement. S’exprimant mardi sur un fait divers sordide, le Premier ministre a considéré que « la question de la peine de mort doit être mise à l’ordre du jour en Hongrie, la dissuasion est nécessaire« , alors que le Code pénal prévoit déjà la réclusion à perpétuité incompressible.

Orbán s’inspire de Sarkozy

Cela n’échappe pas aux observateurs hongrois : la relation entre le Fidesz et le Jobbik est très analogue à celle entre l’UMP et le FN en France. Le Jobbik s’inspire de la stratégie de dédiabolisation du Front national menée par Marine Le Pen, tandis que le Fidesz a étudié de très près la campagne qui a porté Nicolas Sarkozy au pouvoir en 2007, selon le quotidien de centre-gauche Népszabadság. Ce journal a mis en lumière, cette semaine, des liens entre la droite française et Arpád Habony, le conseiller de l’ombre du Premier ministre, qui serait à l’origine de la stratégie de droitisation actuelle.

Román-portugál hadgyakorlat kezdődött hétfőn az aranyosgyéresi (Campia Turzii) légi támaszponton – közölte május 5-én, kedden a román védelmi minisztérium. A Falcon Defence 2015 elnevezésű hadgyakorlaton 180 portugál katona vesz részt négy F-16-os vadászbombázóval, illetve 150 román katona a román légteret védő MiG-21 LanceR vadászgépekkel. A draft law to reform the EU Emissions Trading Scheme (ETS), by reducing the surplus of carbon credits available for trading into order to support the price, was informally agreed upon by MEPs and the Latvian Presidency of the EU Council of Ministers on Tuesday. The surplus reserve would start operating in 2019.

Die Friedensverhandlungen zwischen der kolumbianischen Regierung unter Präsident Juan Manuel Santos und der aufständischen FARC-Guerilla treten nach zweieinhalb Jahren in eine kritische Phase ein. Neben den Verhandlungsfortschritten – in drei von fünf Punkten ist man sich bereits einig – unterstreichen beide Seiten ihre Kompromissbereitschaft durch Zeichen des guten Willens. Gleichzeitig aber wächst die Unsicherheit, ob angesichts der noch umstrittenen Grundsatzfragen der Durchbruch zu einem umfassenden Friedensabkommen gelingen kann. Die Gespräche werden von der internationalen Gemeinschaft unterstützt, doch innenpolitisch zeigt sich das Land stark polarisiert. Der bisherige Verhandlungsverlauf sollte nicht darüber hinwegtäuschen, dass Kolumbien nach 50 Jahren gewaltsamer Auseinandersetzungen noch einen weiten Weg zu einem stabilen Frieden vor sich hat. Selbst eine erfolgreiche Verhandlungslösung wäre nur der Anfang eines schwierigen Friedensprozesses mit weitreichendem Reformbedarf. Diesen Prozess sollte die internationale Gemeinschaft mit technischer und finanzieller Unterstützung begleiten.

Was in Europa kaum ein Thema ist: Nordkoreas totalitärer Führerstaat verübt Verbrechen gegen die Menschlichkeit in einem Ausmaß, das in der Gegenwart keine Parallele hat. Das Regime der Demokratischen Volksrepublik Korea (DVRK) terrorisiert die eigene Bevölkerung mit Mord, Folter, Versklavung und willkürlicher Inhaftierung. Die vom UN-Menschenrechtsrat beauftragte Untersuchungskommission hat nach einjähriger Recherche in einem rund 400 Seiten langen Bericht schwere und systematische Menschenrechtsverletzungen dokumentiert. Am 18. Dezember 2014 verurteilte die UN-Generalversammlung diese Verletzungen und empfahl, die Verantwortlichen vor dem Internationalen Strafgerichtshof anzuklagen. Zwar folgte der UN-Sicherheitsrat diesem Votum bislang nicht. Weil die Menschenrechtsverletzungen der DVRK aber nun auf höchster UN-Ebene thematisiert wurden, haben sie die gebotene internationale politische Relevanz erlangt. Europa und gerade auch Deutschland tragen Verantwortung dafür, dass Menschenrechte in ihrer Nordkoreapolitik einen höheren Stellenwert bekommen und die durch die UN-Untersuchung erzeugte Aufmerksamkeit nicht wieder nachlässt.
