Die US-Außenpolitik betrachtet wirtschaftliche Sicherheit über Parteigrenzen hinweg als Teil der »nationalen Sicherheit«, besonders gegenüber China. Im Wettstreit mit China greifen die USA zunehmend auf außenwirtschaftliche Zwangsinstrumente zurück, die zum Teil auch gegen Unternehmen in Drittstaaten angewandt werden. Dabei handelt es sich vor allem um Zölle, Finanzsanktionen sowie Export- und Investitionskontrollen. Bidens Plan, die US-Wirtschaft und damit auch die nationale Sicherheit zu stärken, fußt zum einen auf einer Renaissance der Industriepolitik einschließlich großer Subventionsprogramme. Zum anderen soll mit maßgeschneiderten Technologiekontrollen verhindert werden, dass China an zivil und militärisch nutzbare Spitzentechnologie gelangt. Bidens Industriepolitik fordert auch die Verbündeten heraus, ebenso sein Ansatz, einzelne wichtige Wirtschaftsbereiche zu kontrollieren (small yard, high fence). Dieser betrifft in erster Linie hochleistungsfähige Halbleiter sowie den Einsatz von künstlicher Intelligenz und Supercomputern. Unabhängig vom Ausgang der US-Präsidentschaftswahlen 2024 und um die Abhängigkeit von einem autoritären China zu reduzieren, sollten die EU-Kommission und die Regierungen der Mitgliedstaaten gemeinsam mit Unternehmen ihre Strategien des De-risking für die Kontrolle kritischer Technologien weiterentwickeln. Das kürzlich erschienene Maßnahmenpaket der Kommission zu wirtschaftlicher Sicherheit ist ein wichtiger Schritt dazu. Nach den Wahlen zum EU-Parlament im Juni 2024 sollte die nächste EU-Kommission einen Rat für wirtschaftliche Sicherheit ins Leben rufen, um sicherheits- und wirtschaftspolitisch relevante Fragen eigenständig zu bewerten und schnellere Entscheidungen der Mitgliedstaaten zu ermöglichen.

The creation of the Suez Canal was successful in advancing trade from the East to Europe as a mark of industrial advancement in the 19th Century. So important was trade through the canal that it prompted national movements, significant wars, and inspired many other large similar projects worldwide. With the threat of Anti-Ship missiles being launched at commercial vessels in the Red Sea, the canal is being abandoned and ships passing through the area are losing their ability to be insured. Companies are now being forced to choose the traditional longer and more costly route around the entirety of Africa in order to deliver goods to the Mediterranean and North Africa. The loss of funds from the canal has a great economic effect on Egypt, and creates higher prices to those living in Europe who are already strickened with inflationary issues from global events and the war in Ukraine.
While the missiles being shot at ships in the Red Sea vary from basic anti-ship missiles and artillery to what looks to be a copy or version of an older chunky Soviet anti-ship missile, the possible damage to commercial vessels and possible loss of life is something the international community and world trade had not tolerated, ever. From stories of old Pirates to those featuring Tom Hanks, an international response would always be the end result as blocking commercial shipping tends to damage almost all nations who trade via blue water routes. While links between Iran toward the Houthis also suggests ties with Russia and China, both Russian and Chinese commercial shipping have suffered economically from attacks in the Red Sea region, even if not directly hit by missiles. While there has been an international military response to the threat, it is surprising that it has not been more immediate and more severe as it has often been throughout the history of trade overseas.
Notable allies and adversaries have entered into protection mode in the area, as Indian Navy ships help rescue injured vessels while China’s has taken to actively calling for the protection of commercial shipping interests alongside the US, UK, and France. With a motley crew of often adversarial Navies now working in concert, or at least for a common purpose, it is likely the case that policy approaches and actions amongst many of these adversaries have now shown to have created a lose-lose situation for all involved. This has come with the realisation that some allies are best left on their own, as their support is as harmful or worse than being in direct conflict when them. Ties to allies that have often resulted in past suffering in a country’s own population has not been a mystery for many Russians. China, with its own national challenges, is able to keep itself in a good position internationally even if it is not as robust or profitable as it has been five or more years ago. Coming so close to all out conflict when all parties are suffering from poor policy choices might do more to encourage diplomacy and resolutions to political challenges. Doing so while chunky Anti-Ship missiles are whizzing by your country’s flagged ships is probably not the motivation any party sought in resolving their fissures with international rivals, but its what is now the new normal in 2024.
Le parlement ukrainien (le Verkhovna Rada) a voté mercredi en première lecture un projet de loi controversé sur la mobilisation (photo AFP). Il s'agit de permettre à l'armée de regarnir ses rangs après deux ans de guerre meurtrière avec la Russie.

Un total de 243 élus ont voté en faveur de ce document contre un minimum requis de 226.
Ce projet de loi devait être discuté au Parlement à partir du 11 janvier mais il a été retiré. Il devait permettre de mobiliser de 450 000 à 500 000 nouveaux combattants, de combler les pertes élevées sur lesquelles l’armée ne communique pas et de relever ceux et celles qui combattent les Russes depuis bientôt deux ans. Des Russes qui mènent une guerre d’attrition, tant sur le plan humain que matériel.
Le texte voté ce mercredi prévoit de simplifier les procédures d'enrôlement et d'introduire des sanctions pour les réfractaires. A la différence du projet précédent, il prévoit cependant que ces sanctions doivent être approuvées par un tribunal. Il introduit aussi des périodes de repos obligatoires, même sous la loi martiale. La conscription reste obligatoire mais les 18-24 ans ont la possibilité d'avoir des sursis à condition de suivre 5 mois de formation militaire. A noter que les fonctionnaires ne bénéficieront plus d’un sursis à la conscription (à la différence des maires, chefs des conseils villageois et des dirigeants de collectivités territoriales).
La nouvelle version du projet de loi comprend des dispositions spécifiques sur la compensation financière fixée à un minimum de 20 000 Hr (526 dollars). La rémunération supplémentaire pour la période de loi martiale varie entre 30 000 et 100 000 Hr (790 à 2 600 $).
Pour être définitivement adopté, le texte doit cependant encore faire l'objet de débats parlementaires, de propositions d'amendements et d'un vote en deuxième lecture, une procédure qui peut s'étaler sur des semaines. Avant une signature présidentielle.
Dans le cadre l’organisation des Jeux olympiques et paralympiques de Paris 2024, le ministère des Armées devra contrôler la navigation sur la Seine et assurer la sécurisation de zones nautiques.
Pour se prémunir contre des actions malveillantes et d’empêcher l’intrusion d’embarcations, de plongeurs et de submersibles non autorisées dans ces zones, le ministère des Armées souhaite louer des barrières nautiques et subaquatiques anti-intrusion. Elles constituent un barrage de protection.
L’installation de ces barrières anti-intrusion est répartie sur trois zones implantées sur huit sites sur les communes suivantes :
- Zone 1 : Paris, Ivry-sur-Seine et Charenton-le-Pont
- Zone 2 : Paris
- Zone 3 : Île-Saint-Denis, Saint-Denis et Saint-Ouen sur Seine (voir ci-dessous):
Les obstacles doivent permettre l’arrêt d’une embarcation disposant d’une énergie cinétique minimale de 800kj. Les barrières aquatiques doivent disposer d’une extension sous-marine permettant une sécurisation jusqu’au fond de la Seine. Cette extension a pour objectif d’empêcher le passage d’un nageur ou d’un submersible.
À titre indicatif, le montant du marché public est estimé à 2 500 000€ HT.
