The European Parliament and the Global Campus of Human Rights will organise the second Annual Conference on the Global State of Human Rights on 15-16 July 2022 in Venice, Italy. This unique event will include keynote speakers, pannelists and moderators from diverse backgrounds, including Members of the European Parliament, academics from the Global Campus network, high officials from EU and other international organisations, national human rights bodies, civil society, human rights defenders
Over the past year, world developments have challenged efforts made to protect and promote human rights. Ongoing conflicts including on the European continent, social and economic crises due to the COVID-19 pandemic, in addition to environmental impacts of climate change, have severely affected countries and societies all over the world, hitting children the hardest. School closures and unprecedented social and humanitarian crises have increasingly exposed children to violence, abuse, exploitation, forced labour, family loss, displacement, and forced and early marriage. The conference will address three key thematic issues, all of which focus on current global human rights challenges through the lens of children and youth. The first panel will focus on "Children Behind Bars". The second panel will be dedicated to the situation of children exposed to armed conflict and violence. Finally, the concluding panel will shed light on children and youth as change-makers.

A delegation led for AFET by Chair David McAllister (EPP, DE) and for DROI by Nacho Sánchez Amor and comprising 11 MEPs in total visited the UN headquarters in New York.
The various meetings which were part of the programme were organised around overarching themes, such as (i) UN reform, (ii) UN Security Council reform, (iii) dialogue, cooperation and coordination at EU level in the UN system and cooperation in the UN with candidate countries, (iv) the role and agenda of China and Russia in the UN system and (v) how the UN and its Member States are going about developments crises in Afghanistan, Ethiopia and, more generally, developments in crisis prevention, crisis management and crisis resolution on the African continent, as well as (vi) UN focus on human rights challenges. This allowed Members to focus on a thread throughout the programme and to further their insight looking at analysis, main messages and vision from within the UN system and looking at the role and impact of the UN from the vantage point of its Members States and from the EU vantage point.

This analysis looks into the complex relationship between two trends in international governance: an increase in multilateral arrangements between countries in order to govern internationally on the one hand, and a lack of democratic control over the decisions taken by multilateral organisations or conferences on the other. Multilateralism in the modern sense refers to an international mode of operation involving peaceful negotiations and diplomacy, also referred to as a ‘rules-based international order’ or ‘rules-based multilateralism’. Several European countries have recently launched initiatives in support of multilateralism, in reaction to the increasingly unilateral behaviour of states undermining the existing rules-based international order. Apart from the European Union, no other multilateral organisation has a parliamentary body with the competence to block or amend its decisions, which indicates that there is a democratic deficit in these multilateral organisations. An initial response to such a democratic deficit is the involvement of national parliaments in international decision-making. This is known as ‘parliamentary diplomacy’. Secondly, the involvement of civil society in international decision-making through protests, petitions, consultations or participation can also enhance democracy. Thirdly, the organisation of national referenda on international decisions can be used by national governments or citizens’ initiatives to increase democratic legitimacy. Fourthly, a lack of democracy at international level can also be countered by creating an ‘alliance of democracies’, aimed at multilateral cooperation between democratic countries rather than the democratisation of multilateral organisations. These are mostly alliances of Western countries, which risks emphasising the differences between West and East or North and South. Three short case studies of parliamentary diplomacy with the strong involvement of the European Parliament (the Parliamentary Conference on the World Trade Organization (WTO), delegations to the Conferences of Parties of climate change agreements and the NATO Parliamentary Assembly) show that enhancing multilateral democracy is not the only aim of parliamentary diplomacy and that each case reveals a different mix between the ‘parliamentary’ aspect of democratisation and the ‘diplomacy’ aspects of information exchange or influencing.

It has also amplified the existing human rights violations suffered by dependent ones, such as abuse, neglect and discrimination. On 11 July DROI will hold a hearing to examine the current situation on the protection of the rights of dependent elderly people and other dependent persons under international and national laws.

It will also identify ways to strengthen those rights, respond to their needs, improve their living conditions, promote respect for their dignity and increase social inclusiveness. Participants should discuss how the Parliament could contribute to the future EU human rights foreign policy in this area.

Invited speakers will address the Subcommittee: Claudia Mahler, UN Independent Expert on the enjoyment of all human rights by older persons, Richard Koon, Member of the House of Representatives, Liberia and Sandra Hirst, Associate Professor, University of Calgary and Co-Chair of the Canadian Network for the Prevention of Elder Abuse.

The following is a qualitative, comparative analysis of international state and non-state mechanisms and tools aimed at protecting and ensuring the safety of journalists, and the extent to which they are used and valued in three non-EU countries: the Philippines, El Salvador and Tunisia. Emphasis is placed on the role of the EU in using and strengthening its own and other international instruments. The findings are based on 15 expert interviews and a literature review carried out between mid-February and late April 2022. The study concludes that while EU Delegations and other international actors in these countries are active in promoting journalist safety and freedom of expression to varying degrees and their presence and support is valued by civil society organisations (CSOs), there is considerable room for improvement. Across the three countries, certain protection mechanisms and tools were frequently mentioned by both EU/UN and CSO representatives, while others were not mentioned/used or appeared under-used. A series of recommendations are made, including to: continue and increase support of the most used mechanisms/tools; build awareness/capacity around using the full range of instruments; address the disconnect between the EU’s preference for private action and CSOs’ desire for more public action; and commission a full external evaluation into the implementation of the EU Guidelines on Freedom of Expression.

The DROI subcommittee will hold on 15 June, in association with the Delegation to the EU-Ukraine Parliamentary Association Committee, the Delegation to the Euronest Parliamentary Assembly, and the Delegation for relations with Belarus a debate on the fight against impunity since the outbreak of the Russia-Ukraine war, on the specificity of the crime of aggression and the potential need to establish a special international tribunal for its trial.
This meeting will specifically focus on the follow-up of the 19 May 2022 resolution and the coordination of ongoing investigations of alleged war crimes and other international crimes. The situation in Ukraine will also be in the near future further addressed by a joint DROI-JURI meeting on 12 July 2022 with national parliaments, focusing on the use of the principle of universal jurisdiction
