The links between respecting human rights and countering violent extremism and radicalization that may lead to terrorism were explored during a training workshop for police officers from the Spanish municipality of Fuenlabrada, from 22 to 24 May 2018. The course was organized by the OSCE Office for Democratic Institutions and Human Rights (ODIHR).

The 22 mid- to high-ranking officers who participated – 20 men and 2 women – discussed human rights standards related to the work of the police with communities, the treatment of detainees,  the use of force, stop-and-search procedures, and the arrest of criminal suspects.

“Frontline police officers at the local level perform an important role in preventing and countering violent extremism and radicalization that may lead to terrorism,” said Jennifer Croft, Deputy Head of the ODIHR Human Rights department. “Respecting and protecting human rights is a central part of this role and helps officers enhance their operational effectiveness.”

The workshop built on ODIHR’s standard training curriculum for law-enforcement officers on protecting human rights and effectively countering terrorism, tailored to the specific needs of local police. The workshop was based on the findings of a pre-training assessment mission and incorporated elements from the OSCE guidebook Preventing Terrorism and Countering Violent Extremism and Radicalization that Lead to Terrorism: A Community Policing Approach.

The training was part of the local implementation of the Spanish national strategy against violent radicalization. It followed a similar exercise for Spanish local police officers from Andalusia, which took place in Málaga in June 2017.

Die irre Wende ist Tatsache! Der neue Trainer des FC Sion ist doch der alte. CC hat auf die Stimme des Volkes sowie der Vernunft gehört und sich doch noch mit Maurizio Jacobacci geeinigt.

Es hatte schon seinen Grund, weshalb wir gestern schrieben: Es ist noch nicht offiziell, dass Jacobacci weg ist. Denn in der ganzen Geschichte gab es ein nicht zu unterschätzendes Mosaiksteinchen mit Gewicht: Die Vox Populi, die Stimme des Volkes. Als Christian Constantin nach der Ablehnung seiner Offerte durch Jacobacci die beleidigte Leberwurst spielte und ein Shitstorm sondergleichen über ihn brauste, da muss es zu einer Erleuchtung gekommen sein. Und so hinterfragte CC seine Entscheidung, einen neuen Trainer zu suchen ebenso wie das öffentliche Desavouieren seines Retters, der den FC Sion in der Super League gehalten hat.

Eine wesentliche Rolle in diesen Überlegungen wird die Abstimmung über das Olympiaprojekt Sion 2026 gespielt haben. Der Kanton Wallis stimmt am 10. Juni über dieses Projekt ab. Die Prognosen lassen ein Kopf-an-Kopf-Rennen vermuten. Initiant CC wird immer noch in enge Verbindung mit Sion 2026 gebracht, obwohl er längst aus dem Bewerbungskomitee ausgetreten ist. Hätte er nun praktisch alle Fans des FC Sion gegen sich aufgebracht – die Abstimmung wäre verloren gewesen! Und damit die Millionendeals, die sich CC erhofft.

So also funktionierte er wieder mal à la Adenauer und interessierte sich nicht mehr dafür, dass er gesagt hatte: «Ich weiss nicht, welches Spiel Maurizio treibt. Ich habe den Eindruck, der Erfolg ist ihm in den Kopf gestiegen.» Eine Kehrtwende nach solchen Aussagen? Das gibts nur im WWW -  im Wilden Walliser Westen.

Abstriche bei Jacobaccis Lohn

Doch auch Jacobacci musste über seinen Schatten springen und finanzielle Zugeständnisse machen, wenngleich die Parteien in dieser Hinsicht nie dramatisch weit auseinandergelegen waren. Das hatte CC nur vorgeschoben in diesem unsäglichen Communiqué auf der Homepage des Klubs, in welchem er monierte, dass zu hohe finanzielle Ansprüche seitens von Jacobacci dazu geführt hätten, dass die Verhandlungen ergebnislos abgebrochen worden seien.

Nun also die Kehrtwende. Und die Unterschrift unter einen Ein-Jahres-Vertrag. Jacobacci hatte immer gesagt, er wolle gar nicht mehr, denn wenn er durch seine Arbeit überzeuge, werde CC schon verlängern. Was nicht eben die Position eines geldgierigen Raffzahns ist…

Oder als er im Spätherbst seiner Karriere noch einmal bei Flamengo unterschrieb und die Reporter an der Medienkonferenz zwei Stunden warten liess, bevor er mit Sonnenbrille und schwarzer Mütze – bei 35 Grad – zwei Sätze in die Mikrophone sprach und dann in einem Club abfeierte.

Mit diesen Kapriolen soll nun Schluss sein. Ronaldinho kommt unter die Haube!
