Study - Universal jurisdiction and international crimes: Constraints and best practices - PE 603.878 - Subcommittee on Human Rights

This report summarises the proceedings of a workshop organised by the European Parliament’s Subcommittee on Human Rights (DROI), in association with the Committee on Legal Affairs (JURI) and the Committee on Civil Liberties, Justice and Home Affairs (LIBE). Academics and practitioners discussed international trends as regards the concept of universal jurisdiction and the EU’s approach to promoting universal jurisdiction through its external relations, as well as practical experience in applying universal jurisdiction in the fight against impunity in Europe. The experts agreed that universal jurisdiction can play a role as part of a wider accountability strategy, complementary to international courts and prosecutions on other jurisdictional bases. They recommended more specialised training for investigators, prosecutors, judges and law enforcement staff for universal jurisdiction cases and more cooperation at EU and international level. Speakers supported the initiative for a multilateral treaty on mutual legal assistance and extradition. Special attention in universal jurisdiction cases must be given to victims seeking justice, including for sexual and gender-based crimes.

Publications - Guatemala: MEP Panzeri regrets the end of UN-led Commission against Impunity - Subcommittee on Human Rights

Following the decision by the Guatemala's authorities not to renew the mandate of the international UN-led International Commission against Impunity (CICIG), DROI chair Panzeri stated:

"I am deeply disappointed by this decision, which also prevents CICIG Head Ivan Velazquez to enter the country and is a blow in the strengthening process of the Guatemala justice system and the rule of law. In addition, there is serious concerns over the ongoing waves of police intimidations against human rights defenders and dissidents' voices. This worrying trend could trigger a serious human rights crisis in Guatemala in a time of acute difficulties across the region..." Full text below

With a view to the new Qatari legislation, the DROI Chair, Pier Antonio Panzeri, made the following statement:

"On 4 September 2018, Qatar adopted new legislation which enables most migrant workers to leave Qatar without an exit permit. Moreover, Qatar passed the region's first Asylum Law, offering real security for political exiles.These reforms are a clear improvement of the situation in Qatar ..."
