Party, Konzert oder Weihnachtsmarkt? Die Gratis-App Crowd hilft bei der Freizeitplanung im Freundeskreis. Technik der ETH macht das System richtig intelligent.
Trotz moderner Technik ist die Planung für den Ausgang nicht einfacher geworden. Die Auswahl an Partys, Konzerten und Events ist gigantisch. Man will trotzdem spontan und unverbindlich bleiben, schliesslich hat man dank WhatsApp jederzeit Kontakt mit den Freunden. Das Resultat: Man trifft seine Kollegen doch nicht oder hängt immer am selben Ort rum.
Die neue Schweizer Gratis-App Crowd will das ändern. Sie ist für Android und iPhone erhältlich und verbindet viele Funktionen in einer Anwendung. Zuerst einmal ist sie eine riesige Event-Datenbank. Von Konzerten über Partys bis zu Ausstellungen findet man zumindestens für die Schweiz einen umfassenden Veranstaltungskalender.
Da die App weltweit veröffentlicht wird, sind auch Events in Marrakesch, Berlin, Mumbai oder Buenos Aires aufgeführt. Das bietet zahlenmässig eine riesige Auswahl. Was sofort auffällt: Crowd sieht schick aus, ist modern und sehr intuitiv zu bedienen.
Nightlife-Pläne erstellen und im Chat diskutierenWas die App aus der Masse hebt, sind die vielen Zusatzfunktionen. So erstellt man mit wenigen Klicks eigene Crowds, also Freundesgruppen, mit denen man etwas unternehmen wird. Man schlägt dann einen Plan vor, kann darüber diskutieren, ihn wenn nötig anpassen und sieht sofort, wer dabei ist.
Das funktioniert nicht nur mit Events, sondern auch mit Aktivitäten wie «Bier trinken» oder «Abend essen». Dazu gibts gleich Vorschläge auf einer Karte. Oder man erstellt eine eigene Aktivität. So kann man einen ganzen Abend mit Zeiten und Orten planen.
Man merkt, dass Crowd schon einen intensiven Beta-Test mit Tausenden Schweizer Nutzern durchlaufen hat. So gibt es intelligente Details wie ein Voting-System, um über verschiedene Varianten abstimmen zu können. Und man kann seinen Smartphone-Kalender mit der App verbinden.
Eine App mit «Machine Learning»-AlgorithmenDie App wurde vom ETH-Spinoff Gimalon entwickelt, Gründer sind zwei Forscher aus Zürich. Tatsächlich steckt in Crowd mehr, als man im ersten Augenblick denkt. Nämlich Machine-Learning-Algorithmen aus der Schweiz. Sprich: Das System lernt mit der Zeit, was für Vorlieben der Nutzer hat. So erhält man passende Freizeitvorschläge, ohne lange zu suchen.
Unser Fazit: Crowd basiert auf einer spannenden Idee, die technisch und optisch überzeugend umgesetzt ist. Wie gut das selbstlernende System wirklich ist, konnten wir noch nicht austesten. Aber auch ohne ist die App ein cleveres Planungs-Tool. Nun muss man nur noch seinen Freundeskreis auf die Plattform bringen. Zwar ist dank Online-Version niemand ausgeschlossen, richtig Spass macht es aber nur, wenn alle wichtigen Kontakte dabei sind.

According to an annual survey, more than half of British employers expect the U.K will become a less attractive place to invest over the next five years, largely as a result of Brexit.
The Confederation of British Industry (CBI) and recruitment agency Pertemps Network Group said on Monday that the periodic survey of British employers suggests that overall, respondents expecting the UK to be a more attractive place to employ people in the next five years “has flipped from +16% in our 2015 survey to -21%.”
Thriving labour market now, but tomorrow?
The annual survey engaged 353 employers with a 1.2 million people workforce from August to October 2016.
The labour market in the U.K appears to be buoyant with over 41% of those surveyed expecting to hire more next year, with permanent jobs growing more dynamically than temporary workers. This year there was a 28% growth in the number of companies expanding their workforce.
However, existing and future skill gaps have risen to the number one concern for British businesses.
Prime concern: access to highly skilled labour
Over 50% of respondents believe Britain is a less attractive or much less attractive place to do business. However, for 29% of respondents, Britain will be a more attractive place to invest.
The chief concern among employers is access to highly skilled labour and fear of skill shortages; this was fifth on the list of 2015 concerns.
The CBI survey suggests that a rise in the minimum wage has led to a modest rise in income and the trend is likely to continue. 41% of employers say they will absorb the added cost of labour without passing it on to customers.

The demand for SATCOM capacity will increase over the next decades due to growing information exchange demands, increasingly networked capabilities and significantly improved sensor technology. Both in the civil and military environment the requirement to meet this demand through reliable, secured and cost-effective satellite communication services for EU and national public authorities managing security critical missions and operations has been identified.
In 2013, the European Council recognized that there is a clear need for a new solution combining the advantages of commercial and military satellite systems in order to address both civil and military needs through European cooperation.
The European Defence Agency, in collaboration with the European Commission and the European Space Agency, is preparing this next generation of GOVSATCOM (watch this video).
The EDA currently is finalising the preparation phase on GOVSATCOM and will propose to its Member States as the next step a pooling and sharing demonstration of governmental satellite systems. With this demonstration a secure and guaranteed access to satellite communication solutions to a wide range of European and national civil and military users shall be proven.
The roadmap towards this next step will be launched by the EDA Steering Board in May 2017.

NATO is holding a round of formal talks with Russia on Monday, 19 December, discussing European security and the Ukraine conflict. NATO is also trying to reassure Russia that its troop deployments in the Baltic states and Poland next year are purely defensive.
The NATO-Russia Council, the forum bringing together North Atlantic Treaty Organisation ambassadors and Russia’s top diplomat dealing with the U.S.-led alliance, is meeting for only the third time this year with the crisis in Ukraine still the top concern for Brussels and Washington.
Russia says it is concerned about a NATO military build-up near its borders. “We count on having a frank discussion about the security situation in Europe … including … the consequences of NATO reinforcements on the eastern flank,” Russia’s ambassador to NATO, Alexander Grushko, said on Friday.
With relations already at a low ebb, Russia’s devastating bombing campaign in Aleppo, which is not expected to be formerly discussed, has provided a dark backdrop for the meeting, diplomats said.However, NATO allies, particularly Germany, have been pushing for the meeting with Grushko to explain why they are sending four multinational battalions of up to 4,000 troops to the former Soviet states of Estonia, Latvia, Lithuania and Poland from early 2017.
NATO governments say the measures are modest compared with the 330,000 troops the alliance believes Russia has amassed on its western flank near Moscow since May.
Allies say the four battalions, backed by additional U.S. forces on rotation, are justified by Moscow’s 2014 annexation of Crimea that alarmed the Baltics that they might be next.
“The whole idea with re-enforcements is to prevent the conflict,” NATO Secretary-General Jens Stoltenberg said earlier this month following a meeting with Estonia’s president. “It’s to send a clear message of deterrence.”
NATO’s top commander Curtis Scaparrotti also said this month he wants the NATO-Russia Council to address the massive military exercises that Russia has often held, with very little warning given. “Russia has not been transparent,” he told reporters.
NATO allies France and Germany are also seeking to implement a peace deal for eastern Ukraine, where the West accuses the Kremlin of providing money and weapons to rebels. Moscow denies that, saying the violence in Ukraine’s industrial east that has killed more than 10,000 people is the result of a civil war.

French and Spanish police forces have made five arrests over the weekend in relation to a weapons’ cache belonging to the Basque terrorist group ETA.
arrestsThe cache included fire arms, explosives and ammunition, DPA reports. The suspects were transferred to Paris for questioning.
The cache was discovered in Louhossoa, in southern France, officials said.
Since 2011, ETA declared a ceasefire that has been overall upheld. In 2014 the group stated that its weapons were “beyond use.” But, the Spanish government refuses any negotiation. The main demands put forward by ETA relate to improving prison conditions or releasing some of its 350 arrested members. In exchange, the group offers further decommissioning and complete dissolution.
“political”French human rights lawyer Michel Tubiana told AFP that the suspects intended to destroy the weapons and hand them over to authorities. Originally, she intended to be present during the intended decommissioning of the weapons. However, the French Interior Minister Bruno Le Roux said on Saturday that “nobody has the right to proclaim themselves a destroyer of arms.”
Tubiana called the arrests “political.” Among those arrested is the head of an ecologist group and a journalist.

Les collectivités locales sont invitées à apurer régulièrement leur compte de gestion. La préoccupation a fait l'objet d'un atelier organisé par le projet Participe à Cotonou ce vendredi 16 décembre 2016. Au cours de la séance, un bilan critique a été fait de la gestion des ressources allouées aux communes.
« Depuis l'avènement de la décentralisation, peu de communes produisent régulièrement leur compte de gestion, et parmi ceux qui sont produits, rares sont les comptes qui débouchent sur des arrêts définitifs, les chiffres sont assez alarmants sur le milieu de redevabilité des gestionnaires des deniers publics dans nos collectivités locales », a constaté amèrement Martin Assogba, président du comité de gestion du programme PartiCIP. Il a précisé que ce présent atelier doit aboutir à des stratégies d'amélioration de la réédition de comptes au niveau des collectivités locales pour la bonne marche des affaires.
Selon Symphorien Misségbétché, première autorité de la commune de Zagnanado, le défaut d'apurement des comptes de gestion n'est pas directement assignable aux maires. « C'est le comptable de la commune et le Chef service administratif (Csaf), qui produisent ces documents techniques à la signature du maire », clarifie-t-il. Pour lui, au niveau de sa commune, ces deux responsables de services accusent très souvent de retard dans la mise au point des documents à cause de certaines difficultés que ceux-ci rencontrent dans la présentation desdits documents.
Il a souligné qu'il s'agit d'un défaut de concordance et de collaboration entre le personnel de la mairie qui fait de légers retards dans la mise au point des fiches techniques pour la réédition des comptes.
A travers cet atelier, le programme PartiCIP entend jouer toute sa partition dans l'enracinement de la bonne gouvernance des affaires publiques au niveau local.
Ce projet piloté depuis 2012 par les Ong Alcrer et Social Watch Benin est financé par le Royaume des Pays-Bas.
