Ministers, European Commissioners, members of the Dutch parliament, academics and senior civil servants from the entire European Union will be meeting in Amsterdam on Thursday 28 January to brainstorm about the EU’s multiannual budget. Foreign minister Bert Koenders and finance minister Jeroen Dijsselbloem organised the brainstorming event in order to kick-start a discussion on reforming the so-called Multiannual Financial Framework.

Cybersecurity will be the main item on the agenda on the second day of the informal meeting of the Justice and Home Affairs (JHA) Council. The justice ministers of the EU member states will meet in Amsterdam to discuss the European approach to cybercrime.

La deuxième journée du Conseil des ministres de la Justice et des Affaires intérieures (JAI) porte sur la cybersécurité. Réunis dans musée de la Marine à Amsterdam, les ministres de la Justice des États membres de l’UE réfléchissent à la lutte contre la cybercriminalité.

Le 25 janvier 2016, le Centre européen de contre-terrorisme (ECTC), lancé par Europol, est entré en action à l'occasion du Conseil informel Justice et Affaires intérieures à Amsterdam. Il se consacrera à la lutte contre les combattants étrangers, la propagande en ligne, le commerce illicite des armes et au partage des informations sur le financement du terrorisme.

Le Conseil informel JAI aura lieu les 25 et 26 janvier. Il rassemblera les ministres de la Justice et de l'Intérieur des États membres dans l'Europagebouw, à Amsterdam, où ils s'entretiendront de la coopération européenne en matière de sécurité, de migration et de justice.

Entreprises, organisations de la société civile et pouvoirs publics de toute l’Europe se retrouvent les 25 et 26 janvier 2016 pour discuter de l’économie circulaire, c’est-à-dire une économie qui réutilise autant que possible les produits et les matières premières. Le ministre néerlandais des Affaires étrangères, Bert Koenders, s’est exprimé mardi 19 janvier 2016 devant le Parlement européen lors du débat sur l’État de droit en Pologne. Il a insisté dans son discours sur les valeurs communes au sein de l’Union européenne.

Mr. Elmar Brok, Chairman of the European Parliament's Foreign Affairs Committee, welcomed the latest Council conclusions on the Middle East Peace Process and, in particular, the statement that the EU strongly opposes any boycott of Israel.
Chairman Brok said: 'The Commission's interpretative notice on indication of origin of goods from the territories occupied by Israel in 1967, popularly referred to as 'labelling guidelines', has nothing to do with a boycott, with sanctions or with discrimination against Israel. The notice doesn't introduce any new law or rule. It only clarifies the uniform implementation of EU law across its Member States. More importantly, it doesn't bar settlement products from entering Europe. They will just not benefit from trade preferences. Products originating from within Israel's internationally recognised borders will continue to benefit from preferential tariff treatment. I am against boycotting them'.

The products potentially affected by the EU's 'labelling guidelines' represent less than 1% of total trade between the EU and Israel.

Der Rat hat am 16. Januar 2016 alle wirtschaftlichen und finanziellen Nuklearsanktionen der EU gegen Iran aufgehoben. Zuvor hatte sich die Internationale Atomenergie-Organisation (IAEO) am 16. Januar 2016 davon überzeugt, dass Iran die vereinbarten Maßnahmen im Nuklearbereich entsprechend dem gemeinsamen umfassenden Aktionsplan (JCPOA) durchgeführt hat.

Am 14. Juli 2015 hatten sich China, Frankreich, Deutschland, Russland, das Vereinigte Königreich und die Vereinigten Staaten gemeinsam mit der Hohen Vertreterin der Europäischen Union für Außen- und Sicherheitspolitik auf den JCPOA geeinigt, der sicherstellen soll, dass das iranische Nuklearprogramm ausschließlich friedlichen Zwecken dient, und im Gegenzug die vollständige Aufhebung aller Sanktionen des VN-Sicherheitsrates sowie der Sanktionen der EU und der Vereinigten Staaten im Zusammenhang mit dem iranischen Nuklearprogramm vorsieht, allerdings erst nach Durchführung einer vereinbarten Reihe von Maßnahmen.

Der Rat hat am 18.Oktober 2015 die Rechtsakte verabschiedet, mit denen diese Sanktionen aufgehoben werden, sobald die IAEO festgestellt hat, dass Iran seine Verpflichtungen im Rahmen des JCPOA erfüllt hat.

Einige wenige EU-Sanktionen gegen Iran waren bereits ausgesetzt worden, nachdem China, Frankreich, Deutschland, Russland, das Vereinigte Königreich und die Vereinigten Staaten gemeinsam mit der Hohen Vertreterin der Europäischen Union für Außen- und Sicherheitspolitik ein Interimsabkommen mit Iran erreicht hatten; der gemeinsame Aktionsplan vom 24. November 2013 enthielt ein Konzept für eine langfristige, umfassende Lösung für die iranische Nuklearfrage. Mit der Aufhebung aller wirtschaftlichen und finanziellen Sanktionen der EU, die im Zusammenhang mit dem iranischen Nuklearprogramm verhängt wurden, wird diese begrenzte Aussetzung von Sanktionen gegenstandlos.
