1946 hielt der Bayerischen Bauernverband nach Vorgabe der Militärverwaltung zunächst ein „unpolitisches Treffen“ ab. Ab 1948 knüpfte die Bayernpartei wieder an die politischen Großkundgebungen der Vorkriegszeit an. Der erste Politische Aschermittwoch der CSU fand am 18. Februar 1953 in Vilshofen statt. Franz Josef Strauß war der erste Redner und blieb ein wortgewaltiges Zugpferd der Veranstaltung, bis zu seinem Tod 1988 hielt er 35 Reden. Im folgten Edmund Stoiber mit 16, Theo Waigel mit zehn und Horst Seehofer mit acht Auftritten als Hauptredner. Weil der "Wolferstetter Keller" in Vilshofen die vielen Teilnehmer nicht mehr fassen konnte, wechselte die CSU in die Passauer Nibelungenhalle. Sie wurde bis 2004 neue Heimat der Veranstaltung. Seit 2005 findet der Politische Aschermittwoch in der Passauer Drei-Länder-Halle statt.

In recent years, the UN and its member states have promoted comprehensive approaches and integrated structures and processes to improve coherence and consistency between political peacekeeping, humanitarian, human rights, and development efforts undertaken by the UN and its partners. For POC specifically, coordination between the military, police, and civilian components of peace operations; between peace operations and UN agencies, funds, and programs; and between the UN system and other protection actors has been pursued to maximize impact in the field. Joint planning, analysis, and action at these three levels are key to leveraging different types of expertise, tools, and responses in a holistic way in order to better prevent and respond to threats to civilians.

However, while the UN’s normative and policy frameworks provide the basis for coordination and organizational arrangements have been set up to facilitate integrated efforts at these three levels, recent developments in the peace and security sphere have reinvigorated the debate over the costs and benefits of integration. Coordination for POC has proven to be increasingly difficult in non-permissive environments where, for example, peacekeepers may be perceived as party to the armed conflict or as having too close or tense a relationship with the host state or non-state actors. Integration in such contexts has led to debates around the preservation of humanitarian space, the independence of human rights advocacy, and the security of actors too closely linked to peacekeeping efforts.

This issue brief analyzes the costs, benefits, and challenges of coordinated and integrated approaches to POC in peacekeeping contexts. It considers the added value of mission-wide and system-wide coordination for POC and concerns over comprehensive coordination between peacekeeping and humanitarian actors, which have different rationales and methodologies for protection. In a context of UN reform emphasizing prevention and political strategies, it questions the political and institutional push for more comprehensive POC strategies and reflects on the associated risks. It also offers considerations for how to coordinate and integrate multi-actor efforts in order to better protect civilians.

Rather overshadowed by ongoing violence in Afghanistan and an unexpected political opening in Uzbekistan, Tajikistan is witnessing the emergence of a totalitarian system focused entirely on the president. Alongside legal moves and key appointments, ideo­logical propaganda plays a central role. Two main trends are involved: the presentation of President Emomali Rahmon as bringer of peace and guarantor of national unity, and the establishment of a canon of “national” norms and values designed to enforce social and ideological homogeneity. The spectre of Islamic fundamentalism is instru­mentalised to consolidate the ruling ideology, while surveillance and sanctioning enforce behavioural conformity.

Details zu Umfang, Zeitpunkt und betroffenen militärischen Fähigkeiten wurden bis­lang nicht offiziell mit­geteilt. Übereinstimmenden Pressemeldungen zufolge plane Trump, in den kommenden Monaten etwa die Hälfte der 14 000 in Afghanistan stationierten US-Soldaten ab­zu­ziehen. Weitreichende Konsequenzen hätte diese Ent­scheidung nicht nur für die Sicherheitslage in Afghanistan und die politische Stabi­lität dort. Vor allem wirft sie die Frage auf, ob und unter welchen Umständen die Resolute Support Mission (RSM) der Nato fortgeführt werden kann. Weitere Dynamik erhält das internatio­nale Afgha­nistan-Engagement durch den Abschluss eines Rahmenabkom­mens zwischen den USA und den Taliban, an dessen Umsetzung Trump mög­liche Truppenreduzierungen koppelte. Die fällige Verlängerung des Mandats durch den Deutschen Bundestag zum 1. April 2019 wird stark davon abhängen, wie Washington seine Entscheidung aus­gestaltet. Neben Zielen, Instrumenten, Kosten und Erfolgen des deut­­schen Afghani­stan-Einsatzes wird künftig auch intensiver debattiert werden, ob, wann und wie sich die Nato aus dem Land zurückziehen wird.

In 2017, the foreign and defence ministers of almost all EU countries decided to estab­lish a Permanent Structured Cooperation (PESCO) for European Union defence policy. The debates at think tanks in EU Member States about this initiative show that expec­tations regarding a European defence architecture diverge widely and focus on very different issues. This is especially true for Poland and France. In Poland, European defence policy is primarily understood as a form of collective defence against Russia which needs to be integrated into the NATO framework. For France, on the other hand, risks to its very own security and that of Europe come primarily from its south­ern neighbours. This is why Paris attaches particular importance to the development of military intervention capabilities. These differing preferences of Germany’s two largest and most important neighbouring countries are reflected clearly in the scien­tific analyses and comments by European think tanks on questions of European arma­ments policy and the further integration of European defence policy.
