Parliamentarians Pledge to Act on Grim Realities of Child Marriage, Gender-Based Violence

Child marriage, gender-based violence (GBV), sexuality education, religion, and tradition came under the spotlight during a conference, Arab and Asian Parliamentarians’ Meeting to Follow-Up on ICPD25 Commitments: Addressing Youth Empowerment and Gender-Based Violence, held in Jakarta, Indonesia.

Professor Keizo Takemi, MP Japan, Chair of the Asian Forum of Parliamentarians on Population and Development (AFPPD), reminded delegates that GBV is on the rise in conflict situations, during disasters, and during the prolonged COVID-19 pandemic.

“Furthermore, children in some countries are at higher risk of child marriage due to economic pressures and school closures caused by the pandemic. Globally, about one in five (21 percent) girls are married before the age of 18. Child marriage not only deprives girls of educational opportunities, but early pregnancy and childbearing also come with a higher risk of complications and death.

Pierre Bou Assi, MP Lebanon, President of the Forum of Arab Parliamentarians on Population and Development (FAPPD), told the delegates it was necessary to acknowledge and confront the issues of GBV in the region. It was clear from a series of case studies from the Arab and Asia Pacific region that while there has been some success, there was plenty of work to do.

Dr Dede Yusuf Macan Effendi, MP for Indonesia and Chair of the Indonesian Forum of Parliamentarians on Population and Development (IFPPD), said the country had had some successes – for example, the incidence of GBV dropped from 33 percent in 2016 to 26 percent in 2021. However, many incidents were unreported, and this was considered “the tip of the iceberg.”

Effendi noted the region’s issues – like the high proportion of child marriage and exposure to HIV/Aids.

Dr Hasto Wardoyo, the chairperson of BKKBN, said parliamentarians played a critical role, with various “studies suggesting that the government should take steps such as increasing care capacity and access to services such as health services, social services, developing children’s abilities, opening and equalizing access, strengthening family and social bonds.”

A professor from UIN Jakarta, Dr Nur Rofiah, gave a perspective from Islam and said the religion had a  concept of maslahah or goodness. This recognizes women’s bodily experiences are different from men’s, and it would be important to consider actions that “cause painful experiences for women’s bodies, including gender-based injustice.”

Rofiah emphasized the adverse effects of child marriage for women saying that child brides lost out on their childhood, dropped out of school, experienced domestic violence, often were adversely impacted by divorce, were stigmatized by being widowed, lacked competitiveness in the work environment, very often experienced single parenthood and were susceptible to child marriage.

COVID-19 had impacted the ICPD25 programme of action, especially on health care, with malaria and tuberculosis neglected, as was gender equality, said  Nadimul Haque, an MP in India. The Regional Sexual and Reproductive Health Adviser, UNFPA ASRO Professor Hala Youssef, developed this theme, saying policymakers need to change strategy during this decade of action to 2030 – without which it would be difficult to achieve the goals. She called on delegates to move from the idea of “funding” ICPD goals to “financing” them. Funding was reliant on the government, but financing involved the wider society.

Youssef called on parliamentarians to concentrate on the needs of young people, people with disabilities, universal health coverage, budgetary and financial allocations, social determinants of health, maternal deaths among adolescent girls, strengthening health workforce numbers, and capacity building.

The case study presented by Professor Ashraf Hatem, an MP from Egypt, showed that his country’s Universal Health Insurance (UHI) would soon remove the issue of what he called “catastrophic health expenditure” of the poor. The scheme rolled out in phases, would decrease out-of-pocket expenditure from 62 percent to 32 percent in 2032.

The government was subsidizing about 35 percent of the population. He gave an example of open heart surgery done in a UHI facility that would cost a patient 300 Egyptian pounds or about USD 10.

A grim picture of the social, psychological, economic, and medical burdens resulting from unintended pregnancies in her country was painted by Soukaina Lahmouch, an MP from Morocco. While there had been an improvement in the legal arsenal regarding abortion, marriage, and access to quality health services, much was still to be done. She explained that in Morocco, about 153 newborns are born out of wedlock each day, of which 24 children are abandoned at birth.

About 11,4 percent of pregnant women still received no prenatal care; however, in rural areas, about one-fifth of mothers received no prenatal care, and 13.4 percent gave birth without the assistance of qualified personnel.

“More than half of the women affected by poverty do not seek follow-up during pregnancies,” Lahmouch said, adding that education was a determinant, with almost all women with secondary school education giving birth in a health facility, but those without education more likely to give birth at home.

About 12 percent of women were married under 18, and a recent survey showed that 62.8 percent of women aged between 18 and 64 experienced violence during the year before the survey.

Dr Suhail  Alouini, a former MP of Tunisia, quoted a World Bank study, saying 18 percent of women were married before 18 in the Middle East/North Africa (MENA) region. While in many countries, the legal minimum age for marriage is set at 18, there were exceptions for the marriage of underage individuals due to court decisions.

Alouini said conflict and displacement increased the risk of GBV, including sexual violence and forced marriages.

“In some conflict-affected areas in the Arab region, the rates of child marriage have increased, and the COVID-19 pandemic has led to a surge in reports of GBV in the Arab region and around the world. The pandemic also disrupted efforts to prevent child marriage as school closures and economic hardships made girls more vulnerable to early marriage.”

He noted that GBV and child marriage requires a comprehensive and multi-sectorial approach focusing on prevention response and political leadership, and ICPD25 recommendations provide a road map for action emphasizing the importance of investing in data and research and engaging a wide range of stakeholders and political leadership. The role of parliamentarians is critical in addressing GBV and child marriage.

Laissa Alamia, MP of Bangsamoro Transition Authority, Philippines, spoke about the situation in the self-governing region and the Philippines.

“One in four Filipino women aged 15 to 49 experienced physical, emotional, and sexual violence by their partner or husband. One in six Filipino girls finds herself married before hitting the age of 18.”

This is the case even though the Philippines is known for its “most vibrant woman’s rights movement and the most comprehensive anti-GBV legal frameworks and mechanisms in the world.”

Bangsamoro region is disproportionately poor, and 62 percent of the women belonged to poor communities; the approximate number of child brides was 88,600 out of a population of 2.46 million women.

He said ethnic minority Muslim women continue to face different forms of discrimination, and the code of Muslim personal laws in the country gives a prescribed age for marriage of 15 for men and 15 or at puberty for females.

Alamia said the Philippines law, which prohibits child marriages, is not universally accepted by all communities and brings up religious freedom debates.

Dr Jetn Sirathranont, MP Thailand, noted in his closing remarks that there was still a long way to go to achieve the ICPD25 programme of action, but he hoped this conference would give an impetus to finding solutions.

Tomoko Fukuda, Regional Director of IPPF ESEAOR, encouraged parliamentarians to continue their work on the ICPD programme of action, despite conflicting priorities.

“So we as the older generation have to be committed to ensuring that the world is a better place for the young people and the children born into this world,” she said.

Anjali Sen, UNFPA Representative in Indonesia, shared a study by Schneider and Hirsch in 2020 that showed that “comprehensive sexuality education meets the characteristics of an effective GBV prevention … comprehensive sexuality education is based on human rights and gender equality.”

She called for it to be implemented, stating that it needed support and involvement from teachers, parents, healthcare providers, young people, and the government. Parliamentarians had a role in ensuring that policy and financial support were available.

Pandemic Accord Text Falls Short of Expectations

As countries recently gathered in Geneva for the fourth round of negotiations on the WHO proposed pandemic treaty or accord, close examination of the current text by civil society experts has revealed significant gaps.

Critical concerns about the underlying vision of the draft text have been highlighted in a public statement led and endorsed by civil society organizations globally. The statement has been shared with the Intergovernmental Negotiating Body (INB4) that is mandated with the pandemic treaty negotiation.

These concerns still stand true. And it is urgent that the INB begins to tackle them before the next round of negotiations are upon us.

First and foremost, our analysis focuses on the fact that several parts of the text rely on voluntary arrangements, and that the binding regime of the text appears discouragingly vague and weak. One such instance relates to the principle of “common but differentiated responsibilities in pandemic prevention, preparedness and response,” which the draft borrows from the climate instruments.

This notion is extremely important to avoid pandemics, and it cannot be made voluntary, if the world is serious about the goal of reaching systemic capacity to respond to future health crises.

The draft text’s failure to provide safeguards or an accountability framework regarding the role of the corporate sector is another major source of concern. The WHO negotiation places the new UN’s ‘whole of society’ approach – which has been pushed in other negotiating fora – at its core through multistakeholderism, against the backdrop of striking and unfettered geopolitical power asymmetries. The involvement of the private sector in the COVID-19 response has been extremely problematic.

Countries desperately needing a concerted effort to tackle the pandemic were held ransom to the whims of power and profits of both the philanthropic and pharmaceutical industry.

The proposed treaty or accord mustn’t make the same mistakes, and all attempts to bring the corporate sector into the negotiation of any pandemic prevention, preparedness, or response must be strictly regulated at best, and prevented whenever there is a risk of public interest health policies being hijacked for profit.

It is clear that the financing approach outlined in the draft text blatantly ignores that the global financial system has historically prevented low- and middle-income countries from investing in public health.

Tax dodging by corporations, lack of fiscal and policy space for domestic resource mobilization, and crippling national debts are major barriers that prevent many countries from strengthening their public health services and institutions.

In low-income countries, debt has increased from 58% to 65% between 2019 and 2021. Thirty nations in sub-Saharan Africa have seen a debt-to-GDP ratio exceeding 50% just in 2021.

While the current draft misses taking into account the challenges of the global financial architecture, there is a blind spot with no substantive acknowledgement that public health crises are often engendered or exacerbated by a systematic destruction of the planet, at the intersection of the climate and environmental crises, food insecurity, and the mounting inequality crisis enshrined in gender and racial discrimination.

So far, the draft text hardly does justice to the urgency of preventing pathogen spillover at the animal-human interface. A narrow focus on the biomedical approach to dealing with future pandemics, without considering these intrinsic systemic factors, is bound to remain largely insufficient in dealing with any future pandemics.

Way Forward

Governments and various relevant socio-political actors engaged in the WHO diplomatic initiative on the pandemic treaty or accord have different and diverging interests and the Intergovernmental Negotiating Body (INB), which has done impressive work to keep pace with the agreed negotiations’ roadmap, has to reckon with these diverse political demands and conflicting pressures.

However, it is clear that to carry out the original intent of the new pandemic treaty or accord, unambiguous wording is needed that conveys a binding character of the agreement. This also means that the multistakeholder model under which the entire process of the treaty is being managed has to be re-examined and re-imagined instead of its current ‘whole of society’ form.

In future, none of the promises made by member states in the WHO pandemic treaty or accord will result in the desired change needed if the robust and reliable compliance mechanisms that enable governments to be held accountable are absent.

These demands are not unique to this treaty, but have similarly been made by civil society in ongoing negotiations in the UN on climate change and in the UN treaty on business and human rights. These were also incorporated into the tobacco control binding policy that the WHO established nearly 20 years ago.

At the same time, public health, public governance, public systems, and public funding must be at the center of the pandemic planning, prevention, and response. It is important to finally recognise that the global financial architecture must be overhauled, especially for low income and developing countries to have sovereign control over their fiscal and policy space, and to resource their public health needs through progressive taxation policies.

It is imperative to understand that the private sector cannot fulfill the current funding gaps and needs no leveraging by international development and financial institutions. Healthcare privatization is not the way to go to face the health challenges of the present and the future.

Lastly, all efforts must be made to make sure that the text creates a deliberate interconnection between the right to health and the right to a healthy environment, now explicitly adopted as a human right by the United Nations, as well as the rights of nature to exist and thrive.

It is about time that this global public health discourse reckons with the reality of populations and the environments from the ground, rather than from the ivory towers of corporate investors and vested policy-making.

Salvadoran Government So Far Unscathed by US Legal Case Alleging Secret Pact with Gangs

Despite serious allegations by the US justice system that two officials of the government of Nayib Bukele reached a secret agreement with the MS-13 gang to keep the homicide rate low, the Salvadoran president seems to have escaped unscathed for now, without political costs.

The MS-13 gang members reached the agreement, according to investigations, in exchange for benefits offered by the Bukele administration after the president took office in February 2019.

One of the benefits was apparently not to extradite to the United States leaders of the gangs who are in prison in El Salvador, according to the criminal indictment filed by the Attorney General’s Office of the Eastern District of New York.

The legal action was filed in September 2022, but it was made public on Feb. 23, and it targets 13 leaders of the fearsome MS-13 gang, who are held responsible for murders and other crimes committed in the United States, Mexico and El Salvador.“I do not believe the legal action in New York will damage Bukele’s reelection prospects.” -- Jorge Villacorta

“The accusation (in New York) merely confirms something we already knew,” analyst Jorge Villacorta told IPS.

Villacorta was referring to investigative journalistic reports by the newspaper El Faro, which since 2021 revealed the secret negotiations that the Bukele administration held with the gangs, which the president has consistently denied.

But it is one thing for a newspaper to report this and quite another for it to come from an accusation from the United States Attorney’s Office, in an investigation in which the Federal Bureau of Investigation (FBI) participated.

“Because in this case we are talking about legal action” by the U.S. justice system, which could affect the two officials implicated, Mario Vega, an evangelical pastor who studies the phenomenon of gang violence in El Salvador, told IPS.

Since 2012, the United States has considered MS-13 a transnational criminal organization.

A grand jury has reportedly already heard the evidence presented by the prosecution and has endorsed a trial, at an unspecified date.

Three gang members and others who could be captured later could at some point in the trial testify against the two Bukele officials, “and we are going to find out about all the secrecy that has surrounded the negotiations,” Vega added.

The two officials are the director of the General Directorate of Penitentiaries, Osiris Luna, and the head of the Directorate for the Reconstruction of the Social Fabric, Carlos Marroquín.

Neither of them are mentioned by name in the legal action, but they are clearly identifiable by their government positions.

Nor is it mentioned that they reportedly reached an agreement with gang members under the auspices of the Salvadoran president, but that is obvious because given the president’s authoritarian style, no one moves a finger without his consent.

Bukele, a millennial neo-populist who governs with increasing authoritarianism, has been waging a frontal war against gangs since Mar. 27, 2022, which has led him to imprison more than 65,000 members, with the help of a state of emergency in place since then.

However, the war apparently broke out once the pact with the gangs broke down. In the course of the trial in New York it may be verified that the secret negotiations took place since 2019 and were suspended in March 2022.

So far, the crackdown on the gangs, known here as maras, has drawn the applause of the majority of the population in this Central American country of 6.7 million people, according to the opinion polls.

But the president has also come under fire for abuses by soldiers and police, who have arrested people with no ties to the maras.

 

Immune ahead of the elections

And what could spell a major blow to their credibility for any president and would perhaps shake the foundations of a government would not make a big dent in Bukele’s popularity, said analysts interviewed by IPS.

With regard to the news about the case in New York, “people see it as suppositions or simply do not believe it; I do not see it as generating significant political costs for Bukele,” added Villacorta, a former leftist member of Congress.

It will apparently not affect the president even as he is getting ready to seek reelection in the Feb. 4, 2024 elections. He has already announced that he will run again, but his candidacy has not yet been made official.

Although his campaign has not been launched, Bukele and his Nuevas Ideas party are already mobilizing their publicity machine, in the face of an opposition that is keeping its head down.

Most lawyers agree that the Salvadoran constitution prohibits immediate reelection.

In May 2021, a new Legislative Assembly, controlled by Nuevas Ideas, dismissed the five judges of the Constitutional Chamber of the Supreme Court without the proper procedures and appointed five of their allies, who endorsed the right to reelection.

“I do not believe the legal action in New York will damage Bukele’s reelection prospects,” said Villacorta, a critic of the president.

This is due to the high levels of popularity that the president has among the public and the widespread acceptance of the state of emergency, which suspends some constitutional guarantees and has made it possible to capture 65,000 gang members.

Some 2,000 imprisoned gang members were transferred at the end of February to the Terrorism Confinement Center, a mega-prison that the government built on the outskirts of the municipality of Tecoluca in central El Salvador to hold some 40,000 prisoners.

Villacorta added: “What is perceived in the country and abroad is that Bukele, like some kind of superhero, in a few months has squashed the gangs.”

However, despite abundant evidence of abuses and arbitrary arrests, ordinary Salvadorans are overlooking this because their main problem, gang violence, has been successfully reduced.

“People will tend to forgive his past deeds, due to the fact that now they (gang members) are all imprisoned. This narrative is the one that moves people, and these are the emotions that count when it comes to voting,” commented Pastor Vega, also an opponent of Bukele.

Of the 65,000 incarcerated gang members, 58,000 have had an initial hearing before a judge, Justice and Public Security Minister Gustavo Villatoro said on Mar. 8 in a television interview.

The case brought in New York does not affect Bukele; “on the contrary, it makes Salvadorans mad, because they say ‘do they want us to keep suffering (from the gangs)?’. They are not going to say, ‘Ok they’re right, (the government) has brainwashed us’,” criminologist Misael Rivas told IPS.

 

Negotiations today and always

But Bukele’s war against the “maras” is now more in doubt than ever, with the investigation and accusation initiated by the US justice system against the 13 leaders of the MS-13.

In the criminal indictment, the US Attorney’s Office states that since 2012 the gangs, including Barrio 18, the other major mara, engaged in secret negotiations with the government and political parties.

In that year, the country was governed by the Farabundo Martí National Liberation Front (FMLN), the guerrilla group that became a political party in 1992, after the end of the 12-year Salvadoran civil war.

The pact or “truce” fell apart in 2015.

Negotiations with the gangs continued in 2019 “in connection with the 2019 elections,” the document continues. That year, in February, Nayib Bukele won the presidency with a large majority of votes.

It adds that several leaders of the MS-13 secretly met “numerous times” with the two officials – Luna and Marroquín, although it does not mention their names, only their posts.

These meetings took place in the Zacatecoluca and Izalco prisons, in the center and west of the country, it adds, which had already been reported by El Faro.

 

Batman in trouble?

Even when the alleged pact with the Bukele administration fell apart in March 2022, in one of the voice recordings published two months later by the newspaper, Marroquín is heard saying that “Batman” (a pseudonym for the president) was fully aware of the situation.

The MS-13 also agreed to support Nuevas Ideas in the 2021 parliamentary elections, which that party won by a large majority

Of the 13 indicted MS-13 leaders, three were arrested on Feb. 22 in Mexico “by the authorities of that country and extradited to the United States,” the Attorney General’s Office for the Eastern District of New York said a day later, in an official statement.

Those captured are: Vladimir Antonio Arévalo Chávez (nicknamed “Vampiro de Monserrat Criminales”), Walter Yovani Hernández Rivera (“Baxter from Park View”) and Marlon Antonio Menjívar Portillo (“Red from Park View”).

Criminologist Rivas said the outcome of the trial, once it begins, is far from certain.

If prosecutors press for the details of the negotiations with the Bukele government, defense attorneys would have to work hard to undermine the gang members’ credibility when it came to implicating the two Salvadoran officials, he said.

“Thinking as a defense attorney, suppose they gave me the case, I would insist on why they are bringing the case up now, when there is a frontal attack against the gangs and the Salvadoran people are finally happy?” said Rivas, who is also a lawyer and who supports the state of emergency.

International Women’s Day, 2023: Gender-Responsive Approach to Technology and Innovation Will Ensure Progress

Promoting gender equality in technology and digital spaces is at the core of the UN’s observance of International Women’s Day (IWD) as UN senior officials call on the world to take concrete action against ingrained gender biases.

The United Nations and UN Women hosted their observance of IWD under the theme “DigitALL: Innovation and technology for gender equality,” with a special celebration of women and girls in the STEM fields. This year’s theme aligns with digital transformation and innovation for educating women and girls currently being discussed at the 67th Commission of the Status of Women (CSW).

The event was hosted by journalist and WABC-TV anchor Sabe Baderinwa, who remarked on the theme’s significance by reminding attendees that “access to and control over technology is crucial for women’s economic and social empowerment.”

The event touched on the significance of promoting gender equality in the digital space through the meaningful ways technology and innovation can empower women and girls when given the opportunity. It also notably dissected the barriers preventing complete gender parity in this sector. Put simply, women and girls have historically been underrepresented in the STEM fields and are prevented from unlocking the full potential of technology.

At present, nearly 37 percent of women do not have access to the internet, meaning that they neither have access to resources nor are able to acquire useful digital skills. Those women and girls who do use technology and occupy digital spaces are at greater risk of being subject to online harassment and violence, and misogynistic attitudes.

The gender disparity in online spaces is also evident in the ways that online harassment has targeted women and girls in these spaces and has even pushed them off these platforms. Within the tech industry, women make up less than a third of the workforce, with even fewer of them in leadership positions.

This was pointed out by several of the speakers present at the event, including President of the General Assembly Csaba Kőrösi in his opening remarks.

“As it stands, far too many women and girls still cannot access the opportunities offered by technology… Women are twenty-seven times more likely than men to face online harassment and hate speech. Only one in four reports [these incidents], and nearly nine in ten limit their online activity because of it, reinforcing the digital divide.”

Secretary-General Antonio Guterres said in a statement that technology can lift women and girls up in “a myriad of ways” through access to education and healthcare or entrepreneurship. But the full promise of technology can only be realized when the systematic barriers have been confronted. This starts with including more women in leadership roles in the tech sector.

“Without women’s leadership, the Silicon Valleys of this world don’t disrupt the patriarchy; they simply digitize sexism and perpetuate inequalities. And without women’s leadership, tomorrow’s products will have gender equality built into their code.”

In his own statement at the event, the Secretary-General’s Chef de Cabinet Earle Courtney Rattray brought attention to how the disparity in technology access is more prominent in developing countries, including the Least Developed Countries.

“Nowhere is this more evident than in LDCs,” he said. “According to the International Telecommunications Union, about two-thirds of the LDC population remains offline, and the gap between these countries and the rest of the world in the [sheer number] of people losing access to the internet has increased from 27% in 2011 to 30% last year.”

“The inclusion of women and girls as prominent key players in digital evolution for current and future generations gives the opportunity to address the most critical development and humanitarian challenges,” Chair of the 67th Commission on the Status of Women Mathu Joyini said in her statement.

UN-Women Executive Director Sima Bahous reminded those in attendance of the Sustainable Development Goals (SDG), particularly SDG5, which calls for gender equality and the empowerment of all women and girls. “It is no coincidence that today, as SDG5 is off-track, so are the SDGs as a whole. We live in a world of interconnected crises. At the heart of every crisis, we see inequality multiplied. We now have a new form of poverty. Digital poverty is growing and intensely gendered.”

In her statement, Secretary-General of the International Telecommunications Union (ITU) Doreen Bogdan-Martin shared stories of young women and girls who used technology to improve the quality of life in their communities through their own innovations, remarking on how their examples “reminds us that technology is not a luxury, but a necessity.”

“We have the foundation because all countries agree on the need to achieve universal connectivity, and they agree on the need for sustainable digital transformation,” she said. “We also have the momentum, the Partner2Connect Digital Coalition led by the ITU, together with many UN partners, has mobilized in one year over $17 billion USD for digital gender equality. We also have the unique opportunity… all of us today together, to ensure that gender equality happens in our lifetime and not in 300 years.”

During a panel discussion moderated by Baderinwa, the current state of technology and innovation was further explored, with particular attention paid to the involvement that would be needed from multiple stakeholders to achieve gender parity.

As journalist and UN Women Goodwill Ambassador Marion Reimers remarked, when it comes to the safety of women and girls, attention should be given to the systems that perpetuate harassment online, including in the case of women journalists.

“We are so far behind because it feels like there is no help because this is a new landscape, and it has created so many new necessities that we need to catch up real quick,” she said. “When you take into account that 75% of women journalists are victims of online harassment, this is directly intertwined with how we speak about problems in the public sphere… with how the voices of women are taken into account.”

“If we want to succeed, we must have meaningful participation and involvement from civil society,” said Marie Bjerre, Minister for Digital Government and Gender Equality in Denmark. She also added that governments’ involvement should include introducing legislation that would place more protections online, citing Denmark’s own examples in passing laws that target online grooming and the distribution of intimate images.

Director of Strategic Initiatives at Pollicy, Dr Irene Mwendwa, spoke from the perspective of policymakers and researchers in the field and the transformative power that technology can have for local government women leaders in Africa. “Once they understand the power of technology and data, when they go into the council, when they go into cabinet and parliament, they will be able to debate better. When they debate better over the legal frameworks, the policies coming out of our countries into our communities will be inclusive to both women’s and men’s needs, pertaining to ICT.”

Finally, the perspective and contributions of young people as those most involved and present in online spaces must also be encouraged, especially young women. UNICEF Youth Advocate Gitanjali Rao remarked on the opportunity to “harness the ingenuity that youth bring to the plate.”

“Now is the time to maximize creativity. We should be taking these opportunities to look at the ways in which we can support girls, especially by digitizing content online and honestly supporting them in every way possible, whether that’s through the work they’re doing or making sure that they’re safe online as well,” she said.

The speakers and panelists called for multiple measures to be taken that could address the systemic gaps and inequalities that women and girls face with technology. These measures include broadening access to technology to reach more people, investing in digital skills-based learning for women and girls to effectively make use of technology and learning, and breaking down the gender biases and binaries that make digital spaces unsafe for certain groups, especially through gender-based violence facilitated through technology.

This also means promoting more women into leadership and decision-making roles in the tech sector and beyond, where there are able to directly influence policy and legislation. As technology continues to be ubiquitous in our daily lives, a gender-responsive approach will be crucial to future innovations.

“Without decisive action, the digital gender divide will become the new face of widening social and economic inequalities,” Deputy Secretary-General Amina Mohammed said in a video statement at the end of the event.

Vanuatu Twin Cyclones Underscore the Pacific’s Vulnerability to Compounding Climate-Disaster Risks

Two destructive Category 4 tropical cyclones, Judy and Kevin, and an earthquake of 6.5 magnitude impacted over 80 per cent of the Vanuatu population from 1 to 3 March 2023. To address this emergency situation, the UN, along with Pacific member States have deployed personnel on the ground to coordinate humanitarian assistance and prepare post-disaster damage assessment.

Sitting in the Pacific “Ring of Fire,” Vanuatu experiences frequent volcanic and seismic activity. And along with the other Pacific small island developing States (SIDS), Vanuatu faces existential threats due to rising sea level, ocean acidification and the increased frequency and severity of natural disasters and is on the front line of climate crisis.

The twin cyclones and an earthquake in just 48 hours remind the world that seismic and climate risks are converging and intensifying – no community feels this stronger than those of the Blue Pacific Continent.

On macro-economic impact, in fact, Pacific SIDS face Average Annual Losses from multiple hazards totaling to US$ 1.1 billion in the current scenario. This figure is set to increase to US$ 1.3 billion under moderate and US$1.4 billion under worst-case climate warming scenarios. As a percentage of GDP, Vanuatu, Tonga and Palau are projected to face highest losses – Vanuatu is projected to lose a staggering 20 per cent GDP annually due to disasters.

Intensifying and expanding climate crisis

In ESCAP’s recent report, the analysis shows that at 1.5 to 2.0 °C warming, there are likely intensifying annual wind speeds of tropical cyclones and that the risk of tropical cyclones is expected to expand and include newer areas beyond the historical tracks (Figure 2). Vanuatu in particular, will experience higher risk of tropical cyclone both in terms of the intensification as well as geographic expansion of the riskscape.

As cyclone hazards are intensifying and deviating from their traditional tracks, their greater complexity results in deeper uncertainties in the ability to predict. Our Blue Pacific Continent is not sufficiently prepared.

Formulating transformative actions

As the climate changes, the riskscape is transforming. These disaster risks compound and cascade to amplify the great hardship experienced by the Pacific SIDS in terms of population and critical infrastructure exposure. The argument for transformative action to mitigate and adapt to intensifying and expanding disaster risks in the Blue Pacific Continent has never been more compelling.

First, early warning for all is an imperative, needs to capture compounding risks.

The UN Secretary-General highlighted that every person on the planet is to be covered by early warning systems by 2027. The Sendai Framework for Disaster Risk Reduction sets the increase in availability and access to of multi‑hazard early warning systems as a distinct target, Target G, to be achieved by 2030. As per the latest Sendai Framework reporting of Target G, large gaps remain for many countries in the Pacific SIDS (See Figure 3).

Relative to other countries in the subregion, Vanuatu’s Target G scores are high, reporting substantial to comprehensive coverage of multi-hazard early warning systems across all indicators. WMO’s Regional Specialized Meteorological Centre in Nadi, Fiji was providing early warnings in the face of power outages and surmounting uncertainties – as a result, there have been no reported fatalities.

Second, transformative adaptation solutions are needed.

To minimize and prevent systemic and cascading risk, we need to make new infrastructure and water resource management more resilient. Improving dryland crop production and using nature-based solutions such as increasing mangroves protection are also priority adaptation solutions.

1.5 per cent of GDP for adaptation investment is estimated to be needed in Pacific SIDS – three times less than the average losses projected. These adaptation investments must be risk-informed and strategically directed towards policy actions that yield high cost-benefits. Where there are multi-hazard risk hotspots across the region, risk-informed policy and transformative actions should capitalize on inter-sectoral synergies and co-benefits.

Third, the 2050 Strategy for the Blue Pacific Continent provides a clear pathway

With the adoption of the 2050 Strategy for the Blue Pacific Continent in July 2022, Pacific SIDS have developed a clear pathway to synergize regional priorities with accelerated implementation of the 2030 Agenda for Sustainable Development, the Sendai Framework for Disaster Risk Reduction and the SAMOA Pathway.

Next generation risk analytics, advances in climate science, geo-spatial modeling, Artificial Intelligence and machine learning must be at the heart of people-centered and evidence-based decision-making. And, the Framework for Resilient Development in the Pacific is an ideal platform to take forward some of the policy decisions.

Strengthening subregional and regional cooperation platform

Tropical cyclones, often transboundary in nature, require an architecture of regional co-operation mechanisms to effectively manage the shared risks. In this instance, local capacities and regional support mechanisms should be commended. To further strengthen this work, the lesson from Vanuatu’s back-to-back cyclones and earthquake is to have effective, impact-based and risk informed early warning systems that can capture the complexity and dynamisms of a compounding risk.

The Asia-Pacific Risk and Resilience Portal was developed by ESCAP with the goal of creating a user-friendly one stop platform for policymakers to access a vast array of scientific information and decision support tools to promote risk informed policy decisions.

Furthermore, the Vanuatu incidents underscores the need for conducting a rapid post-disaster needs assessment that can support formulation of a long-term recovery strategy and plan for its reconstruction by applying a standardized approach with innovative methodology and framework.

The overlapping and transboundary nature of risks experienced by countries of the Blue Pacific Continent cannot be addressed without solidarity and collective action towards strengthening regional cooperation platform.

Breaking Barriers: Why Free & Public Education Should be Every Woman’s Right

This month, government and civil society organization representatives gathered in New York for the United Nations’ 67th session of the Commission on the Status of Women (CSW) to discuss technology as a tool to facilitate access to education for women and girls.

But what should have been discussed were the basic issues of gender equality in education. As more than 85% of the world is living under austerity, and with 70% of countries cutting funding to education services, access to education for women and girls is being devastated by the lack of public funding.

The gap between boys and girls when it comes to school enrolment continues to be major, and quite concerning. Data consistently shows – particularly in low- and middle- income countries – that girls from poor families are the children most likely to be, and remain, out of school.

And the cost of education is one of the main barriers for access – which raises the question of affordability when it comes to technological integration.

While technological innovation has the potential to support instruction and education governance, we cannot turn a blind eye to the reality of digital inequality, the possibility of increased fees, and the privatization of education.

That is on top of the existing risks that are associated with the use of technology, including online violence and abuse and the lack of digital protection for girls, further locking girls out of their rights to education.

Austerity measures, public funding cuts, and privatization severely limit the goal of universal education. In a report published last November, Oxfam found that austerity is a form of gender-based violence.

And during CSW67, we emphasized that access to public and quality education is fundamental to gender equality and the realization of the rights of women and girls.

Oxfam does not claim that austerity measures are designed to hurt women and girls, but as policy makers design those policies, they tend to ignore the specific needs of women and girls and turn a blind eye to the disproportionate impact that those policies have on our communities.

We’ve reached this conclusion by gathering evidence from around the world, which showed that governments do not prioritize the needs to women and girls. For instance, more than 54% of the countries planning to cut their social protection budget in 2023 have minimal or no maternity and child support.

In their misguided attempts to balance their books against a looming global economic crisis, governments are treating women and girls as expendable. Women, particularly those from marginalized racial, ethnic, caste, and age groups, are inherently discriminated against when it comes to economic and social opportunities and accessing available public resources. Additional cuts to inequality-combatting public services mean these groups are the hardest hit.

Cuts to both the public wage bill and public health and social protection services – measures that women and their families rely on for survival – mean that women and girls bear the brunt of this austerity because health, education, feeding the family, paying the bills, caring for children and elderly all fall most heavily onto them.

For example, cutting wages in the public work force – especially in sectors like health where women represent 90% of the workforce or education where they represent 64% of the workforce – will directly impact job security.

We must resist austerity and should instead be taxing the wealthiest corporations and people properly. A progressive tax on the world’s millionaires and billionaires could raise $1.1 trillion more than the savings that governments are currently planning to make through their austerity cuts.

With such funding, governments could adopt feminist budgeting across all sectors that put women and girls in all their diversity at the heart of policy making, including ensuring access to quality, and public education.

Feminist movements have for years pushed for bold alternatives to our neo-liberal, capital-oriented economies, and Oxfam raises its voice with them. The integration of technology in education must be looked at from an intersectional lens, taking into consideration barriers to access for girls and low- and middle-income countries, and should not come with an additional cost to the education bill.

We need to stand in solidarity with the women’s rights and feminist movements in demanding that our leaders stop peddling the gender-based violence of austerity as the solution and support more feminist progressive representation beyond identity politics.

We must resist creating societies that prioritize the needs of the most privileged at the expense of everyone else – and instead work to create communities and policies that reflect our diverse backgrounds and identities.

Next Ebola Outbreak ‘Not a Matter of If, but When’

It is two months since the World Health Organization declared Uganda free of the most recent Sudan ebolavirus, which killed 55 people.

Uganda employed public health measures to end the outbreak. In the absence of vaccines and therapeutics, the threat of the next outbreak looms.

Scientists are yet to find answers to questions like who was the first person to be affected? Or the index case, what viral host reservoir did that patient get in contact with?

“We don’t have answers to those questions. And honestly, we are hoping that Uganda will provide us and the world with those answers,” says Emmy Bore, program director for the CDC’s Division of Global Health Protection in Uganda.

“In every Ebola outbreak we have responded to, in West Africa, in DRC, there have been attempts to trace the roots back to the very first person who got infected. When you figure out where that person went and what they ate, you can figure out how they managed to get the virus. In most outbreaks, we don’t,” she said.

With those questions answered, Lt Colonel Dr Kyobe Henry Bossa, who has been at the front lines against Ebola outbreaks and COVID-19, told IPS that it is urgent they track precisely the viral host reservoir before the next outbreak.

“We know that the reservoir lives in the jungle innocently. We suspect that the viral host reservoir is a bat circulating in the area, and the virus is maintained in nature,” said Kyobe.

Bats have long been the prime suspects for what scientists have termed as the “spillover” of novel pathogens to humans. They are believed to harbor diverse viruses more lethal to humans than any other mammals.

Ugandan Veterinarian and Epidemiologist Dr Monica Musenero Masanza is no stranger to fighting viruses like Ebola and Marburg in Uganda and West Africa. Musenero came to be commonly known as Dr Kornya—loosely translated as a female warrior for her fight against Ebola in Port Loko in northern Sierra Leone. She told IPS that Ebola is categorized among emerging or re-emerging diseases.

“And those diseases show up with a lot of drama. Ebola, when it shows up, there is a lot of drama. Now those emerging and re-emerging diseases are attracting a lot of attention. Unfortunately, because we don’t know much about them, there is usually little we can do about them in the immediate except control,” said Musenero.

According to Musenero, now that Uganda successfully ended the Sudan ebolavirus, efforts should be geared towards finding pathogen X otherwise, another outbreak is guaranteed. “It’s not a matter of if, but when. That is why we should get to the jungles to find the host reservoir,” she said.

On September 20, 2022, Uganda declared an Ebola disease outbreak caused by the Sudan ebolavirus species in the Mubende district.

It was the country’s first Sudan ebolavirus outbreak in a decade and its fifth of this kind of Ebola. There were 164 cases (142 confirmed and 22 probable), 55 confirmed deaths, and 87 recovered patients.

The outbreaks have over the years occurred in a very similar region, with the suspected viral host reservoir suspected to be a bat.

Dr Trevor Shoemaker, an epidemiologist in the Division of High-Consequence Pathogens and Pathology at the National Center for Emerging and Zoonotic Diseases at the Center for Disease Control (CDC), suspects that bats carrying the virus are circulating in that area.

“It is not unexpected that there would be an outbreak where we have seen previous outbreaks in the central region of Uganda,” said Shoemaker.

According to Shoemaker, during the course of testing for ebolavirus cases in the just-ended outbreak, three of the samples were negative for ebolavirus but tested positive for another viral hemorrhagic fever called Crimean Congo hemorrhagic fever.

“There are pathogens that we know about, and there are those we know. So we need to trace them before they spill over to humans,” said Shoemaker.

Scientists from the University of Bonn have in the past confirmed the presence of Crimean Congo viruses in African bats and therefore suggesting that bats could play a role in spreading the virus.

Others studies have linked Crimean Congo viruses to ticks. While bats have been suspected as reservoirs of the Sudan ebolavirus, no conclusive evidence exists.

The district of Mubende and Kasanda forested with indigenous trees. Some private plantation forests are also thriving. Late in the evening, different species of bats fly into the darkening sky.

Fortytwo-year-old Bright Ndawula is an Ebola survivor. He tells IPS that there are as more as ten types of bats that he knows of “Some are tiny, they live under the rooftops, some are big, and they live in trees. Health workers told us that bats carry Ebola, but we don’t know one,” said Ndawula who lost his wife and three family members to the virus.

So far, scientists have been able to identify only one species of African fruit bat (R. aegyptiacus) positive for Marburg virus infection. No evidence of the Marburg virus was identified in the other species of insect-eating or fruit bats tested.

A few kilometers out of Mubende town, IPS comes across farmers and loggers living on the edge of the forest, risking some of the infectious diseases that may spill over from bats to humans.

Dr Charles Drago Kato leads a surveillance team with USAID funded project named Strategies to Prevent Spillover, or STOP Spillover. It targets viral zoonotic diseases—infections that originate in animals before they “spill over” into humans. His teams have been to Districts like Mubende, Kibale, and parts of the Rwenzori Mountains, specifically researching bats and humans.

He told IPS that under the project, they are trying to trace pathogens in bats that may be dangerous when they cross over to humans.

Breaking the Link between ‘Polycrisis’ and Poverty

This year marks the halfway point— eight years in and eight years out— of the UN Sustainable Development Goals to end poverty and reduce inequalities.

Yet we are a long way off from these commitments, and multiple crises – now known as ‘polycrisis’ – such as conflict, disaster and extreme poverty are converging on low income and lower-middle income countries, necessitating systemic change in our poverty eradication efforts.

The scale of the challenge before us is undeniable. Poverty has long been concentrated in certain low- and lower middle-income countries that continue to experience conflict and a high number of conflict related fatalities, and high numbers of people affected by disasters from earthquakes, to floods, fires or drought.

These are just two causes of impoverishment and chronic poverty, which often combine with other crises and shocks including ill health.

This isn’t just a concern, however, at the country level. The challenge we are increasingly facing because of polycrisis in many parts of the world is that inequalities within countries are also worsening. The complex and often multi-layered nature of today’s crises means that policymakers need to develop longer term solutions, instead of firefighting crises as they emerge.

Our work at the Chronic Poverty Advisory Network (CPAN) in Afghanistan saw that the pandemic, layered with the transition in power, drought, and heightened economic crises, all combined to drive poverty and a dramatic increase in hunger.

Its consequences were especially worrying for certain groups, not least women and girls, and with intergenerational consequences.

In Nigeria, research points to a confluence of hardships over the years experienced by the poorest populations due to sequenced, interdependent crises. The poorest households pre-pandemic were more likely to experience hunger and sell agricultural and non-agricultural assets to cope during COVID-19 in 2020.

As time went on they were also more likely to pay more than the official price for petrol in 2022 during rampant economic crisis, and to expect drought and delayed rains to negatively affect them financially into 2023.

Yet despite interconnected crises, most governments and international agencies respond to each disaster individually as it arises. This could limit the effectiveness of poverty eradication interventions or create additional sources of risk and vulnerability amidst polycrisis.

For example, the singular focus of many countries responding to COVID-19 often diverted resources from other interventions including peacebuilding operations, thereby allowing new conflict risks to arise.

Working ‘in’ and ‘on’ polycrisis: centring equity and risk

To reach the goal of poverty eradication and reducing extreme inequities, it is critical to respond in a way is sensitive to working in places experiencing polycrisis. This requires at a minimum upholding principles of ‘do no harm’ and being sensitive to local conditions and contexts.

At the same time, we need to find ways of proactively working on polycrisis, by responding to multiple crises simultaneously rather than one at a time. In other words, building on learning from conflict contexts, we need to be working in and on polycrisis in the road to zero poverty.

Many countries worked ‘in’ polycrisis when responding to climate-related disasters during COVID-19. For example, the Bangladesh government adapted its Cyclone Preparedness Plan through various actions including modifying dissemination of messaging through public announcements and digital modalities, and combining early warning messaging with COVID-19 prevention and protection messaging.

Afghanistan disaggregates needs by sector, severity, location, and population groups in its humanitarian needs overview, which when considered holistically can help ensure responses that prioritise benefiting people in poverty.

There are equally important lessons from working ‘on’ polycrisis. The World Food Programme’s operational plan in response to COVID-19 was regularly updated to consider evolving layered crises and support pre-emptive action, scale-up direct food assistance, and reinforce safety nets.

There are also examples we can draw on for reducing poverty from around localised decision making, relying on the knowledge that local communities, women’s rights organisations, and local disaster risk management agencies have about populations in the areas in which they operate.

Flexibility in funding is important in this process to be able to respond to rapidly changing contexts and needs.

Working ‘in’ and ‘on’ polycrisis together necessitates matrix thinking, rebooting and recasting what we know of complexity of intersectionality. While we previously recognised intersecting inequalities primarily by identity markers, such as gender, caste, and socio-economic status, we need to increasingly be aware of how inequalities of people and place converge over time, and how we might centre equity in risk-informed responses.

This requires a fundamental shift from single-issue technocratic approaches to crisis management. For example, though social protection – direct financial assistance for people – was heralded as a key mitigation measure during COVID-19 and in response to recent food and energy price inflation, most cash transfer programmes averaged just four to five months during the pandemic.

Social protection could be adjusted to increasingly target the vulnerable as well as people in poverty, and within those categories the people who have arguably been most disadvantaged by these crises. Recovery programmes by governments and international agencies also need to go on for longer than they typically do to build people’s resilience in times of uncertainty.

Disaster-risk management agencies within government could also consistently integrate conflict considerations in their activities. There are examples of anticipatory action such as early warning systems that draw on local, customary knowledge that could be built on in this process.

Investments in coordination between disaster risk, social protection, and peacebuilding agencies, as well as multilateralism between governments, civil society, and international organisations more broadly are needed to anticipate and adapt to systemic risk.

But this risk-informed development will only get us so far, if equity is not centred alongside risk management. Just as crises are increasingly layered and interdependent, we need to similarly integrate our responses to break the link between polycrisis and poverty.

The Caribbean’s Role in the Transformation of Agri-Food Systems

The global food security crisis reveals an increase in the undernourishment prevalence, reaching higher than in 2015, when countries first agreed to eradicate hunger by 2030 as one of the SDG targets. In the Caribbean, between 2014 and 2021, hunger increased by 2.3 percentage points, affecting 16.4 percent of its population by 2021. Moreover, the Caribbean is a net importer of almost all the main food groups such as cereals, dairy products, fruits and vegetables (except the Dominican Republic), meat and vegetable oils.

This region is highly vulnerable to extreme events, climate variability and climate change. Increasingly extreme weather events, shifting rainfall patterns, rising temperatures, recurrent drought, and floods, among others, pose an unprecedented threat that can cause substantial socio-economic and environmental loss and damage.

The recent Forty-Fourth Regular Meeting of the Conference of Heads of Government of the Caribbean Community (CARICOM), chaired by the Bahamas, highlighted some of the main challenges affecting food production in the region. The Food and Agriculture Organization of the United Nations (FAO) has strengthened a special focus to implement joint strategies to support the Caribbean countries’ priorities and discuss new ways for the Caribbean to transform agri-food systems.

In the Caribbean, between 2014 and 2021, hunger increased by 2.3 percentage points, affecting 16.4 percent of its population by 2021. Moreover, the Caribbean is a net importer of almost all the main food groups such as cereals, dairy products, fruits and vegetables (except the Dominican Republic), meat and vegetable oils

For the first time, FAO was invited to address this important discussion during the 17th Special Session of the CARICOM Council for Foreign and Community Relations (COFCOR). FAO recognized CARICOM’s great efforts to implement the agri-food systems strategy in member states to help achieve the reduction of the Caribbean’s large food imports bill by 25 percent by 2025.

The Organization is supporting the development of priority value chains to contribute to reducing the region’s food import bill. It is doing so by working with governments and key stakeholders in designing and upgrading strategies, as well as good practices and opportunities for attracting investment to help boost intra-regional trade.

In this frame, the Heads of Government of CARICOM have also supported the project proposal “Building Food Security through Innovation, Resilience, Sustainability and Empowerment” presented by Guyana; and FAO is working closely with the Member States to promote a climate finance mobilization strategy to fund innovative initiatives such as novel animal feed, optimizing greenhouses, soil, and land mapping. FAO supports governments and communities in building capacities to comprehensively manage multi-hazard risks to enhance the resilience of livelihoods and value chains.

It is crucial to increase and improve the efficiency and effectiveness of investments across the agri-food system. In this regard, FAO, together with the CARICOM Private Sector Organization, agreed to pursue collaboration to enhance intra-regional trade and private sector investment in the Caribbean to trigger agriculture sector growth.

On the other hand, the last Summit of Heads of State and Government of the Community of Latin American and Caribbean States (CELAC), whose current pro-tempore presidency is held by St. Vincent and Grenadines, concluded with a declaration from 33 member states, which emphasizes a regional commitment to guarantee food security, supporting agricultural and rural development.

This high commitment of the main government structures of the region will contribute to an effective preparation for the next FAO Regional Conference in Georgetown, Guyana, which will take place in March 2024, disclosing the importance of an effective engagement of the Caribbean in the decision-making process to transform the agri-food systems.

The successful transformation of the agri-food systems in the region will require ownership, political commitment, and action plans. It is necessary to coordinate a joint effort to reinforce technical assistance in the field and more investment and partnerships to support food security, climate change fight, sustainable production, and international fair commerce to protect livelihoods and small-scale producers and guarantee our food security.

A Caribbean Writer Fights Gender-Based Violence with Lit, Protests

For the past six years, Jamaican writer and scholar Opal Palmer Adisa has been one of the voices crying out against the prevalence of gender-based violence in the Caribbean and elsewhere. To highlight this human rights issue, she launched “Thursdays in Black” – holding public protests throughout the year and, on Thursdays, making use of social media to spread her message and raise awareness.

Palmer Adisa, a former director of The Institute for Gender and Development Studies at the University of the West Indies, Mona, is also known as one of the forces highlighting Caribbean artists “at home and in the diaspora” (alongside SWAN, which was launched in 2011). She’s the founder of Interviewing the Caribbean, a journal where artists from all genres discuss their craft and the arts in general.

But it is her work on gender that is now coming to the fore and which is a focus in her latest publications – she has written some 20 books, including novels and collections of stories and poetry. Her most recent work, The Storyteller’s Return, looks at misogyny and examines how women find healing amidst violence.

For International Women’s Day, SWAN spoke with Palmer Adisa about her writing and her continuing fight to end GBV both in her homeland and globally. The edited interview follows.

SWAN: The United Nations defines gender-based violence (GBV) as “harmful acts directed at an individual based on their gender”. The organization cites estimates that “one in three women will experience sexual or physical violence in their lifetime”. Why isn’t the world calling this for what it is and doing more?

Opal Palmer Adisa: As much as some people claim that feminists are always blaming patriarchy, the reason why gender-based violence is not declared for what it is – life-threatening to women and damaging to the entire society – is because of patriarchy and the institutions that are patriarchal; hence gender-based violence is really not taken very seriously.

There are band-aid things that are being done in Jamaica and elsewhere to address the issue, but the issue is deeper and encoded in our social/religious institutions and, therefore, has to be attacked or resolved at those levels.

We have to look at the various interpretations of religions that make men in charge of women. So, in order to change gender-based violence, we’re talking about a complete reframing of the entire society starting with the institutions. We have to project and reinforce that women are equal to men and should be treated equally in all areas.

A question that I have been grappling with, even in my new novel, is: why do men rape? Why is it something that they feel they can and do do? It is a form of terror and control of women. There is definitely some progress, but the various governments have to declare GBV as war, which it is, and treat it as such.

SWAN: Campaigns to stop violence against women – the main victims of GBV – are generally highlighted every International Women’s Day (March 8) and every Nov. 25 – International Day for the Elimination of Violence Against Women. What are these campaigns achieving on the international level?

OPA: International Women’s Day and the 16 days of elimination of violence against women have brought international attention to this issue, and this has forced more governments and people worldwide to stop and pay attention, and understand the long-term effect of gender-based violence, not just on the woman and man who are involved (because 80% of the perpetrators are men), but it impacts the children, it impacts the elders, it impacts the health industry, the economy – because women have to seek help through medical care, lose work time, etc.

More importantly, because of these specific days, a growing number of women globally understand that they don’t have to be victims and that there are resources now for those who are in abusive situations to get some kind of respite. The changes that are needed are still a long time away, but these days bring attention and awareness and education.

However, we need to understand that we live in a world that prescribes violence as a solution, and GBV is an obvious consequence. There has to be a major paradigm shift – what we’re talking about is non-violent conflict resolution, which for me is one of the important things in my struggle against gender-based violence: teaching men and women how to talk with each other and how to disagree with each other without resorting to physical harm.

We must teach men to deeply respect women, not just to say it, but to respect women and to understand that women are not here to be of service to them, to wash their clothes or cook their meals, to take care of them sexually – that woman are their partners and deserve to be treated with mutual respect.

International Women’s Day and November 25th through December 10th are very important because they bring tremendous awareness to the ills and plight of women and offer some solutions to ameliorate these conditions.

SWAN: According to the Caribbean Policy Research Institute, Jamaica is among the nations that have the highest rate of femicide (intentional homicide of females) and of “intimate partner violence”. You have been highlighting these issues through both your scholarly and creative work. How did your initiative in this area begin?

OPA: As you’ve indicated, Jamaica has a very high femicide and gender-based-violence rate, and, as a child growing up, I saw this. I grew up on a sugar estate where poverty was a reality for those cane cutters and their families who toiled daily under the sun, and violence fed by anger was also part of that reality. There were numerous whispered stories of gender-based violence.

This lived experience influenced my work, so my very first collection Bake-Face and Other Guava Stories explores this issue as well as sexual abuse. In my creative work, I always felt it was important to illuminate these issues to bring about awareness. My advocacy of “Thursdays in Black” is really just a continuation.

As a writer, my work is intended to address those issues that impact both women and men and try to offer solutions. Growing up, I felt that not many people were doing anything about these issues, dismissing them as “man-and-woman” business.

Honestly, I think that many people didn’t understand the social and long-lasting impact it had on children, on the entire family unit, and so I feel it’s my duty to do that, to write about these things, and expose the theme in the hope of bringing about change. My writing is really about healing – how do we heal from these historical traumas of enslavement but also the daily traumas that we inflict on each other.

SWAN: At the 2021 Bocas Lit Fest (an annual literary festival in Trinidad), you did a powerful online reading of How Do I Keep Them Safe. Can you tell us what motivated this poem?

OPA: In the last 6 years, I have been working specifically to look at issues impacting women and children. Living in Jamaica, you can’t help but hear about the tremendous atrocities done to girls, raping, and mutilation. It’s just awful, quite devastating, and in some instances debilitating.

So, I wrote that poem for mothers. Seeing them in the newspaper or the news, underlining their lament and grief is how do we keep our girls safe. I am a mother, and even though my girls are young adults, it was my constant concern – how to keep them safe. The poem is the voices of women, the community, the voice of fathers who are searching for ways to keep their children safe, specifically their girl children from sexual harassment, which is rampant, and from rape and mutilation.

SWAN: Your most recent collection of poetry, The Storyteller’s Return, explores misogyny and women’s survival and healing in hostile spaces. What do you want readers to take from it?

OPA: The Storyteller’s Return is a love story to Jamaica, a book of gratitude about being able to return. It’s for all the returnees and for all those who want to return but don’t feel they can. While it asserts that Jamaica is unsafe and misogyny is pervasive, it also reveals that there are safe havens and beautiful wonderful people still present in Jamaica.

I want readers to really take away from this book that in the midst of the hostility there is redemption, and all of us have a role to play. The collection is really a homage to those who are away and who have returned and who are wanting to return and who cannot return – to understand that even in the midst of the seeming chaos and hostility, there is opportunity and joy and peace.

SWAN: Not all artists can be activists, but what are some of the ways in which everyone can join the fight to end GBV?

OPA: In order for gender-based violence and violence in general to change in Jamaica, and anywhere else, everyone has to do their role. You don’t have to be an activist and go on marches and carry out other conscious acts of protest like I do, and you don’t have to make this your weekly assignment, but there is a lot you can do on a personal individual level.

Start by having meaningful conversations about some of the ills you see in your society and what each of us as individuals can do to help eradicate and address those ills. Almost everyone has seen, heard and/or witnessed GBV. We have to adopt the African motto: “Each one teach one.” Start on the individual level, talking with each other, acting peacefully with your friends and colleagues and whenever you see injustice or wrong, be brave and speak up against it; do not ignore it or pretend it doesn’t exist. So, that’s how do our part – be a witness, speak up, help a victim when and wherever you can.

International Women’s Day, 2023World Parliaments Could Take Another 80 Years to Achieve Gender Parity Among Legislators

Despite advances in gender representation in legislative bodies, the track record of women in the executive branches of government – as heads of state or heads of government — remains low.

For the first time in history, says a new report from the Inter-Parliamentary Union (IPU), not a single functioning parliament in the world is “male-only”.

Is the increasing number of women in parliaments a singular achievement for gender empowerment? Or is it the result of mandatory legislative quotas for women’s representation in world’s parliaments?

According to the latest IPU report, Women in Parliament 2022, women’s participation in parliament has never been as diverse and representative as it is in many countries today.

The findings are based on the 47 countries that held elections in 2022. In those elections, women took an average 25.8% of seats up for election or appointment. This represents a 2.3 percentage point increase compared to previous renewals in these chambers.

Brazil saw a record 4,829 women who identify as Black running for election (out of 26,778 candidates); in the US, a record number of women of colour (263) stood in the midterm elections; LGBTQI+ representation in Colombia tripled from two to six members of the Congress; and in France, 32 candidates from minority backgrounds were elected to the new National Assembly, an all-time high of 5.8% of the total.

The report said legislated quotas were again a decisive factor in the increases seen in women’s representation.

Thomas Fitzsimons, IPU’s Director of Communications told IPS there are many factors that explain the successes of the countries that have made progress.

For example, he pointed out, technological and operational transformations, largely due to the COVID-19 pandemic, have increased the potential for parliaments to become more gender-sensitive and family-friendly.

“The influence of gender issues on election outcomes, with increased awareness of discrimination and gender-based violence, as well as alliances with other social movements, also helped drive strong results for women in some of the parliamentary elections,” he noted.

“But if we had to choose one primary factor, it would be legislated quotas. Legislated quotas enshrined in the constitution and/or electoral laws require that a minimum number of candidates are women (or of the under-represented sex),” he said.

Chambers with legislated quotas or combined with voluntary party quotas produced a significantly higher share of women than those without in the 2022 elections (30.9% versus 21.2%).

“As for the future, we need to accelerate the momentum which is still too slow. At current rates of growth, it will take another 80 years before we reach parity,” Fitzsimons declared.

Antonia Kirkland Global Lead — Legal Equality and Access to Justice.at Equality Now, told IPS it is encouraging to see IPU’s data revealing that more women than ever are in political decision-making roles globally, and there has been an overall increase in the number of women in both government and parliamentary posts.

IPU’s data clearly demonstrates that quotas on women’s representation have had a positive, big impact. Countries applying quotas have enjoyed a 9.7% increase in women in parliaments in comparison to countries without, she said.

“However, it is lamentable that women are still so underrepresented at all levels of political decision-making, accounting for only 9.8% of Heads of Government and just over a quarter of MPs. It is also deeply concerning that gender parity in parliaments is at least 80 years away if we continue at the current pace.”

With the World Bank finding that only 14 countries have full legal equality between women and men, and UN Women gaging it will take another 286 years to eliminate gaps in legal protections, duty bearers must create a safe and empowering environment for women to engage in politics that fosters greater legal equality, said Kirkland.

She said more needs to be done to increase women’s political representation by understanding and removing obstacles that impede women’s participation in the public sphere and decision-making.

“To accelerate gender parity in parliaments, we need an end to sex-discriminatory laws in all areas of life which hold women back from engaging in politics in the first place.”

Political parties should highlight the importance and advantages of gender diversity, and implement initiatives that involve women in politics at all stages and within all branches of the political arena.

IPU’s report, she pointed out, shows that a shocking percentage of women in parliament are subjected to gender-based violence and sexual harassment in their own parliaments, on the streets, and in the digital world. Concerted efforts are required to tackle head-on gender-based violence and abuse targeting women politicians both online and offline.

Governments, parliamentarians, the private sector, and civil society need to seize every opportunity – such as the upcoming UN Global Digital Compact – to work together so that women are protected from online abuse. Perpetrates and those who facilitate or provide platforms for such abuse must be held accountable.

“Tackling this problem would result in less self-censorship by parliamentarians, greater interest from girls and young women to serve in government, and ultimately stronger democracies that are both more peaceful and gender-equal, declared Kirkland.

At the regional level, the report said, six countries now have gender parity (or a greater share of women than men) in their lower or single chamber as of 1 January 2023. New Zealand joined last year’s club of five consisting of Cuba, Mexico, Nicaragua, Rwanda and the United Arab Emirates (UAE), at the top of the IPU’s authoritative global ranking of women in parliament.

Other notable gains in women’s representation were recorded in Australia (the strongest outcome of the year with a record 56.6% of seats won by women in the Senate), Colombia, Equatorial Guinea, Malta and Slovenia.

High stakes elections in Angola, Kenya and Senegal all saw positive strides for women. Wide divides characterized results in Asia: record numbers of women were elected to the historically male-dominated Senate in Japan but in India, elections to the upper chamber led to women occupying only 15.1% of seats, well below the global and regional averages.

The Pacific saw the highest growth rate in women’s representation out of all the regions, gaining 1.7 percentage points to reach an overall average of 22.6% women in parliament. Every Pacific parliament now has at least one-woman legislator.

In the 15 European chambers that were renewed in 2022, there was little shift in women’s representation, stagnating at 31%.

In the Middle East and North Africa region, seven chambers were renewed in 2022. On average, women were elected to 16.3% of the seats in these chambers, the lowest regional percentage in the world for elections held in the year. Three countries were below 10%: Algeria (upper chamber: 4.3%), Kuwait (6.3%) and Lebanon (6.3%).

Bahrain is an outlier in the region with a record eight women elected to the lower chamber, including many first-time lawmakers. 73 women ran for election to the lower chamber (out of a total of 330 candidates) compared with the 41 women who ran in the last election in 2018. Ten women were also appointed to the 40-member upper chamber.

The IPU is the global organization of national parliaments. It was founded more than 133 years ago as the first multilateral political organization in the world, encouraging cooperation and dialogue between all nations. Today, the IPU comprises 178 national Member Parliaments and 14 regional parliamentary bodies. It promotes democracy and helps parliaments become stronger, younger, gender-balanced and more representative. It also defends the human rights of parliamentarians through a dedicated committee made up of MPs from around the world.

International Women’s Day, 2023Women and Girls: Innovation and Higher Education

In September 2020, the Beijing Declaration and Platform for Action for women’s rights celebrated its 25th anniversary. It was, however, a bittersweet commemoration, mixing joy for the progress in gender equality achieved since 1995, and the stark realization about the multidimensional gaps awaiting tackling and the new divides brought by the social consequences of COVID-19.

In 2021, UNESCO projected that 11 million girls were at risk of not returning to school after the education interruptions caused by the pandemic. Even though the educational disruption accelerated the way into innovative learning practices, including distance and online education, it was not an equal reality for all social groups, since those already marginalized were also overrepresented in the offline population, including girls and women, and especially those living in poverty and rural communities (ECOSOC, 2021).

In 2020, worldwide, 57 percent of women used the Internet, compared with 62 per cent of men (ECOSOC, 2021). In the least developed countries (LDCs), landlocked developing countries (LLDCs), Africa, and the Arab States, the gender gap in internet use remains more significant.

For instance, in LDCs, only 19 per cent of women are using the internet, which is 12 percentage points lower than men. Similarly, in Africa, 24 per cent of women use the internet compared to 35 per cent of men, while in the Arab States, the Internet usage rate is 56 per cent, compared to 68 per cent of men.

Girls and women who are kept without access to Internet and digital literacy will not benefit from the technological revolution that is currently transforming all areas of life, most centrally the educational sector and the job markets.

Even though innovation and technology for girls and women’s education is undoubtedly a critical topic in the contemporary scenario, we should notice that innovation itself extends beyond the boundaries of the digital world.

To further explore the field of innovation in education, the UNESCO Young People on Transforming Education Project (YPTEP) focuses on innovative learning practices – technological or non-technological tools and techniques – initiated and led by learners themselves for meaningful and transformative engagement in their own educational journeys.

One highlight of the project is on understanding the gender-responsive practices from girls and women.

Girls and women worldwide have long been innovative in fighting gender barriers and creating self-initiative and community strategies to accessing learning even when excluded from Internet access and other forms of innovation.

A female leader who creates a finance course for mothers, while providing turns of collective care for their children, is innovating in education. A girl who creates a book club with her friends to read and debate publications on feminism is innovating in education.

Women in STEM, taking part in research and development groups, although still underrepresented, are innovating in education.

So, here we are – right at the crossroad where education, innovation and gender inequalities meet. Not paying attention to those issues will only aggravate previous gaps, hampering the advancement of all 17 Sustainable Development Goals.

To contribute to this debate and pathways for solutions, the UNESCO team of Young People on Transforming Education Project (YPTEP) at UNESCO IESALC hosted a Fireside Chat on “Women and girls, innovation, and higher education” on 6 March 2023 to reunite women and girls from different countries and regions and celebrate their success not only to overcome challenges, but also to become changemakers in the field.

During the chat, we had the opportunity to engage with ten female storytellers who shared their stories on innovative learning and expand our understanding of innovation, creativity, and transformation in education.

Stories approached, in a broader sense, innovative paths in getting access to higher education; innovative learning practices to get through education and achieve learning goals; innovative tools and techniques that have enhanced their experiences as learners both inside and outside the classroom; and studying and working initiatives to design new technology and broader forms of innovation for education.

Participation in the Fireside Chat is also open and expected from all those who wish to share their experiences on innovative learning and higher education. We have organized interactive activities and will have “open chatbox” and “open mic” for anyone who are willing to present yourselves typing and tell your stories live.

With more than 600 million youth aged between 18 and 24 in the Asia and Pacific region, putting their issues front and center is crucial. Speakers at a recent forum, Youth Empowerment: Education, Employment and Sexual and Reproductive Health and Rights, held in Phnom Penh, Kingdom of Cambodia, agreed that policy development and implementation should be youth-centered.

Professor Keizo Takemi, MP (Japan) and Chair of the Asian Forum of Parliamentarians on Population and Development (AFPPD), reminded parliamentarians of the work ahead when he noted in his opening address that while youth were “innovative thanks to global digitalization, half are unemployed or underemployed. Therefore parliamentarians have a vital role to play.”

The extent of the challenges emerged during the discussions. Raoul Danniel A Manuel, MP Philippines, said teenage pregnancy was higher in rural areas than urban, and there was also an education differential.

“The rate is 32 percent among teenagers without education, 14% among teenagers with primary education, and 5% among teenagers with a secondary education,” Manuel said, noting that the Philippines was the only country in Southeast Asia where the teenage pregnancy rate is increasing in girls aged 10 to 14.

“It is important to raise awareness among young people so that they know how to take care of themselves before they marry. We also need to continue to strengthen services, especially user-friendly services, by focusing on vulnerable groups and young women who do not go to school because this group is at a very high risk of pregnancy, and pregnancy can be risky.”

Lisa Chesters, MP (Australia), reminded conference delegates that “comprehensive sexual education has a positive impact on young people. It has been credited with delaying sexual debut can reduce unwanted pregnancies and STDs.”

Benefits included preventing intimate partner violence, developing healthy relationships, and preventing sexual abuse.

Australia learned after an online petition went viral in 2021 the extent to which students had been subjected to sexual harassment at schools. Following this, ministers for education throughout the country agreed on sexual education at school.

Chesters said it was crucial to include comprehensive, well-planned engagement of young people at the center of any advertising and social media campaigns.

The discussion also centered around employment. Felix Weidenkaff, the Youth Employment Expert for the ILO’s regional office for Asia and the Pacific, told the conference that while digitalization was a key strategy to increase youth employment, it wasn’t a one-off. Aspects lawmakers should consider would include TVET and skill development (including understanding the needs of those with disability), infrastructure, connectivity, and equipment to create an inclusive system.

Sophea Khun, Country Program Coordinator of UN Women, said changing gender norms required comprehensive and sustained strategies that engage multiple stakeholders at all levels: households, communities, institutions, and governments.

Girls and young women needed to be given the opportunity for training in STEM (science, technology, and mathematics) to close the digital divide.

“In addition, harmful social norms that contribute to controlling women and girls’ access to communications and technology also need to be tackled,” Khun said.

Hun Many, MP (Cambodia) and Chair of the Commission, reiterated in his closing remarks that to create a more elaborate and innovative policy, “youth need to be able to be part of the decision-making process and the discussions.”

Ahead of the conference, IPS interviewed Cambodian MP Lork Kheng, chair of the commission on public health, social works, vocational training, and women’s affairs. Here are excerpts from the interview.

Lork Kheng, Cambodian MP and chair of the commission on public health, social works, vocational training, and women’s affairs.

IPS:  A tremendous amount of work is to be done to improve SRHR for all and youth-friendly services. How can young MPs play an enhanced role in developing policy, ensuring services are adequately financed and delivered to the communities where required?

LK: With regards to the role of Parliament, we can oversee the implementation of policies related to education, the provision of safe counseling on sexual and reproductive health, family planning, abortion, HIV/AIDS prevention and care, and local monitoring of child marriages, which are challenges for our Asia-Pacific region. In addition, the National Assembly always provides opportunities for development partners to contribute ideas and proposals for consideration through close cooperation in organizing educational forums and disseminating discussions and exchanges at national and sub-national levels (in their constituencies). We can establish effective monitoring and evaluation mechanisms and coverage of the actual implementation of practitioners and service providers and the effectiveness of policies to ensure that they are providing the anticipated outcomes. Working with think tanks and civil society organizations to conduct research, assessment, and evaluation that informs policymaking and improves service delivery from all stakeholders’ perspectives.

Another important role is to communicate directly with the people and sub-national authorities in the constituencies where they are based. Young MPs and MPs often use the forum to meet and visit local administrations, etc., to mainstream the information and raise awareness of the importance of youth and family life planning, as well as to share good local and global political experiences and best practices that can be implemented within the existing framework of national and sub-national policies to stakeholders, especially local authorities who work directly with the youth.

In particular, in overseeing the financing, every year, MPs actively participate in the discussion of the draft budget law, in which the whole House closely monitors the progress and changes in the budget allocation according to each program. Furthermore, MPs also provide feedback to the executive branch during the initial consultation phase until the full house passes the draft budget. In this regard, the review of budget allocations for youth health care, such as increased attention to the prevention and control of non-communicable diseases, tobacco control, food safety and diet in general, and sexual issues in particular, has been addressed frequently and has been noted and considered by the relevant ministries as well as the Government.

The Ministry of Posts and Telecommunications has prioritized students who pass the upper secondary national examination with good grades to study digital skills with the support of a student loan that must be repaid when they get a job. This is to strengthen human resources with digital capabilities.

IPS: While Asia and the Pacific are home to more than 60% of the world’s youth aged between 15 and 24, the COVID-19 pandemic acted to disadvantage youth in poorer and rural communities, especially where schooling was interrupted, and children did not have access to the technologies for remote learning. How can youth MPs ensure that those children (who may even now be young adults) are given the opportunities to complete their education? Secondly, how should policy, infrastructure, and finance be directed at children still disadvantaged by a lack of technology?

LK: We all truly recognize that the COVID-19 pandemic is an extraordinary challenge that has plagued all socio-economic sectors, requiring the Government and authorities to respond with unusual means in these difficult circumstances. In developing countries like Cambodia, when schools were closed to prevent the spread of COVID-19 in its early stages, we did not have the right digital infrastructure for teaching and learning. Students in rural areas and those considered to be disadvantaged groups were the ones who faced barriers to accessing education at that stage. But if we look at the immediate solution of the Head of the Royal Government of Cambodia, we can measure the outcome of solving the challenges with this decision. The Government quickly rolled out vaccinations, especially prioritizing vaccinations for front-line medical workers and educators. That ensured that these two environments gained immunity as soon as possible so that students could return to class quickly with a high sense of security.

IPS: Youth are considered a vital resource for the country’s economic development, but they face high unemployment. What are young MPs working on to ensure that youth can get decent jobs and support young entrepreneurs? What are the policy directions needed to foster youth employment?

LK: Specifically in Cambodia, the unemployment rate for youth may be slightly lower than 14 percent. Nevertheless, youth are also facing other major challenges, such as skill mismatches with the job markets and vulnerabilities of international labor migration, which are the major concerns of the Parliament and the Government. As Cambodia is riding high on development in all areas, the labor market has expanded, especially in areas that benefit youth. In response to such demands, the Government has paid close attention to education and vocational training by prioritizing promoting science, technology, engineering, and mathematics (STEM) to encourage young people to acquire high-demand skills.

In this new academic year, the Government has encouraged youth to pursue vocational skills at the primary and secondary levels by giving monthly allowance to approximately 1.5 million students, in addition to their free tuition.

To support the promotion of young entrepreneurship, we have also established a number of mechanisms – both under state supervision and public-private partnerships – that have created entrepreneurship and incubation centers. In particular, during the COVID-19 pandemic, these mechanisms also played an important role in providing much-needed assistance to those businesses through loans and free training to the entrepreneurs so that they could utilize the technology for their businesses against the backdrop of a changing lifestyle in the new normal.

International Women’s Day, 2023Digital Inclusion is Vital for Strengthening Women’s Rights in Africa

The internet has a pivotal role to play in empowering women and girls across Africa, but preexisting forms of gender discrimination and marginalization are underpinning a widening digital gender divide.

The root causes preventing millions from getting online need to be urgently addressed, because until we close the technology gap, longstanding gender inequalities will be exacerbated, and new expressions of discrimination will manifest.

More women are coming online, but progress is slow

In a speech to the UN General Assembly for International Women’s Day 2023, UN Secretary General António Guterres spoke about how “centuries of patriarchy, discrimination, and harmful stereotypes have created a huge gender gap in science and technology.”

Warning that “gender equality is growing more distant” and will take 300 years to achieve on the current trajectory, the Secretary General called on governments, civil society, and the private sector to work collectively to bridge the digital gender divide.

ITU estimates that in 2022, 66% of the world’s population used the internet. This is a 24% increase since 2019, with 1.1 billion more people coming online. Despite this substantial uptake, 2.7 billion people remain offline – the majority of whom are female.

According to GSMA’s Mobile Gender Gap Report 2022, mobile phones are the primary way people in low- and middle-income countries (LMICs) access the internet, accounting for 85% of broadband connections in 2021.

But over 1.7 billion women do not own a mobile phone, and women globally are 14% less likely to have one than men, with the largest disparities in Sub-Saharan Africa and South Asia.

Worryingly, GSMA found that globally the gender gap in mobile internet use has worsened from 15% in 2020 to 16% in 2021. And although women’s uptake of mobile internet in LMICs continues to grow, adoption has slowed, with just 59 million women coming online in 2021 compared to 110 million the previous year.

This significant shortfall means many women and girls are missing out on the benefits of digital, social, and financial inclusion, and this is especially acute amongst those burdened with intersectional discrimination linked to characteristics like race, caste, religion, poverty, and disability.

Smartphones are key to connectivity

Smartphone ownership offers life-changing connectivity by opening portals to crucial resources, markets, and services for education, healthcare, business, and finance. Providing important and timely information that might otherwise be hard to obtain, handsets are a vehicle for formal and informal learning and enable social and civic networking and participation.

According to the UN, over 90% of jobs worldwide now have a digital component. Digital literacy expands a person’s employment and economic prospects and facilitates greater earning potential. Without digital adoption and use, women have fewer employment opportunities and face additional barriers to workforce participation.

Unequal access to the digital realm is undermining women’s economic independence, financial prospects, and decision-making power. It limits their life chances, increases their risk of gender-based violence and exploitation, and makes it harder to escape abusive situations or obtain justice when rights have been violated.

Barriers to internet access faced by women and girls

For many women and girls in the Global South, low literacy and digital skills are major barriers to phone ownership and use. They are more likely to live in poverty and have less schooling, and this translates into underconfidence in utilizing technology. A Web Foundation study found that women are 1.6 times more likely than men to report a lack of skills as a block to internet use.

Language exclusion is also a challenge. Nine in ten users in Africa have to switch to a second, often European colonial language, to use apps and websites, while over half of the world’s 7,151 languages have no digital footprint – effectively shutting out those who only speak local dialects.

To overcome this, more local language internet services and operating systems are required, alongside video content tailored to women’s contexts and needs.

Another hurdle is money. Global Digital Inclusion Partnership estimates that for 2.5 billion people, buying the cheapest available smartphones would cost over 30% of their monthly income. For many women, this is unaffordable, particularly as they are more likely to have lower earnings.

Mobile data is a burdensome cost, partly because of exorbitant pricing. African countries have some of the world’s most expensive data due to issues such as high taxation in the telecom industry, and unavailability of infrastructure. Coming top on the continent is Equatorial Guinea, where one gigabyte can be a whopping $49.67.

Only half of the 1.1 billion people in the Least Developed Countries have access to electricity – 13% of the global population – and many more face regular disruptions to energy supplies, making it harder to keep devices charged.

Especially in rural and remote locations, reliable and affordable electricity is limited or absent. With over half of Africa’s women living in rural areas, energy scarcity too has a gender dimension.

Strengthening online safety

Harmful social norms in the offline world impede women’s and girls’ access to and experiences of the digital domain. Gender stereotypes and power hierarchies within households can result in males having priority over using digital tools.

Some communities view the internet as posing a risk to the traditional social order, with male family members acting as gatekeepers that control and monitor female access to devices and the internet.

Safety concerns also discourage online engagement, and not without cause. A report by Equality Now found that governments are failing to effectively address an alarming increase in online sexual exploitation and abuse of women and girls because national and international laws are not keeping up with advances in technology and cybercrime, leaving perpetrators unpunished.

Governments need to urgently review and update legislation and policies, and implement comprehensive laws that clearly specify the legal responsibilities that digital service providers have to people using their platforms, and for the content posted on their sites.

Equality Now and Women Leading in AI have launched the Alliance on Universal Digital Rights (AUDRi), a global campaign calling for “the adoption of a universal digital rights framework, rooted in human rights law and underpinned by an intersectional feminist, anti-discrimination analysis.”

AUDRi has produced a set of Digital Principles that articulate how human rights should be applied to the digital sphere, with binding agreements buttressing these rights so that governments and the private sector can be held more accountable.

Strengthening digital inclusion for women and girls in Africa is crucial to upending harmful gender norms and stereotypes, and preventing backsliding on women’s rights. Across the continent, digital technologies must be better harnessed to accelerate progress towards closing the gender equality gap.

To achieve this, state institutions, policy-makers, industry, and civil society have to collaborate to understand and eliminate the root causes hindering women’s and girls’ digital participation, and enact universal legal protections that foster a safe, inclusive, accessible online world for all.

Low literacy levels, a high prevalence of outlawed Female Genital Mutilation, early marriages, forced marriages, low contraceptive usage, multiple births, as well as high maternal, infant and child deaths, define the life of a woman in Kenya’s vast North Eastern region.

Here, women are to be seen and not heard – as life is organized around the all-powerful male-dominated clan and sub-clan system.

But as Kenya marks International Women’s Day, a once-in-a-year opportunity to assess the place of women in their respective countries and communities, Mahfudha Abdullahi Hajji has shown that a male-dominated system in a highly patriarchal society is not impenetrable.

“I vied for the Member of County Assembly (MCA) position in Ademasajida Ward, Wajir County, in 2013 and 2017 on the Orange Democratic Movement, the biggest political party in Kenya, but I was rigged out because I am a woman,” she says.

Hajji says she fell victim to negotiated democracy. A political euphemism for unchallenged leadership where clans negotiate and share political positions long before a single ballot is cast. On the day of the general election, the informal agreement is formalized.

In a region where women are equated to children and are expected to defer to their sons, clans are neither eager to be led by a woman nor front a woman for political leadership. As such, processes to deliver negotiated democracy do not prioritize women’s issues, least of all their inclusion.

“The absence of women in politics means that women are also absent where resources are shared. A woman can set budgetary allocations that are in line with the challenges facing us. Being represented by one of us is very important,” Habiba Mohamed Situpia, a retired teacher in Wajir County, tells IPS.

Abdirashid Jelle, the Sultna of Degodia Council of Elders, speaks of the challenge of women not being able to make decisions about their lives, “and then their lack of participation in politics, and this is dictated by clanism. Women have always been invisible in these clans, and this means we do not expect them to talk where it matters.”

For politically ambitious women like Hajji, as she found out in the last 10 years, there is no happy ending in contesting for a political seat without blessings from leaders of the Council of Elders or Sultnas, as they are all male.

Against this backdrop, women in Wajir County, which alongside Mandera and Garissa Counties constitute the expansive North Eastern region, formed the first-ever Women Council of Elders. The first such council in the entire region to enable them to negotiate with the Sultnas and other religious leaders toward the empowerment of women and girls.

“We first approached the Sultnas to make it very clear that the women’s council was not in competition or opposition to the traditional system. We spoke about how the world is changing, and we needed to change with it. We said that where women are left behind, the entire community lags behind,” Situpia explains.

In the beginning, she says, Sultnas in urban areas were more receptive compared to those in remote rural areas. In the end, the Wajir Woman Council of Elders was formed in 2020.

Kheria Kassim, one of the founding members of Wajir Council of Elders, tells IPS, “there is no resistance towards us because we concern ourselves with issues that hold us back. We want all our children to go to school and have an opportunity to make a living.”

“We are saying that as daughters, wives, and sisters of these Sultnas when we are left behind, the entire community falls behind other communities where women are more empowered.”

A few months before the 2022 general elections, Kassim says Hajji was already been referred to as a ‘mheshimiwa’ – Swahili for an honourable member of parliament.

“The Sultnas had finally agreed to support her. With their blessings, we all knew way before the general elections that she would win the MCA seat, and she did. Something that no woman has ever done in the whole of North Eastern region,” she says.

Hajji is the second woman ever to be elected to a non-affirmative action political seat after renowned gender advocate Sophia Abdi made history by being elected Ijara MP, Garissa County, in 2017.

Additionally, Situpia says the Women’s Council of Elders has made notable steps towards addressing Violence against Women and Girls, rampart in the strongly patriarchal community where the subjugation of women is normalized.

Even in such serious cases of rape or defilement, there is a preference for Maslaah and strong resistance to these cases being heard through formal judicial processes. Maslaah is a male-dominated, male-friendly traditional system akin to a kangaroo court and will, at best, confer a small fine to perpetrators of sexual and gender-based violence.

“Today, it is very rare to find Sultnas dealing with sexual violence cases. We now work closely with Wajir Central police station and police officers in all six sub-counties in Wajir County to ensure that offenders are taken to court. It is also a way to warn potential offenders that they will experience the full force of the law,” Kassim expounds.

More so, a number of women have been absorbed into the male Council of Elders through the endorsement of the Sultnas.

“I belong to the sub-clan of the Degodia Council of Elders in Wajir; we are two women and six men. We sit together and consult as equals. Something that was unheard of before,” says Safi Abdullahi Adan, a senior member of the Women Council of Elders.

She further says that the Wajir Women Council of Elders has opened membership to women outside of the County to include those in Mandera and Garissa, “we share the same culture and religion, same challenges, and there is no winning for Wajir when our sisters are left behind. We do not know how many members we have because we are growing day by day.”

As Hajji settles down in a win that is very much a milestone for other women in the North Eastern region, she represents a new dawn of more girls in school, more women in gainful employment and progressively, increased participation in critical decision-making processes.

Since the onset of the COVID-19 pandemic, the tremendous power of technology and innovation has become clear to the world.
However, it has also increased exclusion, discrimination, and inequalities — especially for women and girls.

On International Women’s Day, we must re-imagine a world whereby innovation and technologies are more intentionally leveraged towards transforming our societies and economies so that resources and power are more equitably distributed.

Women and girls across the globe are anxious for this radical change, and it’s easy to understand why.

There is a growing gender digital divide and a mistaken assumption that the use of digital tools and services will simply increase with universal internet access. 95 per cent of the world’s population has access to a mobile broadband network.

Yet just one-quarter of people in lower-income countries use the internet, with 21 per cent of women in those countries online compared to 32 per cent of men. In tandem, many women and girls — especially women politicians, voters, human rights, and environmental defenders, LGBTIQ+ people, activists, feminist groups, and young women — face widespread forms of violence online, threatening their participation as well as their mental health and wellbeing.

We witness the call for social transformation from women who are at the forefront of movements for social change — online and in the streets — in their countries and around the world.

Digital technology can nurture democracy and human rights by boosting civic engagement and political participation. That includes using behavioural science to help ensure that women can access their property rights in Syria, an effort supported by the UNDP Accelerator Lab there.

Or consider the eMonitor+ platform developed in Tunisia that uses Artificial Intelligence to identify mis/disinformation, hate speech, and violence against women around elections.

Or look to new innovations that are using solar power to capture rainwater and treat it to produce drinking water in Tanzania — allowing women and girls to avoid trekking for kilometres every day to collect water.

At a time when women and girls are denied access to education in countries such as Afghanistan, the STEM4ALL platform coordinated by UNDP and UNICEF aims to increase the representation of women and girls in science, technology, engineering and mathematics (STEM).

This network of ‘STEMinists’ plans to expand from 34 countries to a global reach — part of much-need efforts to help ensure that women can lead our new digital societies that will drive forward everything from climate action to the restoration of our natural world.

UNDP is working with key partners like UN Women to support countries to build inclusive digital ecosystems that work for women in all their diversity, guided by our Gender Equality Strategy 2022-2025 and our Digital Strategy 2022-2025.

All of us have a role to play in amplifying women’s voices; women’s participation in public life and access to justice, including through e-governance initiatives.

More efforts are also needed to tackle discrimination and violence against girls with disabilities. And digital finance will be a key means to allow women to gain full control over their finances — perhaps the most powerful means to reduce poverty and advance the Global Goals. In short, women and girls must be an intrinsic part of answering people and planet’s most pressing challenges.

International Women’s Day, 2023Empower Her

On International Women’s Day, let us remind ourselves of the power of education. We have all benefited from an education that less than a century ago was not a given for a girl and which still remains a distant utopia for millions of young girls.

I know from my own life and that of my daughter that a quality education empowers us. This is a universal truth for every girl in the world. Education empowers girls to realize their dreams and achieve their goals, and most of all to empower other girls. A quality education expands the mind, nurtures the soul, and equips us with a tool to realize our full potential during our life’s journey.

With over 120 million girls enduring armed conflicts, forced displacement and climate disasters unable to benefit from a quality education, we cannot and must not turn a blind eye to their humanity, their rights, their potential and their dreams.

We must stand up ¬– united as a global community of the 21st Century – and say no to gender-based violence, say no to child marriage, say no to workplace inequities, and say no to the deprivation of a quality education for women and girls everywhere.

We must apply a laser focus on the millions of girls left furthest behind in emergencies and protracted crises. Because of their suffering and dispossession, because of the depth of despair in which they live, I am firmly convinced these girls have a unique capacity and potential to achieve unknown and extraordinary heights in any profession of their choice. Their resilience, combined with a quality education, has the magical strength of contributing greatly to their society, their country and the world at large. We cannot afford to lose out on this treasure for the sake of all of us.

To make good on our commitments, we must ensure every girl is ensured 12 years of quality education. For girls caught in conflicts in places like Ukraine and the Sahel, for the millions of girls denied their human right to an education in Afghanistan, and for the girls displaced from their homes in South America, Asia, the Middle East, Africa and even Europe and North America, education is the key that will unlock a better life for them and a better world for all.

What we can and must do is empower them to break the chains of thousands of years of inequity to once and for all break through that glass ceiling and declare this generation of girls as “Generation Equality!”, and with that also, “The generation that unleashed humanity’s potential.”

The challenges are daunting. ECW partner UNESCO estimates that around the world, 129 million girls are out of school, including 32 million in primary school and 97 million in secondary. For girls caught in conflict and crises, the situation is even worse. Two out of every three girls in humanitarian crises won’t start secondary school. And if current trends continue, by 2025, climate change will be a contributing factor in preventing at least 12.5 million girls from completing their education each year, according to the Malala Fund.

Our investment in girls’ education is our investment in the future for all of humanity, our civilization, our evolution, and above all for human rights and the Sustainable Development Goals. As the UN global fund for education in emergencies and protracted crises, ECW has achieved gender parity between girls and boys in its First Emergency Response and Multi-Year Resilience Programme investments. The Fund has also committed to support gender-equitable investments in the new Strategic Plan period 2023-2026. And through smart investments like our new Acceleration Facility Grants for gender equality, we are building the public goods and global movement we need to create transformational change in the sector.

Imagine the economic and social impact if every girl on planet earth was actually able to go to 12 years of school? A World Bank study estimates that the “limited educational opportunities for girls, and barriers to completing 12 years of education, cost countries between US$15 trillion and $30 trillion in lost lifetime productivity and earnings.” Imagine the transformation of a world that badly needs to move from extreme poverty to equity, and a world that establishes peace and security, and human rights for all. We made that promise in 1945 in the UN Charter. It is not an utopia. It is a real possibility. We know what needs to be done: Empower her through a quality education.

Indeed, education is the answer.

From the earliest days of computing to the present age of virtual reality and artificial intelligence…

…women have made untold contributions to the digital world in which we increasingly live.

Their accomplishments have been made against all odds, in a historically unwelcoming field.

Today, a persistent gender gap in digital access keeps women from unlocking technology’s full potential.

Underrepresentation in STEM education and careers remains a major barrier to their participation in tech design and governance.

According to the World Economic Forum’s Global Gender Gap Report 2020, women are still underrepresented in the technology sector.

They make up only 17% of the core technology workforce.

And the pervasive threat of online gender-based violence forces them out of the digital spaces they occupy.

A survey of women journalists from 125 countries found that 73% had suffered online violence in the course of their work.

Exclusion extends in more subtle forms as well:

Women make up only 22% of the Artificial Intelligence (AI) workforce.

And a global analysis of 133 AI systems across industries found that 44.2 per cent demonstrate gender bias.

However, there is some progress being made.

Women’s participation in the technology sector has increased by 10% since 2014.

According to the National Center for Women and Information Technology…

…the number of women in executive positions in the technology sector has increased from 11% in 2012 to 20% in 2019.

There is still a long way to go in terms of achieving gender equality in the technology sector.

International Women’s Day is a global celebration of the social, economic, cultural and political achievements of women.

It is a call to action to continue to strive for progress.

This year, let’s celebrate our International Women’s Day theme: “DigitALL: Innovation and Technology for Gender Equality”.
