Guerre en Ukraine, l’impasse

Depuis plus de quatre ans, la guerre en Ukraine s’est installée dans la durée. Malgré la promesse de Donald Trump d’y mettre fin en 24 heures, les combats se poursuivent et aucun des deux camps ne semble aujourd’hui prêt à accepter les concessions nécessaires à un cessez-le-feu.

Pour comprendre cette impasse, il est nécessaire de revenir sur les principales étapes qui ont conduit à la guerre : les tensions nées du sommet de l’OTAN en 2008, où l’adhésion potentielle de l’Ukraine a été à la fois reconnue et bloquée ; la révolution de 2014 et l’annexion de la Crimée, qui ont cristallisé l’opposition entre une Ukraine tournée vers l’Europe et une Russie déterminée à maintenir son influence. Les accords de Minsk ont scellé l’échec des tentatives de paix, tandis que le texte de Poutine en 2021, niant l’existence même d’une nation ukrainienne, a sonné comme le prélude à l’invasion.

Depuis le début de l’invasion russe, le débat public s’est souvent enfermé dans une logique binaire. Reconnaître les fautes commises par les puissances occidentales ne revient pas à justifier une guerre qui constitue une violation du droit international. De la même manière, soutenir l’Ukraine n’implique pas nécessairement d’approuver des objectifs politiques ou militaires qui apparaissent difficilement réalisables.

L’évolution du conflit montre également les limites des stratégies poursuivies par Moscou comme par Kiev. La Russie n’a pas atteint les objectifs qu’elle s’était fixés au début de l’invasion, tandis que l’Ukraine, confrontée à l’usure démographique et militaire, peine à entrevoir une victoire. Dans le même temps, le retour de Donald Trump à la Maison-Blanche bouleverse la relation transatlantique, contraignant ces derniers à assumer une part croissante du soutien à l’Ukraine.

Face à cette situation, plusieurs questions se posent : comment mettre fin à une guerre qu’aucun des deux camps ne paraît en mesure de gagner ? Des compromis territoriaux peuvent-ils constituer une solution sans remettre en cause le principe du respect du droit international ? Quel rôle l’Union européenne doit-elle désormais jouer face à la Russie, à l’Ukraine et aux États-Unis ?
