OSCE supported early-warning meeting in southern Kyrgyzstan

The OSCE Centre in Bishkek, the Kyrgyz State Border Service and the local government in Batken, southern Kyrgyzstan, conducted a meeting aimed at early-warning and conflict-prevention on May 16.

Some 40 representatives of law enforcement agencies, armed forces, the regional prosecution service and officials took part in the event to discuss border security issues, border-related conflicts and possible prevention mechanisms.

The Deputy Chairman of the State Border Service of the Kyrgyz Republic, Colonel Abdikarim Alimbaev, stressed the importance of interagency cooperation and coordination of their work in identifying root causes of conflicts and preventing escalation. He welcomed involvement of the OSCE Centre in Bishkek in these efforts.

Participants emphasized the need to raise awareness among the local population in border areas on intergovernmental agreements and regulations relating to border crossing. They also stressed the importance of involving the youth in the prevention of violent extremism.

The meeting was held within the project "Enhancing the ability of the Kyrgyz Government to engage in regional cooperation in border security and management in 2015". The OSCE Centre in Bishkek has been developing early-warning and conflict-prevention mechanisms in close cooperation with the Kyrgyz State Border Service in the Fergana Valley since 2011.

Mint ahogy arról korábban már lapunkon is beszámoltunk, az elmúlt héten megkezdődött a Lion Effort 2015 elnevezésű hadgyakorlat a csehországi Čáslav légibázison, ahol a Magyar Légierő is jelen van JAS-39 Gripenjeivel, sőt két gépünk már egy légifotózáson is részt vett a svéd, illetve cseh Gripenekkel együtt. 2015. május 14-én, csütörtökön egy spotter nap keretein belül az érdeklődők is betekintést nyerhettek a gyakorlat egy napjába, melyet most Olvasóinknak is megmutatunk. Colonel Panter-Downes: The Army Foot

Once a regular part of British Army leadership practice, he views its demise against the backdrop of the changes it represents for service and officership. And even in this age of high speed travel, the foot manages to retain its influence upon events. The Royal Military Academy Sandhurst issued us many things in our year long sojourn there. Some would prove invaluable (our copy of Sidney Jary’s book “18 Platoon”), some would prove tragic (our unfeasibly bulky purple polyester track suits) and some just muddled in between. In this latter category there sits a slim blue pamphlet that still haunts a box in my attic, “The Army Foot: Its Conditions and Cures”.

I do not think that I have ever had recourse to use said pamphlet although the subject is one of acute interest to most infantry officers, for the infantry foot in particular is both an ugly and indispensable object. I have however carried out an inordinate number of foot inspections. Sandhurst was very good at foot inspections, and feet were inspected after exercises and after road marches and this habit carried through to when I was a platoon commander. Feet inspections were the norm and the platoon commander carried them out. When I left my last command some seven years ago however, foot inspections were not the norm. Indeed when, after our first road march, we warmed down and I briefed my command team “Right – foot inspection! I’ll do the HQ you do your teams, let me know when you’re done!” I was met with incredulous looks by the assembled officers. Foot inspections it seems are no longer the norm in the British Army.

This passing of an era seems to me a great shame on a number of fronts. It also seems to me to reflect something of a gradual change in command ethos within the British Army. The reasons for this change are complex but ultimately boil down to two primary factors.  Primarily changes in the character of the society we are drawn from and whom we serve, exacerbated by the steady erosion of the British regimental system in successive defence reforms since 1990.

When I joined it seems to me that the leadership ethos was somewhat paternalistic in nature. As junior officers we were expected to care for our men and it was made clear to us that their problems were very much our problems. I advised on finances and relationships as well as courses and careers, the approach seemed almost Edwardian in character. Despite being a mere slip of a lad myself, my soldiers were referred to affectionately as “my boys”. Not only was I expected to know what was happening in their lives I was expected to be actively involved. I would attend court if they were up on charges (officers still do), write to the bank manager on their behalf if needed and consult (or console) on their marriage plans as required. If the leadership ethos was strongly paternalistic, the character of the unit and sub-unit was equally familial.

This familial character was reinforced by the nature of my battalion, a close knit county regiment with strong local and family links amongst both officers and men.  In my first platoon I found myself commanding one distant cousin, one school friend and two men from my village. People had grown up together and families had served together over generations. Not only did the regiment have a history and character, but it shared regimental families in both the Officers’ and Sergeants’ Messes; families who had grown up and then served alongside each other over the generations.

It is the case today that not only have the geographical and familial links been strained by successive eroding of the British regimental structure (which has been most acutely felt in the line infantry units), but also that the ethos of command has moved away from its former paternalistic nature. Partly this is as a result of legislative change (I am not qualified to give financial or relationship advice and therefore would be liable if I did so) and partly because society has changed; the Baby Boomers generation has given way to Generation X and now we in turn are ceding to the Millennials. Perhaps today’s soldiers see a clearer delineation of responsibilities than they did 20 years ago and what was appropriate then is no longer appropriate now? I sense that today junior officers still care for their men, but that perhaps their willingness and definitely their latitude to get actively involved in providing care is more limited than in my time.

Now barring National Guard and Reserve units US Army units have no geographical affiliations for recruiting, and so while there are a great many ‘Army families’ where generations have served in turn this is not necessarily expressed in unit character for Active Component units. Bearing this in mind there is not a direct read across from my experiences of the familial nature of the command care relationship to the US Army.  However US officers will have seen the changes over the years over what they used to do and what they do now, between what was appropriate and what is no longer appropriate.

So my questions for this week are:

What are the parameters of care to which a leader should adhere?

How has the practical application of leadership care changed since you joined and what does this say about your organisation and people?

When did you last do a foot inspection?

Despite the changing times, I remain a firm fan of foot inspections, not only on a pragmatic basis but as a tangible demonstration of care to those under command.  You can learn a lot about a man by how he cares for his feet and what state they are in, you can also learn a lot about a leader through the care and attention that he gives your feet.

OSCE Mission to Skopje signs Memorandum of Understanding with Gjorche Petrov municipality

The OSCE Mission to Skopje signed a Memorandum of Understanding with Gjorce Petrov municipality, on 15 May 2015, to introduce the Common Assessment Framework (CAF) model as quality instrument in the work of the municipal administration.

Apart from the CAF model introduction, the memorandum envisages training courses for municipal administration on corruption prevention and public integrity, as well as training courses for members of the Municipal Council on decentralization and elected leadership.

Acting Head of Mission, Ambassador Marianne Berecz, commended the efforts of the Gjorche Petrov Mayor Sokol Mitrovski and the municipal administration for building their capacities towards greater transparency, openness and improved service delivery to citizens, indicating that the project will contribute to enhancing co-operation and confidence among the citizens.

Quimby en concert au Divan du Monde jeudi !

Grosse soirée en perspective pour les amateurs de Hongrie et de bon rock ! Hongrois de Paris, Français magyarophiles, et surtout rockeurs en tous genres, rendez-vous tous ce jeudi soir 21 mai pour un événement exceptionnel : un concert des groupes de rock hongrois « Quimby » et « Psycho Mutants », dans la salle parisienne mythique du « Divan du Monde ».

Quimby, ce sont des superstars de la pop-rock en Hongrie. Jugez plutôt : 250 000 fans sur facebook, des vidéos visionnées plus de 15 millions de fois sur YouTube et des shows devant 12 000 spectateurs à la Budapest Arena. Pas mal pour un pays de 10 millions d’habitants.

Sur le plan artistique, comme le rappelle la page facebook du concert, Quimby « est l’un des groupes les plus créatifs et populaires de la scène alternative hongroise depuis presque 20 ans. Par son éclectisme, sa fraîcheur, ses textes ironiques et sarcastiques et par le charisme de ses deux chanteurs ».

La première partie vaut aussi vraiment le coup, puisqu’il s’agit du groupe de Pécs Psycho Mutants, maintes fois présenté sur Hulala. Ils pratiquent une fusion de punk, de rock, avec un accordéon (français) et un cuivre, ce qui donne à l’ensemble un côté western, authentique et rock’n roll, mais pour de vrai.

Soós Zoltán, a Maros Megyei Múzeum igazgatója rádiónknak elmondta, még nincs pontos összesítésük a látogatottságról, de úgy becsülik, idén meghaladták a tavalyi számokat. A tavalyi Múzeumok éjszakáján több mint húszezer egyéni belépést regisztráltak.

„Körülbelül a tavalyihoz hasonló a karperecek eladása legalábbis, olyan 6000 karkötőt adtunk el. Sokan jöttek vasárnap is, tehát jó ötlet volt, hogy a karperec érvényes vasárnap, mert szombaton nem lehet elérni annyi helyre. Ezzel, hogy ki volt tolva vasárnap zárásig az érvényessége, ezzel nagyon sokan jöttek még vasárnap is. Valószínűleg több lesz az egyéni belépés, mert két napos volt a rendezvény, így sokan vasárnap még visszajöttek”

-mondta Soós Zoltán. A múzeumigazgató szerint a Kultúrpalotában fordultak meg a legtöbben.

„Ott az arany, ezüst kiállítás, képtárak, de nagyon nagy népszerűsége volt a múzeumpedagógia tevékenységeknek. Rengetegen voltak a néprajzi múzeumban a csipkekiállításon, sokan voltak a várban. Jó kínálat is volt. A helyszínek mind fullban működtek, de a kiállításoknál a csipke volt a húzó, meg az arany és ezüst kincsek. Ezek voltak a legerősebbek, de a várnak is sok látogatója volt.”

A Múzeumok éjszakája volt az utolsó alkalom arra, hogy a látogatók megtekintsék Románia ókori arany és ezüstkincseit a Kultúrpalota tükörtermében.
