In reaction to the mass killings, atrocities, and hostage-taking by Hamas, the Pales­tinian Islamic Jihad and other militant groups on 7 October 2023, Israel declared war, further tightened the closure of the Gaza Strip, and started a military operation. More than four months into the war, there has been limited progress towards fulfilling Israel’s war aims. At the same time, Gaza’s civilian infrastructure and residential buildings have been largely destroyed, its population has been internally displaced, more than 27,000 Palestinians have been killed, and the humanitarian situation has become ever more horrific. As Israel’s representatives have announced elements of a post-war order, and as military operations are increasingly determining facts on the ground, international actors have also started to engage on the topic of the “day after”. Yet, the interests, priorities, and capabilities of the main protagonists hardly align. Still, the European Union (EU) and its member states should seek to contribute towards ending the war and sustainable stabilisation. Such efforts will have to ad­dress governance, security, reconstruction, and a political framework.

European Defence Agency (EDA) has published on 9 February 2024 its call for applications to its EDA Research, Technology, and Innovation Papers Award 2024. The competition, now in its second year, focuses on innovative technologies, processes, and applications for enhanced future defence capabilities. EDA is looking to hear from early career researchers before the deadline for applications on 29 March 2024. The awards will be presented at Eurosatory in Paris in June with each prize winner receiving €4,000.

Innovators of tomorrow

This year, papers shall be related to the topic of “Innovative technologies, processes, and applications for enhanced future defence capabilities.” The winning entries will come up with ideas which, if implemented between now and 2035, would contribute to enhance specific EU defence capabilities. Entries will be judged on their quality and impact, with a special emphasis on technology and innovation to help cover the European Union’s defence needs and shortfalls.

The contest aims to promote and support the work of early career researchers by introducing their work to the defence community, stimulate engagement of innovators to widen their access to emerging and potentially disruptive research, and identify areas in which additional investment is needed to address future defence capability needs. 

More than a prize

EDA’s award seeks to increase the visibility and impact of tomorrows innovators, with the contest conceived to offer more than just the financial prize. The winners will have the opportunity to expose their ideas during the dedicated session at EUROSATORY 2024 exhibition and conference in Paris on 19 June, 2024. An official EDA Booklet of papers to be edited and published in a scientific review by EDA, including ISBN (International Standard Book Number) reference. The Best Papers Award and names of the winners will also receive coverage on the EDA website and social media channels.

The contest is open to all citizens of EDA’s 27 participating Member States. For the first time in 2024 the contest is open also to citizens from Switzerland.

HEDI 

The EDA Research, Technology, and Innovation Papers Award is done under the ‘’umbrella’’ of HEDI (Hub for EU Defence Innovation), which is the new platform for innovation, led by EDA, that was established in March 2022 as an action derived from "Strategic Compass for EU Defence and Security’’.

HEDI has the objective of fostering innovative technological solutions following a systemic approach towards cutting-edge military capabilities. Furthermore, HEDI serves as a platform to stimulate and facilitate cooperation on defence innovation while ensuring synergies with related European Commission activities, notably the EU defence innovation scheme, coherence of output with NATO innovation and other EU Defence Innovation organizations.

This Call for Papers complements other HEDI’s services, such as e.g., the EDA Defence Innovation Prizes, or Proofs-of-Concept.

EDA's wider role  

EDA supports its 27 Member States in improving their defence capabilities through European cooperation. Acting as an enabler and facilitator for Ministries of Defence willing to engage in collaborative capability projects, the Agency has become the hub for European defence cooperation with expertise and networks allowing it to the whole spectrum of defence capabilities.  

Member States use EDA as an intergovernmental expert platform where their collaborative projects are supported, facilitated, and implemented. For more details, please see here.

Les flottilles de réserve côtières, annoncées en 2023, vont bientôt voir le jour (photos Ouest-France).

On se souviendra que, selon l'amiral Pierre Vandier, le chef d'état-major de la Marine (CEMM), "l’objectif est de constituer des moyens de surveillance nautique qui seront armés par des réservistes, à la fois anciens et jeunes. Ces derniers navigueront sur des embarcations à coque semi-rigide et patrouilleront en lien avec les sémaphores dans des missions d’assistance publique et de renseignement." Selon le CEMM, les flottilles métropolitaines et ultramarines pourraient totaliser "à terme 2 000 à 3 000 réservistes".

Jeudi, le contre-amiral Laurent Berlizot, directeur du pôle "Cohésion nationale" de la Marine nationale, a détaillé le dispositif des flottilles de réserve côtières.

En métropole, 3 flottilles de réserve côtières vont voir le jour, chacune rassemblant 10 escouades de 6 à 8 réservistes. Hors de métropole, 6 autres escouades seront installées à la Réunion, en Guyane, en Polynésie, à Mayotte, en Nouvelle-Calédonie et dans les Antilles. Soit un total de 36 escouades dont le déploiement devrait être achevé en 2027. 

Elément de base de la flottille, l'escouade comportera un semi-rigide côtier de moins de 8m avec deux moteurs, le véhicule et sa remorque, ainsi qu’un micro-drone. 

La première flottille de réserve côtière sera installée en Atlantique "à l’été 2024" avec à terme un état-major de 120 hommes à Brest. Une seconde flottille verra le jour en Méditerranée (à Toulon) un an plus tard et une troisième en Manche (Cherbourg) à l’été 2026. Les deux premières escouades d'outre-mer verront le jour l’été 2025. 

A titre d'expérimentation, dès cet été, deux escouades vont être installées, l'une à La Rochelle et l'autre à Bayonne. Leur état-major sera aussi créé au même moment. Ces deux escouades seront chargées de tester deux semi-rigides, l'un de 6m, l'autre de 7,50m.

Huit autres escouades sont appelées à voir le jour en Atlantique, probablement dans des villes portuaires comme Saint-Nazaire, à proximité des sémaphores où la présence des réservistes sera renforcée et "en fonction des viviers Jeunesse", précise le contre-amiral Berlizot qui compte sur les préparations Marine pour inciter des jeunes à s'engager dans les flottilles de réserve côtière. 

Outre les flottilles de réserve côtières, la Marine veut mettre en place trois flottilles de réserve spécialisées:
- numérique/cyber
- logistique opérationnelle
- enseignement

Elles rassembleront 500 réservistes à terme.
