Le projet de loi relatif à l’annulation du contrat de vente de deux bâtiments de projection et de commandement à la Russie doit être discuté aujourd’hui à l’Assemblée nationale. Une fois voté par les députés, le texte partira pour le Sénat, qui doit l’examiner d’ici la fin du mois. Une navette législative obligatoire pour ratifier l’accord intergouvernemental signé le 5 août dernier entre Paris et Moscou.

Une nouvelle version du sonar de coque 2093, optimisé pour la chasse aux mines, va être développée par Thales. Mises en service entre 1998 et 2002, les 7 unités de la classe Sandown de la Royal Navy seront les premières équipées. Cette modernisation intervient dans le cadre d’un programme de 60 mois notifié par le ministère britannique de la Défense.

Thales va aussi intégrer le nouveau sonar dans sa gamme de produits offerte aux marines du monde entier, soit en tant que nouvelle installation ou bien dans le cadre de modernisations, comme c’est le cas avec les Sandown.

Le secrétaire américain à la marine a récemment annoncé la création de l’Expeditionary Support Class, regroupant trois types de bâtiments destinés à soutenir les opérations de projection de forces.

Le futur Island Navigator, basé sur le design UT 777, illustre parfaitement cette idée, qui apporte une  heureuse créativité dans la morosité ambiante du marché offshore. La commande de ce navire de travaux subsea a été signée par l’armement norvégien Island Offshore en janvier 2014.  La commande a ensuite été mise en sommeil, l’ingénierie se poursuivant néanmoins dans les bureaux norvégiens de Rolls-Royce.

Le nouveau ferry amphidrôme de l'armement norvégien Torghatten Tafikkselskap, qui effectue des rotations dans le nord du pays, fonctionnera uniquement au bio carburant. Actuellement en construction dans le chantier Fiskerstrand d'Alesund, il est dessiné sur le modèle MM63 FC de Multi Maritime. Sa propulsion sera assurée par deux azipull RR AZP 85, qui équipent déjà les ferries du fjord d'Oslo, commandés en avril par Basto-Fosen et Fjord 1.

Le bureau d’études finlandais Deltamarin vient de révéler son nouveau design de ferry compact doté d’une propulsion au GNL. Conçu pour les liaisons maritimes à courtes distances, ce navire mesure 80 mètres de long pour 18 mètres de large et présente un tirant d’eau de 4 mètres. D’un port en lourd de 1220 tonnes, le DeltaLinx compte 360 mètres linéaires de garage, soit une capacité de 82 voitures ou 16 camions, et peut transporter 800 passagers. Capable d’atteindre la vitesse de 15 nœuds grâce à une puissance propulsive de 6000 kW, avec des moteurs fonctionnant au GNL.

Le chantier Meyer Werft de Papenburg, en Allemagne, a procédé hier à la découpe de la première tôle du paquebot Norwegian Bliss. Second d’une classe de quatre unités, ce navire doit être livré au printemps 2017 à la compagnie américaine Norwegian Cruise Line. Cette dernière réceptionnera le 22 octobre le Norwegian Escape, tête de série de ce programme connu sous le nom de Breakaway Plus. Le paquebot sera inauguré dans la foulée à Hambourg avant de rejoindre les Etats-Unis et débuter le 14 novembre ses croisières au départ de Miami.

Alors que la façade atlantique a été balayée hier par de puissantes rafales de vent, le paquebot Costa neoRomantica a réalisé une escale imprévue à Lorient. Initialement, le navire, en provenance de Portland, devait se rendre à Bordeaux mais le commandant et la compagnie ont préféré ménager les passagers. Une dépression très creuse, qui n'est autre que la fin de la tempête tropicale Henri, s’était formée dans le golfe de Gascogne, où les conditions de navigation étaient particulièrement difficiles.

Nouvel épisode dans le bras-de-fer qui oppose le comité d'entreprise et des syndicats de salariés d'Ifremer à l'Etat qui, par la voix du Premier ministre, avait annoncé en décembre 2013 et confirmé un an plus tard vouloir transférer le siège de l’IFREMER d’Issy-les-Moulineaux à Brest-Plouzané. Le rapporteur public du Conseil d'Etat recommande l'annulation de la décision de transfert.

L'entreprise quimpéroise Sabella scrute avec attention les fichiers météo de la semaine prochaine. Objectif : relier les deux câbles sous-marins qui permettront à sa première hydrolienne d'alimenter l'île d'Ouessant. L'opération de raccordement de l'hydrolienne posée le 25 juin dernier entre Molène et Ouessant pourrait avoir lieu la semaine prochaine, à la faveur des petits coefficients de marée. Mais les faibles courants ne feront pas tout puisque le navire déployé sur zone devra aussi profiter de conditions météorologiques clémentes, avec peu de vent et peu de houle.

Le chantier Navantia de Puerto Real, en baie de Cadix, poursuit la réalisation d’une sous-station électrique destinée au futur champ éolien offshore Vikinger, en Allemagne. C’est la première fois que le constructeur espagnol, qui cherche à diversifier son activité dans les énergies marines, réalise une structure de ce type.

(Own report) - Germany's close Arabian allies are using German weapons to launch their deadly offensive on Yemen's capital. Saudi Arabia has been carrying out its aggression on that country for about half a year, seeking to drive the Huthi rebels, considered allies of Iran, out of Sana'a. The Saudi military is using German weapons to wage its war, and its allies - the United Arab Emirates and Qatar - have also been equipped by German arms manufacturers. The air forces of these three Gulf dictatorships have been training aerial combat with the Bundeswehr and acquired skills that they could now put to use in their offensive on Sana'a. This is significant because observers have noted their extreme ruthlessness in combat methods. More than 5,000 people, half of them civilians, have been killed; a vast number of others have fled. However, the majority of those fleeing cannot leave their country - also because German technology blocks their routes at the Yemeni borders. Relief supplies into the country are insufficient due to a Saudi blockade. More than a quarter of the population is currently suffering acute starvation. Germany, however, is continuing its arms deliveries to Saudi Arabia's war coalition.

September 16, 2015 (JUBA) - Authorities in South Sudan's oil-rich Unity state have commended the speech of president Salva Kiir on Tuesday which addressed the nation on the commitment of the government to observe permanent ceasefire and the implementation of the peace agreement which he signed in August to end the 21-month long civil war in the country.

Minister of youth, culture and sports in Unity state, Lam Tunguar, said the president's speech covered important issues pertaining to the peace agreement president Kiir signed with his former deputy, Riek Machar.

“As the state government and people of Unity state, we commend the speech of the president. It covered very important issues, especially his commitment to full implementation of the peace agreement and his call on all the institutions to support him in the implementation,” Tunguar told Sudan Tribune in an exclusive interview on Wednesday.

“We pledge support and allegiance to the president and the leadership of the government of the republic of South Sudan never shall our people stand in the confusion. We will disseminate and sensitize them to understand the agreement so they become part of the implementation process,” he said.

Tungwar said he would work together with other youth ministers and leaders from across the country in support of the president and the government in the course of implementation of the peace agreement.

“As youth leaders, we will work together with all the groups to ensure that the government is given the support it deserves in any capacity, whether in mobilisation of artists to convey the message of peace in their own unique way, [or] whether with the members of the civil society organisations, with the faith based groups and community leadership across the country,” he further stressed.

He said the state government and citizens would be supporting Unity state's governor, Joseph Nguen Monytuil and president Kiir.

September 16, 2015 (JUBA) - South Sudanese government on Wednesday issued a statement commending Russia and Angola for rejecting imposition of targeted sanctions on the army's chief of general staff and a former militia ally turned rebel commander.

South Sudanese deputy minister of foreign affairs and international cooperation, Peter Bashir Gbandi, said the leadership of his country was grateful and commended those countries which opposed imposition of sanctions on the chief of general staff, Paul Malong Awan.

“We are grateful as people and as the government of the republic of South Sudan for diplomatic support extended to us by the government of Russia and Angola at the United Nations Security Council,” said Gbandi.

He said it would be unwise and undesirable at this time to impose sanctions, whether targeted or not, when the government had demonstrated willingness to implement the peace agreement and end the conflict.

“We welcomed and commended these countries for standing with us at this critical and trying moment. We appealed for support not punitive measures because it would be unwise and undesirable decision,” he added.

The second top diplomat in the war-ravaged South Sudan explained that sanctions would complicate the situation in the region and might stand in the way of finding amicable solutions to resolving the issues through mutual understanding with support and cooperation of friends and assistances from the region and international community.

The comments come after the United States of America proposed through the UN Security Council sanctions committee that South Sudanese army chief Paul Malong and rebel commander Johnson Olony be placed to a global travel ban and asset freeze, but Russia, backed Angola, which is the only African nation and Venezuela which opposed the move.

Gordon Buay, one of the representatives of the government of South Sudan at its mission to the United States told Sudan Tribune during an exclusive interview shortly after the proposal was objected by the Russian government and two other countries that the rejection was an indication that the UN Security Council was now becoming a global organization.

“There were no basis for wanting to impose sanctions on the chief of general staff. There was nothing wrong he did to warrant imposition of a punitive measure against him”, said Buay.

The diplomat revealed that diplomatic efforts, which his government through its foreign offices in the United States and at the United Nations Security Council exerted in explaining the position of the government and its commitment, contributed to changing the mind of Russia to come out in their support against imposition of sanctions on military commanders.

“US officials had initially hoped they could push through a United Nations sanctions resolution, but our efforts at the embassy here and our colleagues at the permanent mission to the United Nations headquarters at the New York proved effective after managing to convince our allies at the Security Council. Russia came out and was followed by Angola and Venezuela. We are grateful for their support and commended them for demonstrating true friendship,” he said.

Unity state minister of youth, culture and sports, Lam Tungwar, in a separate interview with Sudan Tribune, commended the decision taken by Russia, Angola and Venezuela.

“As youth leaders from across South Sudan and in East African countries, appreciate and very much welcomed the support we received at the United Nations Security [Council] from the government of Russia, Angola and Venezuela. Sanctions are not means of resolving issues,” he said.

Army chief, Malong Awan was allegedly responsible for mobilization of the Dinka ethnic militia group and presidential guards that massacred civilians on 15 December 2013 in the national capital, Juba. He is also accused of violating the ceasefire agreement.

He and opposition's top commander in Upper Nile state, Johnson Olony, were named in the draft resolutions as against the peace process.
