Remarks by President Centeno following the Eurogroup meeting of 3 December on draft budgetary plans, Greece, Spain, Cyprus and EMU reform.

On 3 December, the Eurogroup adopted a statement on draft budgetary plans of euro-area member states for 2019.

The Council extended the mandate of the EU monitoring mission in Georgia (EUMM Georgia) until 14 December 2020 and agreed on a budget for the period from 15 December 2018 to 14 December 2020.

The Commission presented the proposal in May 2018 as part of the third 'Europe on the move' package. Both the Council and the European Parliament must agree on the text before it can enter into force.

On 3 December, EU ambassadors endorsed the Council's negotiating mandate for future talks with the European Parliament on a revision of the European market infrastructure regulation (EMIR) as well as a decision revising the statute of the European system of central banks and the European Central Bank.

G20 leaders met in Buenos Aires, Argentina on 30 November and 1 December 2018 and agreed a joint declaration.

The Council today agreed its position (partial general approach) on the regulation on Horizon Europe. Horizon Europe is the next framework programme on research and innovation for the years 2021 to 2027.

At a press conference ahead of the summit, President Tusk appealed to the G20 leaders to seriously discuss real issues such as trade war and addressed the question of Brexit.

The EU is introducing legislation which will require various safety features to be included on a range of vehicles with the aim of saving lives on Europe’s roads. The Council today agreed its position on the new rules which means that negotiations can begin with the European Parliament as soon as it has adopted its position.
