Conforter les agences foncières de wilaya par des plans de charge leur permettant de réussir la mission du développement local et l’amélioration du service public, figure parmi les principales recommandations communiquées jeudi au terme du 1er séminaire régional sur l’activation du rôle des agences locales de gestion et de régulation foncières urbaines ouvert mercredi à Constantine.
La dotation de ces établissements publics à caractère industriel et commercial (EPIC) de plans de charge « confortables » a été recommandée par les participants à ce séminaire régional qui ont estimé que ces agences foncières « ont besoin d’une aisance financière pour pouvoir accompagner et soutenir l’élan de développement local dans lequel elles (les agences) sont partie prenante ».
L’amélioration du rendement des agences locales de gestion et de régulation foncières urbaines demeure tributaire de leur « santé financière », a estimé Abdelouahab Bertima, représentant du ministère de l’Intérieur des Collectivité locales et de l’Aménagement du territoire qui a appelé renforcer le plan de charge de ces EPIC et leur permettre de participer activement et efficacement aux efforts du développement local.
Dans ce sens, le même responsable a déclaré que le programme national de réalisation des 50 mini zones industrielles à travers le pays doit être confié aux agences foncières dont la mission « ne doit plus être limitée aux simples travaux de création de lotissements ».
L’intensification de la formation spécialisée et de la formation continue au profit des gestionnaires des agences foncières a été également préconisée à l’issue de ce séminaire régional marqué par la participation d’acteurs concernés de 14 wilayas de l’Est du pays.
L’intégration des nouvelles technologies de l’information et de la communication et des systèmes technologiques de détection et de diagnostic ont été recommandés par le participants à ce séminaire régional, mis à profit pour revenir dans sur la situation administrative et financière des agences foncières de l’Est du pays.
Des séminaires régionaux similaires seront ultérieurement organisés à Ouargla, Oran et Boumerdès avant la tenue d’un séminaire national qui sera consacré à l’élaboration d’un nouveau plan d’action pour les agences foncières de wilaya et ce sur la base des recommandations qui découleront des ateliers régionaux, a-t-on

Le président du Front national algérien (FNA), Moussa Touati, a appelé, vendredi à Ouargla, à faire de la Révolution algérienne un « référentiel » pour l’ensemble du peuple algérien.
Animant une conférence régionale Sud d’orientation et de sensibilisation, M. Touati a appelé à faire de la Révolution de Novembre 1954 « un référentiel pour l’ensemble du peuple et à s’imprégner de ses dimensions nationale, morale et humaine ainsi que du sens du sacrifice pour la patrie ». « Il est aujourd’hui temps de réfléchir à l’édification de l’Algérie de demain, loin de toute improvisation et de fausses promesses », a-t-il soutenu.
Concernant la position de son parti vis-à-vis de l’élection présidentielle du 18 avril prochain, le président du FNA a affirmé que sa formation politique « refuse d’aller à cette consultation (…), et suggère comme alternative de reconstruire l’Etat algérien avec des lois fondamentales devant être l’émanation du peuple ».
Plaidant, à ce titre, pour une « phase de transition » plutôt que de s’engager dans « une élection ou l’argent règne en maitre », il a préconisé d' »éviter de donner de fausses promesses dont le peuple en a eu assez, notamment les jeunes (…) ».
Cette étape doit aussi être saisie, estime M. Touati, pour une révision constitutionnelle avec des lois qui servent les intérêts des Algériens qui, dit-il, souffrent de la détérioration du pouvoir d’achat, de l’absence d’opportunités d’emploi et de cherté de la vie, dans une économie fragile (…).

Trois (3) personnes d’une même famille ont trouvé la mort dans la nuit de jeudi à vendredi asphyxiées par le monoxyde de carbone dans la commune d’Ain Lahdjar, wilaya de Sétif, a-t-on appris auprès des services de la protection civile.
Le drame s’est produit à douar Ouled Kacem dans la commune d’Ain Lahdjar, à précisé le chargé de la communication des services de la protection civile, le capitaine, Ahmed Laâmamra détaillant que les victimes sont un père de famille, âgé de 42 ans, son épouse, âgée de 37 ans et leur enfant de 9 ans.
La même source a indiqué que les victimes étaient asphyxiées par les gaz brûlés dégagés par un réchaud (tabouna) utilisé comme chauffage. Les dépouilles ont été transférées à l’hôpital de la commune d’Ain Azel a-t-on encore noté, appelant à l’occasion à la prudence et le respect des règles de sécurité dans l’utilisation de tout appareil fonctionnant au gaz et au charbon et s’assurer de l’évacuation des gaz brûlés.

Un terroriste s’est rendu, jeudi, aux autorités militaires à Tamanrasset, en possession d’une mitrailleuse de type Dictariov et d’une quantité de munitions, indique vendredi un communiqué du ministère de la Défense nationale (MDN).
« Dans le cadre de la lutte antiterroriste et grâce aux efforts fournis par les Forces de l’Armée nationale populaire, un (01) terroriste s’est rendu, le 24 janvier 2019, aux autorités militaires à Tamanrasset/6 RM, en possession d’une (01) mitrailleuse de type Dictariov et d’une quantité de munitions. Il s’agit du terroriste Mehdjoubi Ahmed, dit +Hamza+, qui avait rejoint les groupes terroristes en 2011 », précise la même source.
Dans le cadre de la lutte contre la contrebande et la criminalité organisée, des détachements de l’ANP et des éléments de la Gendarmerie nationale « ont arrêté, à In Amenas/4eRM, Ain Temouchent et Relizane/2eRM et Sétif/5eRM, six (06) narcotrafiquants en possession d’une quantité considérable de kif traité s’élevant à 261,8 kilogrammes, 990 comprimés psychotropes et un (01) véhicule ».
Par ailleurs et au niveau de la 6me Région militaire, des détachements de l’ANP « ont arrêté, lors d’opérations distinctes à Bordj Badji Mokhtar, quatre (04) contrebandiers et saisi 30.12 tonnes de denrées alimentaires, 15420 litres d’huile de table à bord de huit (08) camions, ainsi que l’arrestation de six (06) orpailleurs et la saisi d’un (01) groupe électrogène et un (01) marteau piqueur, de même des tentatives de contrebande de 89974 litres de carburant ont été mis en échec à Bordj Badji Mokhtar/6eRM et Souk-ahras, Tébessa et El-taref/5eRM ».
Dans le cadre de la lutte contre l’émigration clandestine, des éléments de la Gendarmerie nationale « ont arrêté un (01) organisateur d’émigration clandestine à Oran/2eRM », ajoute le communiqué.

Az osztrák gyártású termékekből több mint tíz uniós országba – köztük Magyarországra is – érkezett, és több forgalmazóhoz is került belőlük.
A német nagykereskedő, a dennree Naturkost GmbH termékvisszahívást kezdeményezett. A visszahívás a minőség-megőrzési időtől, valamint tételazonosítótól függetlenül a Nébih honlapján felsorolt valamennyi termékre vonatkozik.
Az Európai Unióban jogszabály írja élő, hogy az élelmiszerek címkéjén fel kell tüntetni a leggyakrabban allergiát vagy intoleranciát okozó összetevőket, így a zellert is.

(Tricontinental) – In June 1931, the Italian Communist Antonio Gramsci wrote a letter to Giulia Schucht, who lived in Moscow and with whom he had two children. One of the children – Delio – had taken an interest in literature, with a particular fascination for fantasy literature. This gave Gramsci, locked in a fascist prison, the opportunity to recall a story from his village on the island of Sardinia.
A child sleeps, a mug of milk at his side for when he awakes. A mouse drinks the milk, which provokes a scream from the child and his mother. ‘In despair, the mouse bangs his head against the wall, but he realizes that this doesn’t help, and he runs to the goat to get some milk’, writes Gramsci. The goat says he will give milk if the mouse gets him grass, but the meadow is dry because of a drought. So, the mouse seeks water from the fountain, which has been ruined by war. It needs the mason, who needs stones, so the mouse heads to the mountain. But the mountain has been deforested by speculators, and it ‘reveals everywhere its bones stripped of earth’.
The mouse explains his predicament to the mountain, and he promises that when the boy grows, he – unlike the rest of humanity – will replant the trees, which motivates the mountain to give stones and so the child gets his milk. ‘He grows up, plants the trees, everything changes: the mountain’s bones disappear under new humus, atmospheric precipitation once more becomes regular because the trees absorb the vapours and prevent the torrents from devastating the plains, etc’. In short, Gramsci writes, the mouse conceives of a true and proper piatilietca’, a five-year plan.
What the mouse and the mountain teach us is that everything is connected. There is war here but also deforestation for profit and drought and greed. The child, when grown, recognises the need for deliberate planning. But before the plan comes the recognition of linkages.

Summary

In Donetsk region, the SMM recorded fewer ceasefire violations, including about 40 explosions, compared with the previous reporting period (about 60 explosions). The majority of ceasefire violations were recorded at northerly, southerly and westerly directions of the railway station in Yasynuvata (non-government-controlled, 16km north-east of Donetsk).
During the day on 24 January, positioned at the entry-exit checkpoint in Maiorsk (government-controlled, 45km north-east of Donetsk), the SMM heard two undetermined explosions about 500m west of its position. At the time, about 250 civilians, ten buses and 40 cars were present at the location.
In Luhansk region, the Mission recorded more ceasefire violations, including, however, a similar number of explosions (14), compared with the previous reporting period (about 15 explosions). The majority of ceasefire violations were recorded in areas south of Muratove (government-controlled, 51km north-west of Luhansk) and inside and close to the disengagement area near Zolote (government-controlled, 60km west of Luhansk).

On the evening of 23 January, the SMM camera in Zolote recorded four explosions (assessed as airbursts) and six projectiles, all at an assessed range of 1.5-3km south-east and south-south-east (all assessed as inside the Zolote disengagement area) as well as two projectiles at an assessed range of 2-4km east-south-east (unable to assess whether inside or outside the disengagement area).
On the evening and night of 23-24 January, while on the eastern edge of Stanytsia Luhanska (government-controlled, 16km north-east of Luhansk), the SMM heard four undetermined explosions as well as 19 bursts and 22 shots of small-arms fire 5km south-west and west-south-west (all assessed as outside the disengagement area).
During the day on 24 January, positioned near Zolote-4/Rodina (government-controlled, 59km west of Luhansk), the SMM heard 45 shots and bursts of small-arms fire at an assessed range of 1-1.5km south-west (assessed as inside the disengagement area) and seven shots of small-arms fire at an assessed range of 1-3km east and south-east (assessed as outside the Zolote disengagement area).
Withdrawal of weapons
The Mission continued to monitor the withdrawal of weapons in implementation of the Memorandum and the Package of Measures and its Addendum.

At the checkpoint of the armed formations south of the Stanytsia Luhanska bridge (15km north-east of Luhansk) the SMM saw about 1,000 people queuing to travel toward government-controlled areas and no people queueing in the opposite direction. About two hours later, at the entry-exit checkpoint north of the Stanytsia Luhanska bridge, the SMM observed about 1,000 people queuing to enter government-controlled areas and 600 people queuing to travel in the opposite direction.
SMM facilitation of maintenance works to civilian infrastructure
The SMM facilitated and monitored adherence to the ceasefire to enable an inspection of water wells in Artema (government-controlled, 26km north of Luhansk). The Mission continued to facilitate the operation of the Donetsk Filtration Station (15km north of Donetsk).
Border areas not under government control
While at a border crossing point near Izvaryne (52km south-east of Luhansk), the SMM saw a bus with Ukrainian licence plates (with 40 passengers on board), two cars (with Russian Federation licence plates) and two covered cargo trucks (with Ukrainian licence plates) entering Ukraine as well as 14 pedestrians exiting Ukraine. After about five minutes, an unarmed member of the armed formations told the SMM to leave the area.*
Sentencing hearing of former President of Ukraine in Kyiv
The SMM followed a court hearing which took place in the Obolonskyi District Court of Kyiv for the trial in absentia against the former President of Ukraine Viktor Yanukovych. The defendant had been charged under relevant provisions of Articles of the Criminal Code of Ukraine with high treason (Article 111, paragraph 1), planning, preparing and waging of aggressive war (Article 437, paragraph 2) and trespassing against the territorial integrity and inviolability of Ukraine (Article 110). The court found the defendant guilty of the first two charges and acquitted him of the third one and sentenced him to 13 years of imprisonment (the defendant can appeal the verdict within 30 days). The SMM saw 20 law enforcement officers inside and about 50 law enforcement officers in front of the court building, some of whom were checking vehicles on Marshala Tymoshenka Street, as well as two police trucks, two buses and a fire engine parked nearby. It also saw that the majority of observers in the courtroom were media representatives.
The Mission continued monitoring in Kherson, Odessa, Lviv, Ivano-Frankivsk, Kharkiv, Dnipro and Chernivtsi.
*Restrictions of SMM’s freedom of movement or other impediments to fulfilment of its mandate
The SMM’s monitoring and freedom of movement are restricted by security hazards and threats, including risks posed by mines, unexploded ordnance (UXO) and other impediments – which vary from day to day. The SMM’s mandate provides for safe and secure access throughout Ukraine. All signatories of the Package of Measures have agreed on the need for this safe and secure access, that restriction of the SMM’s freedom of movement constitutes a violation, and on the need for rapid response to these violations. They have also agreed that Joint Centre for Control and Co-ordination should contribute to such response and co-ordinate mine clearance. Nonetheless, the armed formations in parts of Donetsk and Luhansk regions frequently deny the SMM access to areas adjacent to Ukraine’s border outside control of the Government (for example, see below). The SMM’s operations in Donetsk and Luhansk regions remain restricted following the fatal incident of 23 April 2017 near Pryshyb; these restrictions continued to limit the Mission’s observations.
