Március 5-én Ferenc pápa Irakba utazott, ezzel megkezdve négynapos, történelmi jelentőségű látogatását az országban. A katolikus egyházfő az első, aki a közel-keleti országba látogat. A pápa elmondása szerint a „remény zarándokaként” utazik Irakba, ahol többek között keresztény menekültekkel, Ali asz-Szisztánival, az iraki síita nagyajatollahval találkozott, valamint az Iszlám Állam által elpusztított templomokat látogatott meg, továbbá Moszul városában misét tartott. A pápa iraki látogatásának fő üzenete az erőszak, a szélsőségesség megszüntetése, valamint az egyre fogyatkozó keresztény közösség szerepének növelése, jogaik védelme. Iraki keresztények helyzete

Ferenc pápa látogatása kétségtelenül felhívja a figyelmet az országban élő keresztények helyzetére, ami azért fontos, mert Irakot tartják a keleti kereszténység bölcsőjének, ahol egészen a 14. századig az iraki lakosság többségében keresztény volt. A Közel-Keleten az elmúlt két évtizedben a keresztény népesség száma jelentősen lecsökkent; amíg 1984-ben a népszámlálás szerint 1,4 millió iraki vallotta magát kereszténynek, addig ez manapság csupán 250 ezer főre tehető.

A keresztényeket érő széles körű üldözés a 2003-as iraki intervenció óta vált súlyosabbá. Főleg a nyugati erőknek dolgozó keresztény lakosságot érték terrorista támadások, őket ugyanis munkájuk miatt az irakiak árulónak minősítették. Az iraki háború alatt kb. 850 ezer keresztény hagyta el az országot.

Az ott maradottak helyzete még bizonytalanabbá vált, amikor az Iszlám Állam 2014-től hatalmat gyakorolt Irak északi régiójában, kiutasítva a keresztényeket a Ninivei-síkságról. Jelentések szerint több ezer otthont sajátított ki magának illegálisan az ISIS. Ennek okán a keresztények több, mint 40%-a hagyta el hazáját. Ezen felül az iszlamista csoport keresztény egyházi vezetőket is elrabolt és meggyilkolt.

A keresztények helyzete 2017 végén enyhült, amikor az iraki hatóságok bejelentették győzelmüket az Iszlám Állam felett. Az elmúlt pár évben több ezer család költözött vissza a térségbe.

Ferenc pápa és Ali asz-Szisztáni találkozása

Az elmúlt évtizedek politikai változásaival a muszlim-keresztény kapcsolatok is megromlottak. Ezen segíthet Ferenc pápa és a nagyajatollah találkozása. A síita vezető látta vendégül otthonában, Nedzsef szent városában a katolikus egyházfőt, ahol megvitatták az iraki keresztény és muszlim közösség békés együttélésének lehetőségeit. A találkozóról készült közleményben asz-Szisztáni azt írta, hogy az iraki keresztényeknek békében és biztonságban, az alkotmányban biztosított jogokkal kell élniük Irakban, amelyek hasonlóak a többi állampolgáréhoz .

A két vallási vezető közötti tiszteletet mutatta, hogy Ferenc pápa levette cipőjét, mielőtt belépett az ajatollah szobájába, asz-Szisztáni pedig állva köszöntette az egyházfőt, ami nagyon ritka. A találkozó azért is jelentős, mert a koronavírus-járvány kitörése óta ez volt az első alkalom, hogy Ferenc pápa (aki megkapta már a járvány elleni oltást) külföldi útra ment. Egyikük sem viselt maszkot annak ellenére, hogy Irakban a fertőzöttek száma ismét megnőtt.

Bombázások Irakban

Nem a Covid-19 az egyetlen probléma, ami a pápa látogatását beárnyékolja; az elmúlt hónapokban ugyanis több robbantás is történt Irakban.

Január 21-én öngyilkos merénylők hajtottak végre robbantást az iraki főváros egy népszerű, használt ruhákat áruló piacán, a Tajarán téren. A kettős öngyilkos merényletben legalább 32-en hunytak el és több, mint 100 ember sérült meg, akik kórházi ellátásra szorulnak. Bár egy ideig nem volt biztos, hogy ki felelős a történtekért, végül a támadást követő éjjelen az Iszlám Állam terrorszervezet vállalta magára a történteket.

A hónap közepén rakétacsapások érték Kurdisztán Autonóm Régió fővárosának, Erbílnek környékét. A támadás a város repülőterének közelében történt, ahol az iraki koalíciós erők amerikai katonai bázisa is található. A rakétatámadás során egy, az Egyesült Államoknak dolgozó külföldi polgári munkatárs hunyt el és legalább kilenc ember sebesült meg.

Február 20-án bejelentették, hogy Balad városában lévő légitámaszponton, ahol amerikai repülőgépeket is tárolnak, négy rakéta csapódott be. Ezúttal halálos áldozatról nem, csak sebesültekről számoltak be. Mindkét támadás esetén az elkövető nagy valószínűséggel iráni támogatású síita fegyveres csoport, a Guardian of the Blood volt.

Az Iránhoz köthető fegyveres csoportok célja, hogy a külföldi erők hagyják el Irakot. A baladi támadás valószínűleg a NATO azon bejelentésére volt válaszlépés, miszerint jelentősen megnövelik az Iszlám Állam legyőzésére szolgáló iraki misszió létszámát.

Ferenc pápa látogatása során kijelentette, hogy az ellenségeskedés, a szélsőségesség és az erőszak vallásárulás.

Összegzés

Ferenc pápa iraki utazása valóban történelmi jelentőségű és mindenképpen szükséges ahhoz, hogy a társadalmi feszültségek enyhüljenek az országban, ezáltal egy békésen együtt élő, egységesebb nép élhessen az oly sokat szenvedett Irakban. Ez most különösen lényeges, hiszen októberben (június helyett) parlamenti választásokat tartanak az országban, ám 2019 ősze óta folyamatosan tüntetések vannak, amelyek a kilátástalan gazdasági helyzetről, a korrupcióról, és a külföldi befolyás ellen szólnak.

STOCKHOLM/VIENNA/WARSAW, 8 March 2021 – The role of women as leaders, particularly in peace building and conflict prevention, is essential to achieve prosperous and peaceful societies, and to guarantee the strength of our democracies, say OSCE officials on the occasion of International Women’s Day.

OSCE leaders from the Chairpersonship, the Secretariat, the Office for Democratic Institutions and Human Rights and the Parliamentary Assembly highlighted the need for increased efforts and resources to advance women’s leadership. They also stressed the critical role of women’s empowerment to ensure that post-COVID-19 recovery efforts are inclusive and provide an opportunity to increase women’s participation in decision-making in public life.

“The economic empowerment of women and girls is essential for their meaningful involvement and equal participation in decision-making processes, including in conflict resolution and peace building. Promoting women’s leadership is an important aspect when we aim to increase women’s and girls’ full and effective participation in decision-making processes. The OSCE has an important role to play in its efforts to strengthen women’s leadership in our societies,” said the OSCE Chairperson-in-Office, Swedish Minister for Foreign Affairs Ann Linde.

“As our societies deal with the COVID-19 pandemic, implementing the OSCE’s strong commitment to women’s equal participation is more important than ever. We need to prioritize our efforts to promote women’s leadership, through professional training and mentoring, through supporting women’s peacebuilding networks and through ensuring a gender-sensitive work environment,” said Secretary General Helga Maria Schmid.

The officials stressed that gender equality is a prerequisite for inclusive peace, sustainable economic development and democratic governance.

Within the OSCE, women are taking the lead. In the Secretariat, institutions and field operations, women working across all three dimensions of security are making leading contributions to the OSCE’s work for peace and security through conflict prevention, conflict management, and conflict resolution.

“The OSCE today is based on the principle of gender equality and this has not only shown that  women make strong and capable leaders, but that they make our institutions better: more inclusive, effective, and efficent,” said ODIHR Director Matteo Mecacci. “But we have a long way to go. Men in leadership positions have an important role to play in levelling up the playing field and in defeating age-old prejudices, not just for the good of women but for the success of our societies.”

OSCE Parliamentary Assembly Special Representative on Gender Issues Hedy Fry said: “On International Women’s Day, let’s celebrate women leaders in peace building and conflict prevention efforts in the OSCE region and beyond. With women’s participation, peace efforts are more successful, yet women accounted for only 3 per cent of mediators, 4 per cent of signatories, and 13 per cent of negotiators from 1992 to 2018. Women should be equal participants, and all women – of different ages, ethnicities, and citizenship status – should be included.”

La communauté internationale commémore ce 08 mars 2021 la Journée internationale de la femme. Notre pays le Bénin ne reste pas en marge de cet événement majeur qui porte sur le thème : « Leadership féminin : Pour un futur égalitaire dans le monde de la Covid-19 ».

Au ministère de l'énergie, c'est pour la 5ème fois que nous commémorons cette journée depuis mon arrivée à la tête de ce département en 2016. C'est le lieu pour moi de réaffirmer, une fois de plus, mon engagement à promouvoir la gent féminine. La femme, en effet, c'est le sel de la vie et la mère de l'homme. C'est la clé de voûte de tout développement. C'est la femme qui donne la vie, qui éduque, qui conseille, qui oriente et qui organise. C'est d'elle que vient la lumière.

Chères femmes du ministère de l'énergie ! Vous êtes le rayon de la lumière divine. Vous êtes, par vos actions et votre engagement à la tâche, la lumière qui éclaire le ministère de l'énergie. Si aujourd'hui l'énergie est désormais au cœur du Bénin, terre d'opportunités grâce au président Patrice Talon, le mérite vous revient aussi.
Soyez-en fières. Soyez aussi rassurées qu'aujourd'hui plus que jamais je serai votre bouclier contre toutes sortes de discrimination dans ce département ministériel stratégique.

Comme vous le savez, mon action depuis le 06 avril 2016 a été de placer la femme au cœur de nos politiques de développement. C'est d'ailleurs pourquoi j'ai mis en place une cellule genre et développement le mardi 21 mai 2019.

Dans le cadre de la réalisation des grands travaux, en particulier la construction de la centrale thermique dual fuel de Maria-Gléta, j'ai insisté pour qu'un recrutement significatif de femmes soit fait en matière de main-d'œuvre locale. Aujourd'hui, sur cette centrale travaillent de braves femmes à des postes de responsabilité importante notamment l'exploitation de la centrale depuis la salle de commande. Bref, la liste de mes actions n'est pas exhaustive et devra se rallonger. Cela devra continuer sous le leadership du président Patrice Talon.

Chères femmes du ministère de l'énergie ! Cette édition de la Jif dans un contexte de Covid-19 est selon moi, une occasion de réflexion sur les actions à mener pour promouvoir le leadership féminin dans un contexte contraint. Cela, en vue d'un futur égalitaire. J'y crois fermement et je vous invite à en faire de même. C'est sur ces mots que je vous souhaite une excellente journée.

KYIV, 8 March 2021 — International Women’s Day provides a timely reminder of women’s ongoing and critical contributions to sustainable peace and security.

“While we witness daily the crippling impact that the conflict has on women and girls, men and boys, we also see the important work they all do in addressing community needs and crossing divides,” said Yaşar Halit Çevik, Chief Monitor of the OSCE Special Monitoring Mission (SMM) to Ukraine. “Their contributions are important and their perspectives are vital to achieving peace and stability.”

Çevik highlighted that the SMM continues to incorporate a gender perspective in its activities. “We are striving to make the Mission most effective in implementing its Mandate, and gender mainstreaming is key to that,” the Chief Monitor explained. “Mixed patrols, for example, give us greater access to different interlocutors. And by looking at the different experiences and security needs of all members of society, we can provide a fuller picture of the actual situation on the ground.”

The OSCE Project Co-ordinator in Ukraine (PCU) assists Ukraine in elaborating and promoting policies that eliminate gender imbalance and support participation of women, including in spheres of life traditionally dominated by men — from politics to military service, justice and law enforcement. Notably, for the past year, the Co-ordinator supported the production of reference guides, “Gender Policy in Legal Documents” and “Guidebook on Gender Integration in the Ukrainian Armed Forces”, to strengthen local expertise. 

“Women make a significant contribution in building a secure, stable and prosperous future for Ukraine. It is in the best interest of all of society to lift barriers where women’s roles are limited due to stereotypes or traditional norms,” said Henrik Villadsen, OSCE Project Co-ordinator in Ukraine.

Practical assistance is also provided by the PCU to curb violations of women’s rights. The PCU offers training courses to legal professionals and civil society on gender aspects of criminal and constitutional justice, assists in the development of gender competencies framework for judges and helps law enforcement officers improve response to domestic violence. All of the PCU’s projects include and take into account gender perspectives.
