The public hearing on conscientious objection as a human right and in particular, Russian conscientious objectors aims to highlight how the human right to conscientious objection to military service must be enforced in all countries, including those at war, and how the EU could grant conscientious objectors further protection.
Topics to be discussed are applicable international standards and jurisprudence relating to conscientious objection to military service, and current trends regarding respect for and violations of the right to conscientious objection. During the hearing, the situation of Russian conscientious objectors will be given special attention.

In the presence of the European Parliament Coordinator on Children’s Rights, Vice President Ewa Kopacz On 1 March 2023 DROI will hold a debate on the violation of international law and human rights of children from Ukraine forcibly deported to or retained in Russia, which will provide a thorough insight of the extent of the situation, the legal dimension of the issue, and the victims’ reparation efforts.
Experts will brief Members on the most recent developments surrounding the circumstances and grave consequences on the matter, including first-hand information from the ground. Members will assess possible avenues to follow up the recommendations laid down in the EP resolution adopted on 15 September 2022.

The following guest speakers have confirmed their participation: Dubravka Šuica - Vice President of the European Commission and Commissioner for Democracy and Demography (will attend in person). Representatives from Magnolia (NGO based in Ukraine) and the Kharkiv Human Rights Protection Group will participate remotely.

On 1 March 2023 the Subcommittee on Human Rights will discuss Ukrainian civilians illegally imprisoned and tortured in Russia and occupied territories of Ukraine, with the objective of raising awareness of the situation of Ukrainian civilians forcibly displaced since 24 February 2022 to the Russian Federation or the occupied territories of Ukraine, with some of them reportedly subject to "filtration" procedures and victims of human rights violations, such as torture or ill-treatment.
The exchange of views should also help identify the means allowing the international community to protect these people and the international human rights and humanitarian organisations to provide them with assistance.
