The Climate Policy Department at DIW Berlin uses empirical and theoretical approaches to investigate the effectiveness and design options of policy instruments and regulatory frameworks for the transformation towards climate neutrality. The department focuses on the electricity and industry sector, sustainable finance, and international climate cooperation.

We are looking for a Postdoc (f/m/div)

interested in exploring one or more of the following questions: (i) how sustainable finance, (ii) how international climate finance or (iii) how energy and climate policies for the industry, power or building sectors can support the transition to climate neutrality. In addition to quantitative and theoretical economic approaches, methods from political science or finance may also be used.

The successful candidate will conduct research within the framework of multi-year cooperation projects with international partners. This allows for the development of research questions and discussion of interim results, insights and implications not only in an academic context but also with relevant stakeholders. The research produced in the course of the project will be aimed to publication in peer-reviewed journals as well as in policy reports.

In December 2020, the European Union (EU) presented its new strategy on cybersecurity with the aim of strengthening Europe’s technological and digital sovereignty. The document lists reform projects that will link cybersecurity more closely with the EU’s new rules on data, algorithms, markets, and Internet services. However, it clearly falls short of the development of a European cyber diplomacy that is committed to both “strategic openness” and the protection of the digital single market. In order to achieve this, EU cyber diplomacy should be made more coherent in its supranational, demo­cratic, and economic/technological dimensions. Germany can make an important con­tribution to that by providing the necessary legal, technical, and financial resources for the European External Action Service (EEAS).

On Tuesday, February 23rd, IPI together with the Permanent Mission of Germany to the UN cohosted a virtual policy forum entitled “A New Era for UN Peace Operations Transitions.”

The panel discussion reflected on the evolving policy and practices related to the transition of UN peace operations. It also highlighted IPI’s body of research on transitions at the conclusion of a multi-year IPI project on the topic. In particular, the discussions focused on the political and policy trends surrounding transition processes, while offering speakers an opportunity to focus on recent and upcoming transition processes (e.g., with the UN presences in Guinea-Bissau, Sudan, and the Democratic Republic of the Congo).

UN mission transitions highlight the temporary nature of peace operations, and they aim to support countries in shifting away from periods of armed violence toward sustained peace and development. Recent transition processes underscore how these efforts are both highly political and operational, requiring flexible and close cooperation with host governments, national actors, and international partners alike. In light of the political pressures placed on UN peace operations, reconfigurations and drawdowns have at times occurred amid incomplete political settlements, persistent threats to civilians, and significant social and economic disparities.

This virtual policy forum addressed the contemporary dynamics shaping current and future UN transitions and reconfigurations. It reflected on lessons observed from previous transitions and highlight how the UN’s approach to transition processes has evolved. The policy forum also considered the research produced by IPI’s project on peace operations transitions since 2018, including a new publication on the UN transition in Sudan.
