Report by European Council President Charles Michel to the European Parliament plenary session on the outcome of the European Council meeting of 20-21 October 2022.

The press briefing ahead of the Foreign Affairs Council of 14 November will take place on Friday, 11 November 2022 at 10:30, followed, at 14.00, by the press briefing of the Foreign Affairs Council (Defence) of 15 November 2022.

The Council and the European Parliament today reached a provisional political agreement on stronger emission reduction targets for member states under the so-called effort sharing regulation. The deal endorses an EU-level greenhouse gas emission reduction target of 40% compared to 2005, for the sectors not covered by the EU Emissions Trading System (EU-ETS), namely road and domestic maritime transport, buildings, agriculture, waste and small industries.

A Tanács következtetéseket hagyott jóvá az uniós statisztikákról. E következtetésekben üdvözölte, hogy az európai statisztikai rendszer (ESR) reagált az új és kellő időben rendelkezésre álló statisztikákra vonatkozó – Oroszország Ukrajna elleni agresszív háborúja következtében felmerült – igényekre, különös tekintettel az energiával, az ellátási láncokkal, a migrációval és a munkaerőpiaccal kapcsolatos statisztikák tekintetében.

A Tanács a mai napon elfogadta a mianmari/burmai helyzetre tekintettel kivetett szankciók ötödik körét.

A Tanács határozatot fogadott el a Földközi-tenger keleti térségében végzett jogellenes fúrási tevékenységekre vonatkozó szankciórendszer egy évvel, 2023. november 12-ig történő meghosszabbításáról.

A Tanács a mai napon megállapodott a tőkekövetelményekről szóló irányelvvel és a tőkekövetelményekről szóló rendelettel kapcsolatos álláspontjáról (azaz általános megközelítéséről). Ez a két jogszabály az utolsó a Bizottság 2021. évi banki intézkedéscsomagjában és azon jogszabályok sorában, amelyekre a Bázel III nemzetközi megállapodások uniós jogba történő beépítéséhez szükség van.

EU finance ministers today agreed on a revised code of conduct for business taxation, strengthening the criteria which member states use to detect harmful tax practices within the EU.

A Tanács a mai napon jóváhagyta, hogy az EU 668 millió euró összegű katasztrófasegélyben részesítse Németországot, Belgiumot, Spanyolországot, Hollandiát, Luxemburgot, Görögországot és Ausztriát. E tagállamok a jelentős természeti katasztrófák okozta károk helyreállítására fogják felhasználni a támogatást.

A Tanács a mai napon úgy határozott, hogy a befektetői állampolgársági programok – az ún. „aranyútlevél-programok” – jelentette kockázatok miatt teljes mértékben felfüggeszti a Vanuatuval kötött vízummentességi megállapodást.
