A la suite d’un documentaire réalisé sur Canal Plus par le même auteur, connu pour ses ouvrages sur les opérations militaires françaises (Afghanistan, Côte d’Ivoire, Mali…), ce travail dresse un portrait de treize agents de la DGSE, qui acceptent (anonymement, et avec toutes les précautions d’usage, cela va sans dire), de parler. Ils ont accompli des missions difficiles, dans la clandestinité. De quoi parlent-ils au juste, sans pouvoir se livrer totalement, sans trahir de secrets ? De leur recrutement, du métier, qui n’est pas ce qu’on en dit, de ses joies comme de ses difficultés, de la solidarité comme de la solitude, de l’aventure comme de la bureaucratie, des succès et des échecs, des déceptions (au sens français du terme…) et des bonnes surprises. De l’Afghanistan, aussi, qui sert de fil rouge à leur discours (et ils ne sont pas tous d’accord).
Après un certain nombre d’ouvrages de fiction (citons plutôt DOA et son Pukhtu Primo que la série SAS, qui ne semble pas dans le cœur des interviewés, en dépit de son succès de gare et de l’estime de nombreux décideurs…), après la série Le bureau des légendes, après la création de l’Académie du Renseignement qui avait pris l’initiative courageuse de plusieurs colloques ouverts (notamment sur le renseignement dans la Première Guerre mondiale), ce travail confirme le regain d’intérêt du grand public pour le renseignement en France, sans doute en partie, hélas, du fait des attentats récents. Il vise sans doute, lui aussi, à encourager des vocations, en démystifiant ou en répondant par avance à un certain nombre de questions.
L’exercice est utile, et participe de ce que le monde académique qualifierait, avec sa pompe, d’approche sociologique qualitative sur la base d’entretiens semi-directifs. L’échantillon en est forcément réduit ici, ce qui n’amoindrit pas le tour de force, de faire parler ceux dont le métier est de se faire passer pour un(e) autre. Et d’insister sur le caractère irremplaçable de l’humain, tant l’électro-magnétique demeure contournable. Leur témoignage est rare et précieux. naturellement, il ne règle pas tous les maux que l’on connaît en France : des études universitaires de renseignement (ou intelligence studies) à développer en dépit de quelques auteurs très productifs, sérieux et talentueux (Forcade, Laurent…) ; surtout, des moyens financiers limités pour le renseignement (les salaires suivent-ils les défis géopolitiques ?..) en dépit d’un réel savoir-faire, internationalement reconnu ; comme partout ailleurs, des améliorations organisationnelles à imaginer, etc. Il n’en demeure pas moins que le livre mérite d’être lu, et confirme la contribution régulière de Jean-Christophe Notin aux questions de défense.

Utólag visszagondolva, csak a hivatalos sajtótájékoztatót és a hivatalos üzeneteket felejtettem ki. Pedig ott volt Ben Hodges tábornok az Európában állomásozó amerikai erők főparancsnoka (+ a VKF és az amerikai követség ügyvivője), de elhangzottak a szokásos üzenetek, de bevallom ezek engem kevéssé érdekelnek, talán mert minden nap olvasok ilyeneket.
Ami viszont érdekelt, azt leírtam és lefényképeztem és levideoztam (ezt utóbbit még gyakorolni kell).
És természetesen azt gondolom, hogy az országos magyar sajtónak az ilyen gyakorlatokról így (is) kellene beszámolni: mi történt, mi a kontextus és esetleg a politikai üzenetek (amit kihagytam). Ehhez képest az én csak Zord Gábort láttam írni, aki már annyi ilyet látott, hogy őt meg az nem hozza már lázba, viszont mindig a orosz-amerikai viszonyra fókuszál. Mást nem láttam. Nem azért kellene részletesebben leírni, hogy népszerűsítsük az ilyeneket (mert az újságíróknak ez csak régen volt munkaköri leírás), hanem hogy a potenciális olvasó a nagy politikai üzenetek mellett (amik szerintem egyébként nem érdekik, mert már nem tud eligazodni, és elege is van a politikából) kapjon valamit, hogy mi értelme van ezeknek a gyakorlatoknak. Kinek jó ez és minek?
Szerintem - és a NATO 2013 után tökre ezt kezdte csinálni még mindenféle orosz invázió előtt - hadgyakorlatok így is úgy is lennének a NATOban. Érdekes vagy K-Európa szempontjából szomorú, hogy a 2001 után időszak gyakorlat-mentessége valójában anomália volt a katonai szövetségnek, de volt Varsói országoknak ez a természetes és ami most van az az anomália. De ezt már írom a cikkben is.

Tusk and Juncker to hand Poroshenko a letter notifying Ukraine the EU has completed ratification of a symbolic trade pact.

UK foreign minister Boris Johnson said on Tuesday that "there is no plan for no [Brexit] deal". Without a divorce settlement by March 2019, the UK would fall out of the EU from one day to the next. "I think the chances of such an outcome are vanishingly unlikely," said Johnson, noting that a "great free trade deal" is in the interest of both sides.

The United States temporarily deployed a battery of Patriot missiles in Lithuania, the defence ministry of the Baltic nation said on Tuesday. They are there for a Nato exercise, which ends 22 July. Meanwhile, the US State Department proposed to approve a sale of Patriot missile defence systems to Romania. "Romania will use the Patriot missile system to strengthen its homeland defence and deter regional threats," the State Department said.

From small businesses to commercial giants, many have been affected by the US and EU sanctions imposed after Crimea's annexation by Russia in 2014. But some locals have found ways around them.

The European Court of Human Rights said on Tuesday that Belgium's ban of clothing that conceals the face does not infringe on the Convention of human rights. The court said that the ban, adopted in 2008 in three municipalities, "could be regarded as proportionate to the aim pursued, namely the preservation of the conditions of 'living together'." It added that it could be regarded as "necessary" in a democratic society.

EU countries Tuesday definitively adopted the Association Agreement with Ukraine, a day before a summit in Kiev. The agreement has been provisionally applied since 1 September 2014, but its final ratification was delayed after Dutch voters rejected it in a 2016 referendum. The Netherlands ratified in May 2017 after getting assurances that it wouldn't guarantee EU membership, or imply military assistance to Ukraine. It enters into force on 1 September.
