Why Hungary wanted out of EU’s refugee scheme

When the European Commission this month unveiled its scheme to share out 120,000 refugees, on top of the 40,000 agreed in July, it added a new beneficiary country to the programme: Hungary. But unlike the other two targeted in the scheme as EU front-line countries, Greece and Italy, Hungary didn’t want to be included, despite being subject to a massive influx from its border with Serbia.

The dispute has become one of the primary reasons agreeing the scheme has taken so long. Originally, the plan said that 54,000 refugees would be sent from Hungary to other member states. The remaining 66,000 would come from Italy (16,000) and Greece (50,000).

Commission officials admitted Hungary’s inclusion was a bit of political jujitsu. For months, Hungary’s combative prime minister, Viktor Orban, argued his country was being overrun with people trying to enter Germany. The relocation scheme provided the opportunity for Budapest to offload 54,000, quiet Brussels’ loudest critic, and peel off Hungary from the hardening anti-relocation alliance of Visegrad countries.

The publicly-stated reason Orban doesn’t want to participate is a matter of principle: Budapest does not see itself as a front-line state. Nearly everyone arriving in Hungary has come through Greece first and Budapest argues that, if Greece was doing its job, Hungary would not be facing a problem. “The elephant in the room is Greece,” insists one top Hungarian official.

Il ne faut pas promouvoir l'exportation des biens ou substances pouvant être utilisés à des fins de torture ou d'exécution, afin d'éviter leur diffusion, a affirmé la commission du commerce international lors d'un vote mardi. Le but est de renforcer les dispositions "anti-torture" de l'UE. Les députés veulent élargir l'interdiction actuelle pour inclure des services comme le marketing dans des expositions ou des catalogues en ligne mais aussi le financement, le transport et les assurances.

Az ENSZ további 120 ezer migráns letelepítésére szólította fel az EU-t

Az ENSZ menekültügyi hivatala (UNHCR) kedden felszólította az Európai Uniót, hogy egyezzen bele további 120 ezer, azaz összesen 240 ezer migráns befogadásába, különben hiteltelen bármilyen széttelepítési program.

Melissa Fleming, a hivatal szóvivője Genfben emlékeztetett arra, hogy csupán tengeren 480 ezer ember ékezett Európába, és naponta átlagosan 6 ezren jönnek, így a 120 ezres keretet 20 nap alatt kitöltik. Mint mondta, egy széttelepítési program önmagában nem fogja stabilizálni a helyzetet. A szóvivő szorgalmazta, hogy az EU sürgősen állítson fel befogadóhelyeket Görögországban, ahova emberek tízezrei érkeznek, főként szíriai menekültek Törökországon keresztül.
Fleming “életbevágóan fontosnak” mondta az EU-tagállamok igazságügy és belügyminisztereinek keddi tanácskozását, valamint az Európa Tanács szerdai értekezletét. Szavai szerint az EU-nak valószínűleg ez az utolsó lehetősége arra, hogy kezelni tudja a válságot.

Alexis Tsipras and the curious case of time travel

On Sunday, Alexis Tsipras, Greek Prime Minister and leader of the left-wing SYRIZA party, managed to achieve the inconceivable: time travel! After seven months in government, capital controls, a referendum, a failed negotiation with international creditors and a new memorandum, Alexis Tsipras’ party not only managed to get elected with a significant difference over its main rival, the centre-right New Democracy party, but will maintain a coalition with the Independent Greeks (ANEL), his former conservative coalition partner, just like on 25 January 2015. The balance of power may appear to have remained the same, however, does this mean that nothing has changed for Mr. Tsipras (and for us) in seven months?

What hasn’t changed – the overall political landscape:

  1. Yesterday’s win can only be credited to Mr. Tsipras. The lack of concrete proposals on a series of critical reforms, did not put SYRIZA in pole position, however it was Tsipras’ charisma that managed to unite voters and convince them to give him, and not necessarily his party, a second chance. This new type of “cult of personality” is something to look out for in other European elections, such as Poland and Spain. Voters may turn to leaders such as Pablo Inglesias from Podemos to incarnate “a new vision” even if their parties do not put forward extremely innovative ideas.
  2. Greeks don’t see their future outside the Eurozone, though hard times lie ahead. This is the reason why Popular Unity, a SYRIZA offshoot, which suggested an alternative to the euro, did not manage to score above the 3 per cent benchmark in order to enter the Parliament. The demise of anti-euro parties will put pressure on Mr. Tsipras to manage to maintain SYRIZA’s anti-systemic and anti-austerity rhetoric while conforming to his creditors’ requests. In the coming months, he will have to manage citizens’ disenchantment with the harsh measures prescribed in the new memorandum while going ahead and implementing measures he has actively disagreed with. The end of October will be particularly critical, as the first reform appraisal will take place. Greece is already behind on deadlines for passing reforms and some of the most contentious dossiers, such as the increase in VAT in islands, social security reform and the recapitalization of banks, have not taken place. Indeed, this will be the government’s big stress test both internally, with citizens and its coalition partners, and with its creditors.

What has changed – peoples’ belief in politics:

  1. Greeks have become increasingly disenchanted over the very short electoral cycles Tsipras’ party may have won 35.5 per cent of votes, however, that result must be put into perspective. Only 43 per cent of Greeks went to vote in yesterday’s elections; that is a notable decrease from 64 per cent participation in the January 2015 elections. Through abstention, Greeks not only demonstrated their disagreement over the government’s decision to call for a general election for the second time in seven months but also their disbelief that elections would change Greece’s current situation. Going forward, low turnout may put pressure on Mr. Tsipras to work very hard to maintain stability in his Coalition, as Greeks indicated they are not in for another election in six months. However, similarly to Andreas Papandreou’s rise in the 1980s, Mr. Tsipras is also likely to ride the “charisma versus apathy” wave, making him a potential “long-term leader” in Greek politics for the next years.
  2. SYRIZA’s “mainstreaming” opens a debate on the future of social-democratic parties in Europe. SYRIZA’s divide from Populist Unity managed to mainstream the party, yet maintaining an anti-systemic rhetoric; that enabled SYRIZA to gain more influence in the space traditionally covered by parties that identified themselves as social-democratic. However, even if he manages to unite the left, in a similar fashion to Jeremy Corbyn’s leadership of the Labour party in the UK, a significant number of moderate social-democrats remain unrepresented. Will they shift their support to centre-right parties, themselves often indulging into populism to gain votes from its conservative factions, or will new powers emerge? This remains to be seen.

What’s on for Europe?

  1. Tsipras’ win may also impact the debate on the reform of the Eurozone. Over the past months, there have been increased discussions on the strengthening and development of mechanisms that would enable the Eurozone to get back on track for economic recovery and to prevent another crisis in the future. However, wouldn’t that reform be automatically put on the backburner, if more parties with anti-austerity rhetoric get elected in Europe? With one Member State being led by a party lacking credibility by its peers to deliver the necessary reforms in his country, the needed reforms on an Economic and Monetary Union scale seem to be wishful thinking at this point.

On Sunday, Mr. Tsipras proclaimed that “SYRIZA was die hard.” Excitement aside, both Mr. Tsipras and Mr. Kammenos, ought to move on fast from triumphant “die hard” to realistic “work hard”. If they don’t deliver on the reforms Greece may find itself in a difficult situation vis-à-vis its creditors and back into political turmoil with a new round of elections in the coming six months. In the words of John McClane, “Welcome to the party, pal!”

Hét bemutatóra készül a kolozsvári magyar színház 223. évadában

Hét bemutatóra készül 223. évadában a Kolozsvári Állami Magyar Színház – közölte Tompa Gábor, az intézmény igazgatója a keddi évadnyitó sajtótájékoztatón.

Tompa Gábor elmondta, hogy a társulat már elkezdte William Shakespeare Julius Caesar című drámájának a próbáit Silviu Purcarete rendezésében. Hozzátette, a világhírű román rendező először állítja színre ezt a Shakespeare-művet, és a társulat formabontó előadással állhat a közönség elé az október 9-i bemutatón.
Novemberben Franz Kafka Amerika című művét mutatják be Michal Docekalnak, a Prágai Nemzeti Színház igazgatójának a rendezésében, majd egy gyermekelőadás próbái kezdődnek el. Békés Pál A kétbalkezes varázsló című művét 2016 januárjában mutatja be a színház Béres László rendezésében.
Februárra August Strindberg A pelikán című művének a bemutatóját tervezik. A darabot Felix Alexa román rendező állítja színre. Márciusban az Amerikában élő Dominique Serrand francia rendező produkciójának premierjét láthatja a közönség. Mint Tompa Gábor elmondta, a Rekviem munkacímű zenés előadás több rekviem zenei anyagából építkezik.
A színházigazgató májusra ígérte Dragomán György Kalucsni című művének a bemutatóját Szász János filmrendező színrevitelében. Szilágyi Domokos Öregek könyvének – szintén májusi – bemutatójával az ötven éve meghalt erdélyi költő előtt kívánnak tisztelegni. Az előadást Mihaela Panainte rendezi.
Tompa Gábor megjegyezte: azért terveznek kevesebb bemutatót a most kezdődő évadban, hogy lehetőséget teremtsenek az elmúlt évadokban bemutatott, de keveset játszott előadások felújítására és műsorra tűzésére. Amint a sajtó rendelkezésére bocsátott tájékoztatóból kiderül, e korábbi előadások közül 19-et tart műsoron a színház.
Az igazgató beszámolt arról is, hogy már elkezdték a felkészülést a 2016. decemberi Interferenciák nemzetközi színházi fesztivál szervezésére, melynek témája az idegen és az utazó lesz. Hozzátette, akkor választották ki a témát, amikor még nem nehezedett a mostani migrációs nyomás Európára. “Már vannak olyan előadások, amelyek a bevándorlók beilleszkedési nehézségeit dolgozzák fel. Koreában láttam egy olyan előadást, amelyik egy észak-koreai menekült alkalmazkodási képtelenségéről szól” – magyarázta Tompa Gábor.
Azt is megemlítette, hogy a kolozsvári magyar színház társulata távoli vendégjátékokra is készül. Egy előadásukat Mexikóvárosba, egy másikat pedig Tokióba hívták meg.

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) released a set of civil society recommendations aimed at promoting the greater involvement of associations in public decision making on 22 September 2015, during the OSCE Human Dimension Implementation Meeting in Warsaw.

The Recommendations on Enhancing the Participation of Associations in Public Decision-Making Processes present practical guidance on creating an environment enabling associations to participate in public decision-making processes in an effective, transparent, impartial and non-discriminatory manner.

“Creating an environment that enables associations to participate in public affairs, including policy- and law-making is mutually beneficial for both states and civil society,” said Alice Thomas, Chief of ODIHR’s Legislative Support Unit. “This, in turn, helps improve the quality of policy and legislative decisions, and ultimately ensures their proper implementation.”

Ambassador Maria Leissner, Secretary General of the Community of Democracies, said: “The voice of civil society is absolutely vital to a democracy. Every government, and parliament, needs to engage with civil society to ensure that citizens' concern are addressed and that draft legislation is scrutinized by those affected by it. The OSCE guidelines and recommendations on government dialogue with civil society are not only very useful, but also much more advanced than in any other region. However, what we need to focus on is the how. What models for civil society dialogue and influence exist today? How can we help introduce such mechanisms? And how do we take these efforts from OSCE to the global level?”

The recommendations were developed by expert participants in a Civil Society Forum organized by ODIHR on 15 and 16 April 2015 in Vienna, ahead of the OSCE Supplementary Human Dimension Meeting on Freedoms of Peaceful Assembly and Association.

Environmental challenges in Skadar Lake area in focus at OSCE cross-border seminar for Montenegrin and Albanian journalists

The OSCE Mission to Montenegro and OSCE Presence in Albania organized a joint seminar for Montenegrin and Albanian journalists on environmental challenges in the Shkodra/Skadar Lake area on 16-18 September 2015. The seminar started in Shkodra, Albania and continued in Virpazar, Montenegro including a visit to the nearby Aluminum Plant.

This seminar aimed at informing journalists from both countries on the major issues and ecological problems affecting the Shkodra/Skadar Lake area and the joint work of both states on addressing these problems.

In Shkodra, journalists visited the Rozafa castle, the Drin River Dam and the Waste Water Treatment Plant in Shiroka, Albania, where they spoke with experts about the environmental issues in these areas and their broader impact.

“Shared environmental challenges and shared environmental opportunities need shared approaches,” said Deputy Head of OSCE Presence in Albania, Robert Wilton, at the opening of the seminar.

In Montenegro, journalists took a boat tour of the Shkodra/Skadar Lake and conducted a study visit to the red mud basin to learn about the ecological effects of hazardous waste produced from the nearby aluminum plant.

Danilo Mrdak, from the Faculty of Sciences and Mathematics, noted the media’s contribution to sustainable development by supporting communication between local communities, economic decision-makers and environmental experts. “Investigative journalism and media interest in economy and ecology are maybe the most important preconditions for making the right decisions and increasing citizens’ participation in discussions on this topic,” Mrdak said.

Join Communiqué of the high-level Forum on durable solutions for displaced persons from Kosovo

On the occasion of the OSCE-organized and UNHCR-supported High-level Forum on Durable Solutions for Displaced Persons from Kosovo, the participating institutions, led by Minister Dalibor Jevtić (Pristina), Director Marko Đurić (Belgrade), Minister Zorica Kovačević (Podgorica) and State Secretary Enver Husejin (Skopje), confirmed strong support for continuing inter-institutional co-operation and endorsed proposals for the scope and focus of future joint work to address the needs of those displaced.

The purpose of this meeting of the High-level Forum was to review progress since the Forum’s first meeting in Skopje in November 2014, during which participants issued a Joint Communiqué affirming their commitment to regional co-operation on durable solutions for displaced persons from Kosovo and establishing two co-ordination bodies to take such work forward.

Participants noted the work of the members of the Technical Working Group and the several meetings held since the inter-institutional process was launched in Skopje. In particular, the High-level Forum participants welcomed the Technical Working Group’s efforts and preparation of the documents for the Forum’s review.

The three documents formally endorsed by the High-level Forum today included: a Concept Note on Co-ordination and Planning, including guiding principles and reference to co-ordination mechanisms; a set of Priority Areas and Measures (e.g. Property Rights, Personal Documentation, Security, Dialogue and Reintegration), which constitute an agenda for the subsequent work of the process; and a Scope of Work for the Technical Working Group co-ordination mechanism. These documents provide a practical framework, and will now guide the next steps and subsequent, operational work of the participating institutions in their efforts to support durable solutions for displaced persons from Kosovo, including both returns and integration in place of displacement.

Participants noted the challenging context of their discussions on displacement from Kosovo, underlining that the current refugee/migration crisis places significant demands on the human and financial resources needed to address displacement. Noting the importance of fully using the ‘shrinking window’ of opportunity to provide durable solutions to those displaced from Kosovo, all participating institutions expressed commitment to strong and responsive co-operation to deliver timely results in practical terms.

Participants also wish to express their gratitude to the OSCE for organizing the meetings of this process, to the UNHCR and EU for their advice and support, as well as all to participants for their valuable contributions and continuing commitment.

Les restaurateurs grecs face à la hausse de la TVA

Alexis Tsipras a prêté serment lundi soir. Il est donc officiellement de retour comme Premier ministre de la Grèce, après la victoire aux législatives de son parti dimanche. Un résultat étonnant, quand on sait qu'il a dû renoncer à la fin de l'austérité. Dès août, les premières mesures demandées par les créanciers ont été votées. Les suivantes sont pour octobre. Une addition salée pour les restaurateurs par exemple.

Újabb cigarettacsempészt fogtak a nevetlenfalui határátkelőn

Egy magyar állampolgár Mercedes márkájú gépkocsijában dohányárut próbált Ukrajnából Romániába csempészni a Nevetlenfalu–Halmi határátkelőn – adta hírül a mukachevo.net hírportál szeptember 22-én az Állami Pénzügyi Szolgálat kárpátaljai igazgatóságának közleményére hivatkozva.
A vámellenőrzés során 240 doboz, zárjeggyel ellátott, ukrán gyártmányú Rothmans cigarettát találtak az autóban. A vámhivatal munkatársai a dohányárut a gépkocsi első sárvédője alatt, egy speciálisan erre a célra kialakított rejtekhelyen találták meg.
Az ukrán vámszabályzat megsértéséért a dohányárut, valamint a gépkocsit elkobozták, a cigarettacsempész ellen büntetőeljárást indítottak.
