The second phase of a project to develop underwater surveillance technology is now underway, after the European Defence Agency (EDA) launched the ‘Evaluation of State-of-the-Art Thin Line Array Technology II’ (ETLAT II) over two days from 11 December. With Italy as the lead nation and Leonardo as the lead company, nine members from six European Union Member States are part of the three-year, nearly €4 million project, which aims to strengthen the EU's capabilities in maritime defence.

The project, which launched at Leonardo’s premises in Livorno, aims to enhance ‘Thin Line Array’ technologies for underwater surveillance and anti-submarine warfare. Thin Line Array technologies are underwater acoustic measurement devices used in maritime static and low-speed towed surveillance and monitoring.

Building upon the initial ETLAT project (2015–2018), ETLAT II aims to refine and advance prototypes by addressing unresolved technical problems identified in the first phase. The project focuses on improving operational readiness and finding solutions for the Thin Line Array systems. ETLAT II will draw on advanced numerical models, experimental data, and innovative designs.

Technical objectives: from vibration isolation to testing

Vibration Isolation Systems:

Studying vibrations that affect towing systems, as well as designing isolation solutions to mitigate mechanical disturbances and flow-induced noise, to improve the stability and sensitivity of Thin Line Array systems.

Advanced Numerical Modelling:

Enhancing computational models to predict hydrodynamic behaviour, flow noise, and acoustic performance under various operational conditions, including simulations for different towing speeds and angles.

Experimental Evaluation:

Conducting rigorous prototype testing in controlled environments such as towing tanks and the Lake Nemi acoustic test range – a specialised underwater testing facility near Rome – to validate numerical models and optimise system designs using real-world data.

By integrating numerical simulations with experimental evaluations, ETLAT II aims to increase the Technology Readiness Level (TRL) of Thin Line Array technologies so that they can be reliably deployed in demanding maritime defence applications.

The ETLAT II project is conducted within the framework of EDA. Established in 2004, EDA supports Member States in developing collaborative defence capabilities to enhance interoperability and innovation across Europe. By facilitating cooperative initiatives such as ETLAT II, EDA reinforces Europe’s technological edge and maritime security readiness.

The next meeting of the Subcommittee on Human Rights is scheduled to take place on Monday, 27 January and Tuesday, 28 January 2025 in Brussels.

Une société de sécurité et de gardiennage de droit Burkinabé spécialisée en sécurité privée et gardiennage, disposant de moyens techniques, financiers et humains nécessaires à la réalisation de cette mission est éligible pour la présente offre.

Following the elections of November 5 in the United States (US), the Greek Prime Minister Kyriakos Mitsotakis congratulated US President-elect Donald Trump on his victory, highlighting the longstanding and strategic nature of Greek-American relations, which he states he believes will continue to be strengthened under the new US administration. PM Mitsotakis also extended an invitation to Donald Trump to visit Greece. Moreover, Katerina Sakellaropoulou, President of the Hellenic Republic, sent a congratulatory letter to president-elect Donald Trump, wishing him success in his upcoming term.

Furthermore, six Greek-Americans have been elected to the US House of Representatives in the recent presidential election, evenly representing the Democratic and Republican parties, namely: Chris Pappas (D-NH), Maggie Goodlander (D-NH), Dina Titus (D-NV), Gus Bilirakis (R-FL), Nicole Malliotakis (R-NY), and Mike Haridopolos (R-FL).

On defence matters, on November 14th, the State Department issued a statement approving a possible Foreign Military Sale to the Government of Greece of F-16 Engine Follow-On Support and related elements of logistics and program support for an estimated cost of $160 million. The principal contractor will be General Electric Aerospace, located in Evendale, OH.

On November 22, political consultations between Greece and the United States of America were held in Washington, D.C. ahead of Greece’s tenure in the United Nations Security Council as a non-permanent member for the 2025-2026 term. The discussions addressed technical issues regarding the United Nations Security Council but also key global challenges such as maritime security, the impact of climate change (particularly on coastal and marine environments), as well as growing risks associated with cyber security, digital resilience and United Nations peacekeeping missions.

Die SWP hat in ihrem Orientierungsrahmen für die Forschung 2024–2026 vier Themenlinien definiert, zu denen sie ihre Expertise bündelt. Diese Themenlinien betreffen politisch dringliche und grundlegende Fragen von großer inhaltlicher Komplexität: Autokratisierung als Herausforderung für die deutsche und europäische Politik, die Neugestaltung der europäischen Sicherheitsordnung, Kooperation im Kontext syste­mischer Rivalität, wirtschaftliche und technologische Transformationen. Neun Kurzanalysen, die im Kontext der Themenlinien entstanden sind, werden in dieser Sammelstudie vorgestellt. Den politischen Hintergrund für die Themenlinien liefern tiefgreifende Veränderungen, die bis in die 2010er Jahre zurückreichen und auf nationaler, europäischer und globaler Ebene neue politische (Macht-)Verhält­nisse schaffen. Schwierige Beziehungen zeichnen sich gerade mit jenen Ländern in Europa, auf dem amerikanischen Kontinent und im »Globalen Süden« ab, auf die es nach deutscher Interessenlage besonders ankommt, sei es im materiellen oder politisch-normativen Sinne. Deutschland hat nach der Zeitenwende von 2022 begonnen, in der Außen- und Sicherheitspolitik neue Prioritäten zu setzen. Dieser Prozess sollte im Sinne einer klugen Machtpolitik fortgeführt werden. Wichtig wäre es, einen auf Prinzipien gegründeten Pragmatismus zu ver­folgen, also für das Völkerrecht und universalistische Werte einzutreten, sich in multilateralen Institutionen zu engagieren und für deren Reform auch mit Blick auf Länder des »Globalen Südens« offen zu sein. Für lange Zeit sind massive Investitionen in die Verteidigung der Ukraine und die Bundeswehr erforderlich. Zügig und systematisch zu reduzieren gilt es die Verwundbarkeit in strategisch wichtigen Wirtschaftssektoren und bei kritischen Rohstoffen.

Mit dem Green Deal hat die EU in den vergangenen Jahren nicht nur eine deutliche Ambitionssteigerung ihrer Klimapolitik vollzogen, sondern die europäische Klima­innenpolitik um eine internationale Dimension erweitert. Tatsächlich betreffen zahl­reiche Rechtsakte der EU direkt oder indirekt auch internationale Partner. Dennoch werden interne und externe Dimension der Klimapolitik in der neuen EU-Kommis­sion nicht systematisch zusammengeführt, eine strategische diplomatische Flankierung der Maßnahmen ist nicht gegeben. Gerade mit Blick auf die erhöhte Bedeutung von Wettbewerbsfähigkeit und geopolitischen Konstellationen eröffnet sich die Chance für einen neuen Strategieprozess. Dieser könnte dazu beitragen, dass EU-Institutionen und Mitgliedstaaten die externe Dimension koordinieren und eine sinn­volle Weiterentwicklung der europäischen Klimapolitik erreichen.

Le Gouvernement du Burkina Faso, avec l'appui de la Banque mondiale, met en œuvre le Projet de Gestion durable des Paysages Communaux pour la REDD+ (PGPC/REDD+) dont l'objectif est de renforcer la gestion durable des paysages et d'améliorer la génération de revenus dans les zones forestières ciblées au Burkina Faso.

Dans la mise en œuvre de sa Composante 4 dédiée à la coordination du projet et au suivi-évaluation, il est prévu la réalisation d'un bâtiment R+3, destiné à abriter le siège du Secrétariat Permanent pour la REDD+ (SP/REDD+) et les Unités de Gestion des Projets (UGP) REDD+.

La mutualisation de ces entités dans un même espace permettra d'améliorer la coordination inter projets, de faciliter les échanges et de garantir une meilleure efficacité et efficience dans la mise en œuvre des actions de terrain.

Conformément aux résultats du screening environnemental et social et aux dispositions du Cadre de Gestion Environnementale et Sociale (CGES) du PGPC/REDD+, ledit projet de construction a été assujettie à la réalisation d'une Notice d'Impact Environnemental et Social (NIES).

RESUME DE LA NOTICE D'IMPACT ENVIRONNEMENTAL ET SOCIAL (NIES)

La Notice d'impact environnemental et social (NIES) du projet de construction du siège du Secrétariat Permanent pour la REDD+ (SP/REDD+) et de l'Unité de Gestion du Projet (UGP) est un rapport qui présente les résultats de la consultation des parties prenantes, du processus de l'identification, de l'analyse et de l'évaluation des impacts et risques environnementaux et sociaux que pourraient soulever les travaux de construction ainsi que l'exploitation du bâtiment. Aussi, ledit rapport est assorti de mesures de mitigation des impacts et risques négatifs, de mesures de bonification des actions positives qui ont été déjà menées, de mesures de renforcement des capacités des acteurs impliqués et une proposition de Mécanise de Gestion des Plaintes. L'ensemble des mesures est consigné dans le plan de gestion environnementale et sociale dont le coût est estimé à Vingt-trois millions six cent quatre-vingt-sept mille cinq cents (23 687 500) F CFA.
