Oktober, bei dem mindestens 46 Menschen starben und mehr als 100 verletzt wurden, sowie den Flugzeugabsturz auf dem Sinai am 31. Oktober, bei dem alle 224 Menschen an Bord ums Leben kamen. Sie sprach stellvertretend für das Parlament den Freunden und Familien der Opfer in Rumänien und Russland ihr Beileid aus.

The School Fruit and Vegetables Scheme and the School Milk Scheme are currently separate programmes under which EU aid is allocated to member states. In January 2014, the Commission presented two proposals merging the schemes and amending the new Single Common Market Organisation (single CMO) regulation under the reformed Common agricultural policy (CAP)  and the regulation fixing certain aids and refunds. 

Following the examination of the proposal in the Council, on 12 October 2015 the Special Committee on Agriculture (SCA) granted the Presidency a mandate to enter the first trilogue with the European Parliament on this proposal. The first trilogue took place on 20 October. The main issue at the time was the legal basis of the proposal, on which the mandate prepared for the 2nd trilogue shows some opening.

At the end of the 2nd trilogue on 11 November, while recalling its attachment to reach a positive conclusion of this issue, the Presidency deems that it is appropriate to wait before setting the date of the next trilogue. It considers that further informal contacts in the meantime will allow to clarify some elements discussed and will facilitate those negotiations to resume efficiently as soon as possible.

Séance plénière : La vice-présidente du Parlement, Mairead McGuinness, a attiré l'attention de la Chambre sur l'incendie d'une boîte de nuit de Bucarest le 30 octobre dans lequel au moins 46 personnes ont perdu la vie, et 100 ou plus sont encore à l'hôpital, et sur le crash de l'avion russe dans le Sinaï le 31 octobre, qui a tué 224 personnes. Elle a transmis les condoléances du Parlement aux amis et familles des victimes des deux tragédies et aux peuples de Roumanie et de Russie.

"China’s society has become sick and needs treatment."

A regional workshop organized from 9 to 11 November 2015 by the OSCE Mission to Montenegro in co-operation with the Police Administration in Danilovgrad saw 23 forensic experts from Podgorica, Tirana, Sarajevo, Banja Luka and Skopje exchange opinions, experiences and best practices on enhancing the quality of forensics by aligning them with international quality standards.

Uniform forensic evidence is crucial so that criminal justice systems of different countries can effectively exchange data to investigate crimes, particularly terrorism and organized crime.

This workshop brought together forensics experts from non-accredited laboratories to learn more about the work and practices of the Montenegrin Forensic Centre (MFC), which is accredited in forensic quality standard ISO 17025 and is therefore able to provide mentorship to interested non-accredited forensic laboratories on international best practices.

“Montenegro is aware of the importance of the regional co-operation in this regard and the MFC is ready to work with all partners in the region and beyond,” said Zoran Tomcic, MFC Director. “The Interior Ministry and the Police Directorate have recognized this need and provide all support from the strategic and operational level.”

Vladimir Ragozin, Programme Manager of the Security Co-operation Programme at the OSCE Mission, said: “The quality of forensic investigation is particularly significant because crime knows no borders. International co-operation will be effective if forensic information meets the highest quality requirements and can be shared competently.”

The workshop was concluded with a recommendation to continue and expand this regional initiative to include more areas of the forensic work of common interest for the region, such as ballistics expertise, explosions, polygraph testing and the classification of fingerprints.  

This was final sub-activity of the OSCE Mission to Montenegro launched in March this year with the aim of sharing Montenegrin know-how in this area.
