Die EU-Regierungschefs haben eine Vereinbarung über den sogenannten Backstop zur Abwicklung zahlungsunfähiger Banken auf Dezember verschoben. Sie konnten sich auch auf keinen Zeitpunkt für die Aufnahme von Gesprächen über ein europäisches Einlagensicherungssystem festlegen.
