Séance plénière : Les États membres doivent appliquer le code en huit critères de l'UE sur les exportations d'armes avec plus de rigueur, en particulier vu l'environnement sécuritaire changeant dans le voisinage de l'UE, a déclaré le Parlement jeudi. Il a souligné que ces flux commerciaux ne sont pas dans les intérêts directs de l'Union en matière de sécurité et que des considérations politiques et économiques nationales ne doivent pas l'emporter sur la prise de décision concernant les licences d'exportation.

Der Rat hat am 16. Dezember 2015 eine allgemeine Ausrichtung zur vorgeschlagenen Richtlinie über die Verringerung der nationalen Emissionen bestimmter Luftschadstoffe (sog. neue NEC-Richtlinie) festgelegt. Die auf der Tagung des Rates "Umwelt" erreichte Einigung wird als Grundlage für die Verhandlungen mit dem Europäischen Parlament dienen.

Mit der Richtlinie sollen die jährlichen Höchstmengen pro Land für bestimmte Luftschadstoffe geändert und neue Reduktionsverpflichtungen für die Zeiträume 2020 bis 2029 und ab 2030 eingeführt werden.

Ziel ist es, die aufgrund der Luftverschmutzung bestehenden Gesundheitsrisiken und Umweltfolgen zu verringern und das EU-Recht mit den internationalen Verpflichtungen, die sich aus dem geänderten Göteborg-Protokoll von 2012 ergeben, in Einklang zu bringen.

Schadstoffe

In der derzeitigen NEC-Richtlinie sind nationale Emissionsobergrenzen für vier Schadstoffe (Schwefeldioxid, Stickstoffoxide, flüchtige organische Verbindungen und Ammoniak) festgelegt. Der Standpunkt des Rates für die neue Richtlinie enthält außerdem Höchstwerte für den neuen Schadstoff Feinstaub, nicht aber für Methan, wie es die Kommission vorgeschlagen hatte. Dieser Schadstoff wurde vom Geltungsbereich ausgenommen, da Überschneidungen mit künftigen klima- und energiepolitischen Maßnahmen im Zusammenhang mit Treibhausgasemissionen befürchtet wurden.

Nationale Reduktionsverpflichtungen

Die nationalen Reduktionsverpflichtungen je Schadstoff für den Zeitraum 2020 bis 2029 im Standpunkt des Rates und im geänderten Göteborg-Protokoll sind identisch. Für den Zeitraum ab 2030 soll es dagegen neue Reduktionsverpflichtungen geben. Diese basieren auf einer fachlichen Bewertung des Reduktionspotenzials jedes Landes, auf den nationalen Schätzungen der Emissionen für das Jahr 2030 und auf dem Ziel, die gesundheitlichen Auswirkungen der Luftverschmutzung zu verringern.

Was die von der Kommission vorgeschlagenen Emissionszwischenziele für 2025 betrifft, so sollen sich die Mitgliedstaaten an einer nichtlinearen Reduktionskurve ausrichten können, wenn dies effizienter ist.

Flexibilitätsregelungen

Der Rat schlägt vor, den Mitgliedstaaten mehr Flexibilität zuzugestehen. So ist beispielsweise vorgesehen, dass ein Mittelwert der jährlichen Emissionen aus den Emissionen des betreffenden sowie des vorherigen und des darauffolgenden Jahres gebildet werden darf. Diese Regelung kann angewendet werden, wenn ein Mitgliedstaat wegen besonders niedriger oder hoher Temperaturen oder wegen unvorhergesehener Konjunkturschwankungen in einem bestimmten Jahr nicht in der Lage ist, seine Verpflichtung zu erfüllen.

In einigen Fällen soll es zudem möglich sein, für einen begrenzten Zeitraum die Überschreitung der Höchstmenge bei einem Schadstoff mit einer entsprechenden Verringerung eines anderen Schadstoffs auszugleichen.

Außerdem könnte im Falle einer außergewöhnlichen Unterbrechung beziehungsweise eines außergewöhnlichen Verlustes von Kapazitäten in der Strom- oder Wärmeversorgung davon ausgegangen werden, dass ein Mitgliedstaat seine Verpflichtungen einhält.

Chronologie und nächste Schritte

Die Kommission hat ihren Vorschlag als Teil des Maßnahmenpakets zur Luftqualität im Dezember 2013 vorgelegt. Der Rat hat im Juni 2014 und im Juni 2015 zwei Orientierungsaussprachen geführt. Das Europäische Parlament hat im Oktober 2015 über seinen Standpunkt zu der vorgeschlagenen Richtlinie abgestimmt. Die allgemeine Ausrichtung des Rates dient als Grundlage für die Verhandlungen mit dem Europäischen Parlament, bei denen so rasch wie möglich eine Einigung erzielt werden soll.

Die luxemburgische Umweltministerin und Präsidentin des Rates Dieschbourg erklärte hierzu Folgendes: "Luftverschmutzung beeinträchtigt die Gesundheit aller Bürger. Es muss dringend gehandelt werden, um die Luftqualität in Europa zu verbessern. Nach schwierigen Beratungen haben wir uns heute auf einen ausgewogenen Kompromiss verständigt, der von vielen Mitgliedstaaten unterstützt wird und doch ehrgeizig ist. Wir sollten ein Ergebnis anstreben, das den ehrgeizigen Zielen der Richtlinie und dem Geist des Pariser Klimaschutzabkommens gerecht wird."

Plenartagung : Ein Verbot von Patenten auf Pflanzenerzeugnissen, die aus konventionellen Zuchtverfahren hervorgegangen sind, wie beispielsweise die Kreuzung, ist für die Förderung von Innovation und die Entwicklung neuer Sorten unbedingt notwendig, sagen die Abgeordneten in einer am Donnerstag verabschiedeten nichtlegislativen Entschließung. Zudem werde damit weltweit für Ernährungssicherheit gesorgt. Auch KMU würde ein solches Verbot zugutekommen.
