YEREVAN, 15 October 2025 – The OSCE Chairperson-in-Office, Finnish Foreign Minister Elina Valtonen, concluded her visit to Armenia.

The Chairperson-in-Office held meetings with the Prime Minister Nikol Pashinyan, and Minister of Foreign Affairs Ararat Mirzoyan in Yerevan.

Chairperson-in-Office Valtonen commended Armenia’s continued willingness to take further steps towards peace and the normalization of relations with Azerbaijan. As OSCE Chair, Finland put forward the decision to close the Minsk process and related structures following the joint appeal of Armenia and Azerbaijan, leading to the 1 September Ministerial Council decision approved by all 57 participating States.

“The decision to close the Minsk process and its related structures is an important milestone towards sustainable peace. It represents the tangible results of agreements reached by Armenia and Azerbaijan in pursuit of peace and the normalization of relations,” Chairperson-in-Office Valtonen said.

The Chairperson-in-Office also expressed readiness of the OSCE to co-operate in areas where Armenia sees the Organization offering added value.

“It remains crucial to expand people-to-people contacts across all levels of society for reconciliation. The OSCE remains committed to supporting efforts that bring lasting peace and stability to the region, benefitting first and foremost the populations long affected by conflict legacies,” said Minister Valtonen.

Chair-in-Office Valtonen also engaged with representatives of civil society and think tanks. She welcomed the open approach the Government shows to engaging with the vibrant Armenian civil society. As OSCE Chair, Finland stresses the importance of civil society as a backbone of democracy.

Finland will also continue to prioritize gender equality and the functioning of a free civil society, and work towards improving opportunities of young people and persons with disabilities to participate in the OSCE’s work.

Das Bundeskabinett will heute die Aktivrente beschließen. Menschen, die über das reguläre Rentenalter hinaus in abhängiger Beschäftigung arbeiten, dürfen dann ab 2026 bis zu 2000 Euro im Monat steuerfrei hinzuverdienen. Dazu eine Einschätzung von Peter Haan, Leiter der Abteilung Staat am DIW Berlin:

Es ist richtig, die Beschäftigung älterer Menschen zu fördern. Aktuell sind in Deutschland circa 20 Prozent der 65- bis 69-Jährigen erwerbstätig - in der Regel in Minijobs. Hier liegt also ein wichtiges Potenzial, um den Fachkräftemangel zu reduzieren und das Rentensystem zu stabilisieren.

Der Effekt der Aktivrente dürfte aber überschaubar sein. Dazu kommt, dass negative fiskalische Effekte zu erwarten sind und dass verteilungspolitische sowie verfassungsrechtliche Fragen bleiben. Insbesondere die Nichtberücksichtigung von Selbständigen könnte zu Problemen führen. Finanzielle Anreize sind nur ein Faktor, warum ältere Menschen arbeiten. Wichtiger sind Arbeitsbedingungen, Sinn und Befriedigung durch Arbeit, aber auch Weiterbildung und Gesundheit. Hier muss die Politik investieren.

Gleichzeitig sollte das Rentensystem so reformiert werden, dass es keine Anreize gibt, früher aus der Beschäftigung zu gehen. Reformen bei der Rente für besonders langjährig Versicherte („Rente mit 63“) oder bei der steuerlich geförderte Altersteilzeit sollten an erster Stelle stehen.

Au Bénin, un cybercriminel a été présenté, lundi 13 octobre 2025, devant le parquet spécial près la Cour de répression des infractions économiques et du terrorisme (CRIET), après son arrestation par des experts Néerlandais. Sa victime, une Néerlandaise qui a été dépouillée de 30 000 euros s'est donnée la mort ne pouvant plus supporter le poids des dettes. L'affaire fait grand bruit entre Cotonou et Amsterdam au point que la justice béninoise a été appelée à la rescousse.

Une arnaque qui conduit sa victime néerlandaise au suicide. C'est l'histoire d'un jeune homme de nationalité béninoise qui avait déjà fait la prison pour cybercriminalité mais qui récidive. Selon les informations de Libre Express, le jeune homme a arnaqué une ressortissante des Pays-Bas pour la coquette somme de 30 000 euros soit environ 20 millions FCFA. La victime qui croulait sous le poids de la dette ne pouvant pas supporter cette arnaque s'est suicidée en se jetant sous les rails d'un train.

Face à cette situation, le mari de la victime ainsi que sa fille âgée de 27 ans se sont mis sur l'affaire pour retrouver ce cybercriminel. C'est ainsi qu'au moins deux experts néerlandais se sont mis aux trousses de ce cybercriminel. L'enquête minutieuse menée à partir des messages échangés entre la victime et son bourreau a permis de localiser le cybercriminel au Bénin. Les experts néerlandais qui sont venus à Cotonou avec la fille et le mari de la victime ont pu localiser le domicile du cybercriminel. Ce dernier a été interpellé par ces derniers et remis au Centre national d'investigations numériques ( CNIN).

Présenté au parquet spécial de la CRIET, il s'est avéré que le jeune homme à l'origine des faits est un cybercriminel, qui a été déjà condamné par la CRIET. Ce repris de justice a été placé en détention préventive pour des faits d'escroquerie. Le jeune homme risque jusqu'à 20 ans de prison ferme pour escroquerie via internet avec situation aggravante, selon les dispositions en vigueur au Bénin.

RÉCIT - Au terme d’une journée à suspense, le premier ministre a annoncé, lors de sa déclaration de politique générale à l’Assemblée nationale, la suspension de la réforme des retraites, votée sous Élisabeth Borne en 2023.

Sébastien Lecornu a annoncé une suspension de la mise en œuvre de la réforme des retraites jusqu’en janvier 2028, ce qui pourrait représenter un coût de 400 millions d’euros en 2026 et de 1,8 milliard en 2027 pour les comptes publics.

CONTRE-POINT - Sébastien Lecornu n’a pas remporté de victoire ; il a tout juste gagné du temps pour son gouvernement composé de ministres qui, hier encore, clamaient qu’il serait irresponsable de toucher à cette réforme des retraites.

RÉCIT - Le garde des Sceaux a été reconduit dans ses fonctions malgré le souhait de Sébastien Lecornu de tenir à distance de son gouvernement les plus ambitieux.
