European Council President Charles Michel opened the High-level event on Fair International Financial Architecture held in the margins of the 78th session of the United Nations General Assembly.

A Tanács végrehajtási határozatot fogadott el Olaszország módosított helyreállítási és rezilienciaépítési tervének jóváhagyásáról. Olaszország 2023. július 11-én helyreállítási és rezilienciaépítési tervének módosítására irányuló kérelmet nyújtott be arra hivatkozva, hogy a terv megvalósítása objektív körülmények miatt részben ellehetetlenült. A módosított helyreállítási és rezilienciaépítési terv becsült összköltsége 191,5 milliárd EUR, amely 68,8 milliárd EUR vissza nem térítendő támogatásból és 122,6 milliárd EUR hitelből tevődik össze.

A Tanács Iliana Ivanovát nevezte ki az Európai Bizottság új tagjává.

Az EU nyilatkozatot adott ki a Belgrád és Pristina közötti párbeszédről, valamint a Szerbiával és Koszovóval szembeni elvárásokról. A nyilatkozatban aggodalmát fejezte ki amiatt, hogy a felek nem hajtják végre a kötelezettségvállalásaikat, és arra sürgette őket, hogy konstruktívan és jóhiszeműen működjenek együtt.
