Hyppolite Natabou, précédemment suspendu par arrêté communal le 11 mai 2018 pour des faits de malversations financières, est révoqué de ses fonctions de Chef de l'arrondissement (CA) d'Azové. C'est ce qu'a annoncé, ce jeudi 05 juillet 2018, le Conseil départemental de coordination et de concertation (CDCC) du Couffo, lors d'une session extraordinaire, tenue à la salle de conférence de la préfecture d'Aplahoué.

Présidée par le préfet du Couffo, Christophe H. Mègbédji, le CDCC s'est conformé à l'article 32 de la loi 2013-05 du 27 mai 2013 portant création et organisation des unités administratives en République du Bénin pour valider la révocation du chef de l'arrondissement d'Azovè. A l'unanimité, le conseil a autorisé le préfet à prendre un arrêté qui révoque le mis en cause de son poste.
Selon l'arrêté communal de suspension, en date du 11 mai 2018, Hyppolite Natabou est impliqué et poursuivi dans des dossiers de malversations financières et foncières. Il est accusé d'avoir imprimé et placé sur la gare routière d'Azovè des tickets parallèles dont il en a tiré des recettes. Aussi, lui est-il reproché d'avoir initié une collecte de fonds auprès des femmes revendeuses de friperies dans le cadre de l'attribution des places dans le marché rénové d'Azovè. Or, ni le conseil communal ni le comité d'ouverture du marché n'en a décidé ainsi.
Selon les explications du secrétaire général du département du Couffo, Jean Comlan Houètognon, après l'enquête de l'inspection générale de l'Etat, le mis en cause a reconnu les faits et a reversé une partie des fonds au trésor public.
Hyppolite Natabou, déjà suspendu pour deux mois, est révoqué de ses fonctions. Pour le reste de la mandature, il demeure un simple conseiller de la commune.

Une jeune fille a été attaqué jeudi par un tigre dans le parc public de Mostaland à Mostaganem.

L’incident a été douloureux et a coûté la vie à une petite fille de 8 ans dont la main a été amputée après avoir été attaquée par le tigre, l’incident s’est produit lorsque la jeune fille s’est approchée du tigre pour essayer de jouer avec lui, sachant que son père est handicapé.

Elle a été emmenée à l’hôpital de che guevara où elle a été opérée d’urgence.

Experten suchen nach den jüngsten Vergiftungsfällen durch Nowitschok fieberhaft nach einem kontaminierten Gegenstand in Südengland. Bei den nun vergifteten Opfern handelt es sich nach Polizeiangaben um den arbeitslosen Automechaniker Charles Rowley (45) und die 44-jährige Dawn Sturgess aus der Region.

Die Ermittler gehen davon aus, dass das Paar aus Amesbury versehentlich mit dem tödlichen Nervengift in Berührung kamen. Sie könnten demnach etwa ein Fläschchen oder eine Injektionsspritze mit Resten des Gifts gefunden haben, das beim Attentat auf die Skripals verwendet wurde. Britische Medien berichteten am Freitag, dass beide Drogenkonsumenten seien.

Russischer Ex-Spion Skripal und Tochter untergetaucht

Die beiden Briten wurden am vergangenen Samstag bewusstlos ins Spital gebracht und befinden sich in einem kritischen Zustand. In derselben Klinik wurden auch die Skripals behandelt.

Die Polizei hat nun sechs Areale in Amesbury und im 13 Kilometer entfernten Salisbury abgesperrt, in denen sich das Paar kurz vor den ersten Symptomen aufhielt. Dazu zählen eine Apotheke, eine Kirche und das Wohnhaus von Charles Rowley. Das Hostel, in dem seine Freundin lebte, wurde evakuiert. Sie hat dem Sender BBC zufolge drei Kinder.

Was your childhood room not adorned with posters of Gerd Müller or Zinedine Zidane? Were Willy Brandt or Mikhail Gorbachev the idols you looked up to in your youth?

And is the World Cup the worst time of the year for you, and are you already thinking about what remote place to flee to for four weeks to get away from the football frenzy? There’s no need to. We are about to tell you why the World Cup, now in its final stages, could be interesting to you, too.

Football is football and politics is politics. This statement does not always hold true, as demonstrated recently by the debate about the photograph of German national team members Ilkay Gündogan and Mesut Özil posing with Turkish president Recep Tayyip Erdoğan.

Football just can’t get away from politics. 60 members of the EU Parliament demanded a boycott of the World Cup in Russia in an open letter, and the debate about Putin’s politics will be a constant fixture over the next four weeks. The statements from the German national team were rather predictable. Coach Joachim Löw said that taking part in a World Cup does not equate to ‘associating with a system, regime or ruler’, and no matter where the German national football team plays, it always advocates its values of ‘diversity, openness and tolerance’.

The business manager of the German national team, Oliver Bierhoff, even emphasised that his players were mature and allowed to have an opinion on politics. According to common clichés about footballers, those who are skilled with a ball are not usually skilled with words.

In Germany, you always had to decide at an early age whether you wanted to be famous, enjoy social recognition, have millions in the bank and keep in shape – or go into politics. The examples of Rhenania Würselen 09 defender and former German Chancellor candidate Martin Schulz and striker Gerhard Schröder, former German chancellor, show that football missed out on promising talents because they chose to go into politics.

It looks like it might be a while before the next German top politician with international football experience emerges. Other countries have made some more progress in this regard.

A former World Player of the Year is now head of state in Africa, and in Brazil, the idol of an entire generation has traded in his position on the right wing of the football field for the same position in the political arena. We would like to present four footballers who tried their hand at politics after their active career in football.

A president, an exiled Erdoğan critic and a Brazilian senator

Let’s start with what is perhaps the most prominent example: George Weah. Football fans in Paris and Milan celebrated him for his goals, and FIFA nominated him as the first and, to date, only African World Footballer of the Year in 1995. Weah was celebrated once more in 2017, this time by followers in his home state of Liberia. He won the presidential elections and brought the first peaceful change of government since 1944.

By contrast, the political career of Hakan Şükür could be subsumed under the title ‘From football star to enemy of the state’. Being one of Turkey’s golden generation that unexpectedly won third place at the 2002 World Cup in Japan and South Korea, he is one of the most well-known and popular Turkish footballers. He took advantage of this popularity at the presidential elections in 2014, when he took a seat on the Turkish parliament as a member of the AKP.

However, he declared in 2016 that he was leaving Erdoğan’s AKP and accused the party of taking hostile steps against the Gülen movement. He was subsequently indicted for insulting the president in an alleged tweet about President Erdoğan and investigated for ‘membership in an armed terrorist organisation’. Şükür has been living in the USA since 2015 and was forced to watch from afar as his membership with Galatasaray Istanbul, the club with which he won eight Turkish championships and even the UEFA Cup, was revoked.

Brazilian football star Ronaldinho has received the title as World Player of the Year twice. There was hardly another footballer who’s dribbling skills we enjoyed watching more than those of the ponytailed Brazilian.

It was therefore not only the world of football that was shocked when headlines such as ‘The World Player of the Year and the fascist’ appeared this year. These headlines emerged in light of Ronaldinho’s announcement that he intended to support Jair Bolsonaro, an open racist and candidate to be reckoned with in the presidential elections in October 2018.

But there are other examples from Brazil. Romario, for example, who was also once nominated as World Player of the Year and won the World Cup, is now a member of the Brazilian Congress as senator for Rio de Janeiro, where he is fighting corruption and advocating for the equality of people with disabilities.

It looks like the World Cup has something to offer even to the biggest football grouches and politics nerds. For who knows what future head of state we will be watching on the field. We hope that all the others who want to let politics be politics during the World Cup will forgive us for writing these lines.

In Uruguay nennen sie ihn «Maestro», «Lehrer», weil Oscar Tabarez (71) früher einmal Geschichte unterrichtete. Tabarez ist nicht nur der älteste Coach dieser WM, er ist auch der dienstälteste. Und was er seit 2006 mit der hellblauen Auswahl vollbracht hat, grenzt fast an ein Wunder. 2010 wurde Uruguay WM-Vierter. Im Jahr darauf gewann Tabarez mit Uruguay die Copa America. 2014 scheiterte man unglücklich im Achtelfinal gegen Kolumbien. Und nun stehen die Urus wieder im Viertelfinal.

Tabarez liess Nachwuchs­programme erstellen und die Talenterfassung professionalisieren. Im nationalen Trainingscamp liess er eine Bibliothek einrichten, und seinen Spielern hat er vor der WM nahegelegt, sie sollten doch Englisch lernen in den vier Wochen.

«Ihm haben wir alles zu verdanken», sagt PSG-Superstar Edinson Cavani über seinen Trainer.

Dabei kann Tabarez kaum mehr gehen. Seit ein paar Jahren leidet er am «Guillain-Barré-Syndrom», einer heimtückischen Muskelkrankheit. Die Spiele verfolgt er an Krücken. Das Training leitet er auch schon im Golfkart.

Der argentinische Kolumnist Alfredo Leuco verglich vergangene Woche die Nationaltrainer von Uruguay und Argentinien: «Sie haben einen Maestro, wir haben einen Clown.»

Nur gelegentlich fährt Tabarez aus seiner Haut. Als Suarez 2014 seinen Gegenspieler Chiellini in die Schulter biss und gesperrt wurde, witterte er eine Verschwörung: «Man will uns aus dem Turnier raushaben.»

Unvergessen, wie er sich als Klubtrainer der Boca Juniors aufs Feld stürzte, um seinen Starspieler Gabriel Batistuta zu schützen, und sich in den Tumulten eine Platzwunde am Kopf holte.

Ob Tabarez nach der WM weitermacht, lässt er offen: «Solange wir im Turnier sind, beschäftige ich mich nicht mit der Zukunft.»

WM 2010: Weil Spanien Weltmeister wird, viele Nationalspieler bereits bei Real engagiert sind (Casillas, Ramos, Xabi Alonso, etc.) und man die anderen nicht so leicht von Barcelona weglotst, holt man halt andere WM-Stars: Mesut Özil kommt für 20 Millionen von Werder Bremen, Sami Khedira für 16 Mio. vom VfB Stuttgart. Argentinien-Star Angel Di Maria wechselt für 38 Millionen von Benfica zu Real.

 

WM 2014: Vor allem bei der 7:1-Orgie im Halbfinal gegen Brasilien hebt Bayern-Star Toni Kroos ab und Bayern München lässt ihn als frischgebackenen Weltmeister für 30 Millionen zu Real Madrid ziehen. Neben den Deutschen rückt an diesem Turnier einer ganz besonders in den Vordergrund: James Rodriguez schiesst für Kolumbien ein Traumtor, wechselt daraufhin für 90 Millionen von Monaco zu Real.

 

WM 2018

Wer ist es diesmal? Da sich Ronaldo bald nach Turin verabschiedet, muss ein neuer Superstar her. Oder gleich mehrere. Eine Auswahl:

Neymar (26): Wird gerade weltweit verspottet. Auch von den Junioren des FC Widnau (Video unten). Und doch: Der Brasil-Künstler hat natürlich das Zeug, sein Land zum Titel zu schiessen. Aber ein möglicher Wechsel von Paris nach Madrid ist so lange schon ein Thema, man mag kaum mehr dran glauben. Verlangt PSG wirklich über 300 Millionen? Will Neymar der Star dieser WM werden, sollte er am Donnerstagabend gegen Belgien (20 Uhr) auch mal auf den Beinen für Schlagzeilen sorgen.

 

Eden Hazard (27): Der Chelsea-Star und sein Vater werden nie müde, ihr Interesse an Real zu bekräftigen. Der Belgier wäre etwa für 130 Millionen zu haben. Aber eben: Vielleicht ist Belgien schon draussen, wenn Sie diesen Artikel lesen. Damit Hazard zum WM-Star aufsteigt, muss er Neymar und Co. überflügeln. Und Belgien seinen Ruf als «Geh-Heim-Favorit» endlich ablegen.

 

Harry Kane (24): Dürfte kompliziert werden, da der Engländer vor wenigen Wochen seinen Vertrag bei Tottenham Hotspur bis 2024 verlängert hat. Im heutigen Fussball-Geschäft kaum mehr zu glauben, aber es scheint, als brächte man Kane, der schon als Junior bei Tottenham spielte, von seinem Herzensverein nicht weg. Auch, wenn die «Königlichen» rufen?

 

Kylian Mbappé (19): Der Transfer des Franzosen von PSG zu Real wurde schon als fix vermeldet und brachte die Spanier dazu, am Mittwoch ein offizielles Dementi rauszulassen. Ausgang dieses ermüdenden Hin und Hers bleibt natürlich offen. Aber würde Madrid ein Dementi rauslassen, wenn man kurz vor der Unterschrift stünde?

 

Mohamed Salah (26): Wurde heiss gehandelt. Real bleibt sich jedoch treu: Geholt wird nur ein WM-König. Salah ging derweil verletzt ins Turnier, fehlte zuerst, zeigte in zwei Vorrundenspielen sein Können trotz Schulterschmerzen, ist aber kein Gigant dieser WM. Er dürfte auf Reals Shoppingliste abgerutscht sein.

Der Champions-League-Seriensieger will seinem verwöhnten Publikum den WM-Helden präsentieren. Dieser muss aber erst noch geboren werden. Spielen Sie Real-Scout zuhause auf dem Sofa oder im Publicviewing: Am Freitag um 16 Uhr (Uruguay – Frankreich, mit Mbappé) und 20 Uhr (Brasilien – Belgien, Neymar vs. Hazard) können Sie miterleben, welcher Star sein Team in den Halbfinal kickt. Und sich selber zu Real.

Les Fédérations algérienne et italienne d’escrime ont signé, jeudi à Alger, une convention de coopération à caractère commerciale qui permettra aux partenaires économiques de ces instances sportives de travailler librement dans les deux pays.

« C’est avec la volonté constante de développer l’escrime et le sport en général, que les Fédérations algérienne et italienne ont décidé de signer cette convention ayant pour objet le développement et l’encouragement à l’implication des entreprises publiques et privées dans le sport, l’accroissement des échanges entres les entreprises algériennes et italiennes et la promotion de la culture et du tourisme des deux pays », a déclaré le président de la FAE, Abderaouf Bernoui, lors de la cérémonie de signature qui s’est déroulée en présence notamment de l’ambassadeur d’Italie en Algérie, Pasquale Ferrara, et du président du comité olympique et sportif algérien, Mustapha Berraf.

« Cette convention va permettre à nos partenaires d’afficher leurs marques lors des compétitions d’escrime en Italie, comme les Mondiaux ou les étapes de Coupe du Monde, et vise versa pour les partenaires de la Fédération italienne lors des compétitions organisées en Algérie », a expliqué Bernaoui. 

De son côté, le président de la Fédération italienne, Giorgio Scarso, a indiqué que cette convention est un projet expérimental qui sera bénéfique pour les deux pays.

« Aujourd’hui est un jour historique pour les Algériens qui fêtent le 56e anniversaire de l’indépendance, mais également pour nos instances sportives qui vont désormais partager une nouvelle expérience principalement commerciale et économique », a-t-il dit.

Lors de son intervention, Scarso a invité son homologue algérien à participer au workshop de l’escrime italien qui se tiendra à Palerme au mois d’octobre prochain.

Concernant le volet technique, un partenariat entre les deux Fédérations existe déjà, a rappelé le président de la FAE.

« Nous avons un protocole d’accord déjà en place, notamment, pour la formation des arbitres et des entraineurs. Nous allons œuvrer à développer nos échanges pour soutenir nos athlètes qui visent le haut niveau », a assuré Bernaoui.

The ocean contributes $1.5 trillion annually to the global economy and assures the livelihood of 10-12 percent of the world’s population. But there’s another reason to protect marine ecosystems—they’re crucial for curbing climate change.

2018: A Year for the Ocean and Climate Action

This year is shaping up to be a critical one for ocean action. The 53 member countries of the Commonwealth adopted the Commonwealth Blue Charter on Ocean Action earlier this year, a plan to protect coral reefs, restore mangroves and remove plastic pollution, among other actions.

Ocean conservation was a centerpiece of the G7 meeting resulting in the ‘Charlevoix Blueprint for Healthy Oceans, Seas and Resilient Communities’ which commits the G7 to supporting better adaptation planning, emergency preparedness and recovery; support innovative financing for coastal resilience; and launch a joint G7 initiative to deploy Earth observation technologies and related applications to scale up capacities for integrated coastal zone management.

In addition, the leaders of Canada, France, Germany, Italy, the UK and the European Union agreed to tackle ocean plastic in the ‘Ocean Plastics Charter.’ Such action lays important groundwork for substantial negotiations for the first ever international treaty for conservation of the high seas to begin in September. The negotiations will last 2 years, culminating in 2020. The high seas cover nearly half the planet and are filled with marine life, from fish to plankton that are crucial to generating oxygen and regulating the global climate.

Approximately 40 percent of all CO2 emissions from burning fossil fuels is absorbed by the ocean. The new treaty will be negotiated under the UN Convention on the Law of the Sea, joining other agreements that govern sea bed mining and highly migratory fish stocks. It has been dubbed the “Paris Agreement for the Ocean”, potentially enabling the creation of large marine protected areas in the high seas that have long been called for as crucial to curbing the decline of global fish stocks and other marine life.

Speaking of the Paris Agreement, this year is also a turning point for international climate action. The first stocktake of progress under the Paris Agreement on climate change, known as the Talanoa Dialogue, is currently underway, and is expected to highlight tangible opportunities for countries to further advance climate action. Countries are also expected to agree later this year on a rulebook for implementing the Paris Agreement.

The ocean and coastal ecosystems provide an untapped, nature-based climate solution that needs to be part of both conversations.

The Ocean as a Climate Solution

“Blue carbon” ecosystems such as mangroves, seagrass meadows and kelp forests are 10 times more effective at sequestering carbon dioxide on a per area basis per year than boreal, temperate, or tropical forests and about twice as effective at storing carbon in their soil and biomass. They also play a crucial role in protecting coastal infrastructure and communities from climate impacts, including extreme weather events.

• Mangroves are found in 123 countries and territories and are estimated to cover more than 150,000 square kilometres globally. Mangroves buffer coastal communities from wind and waves, acting as a frontline defense against storms and sea level rise.
• If the world halted just half of annual coastal wetlands loss, it would reduce emissions by 0.23 gigatonnes, Spain’s total annual emissions in 2013.
• Restoring coastal wetlands to their 1990 extent would increase annual carbon sequestration by 160 megatonnes a year, equivalent to offsetting the burning of 77.4 million tonnes of coal.

National Climate Commitments: An Opportunity to Advance Action on Climate and the Ocean

Commitments made by countries to advance climate action in line with the goals of the Paris Agreement are a vehicle to advance action on both agendas. Known as Nationally Determined Contributions (NDCs), the ocean and coastal ecosystems are currently underrepresented in these commitments.

There are a number of policy options for incorporating blue carbon ecosystems into NDCs. These include:

• Creating or protecting blue carbon ecosystems (including through Marine Protected Areas). This includes establishing buffer zones to reduce impacts from adjacent land-use and allowing mangroves to migrate inland in response to sea level rise.
• Reforesting or rehabilitating degraded blue carbon ecosystems.
• Introducing incentives to create new or protect existing blue carbon ecosystems on privately owned land, including through access to carbon markets.

Recognizing the Blue Carbon Economy

Of course, curbing climate change isn’t the only reason to invest in ocean and coastal ecosystem protection. Coastal ecosystems can also but the resilience of coastal communities to natural hazards—including storms (mangroves absorb the energy of storm-driven waves and wind), flooding, erosion and fire. Wetlands provide nurseries for the many species of fish that support economies and improve food security. And marine protected areas can also protect biodiversity.

Fighting climate change is just yet another benefit the ocean provides us. It’s time to start recognizing its protection as a climate change solution.
