Le 7 octobre 2016, la Frégate type La Fayette (FLF) « Courbet » a quitté le groupe aéronaval. Pendant près de deux mois en mer, les marins du Courbet ont mené pas moins de quatre missions différentes en Méditerranée. Ce déploiement aura plus particulièrement été marqué par l’engagement dans l’opération Chammal.

À l’occasion d’un débat organisé aux Journées de Bruxelles, le candidat pressenti à la présidentielle française, Emmanuel Macron, a déroulé un programme de campagne sur l’Europe.

Le 8 octobre 2016, dans le cadre des opérations de ravitaillement des forces engagées en opération, un avion de type CN 235 « CASA » a été utilisé pour assurer la livraison par air de près de 2 tonnes de vivres à un détachement en opération de contrôle de zone dans le Nord du Mali.

Selon elle, si l'Europe restera l'alliée privilégiée des Etats-Unis quel que soit le successeur de Barack Obama, le renforcement des relations bilatérales pays par pays est à attendre.

EDA National Armaments Directors (NADs) met on 19 October at the European Defence Agency for their biannual Steering Board meeting under the chairmanship of Czech Deputy Minister of Defence, Daniel Kostoval.

EDA Chief Executive Jorge Domecq updated NADs on progress made in key defence-related dossiers, including the EU Global Strategy Implementation Plan on European Security and Defence, the Policy Framework for Systematic and Long-Term Defence Cooperation, the Pilot Project on defence research, the Preparatory Action on CSDP-related research as well as the EDA strategic review process.

Lead nations also briefed participants on the status of the four key capability programmes: Air-to-Air Refuelling (AAR), cyber defence, GovSatCom, and RPAS.

NADs then discussed a wide variety of topics, including industry involvement in defence cooperation, the Collaborative Database (CODABA), the ongoing work on the setting up of a Cooperative Financial Mechanism, energy and environmental implications for the defence sector and EDA-Nato cooperation.

IV. KÜLKAPCSOLATOK

20. Az Európai Tanács határozottan elítéli a szíriai rezsim és szövetségesei, különösen Oroszország által az aleppói civil lakosság ellen végrehajtott támadásokat. Felszólítja őket, hogy vessenek véget az atrocitásoknak, és sürgősen tegyenek lépéseket annak szavatolása érdekében, hogy a humanitárius segítség akadálytalanul eljusson Aleppóba és az ország más részeibe. Az Európai Tanács az összetűzések azonnali beszüntetésére és egy hiteles politikai folyamatnak az ENSZ égisze alatt történő újraindítására szólít fel. A nemzetközi humanitárius jog és az emberi jogok nemzetközi jogának megsértéséért felelős személyeket felelősségre kell vonni tetteikért. Ha a jelenlegi atrocitások folytatódnak, az EU minden lehetséges megoldást mérlegelni fog. Mindent meg kell tenni annak érdekében, hogy a lehető legtovább tartson a tűzszünet, a humanitárius segítség eljusson a polgári lakossághoz, és megfelelő feltételek alakuljanak ki a szíriai politikai átmenetről folytatandó tárgyalások megkezdéséhez.

21. Az Európai Tanács felkéri a főképviselőt és a Bizottságot, hogy az ENSZ-szel együttműködve folytassák az EU humanitárius kezdeményezésének végrehajtását és a sebesültek evakuálását, továbbá a kulcsfontosságú regionális szereplőkkel kezdjék meg a politikai átmenetre, valamint a konfliktus utáni megbékélés és újjáépítés előkészítésére irányuló munkát.

22. Az Európai Tanács stratégiai irányadó vitát tartott az EU-Oroszország kapcsolatokról.

Il assistera aussi à l'entrainement des légionnaires à travers une mise en situation sur trois ateliers:
- Parcours de tir groupe
- Tir au mortier de 81 mm
- Combat en zone urbaine et déploiement de postes de commandement.

Pour rappel, le site qui accueillera 1300 militaires en 2018, est en pleins travaux (voir ici le dernier appel d'offres en date pour un réfectoire). Ces travaux s'inscrivent dans une enveloppe de 115 millions d'euros. Au 1er septembre dernier, 9millions d'euros de travaux ont déjà été attribués dont 77% l'ont été à des PME comme l'a précisé Florent Galko, dlégué régional aux restructurations de défense Languedoc-Roussillon-Midi-Pyrénées (Ministère de la Défense / SGA / DAR) et membre du pôle régional à l’économie de défense.

IV. AUSSENBEZIEHUNGEN

20. Der Europäische Rat verurteilt die Angriffe des syrischen Regimes und seiner Verbündeten, insbesondere Russlands, auf Zivilpersonen in Aleppo scharf. Er fordert sie auf, den Gräueltaten ein Ende zu setzen und vordringlich Schritte zu unternehmen, um einen ungehinderten humanitären Zugang nach Aleppo und in andere Teile des Landes sicherzustellen. Der Europäische Rat fordert, dass die Feindseligkeiten unverzüglich eingestellt werden und wieder ein glaubhafter politischer Prozess unter Schirmherrschaft der VN aufgenommen wird. Diejenigen, die für Verstöße gegen das humanitäre Völkerrecht und internationale Menschenrechtsnormen verantwortlich sind, müssen zur Verantwortung gezogen werden. Die EU zieht alle verfügbaren Optionen in Betracht, sollten die derzeitigen Gräueltaten nicht aufhören. Es sollte alles unternommen werden, um die Waffenruhe zu verlängern, um den Zugang von humanitärer Hilfe zur Zivilbevölkerung zu gewährleisten und um die Voraussetzungen für die Eröffnung von Verhandlungen über einen politischen Übergang in Syrien zu schaffen.

21. Der Europäische Rat ersucht die Hohe Vertreterin, gemeinsam mit der Kommission die humanitäre Initiative der EU und die medizinischen Evakuierungen in Zusammenarbeit mit den VN weiter fortzusetzen und im Hinblick auf einen politischen Übergang und auf Vorbereitungen für die Aussöhnung und den Wiederaufbau nach Ende des Konflikts Kontakt zu wichtigen Akteuren in der Region aufzunehmen.

22. Der Europäische Rat hat eine strategische Grundsatzdebatte über die Beziehungen zu Russland geführt.

October 20, 2016 (JUBA) - South Sudan president, Salva Kiir has threatened to personally lead and direct military operations in Equatoria region, particularly in Yei county, vowing to relocate to the area if armed groups continue causing insecurity.

“We will not just sit in Juba. We will go out. I will relocate to go and stay in Yei and all the operations that will go out will go out under my directives and my supervision”, an emotionally Kiir said Tuesday during an occasion marking official reception of the registration of one the factions of the divided Sudan People's Liberation Movement (SPLM) under his leadership in government controlled areas.

He said those who have taken up arms in the region to cause havoc were sons of the area; hence the leaders from the region ought to them so that they stop carrying out hostile activities. This message, he said, was delivered by two of his advisors whom had recently dispatched to the area to calm down the situation after reports shows that insecurity has been deteriorating in Central, Western Equatoria state.

“And I said the other time when I sent my advisors to Yei, I told them you go to Yei and tell the people that those who are now disturbing them are their own sons. If they don't call them back, I will go to Yei myself," he said.

Kiir warned of more violence in the region if targeted killings do not stop.

“These targeted killings, if they are not stopped by the people who are actually engineering them, how long do you think people will remain patient?” stressed Kiir.

He added, "There is a need to urgently return peace to the country".

Observers have expressed concern that such remarks may be interpreted by members of the victims in the army predominantly his ethnic Dinka to mean a directive to carry out military operations in the Equatoria, which if not properly commanded and guided, may affect innocent civilians as a punishment for not cooperating with the army in identifying and exposing armed dissident youth in the region.

October 19, 2016 (YAMBIO) - The International Committee for the Red Cross (ICRC) said it is extending support to nearly 50 disabled people in Gbudue, one of South Sudan's newly-created state.

ICRC's wheel chair specialist, Geoffrey Bilal is in the state capital, Yambio to screen the disabled people who will be flown to the South Sudan capital.

“I came here for physical rehabilitation program activities. We have people with disabilities here who are not able to reach where they could get services,” he said, adding that the screening was being done to identify beneficiaries of the program ICRC is supporting.

“Based on their assessment, there are many people living with disability in Western Equatoria state and most of them don't get support which could help them live better among the community and to cater for their needs independently,” further said Bilal.

“This is because the headquarters of the ICRC in Juba where they have resources and facility is far to be accessed due to the conflict and no one to support the patients to reach Juba,” he added.

The process involves screening polio victims, amputees and war victims.

ICRC, Bilal said, will provide proteases for amputees, hothouses for those paralysed and wheel chairs for those who cannot completely walk.

The state minister for education, Simon Alkangelo Anibiko said they have started registering disabled people across the state as they await ICRC's screening process.
