Nairobi/Juba, Tuesday May 26, 2015: HelpAge International and its partner, the Islamic Relief will on Wednesday, May 27th, 2015launch a three year programme in Juba, South Sudan to support badly malnourished older persons in Warrap State.
Funded by the German Government, the project will target to provide food vouchers and/or food baskets to older persons in one of the most affected States by the ongoing internal conflict that has left more than 1.4 million people displaced.

According to Tendai Gunda, HelpAge International Nutritional Coordinator in South Sudan, the project will reach 210 households. “Those able to walk to points where food centers will be stationed will get food vouchers while those found not able will get food basket delivered to them through”, she said.

Tendai said 600 households will further receive training on nutrition. They will learn how to establish food gardens to improve their nutritional needs.

On the other hand, Islamic Relief will support the affected people with provision of water and sanitation services as well as food security and livelihood activities.
Selection criteria for the target group are their limited income opportunities and critical nutritional status. Due to ongoing conflicts and several other multiple stress factors, local support mechanisms stopped functioning hence need for this timely intervention.
Expected at the event include top Government officials as well as officials from the German Embassy in South Sudan.

Background
The conflict in South Sudan has internally displaced over 1.4 million South Sudanese. People from the Greater Upper Nile (GUN) region (Jonglei, Unity and Upper Nile States) have been most severely affected. This has negatively impacted livestock and crop production, and markets, especially in the conflict-affected states. These disruptions have in turn increased cereal prices by up to 300 per cent and reduced cereal stocks. In the worst affected counties in the GUN, as much as 80 per cent of the population was unable to cultivate staple crops in the last agricultural season and staple foods remain limited in many local markets. Overall, staple food stocks were depleted within the first quarter (January to March) of 2015. Approximately 112000 older persons were affected by the conflict.

The conflict in Unity has led to an influx of Internally Displaced Persons (IDP) into Warrap, where the IDPs and the local population compete for the already scarce resources. According to OCHA-classification, Warrap is a “stressed state”. Further, the region has experienced heavy flooding in two consecutive years which caused widespread destruction of livelihood sources as well as communal support structures. Warrap state is built of six counties; the project will be implemented in Tonj North County.

Depuis lundi les exercices de l’Arctic Challenge 2015 mobilisent près de 115 avions et 3 600 militaires dans le nord de la Scandinavie. Neuf pays, la plupart membres de l’Otan, participent à ces opérations de simulations aériennes. Activités qui ne sont pas du goût des voisins russes qui ont à leur tour lancé de vastes exercices d'alerte.

A hátfájás, derékfájás a mozgásképességet is jelentősen befolyásolhatja: a páciensek se ülni, se állni, se járni nem tudnak. A háttérben azonban nem kizárólag testi tünetek állnak.

Kinek ne fájt volna már valaha a dereka? A tünetek sokszor gyorsan elmúlnak, máskor viszont tartósan megmaradnak. A járás, az ülés, az állás is tartós fájdalmat okozhat, a páciensek mindennapjait teszik tönkre a testi kínok. “Az ilyen fájdalmak közül minden ötödik válik krónikussá” – mondta a HáziPatika.com megkeresésére Simoncsics Eszter reumatológus.

“A krónikus fájdalmakban a pszichés tényező komoly szerepet játszik” – tette hozzá az Egyesített Szent István és Szent László Kórház rehabilitációs centrumában dolgozó orvos. Krónikus fájdalom szindróma alakulhat ki ilyenkor, amelynek nemcsak az időtartama fontos – azaz három hónapnál hosszabb ideig áll fenn -, hanem az is, hogy a szervi okok kizárhatók a tünetek vizsgálata során.

“A krónikus fájdalom szindróma olyan tartós személyiségváltozás, ami nem tünete valamely más mentális zavarnak” – hangsúlyozta Simoncsics. Minthogy lélektani tényezők is szerepet játszanak, ezért nemcsak mozgásszervi terápiára kell odafigyelniük a szakembereknek, ha krónikussá válik például a hátfájás, hanem pszichológiai, pszichiátriai kezelési módokat is alkalmazniuk kell sok esetben.

Mi a fájdalom?

De mi is az a fájdalom egyáltalán? Erre van tudományos definíció (kellemetlen szenzoros és emocionális tapasztalat, amely tényleges vagy potenciális szöveti károsodáshoz csatlakozik), de valójában a kutatók sem tudják megítélni, hogy egy adott személynek mi, miért fáj, hogyan és mennyire fáj – jegyezte meg a reumatológus. Ezeket értékelni csak szubjektív módon lehet – tette hozzá, hiszen nincs objektív mérce. A fájdalommal kapcsolatos viselkedés tanulási folyamat eredménye. A betegek sokszor olyan dolgoktól “tanulnak meg indokolatlanul félni”, amelyek egyébként a gyógyulásukhoz szükségesek. Így például a fájdalom bekövetkezését sokan egy rossz mozdulathoz kötik. Éppen ezért minden mozgástól ódzkodnak a továbbiakban, ami nem könnyíti, hanem súlyosbíthatja a helyzetüket.

Nagyon fontos ezért is a különböző pszichológiai terápiák alkalmazása – a pácienseket meg kell tanítani, hogy mit tehetnek és mit tegyenek a saját érdekükben. Ne féljenek a mozgástól, hanem olyan mozgást végezzenek, ami segíti az állapotuk javulását. Ugyanakkor – minthogy a szervi okok kizárhatók a krónikus fájdalom szindrómában -, műtéttel nem lehet segíteni a hátfájásukon. Ez sokszor lehangolja a betegeket, hajlamosak valami nagyon súlyos dologra, “műtetlenségre” gyanakodni. Gerincsérvet vagy súlyos más problémákat gyanítanak, amit azonban a modern vizsgálatok egyébként kimutatnának, tehát általában nem jogos az aggodalom. (Persze minden esetet alaposan ki kell vizsgálni, és csak akkor lehet a szervi okokat kizárni – tehetjük ehhez hozzá.)

Nagyon fontos az is – Simoncsics szerint -, hogy sok beteg fél a gyógyszeres terápiától. Pedig a fájdalomcsillapítók, a gyulladáscsökkentők valóban hatnak az adott szervre, és nemcsak a beteg közérzetét javítják. Minthogy az idegrendszer, az immunrendszer és mozgásszerveink működése is összefügg, ezért a “konzervatív” terápia is hasznos lehet – magyarázta a szakember. A fájdalom csökkentése pedig esélyt ad arra, hogy a betegek többet és jobban mozogjanak, ami hosszabb távon javítja az állapotukat.

A krónikus hátfájás esetén amúgy is lassan érezhető a javulás, de mindenképpen fontos a sokféle terápia együttes alkalmazása ilyenkor. Tehát a mozgásszervi rehabilitációt kiegészíthetik a különböző pszicho- és szocioterápiák. Ilyenkor sokszor a betegek depresszióját is kezelni kell, hogy segíteni tudjanak magukon, ne hagyják el magukat, vagy például ne önmagukat vádolják állapotuk kialakulásáért. Ha túljutottak ezen a szakaszon, a mozgásszervi rehabilitáció is eredményesebb lehet (például csökken a kiesett munkaórák száma, lerövidülhet az egészségügyi ellátás időtartama, csökkenhetnek a gyógyításra szánt költségek).

Simoncsics Eszter szerint “teljes gyógyulásról persze nem lehet mindig beszélni, de a betegek életminősége, közérzete és mozgásképessége jelentősen javulhat a különböző terápiák együttes alkalmazása esetén.”

A baleset következtében minden gépkocsi jelentősen megrongálódott. Áldozatok nincsenek. A baleset okát jelenleg a rendőrség munkatársai vizsgálják.

Andrzej Duda, candidat du parti parti Droit et justice (PiS) vainqueur de l’élection présidentielle polonaise dimanche, est dépeint par de nombreux médias comme un ultraconservateur qui pourrait bien devenir le Viktor Orbán de la Pologne.

Entre les peuples hongrois et polonais, c’est une amitié indéfectible longue de plusieurs siècles. Une amitié qui s’est matérialisée ces dernières années par le soutien sans faille des conservateurs polonais au gouvernement hongrois. Quelle étrange sensation de voir des centaines de Polonais défiler dans les rues de Budapest pour soutenir Viktor Orbán dans son combat pour la souveraineté nationale hongroise, lors des grandes « marches de la paix » !

Mais ces derniers mois, il y avait de l’eau dans le gaz entre Varsovie et Budapest. La première reprochant à la seconde son rapprochement avec Moscou, dans le contexte de la guerre en Ukraine. La victoire d’Andrzej Duda dimanche devrait donc initier un rapprochement. D’autant que de nombreux connaisseurs de la Pologne estiment que Duda sera un Orbán polonais.

Ainsi le quotidien libéral « Gazeta Wyborcza », cité par Eurotopics :

« Les présidentielles, ainsi que les législatives qui auront lieu cette année, pourraient ramener le PiS au cœur du pouvoir. Il s’agit d’un parti qui remet en cause l’Etat dans sa forme actuelle. … Président, Duda ne sera ni médiateur conciliant pour résoudre les conflits, ni gardien de la Constitution. Il entend bien plus mettre à profit une majorité du PiS au Parlement polonais pour instaurer un régime comme celui d’Orbán. Il consignera dans la Constitution le nationalisme et les dogmes de l’Eglise catholique. Les institutions publiques seront noyautées par son parti. »

Le journal « Le Monde » confirme que la politique de Viktor Orbán est une source d’inspiration pour le parti Droit et justice (PiS) fondé par les jumeaux Kaczynski :

« L’un des principaux thèmes de la campagne de M. Duda; qui prendra ses fonctions le 6 août, a été la lutte contre les entreprises étrangères qui ne paient pas d’impôts. Les enseignes de grande distribution – notamment françaises – sont dans le collimateur. Elles sont, de plus, accusées de faire de la concurrence aux petits commerçants. M. Duda a aussi promis de s’attaquer aux banques étrangères en Pologne. Autant d’annonces qui rappellent le programme appliqué par l’ultraconservateur Viktor Orbán en Hongrie. »

Politico.eu confirme :

« Duda a promis de suivre les traces du Premier ministre hongrois Viktor Orbán, qui a lutté contre les banques étrangères sur la question des prêts hypothécaires libellés en francs suisses. Environ un demi-million de Polonais ont de tels prêts. »

Mais selon Politico, la Pologne de Duda n’ira pas aussi loin que la Hongrie dans la remise en cause de la politique de l’Union européenne :

« Alors qu’Orbán sert de modèle au PiS pour la politique intérieure – l’un des slogans du parti a été « Budapest sur la Vistule » – les relations capricieuses du Premier ministre hongrois avec l’UE sont peu susceptibles d’êtres suivies par une administration Duda. Si pendant sa campagne, Duda a plaidé pour que la Pologne ne soit pas « dans le mainstream » de l’UE, et s’il a été un peu plus conciliante à l’égard de Moscou, il a été mesuré dans ses discours sur les affaires européennes. Ce qui est susceptible de se produire est un refroidissement des relations avec Berlin.

Prochain grand rendez-vous : les élections législatives cet automne en Pologne qui pourraient confirmer son virage conservateur.

Le ministre grec des Finances Yanis Varoufakis a appelé mardi les créanciers de son pays « à se mettre d'accord », faute de quoi les remboursements de dette ne pourront plus être effectués très longtemps.

The decree in which Dhano Obongo was removed came on Tuesday evening, although no reason was given for the governor's surprise decision.

A source at the finance ministry claimed Obongo allegedly diverted 300,000 South Sudanese pounds, which had been allocated for repairing state government vehicles.

“We got clear information from someone who had witnessed the minister misusing state government funds. The minister wrote on an invoice indicating that the money would be used for repairing government vehicles, but after withdrew it. Indeed no vehicle was repaired and the money was no longer there in cash”, the finance ministry official, who preferred anonymity, told Sudan Tribune.

The former finance minister had earlier been accused of allegedly utilising development funds initially allocated for the Greater Pibor Administrative Area (GPAA).

A committee headed by the minister of livestock and fisheries, Nyang Lul was formed and tasked to investigate Obongo's alleged involvement in corruption-related practices.

The committee presented its report to the governor, which eventually resulted into the termination of the former finance minister, the source said.

Both Lul and Obongo hail from Akobo county in Jonglei state.

However, the state information minister claimed the committee's findings did not in any way influence the former minister's sacking.

Meanwhile, Sudan Tribune was unable to reach Obongo, who was appointed by the state governor to oversee the finance ministry in May last year.
