The civil liberties committee on Tuesday approved a deal struck by Parliament and Council negotiators on new EU rules to ensure that the right to be presumed innocent until proven guilty in criminal proceedings is respected throughout the EU. Mikrokredite können benachteiligten Bevölkerungsgruppen als unternehmerisches Sprungbrett dienen. Kleinstkredite haben ihren Ursprung in Südasien und Lateinamerika, wo vor rund 40 Jahren die ersten Initiativen entstanden, gewinnen in der EU jedoch zunehmend an Bedeutung. 2010 wurde das europäische "Progress-Mikrofinanzierungsinstrument" gestartet, das die Mikrokreditvergabe fördert. Der Beschäftigungsausschuss stimmt am 10.11. über einen Bericht über die bisherige Umsetzung des Programms ab.

Since the Treaty of Lisbon entered into force in December 2009, major efforts have been made to implement the new institutional set-up it created. The European Parliament has acquired a greater role, particularly in the fields of foreign policy oversight and budgetary scrutiny.
Nevertheless, many provisions of the Lisbon Treaty, in the areas of foreign, security and defence policies remain non-implemented owing to a lack of political support by EU Member States fearing a 'two-speed Europe' and loss of control over these fields in favour of the EU institutions.

The disastrous impact of the fiscal crisis on the EU Member States’ (MS) defence capabilities has forced capitals to rethink the way they generate and maintain these capabilities. In order to prevent the further loss of military power, they proclaimed a significant shift in their approach to defence cooperation: to move from an ad-hoc approach and bottom-up approach in cooperation to a more systematic and top-down one.
