The purpose of this glossary is to contribute to the public debate on immigration by clarifying some basic concepts and terms that are widely used in Greece. The research team proceeded to the interpretation of specific concepts on the basis of the legislative framework and the wider socio-political background on which they are developed and used. The migration glossary is addressed to institutions, journalists and organisations involved in migration issues as well as the wider public.

Heute Vormittag fand in Brüssel die neunte Tagung des Assoziationsrates EU-Algerien statt.

Die Tagung des Assoziationsrates wurde von der Hohen Vertreterin der Union für die Außen- und Sicherheitspolitik und Vizepräsidentin der Europäischen Kommission, Federica Mogherini, geleitet. Algerien war durch den Staatsminister und Minister für auswärtige Angelegenheiten und internationale Zusammenarbeit, S.E. Ramtane Lamamra, vertreten.

Anlässlich dieser Tagung des Assoziationsrates konnten beide Seiten ihre Absicht bekräftigen, die bilateralen Beziehungen zu stärken, und zwar nicht nur durch die Umsetzung des Assoziierungsabkommens, sondern auch durch einen ehrgeizigen politischen Dialog.

In diesem Zusammenhang wurden auf dieser Tagung Überlegungen zu den gemeinsamen Herausforderungen angestellt.  Die beiden Parteien zogen Bilanz über die jüngsten Entwicklungen in Libyen, die Krise in Mali und die Bekämpfung des Terrorismus und die Verhinderung von Radikalisierung. Sie sprachen auch über die Migration und die Zusammenarbeit im Energiebereich, in deren Rahmen in diesem Jahr der erste Energiedialog auf hoher Ebene stattfand. Der derzeitige Stand der Integration des Maghreb war ebenfalls Gegenstand von Diskussionen.

Die EU und Algerien stellten die Annäherung ihrer Standpunkte zur Überprüfung der Europäischen Nachbarschaftspolitik fest und bekräftigten ihre Entschlossenheit, die Verhandlungen über den Aktionsplan im Jahr 2015 abzuschließen. In diesem Rahmen haben beide Seiten ihr Interesse an der Fortsetzung der politischen, institutionellen und sozioökonomischen Reformen in Algerien zur Stärkung der Demokratie und der verantwortungsvollen Staatsführung durch einen inklusiven Dialog mit allen Teilen der Zivilgesellschaft bekundet. In diesem Sinne haben die beiden Parteien die Prioritäten für die bilaterale Zusammenarbeit, u. a. die Diversifizierung der Wirtschaft und die Stärkung der Bürgerbeteiligung im öffentlichen Leben, überprüft.

Die Parteien erörterten ferner den Schutz und die Verteidigung der Menschenrechte. Die EU begrüßte die jüngsten Reformen in Bezug auf die Frauenförderung. Was die Vereinigungs- und Versammlungsfreiheit angeht, so legte die EU Algerien nahe, seine Zusammenarbeit mit dem System der Vereinten Nationen zu verstärken, um sich noch weiter an die internationalen Standards in diesem Bereich anzunähern.

Im Hinblick auf die technische Zusammenarbeit haben die beiden Parteien ein Protokoll zum Assoziierungsabkommen unterzeichnet, das die Teilnahme Algeriens an den Europa-Mittelmeer-Programmen ermöglicht. Algerien kann somit an zwanzig EU-Programmen wie COSME (KMU), Horizont 2020 (Forschung) und Kreatives Europa (Kultur und Medien) teilnehmen.

Just when is the real deadline before which Greece has to reach a deal with its creditors to gain access to €7.2bn in bailout aid?

Its current bailout ends on June 30, and officials think that if a deal is in place by the next scheduled meeting of eurozone finance ministers, June 18, there may just be enough time for Greece to pass the necessary legislation to get the rescue disbursement before the clock runs out.

But Stefan Wagstyl, the FT’s man in Berlin, writes to point out there’s another looming deadline that could cause problems for a Greece decision, tied to the upcoming recess of the Bundestag, which must approve any aid tranche:

It could be that Greece’s real deadline is much earlier that many realise: June 14. That is the date by which German officials say Greece and its bailout monitors must complete a new agreement for the German parliament to have time to vote on it before the end of the month.
