The European Parliament Sub-committee on Human Rights (DROI) is jointly organising with the Office of the United Nations High Commissioner for Human Rights (UN Human Rights) and the European External Action Service (EEAS), and in collaboration with the Tackling TNR Europe Civil Society Working Group, a policy dialogue on “Transnational Repression (TNR): Mapping Trends and Improving Responses”, which will take place on 4 December (11.00-12.30) in the European Parliament (ASP 1G2).

TNR constitutes an increasing danger both by posing systemic threats to human rights, civic space, democratic institutions and the rule of law and by frequently undermining national security, sovereignty and legal order of host states.

Policy makers and experts from EU institutions, the UN, Member States, civil society and academia will come together to exchange views about their findings and experiences, and explore ways to improve responses to TNR, including through policy initiatives, synergies and collaborations. This is a concrete follow-up action by DROI on the recently adopted by the Parliament report on Addressing TNR of Human Rights Defenders (HRDs).

The Kremlin confirmed that President Vladimir Putin’s meeting with U.S. special envoy Steve Witkoff and presidential adviser Jared Kushner lasted nearly five hours, marking one of the most detailed exchanges to date on Washington’s evolving peace proposals for Ukraine. Ushakov Outlines Scope of the Negotiations According to presidential aide Yury Ushakov, the talks examined several possible frameworks for a settlement. He revealed that Moscow received four additional documents from the American side, supplementing the initial 28-point plan earlier presented on behalf of President Donald Trump. “There was a document of twenty-seven points. We reviewed it, of course, though we did not work on the formulations and held no discussions on that level,” Ushakov explained. These new materials were then analyzed during the Kremlin meeting with Witkoff and Kushner, alongside broader strategic questions, including territorial issues. Ushakov described the atmosphere as constructive, useful and highly substantive, adding that the session focused on the essence of the U.S. proposals rather than on finalized wording.

Közel tíz éve már, hogy Szolnokon egy kezdő fedélzeti technikus kutató-mentő szolgálatba lépett. A kollégái csak annyit tudtak róla, hogy repülőgép-szerelő képesítése mellett más műszaki végzettsége is van, sőt ács és bútorasztalos szakmát is kitanult. Mivel a nevét nem tudták, azt kérték a parancsnoktól, hogy mutassa már be „a srácot”, mert lenne hozzá kérdésük autószereléssel és asztalos munkákkal kapcsolatban.

A sokoldalú fiatalember Besenyei Martin főtörzsőrmester volt, aki a Jak-52-es repülőműszaki beosztásból került a szállítóhelikopterek fedélzetére. Kollégái természetesen megismerték a „rendes” nevét is, de „A Srác”, mint becenév végleg ráragadt – ma is ez olvasható hajózóoverallja névtábláján. A főtörzsőrmester szakmai életútja inspiráló lehet bármely műszaki érdeklődésű fiatal számára.

Opéré à la demande des autorités maliennes, le départ des forces françaises a ouvert la voie au GSIM (Groupe de soutien à l’islam et aux musulmans). Affilié à Al-Qaida, le GSIM est en réalité autonome de la centrale dirigeant cette nébuleuse terroriste. Même s’il se réclame de l’islam rigoriste, sa prise de contrôle  par le chef Touareg Iyad agh Ghali a fait du GSIM un mouvement d’abord ethno-islamiste avant d’être jihadiste. Cependant, compte tenu de la situation sur le terrain, la question qui se pose est de savoir si Iyad agh Ghali est aux portes du pouvoir au Mali. A ce sujet, certains médias ont annoncé la chute prochaine de Bamako. Une annonce qui semble prématurée pour deux grandes raisons :
1) La première est clairement ethnique. Apparaissant comme le bras armé des Touareg, le JNIM ne peut en effet que susciter le rejet de la part des sudistes, notamment des Bambara. Voilà pourquoi, depuis quelques semaines, le GSIM  tente de se présenter comme un mouvement islamo-nationaliste pluriethnique. Compte tenu des mémoires collectives, l’entreprise parait complexe…
2) Avec des effectifs variants, selon les sources, entre 5000 et 10 000 hommes, le GSIM n’est semble-t-il pas en mesure de lancer un assaut direct sur la capitale malienne. Pour mémoire, au mois de juin 2025, après avoir échoué devant Tombouctou, le 1er juillet, à Kayes, le GSIM a subi un grave échec en laissant des dizaines de morts sur le terrain. Même en difficulté, les 40_000 hommes des Forces armées maliennes (FAMa) conservent en effet une supériorité numérique et matérielle tout en bénéficiant théoriquement de l’appui-feu du contingent russe. A ce propos, comme depuis plusieurs semaines, les Russes d’Africa Corps sont curieusement  absents du champ de bataille, la question qui se pose est de savoir si Moscou n’aurait pas déjà acté la fin de l’actuel régime malien. L’avenir nous en dira plus.
Si Bamako est son objectif, la meilleure stratégie pour le GSIM serait de laisser la ville s’effondrer de l’intérieur, soit par des manifestations, soit par un blocus alimentaire et en carburant, soit par le chaos ou, d’abord, par un changement de régime. L’éclatement au grand jour de la rivalité au sein de l’armée entre Assimi Goïta et Sadio Camara, le ministre de la Défense, pourrait en effet être le signe annonciateur d’une révolution de Palais.
Une telle évolution pourrait débloquer la situation politique en ouvrant la voie à des négociations qui pourraient déboucher sur une coalition associant une fraction de la junte, une partie de la société civile et certains éléments « jihadistes ». Une solution pour gagner du temps mais qui sauverait la face de tous les protagonistes, et qui pourrait permettre à la Russie de ne pas perdre les positions acquises après l’éviction ou l’auto-éviction de la France.

The fight against impunity remains a key challenge for the international community, as efforts to hold perpetrators of serious international crimes accountable are increasingly strained by geopolitical rivalries, fragmented enforcement and weak political will. This paper examines three accountability mechanisms – international criminal tribunals, universal jurisdiction and transitional justice – through comparative analysis and case studies. International criminal tribunals, from ad hoc tribunals for the former Yugoslavia and Rwanda to the International Criminal Court, have advanced legal norms and secured landmark convictions. Yet, their legitimacy is weakened by high costs, slow trials, selective enforcement and limited cooperation from states. Universal jurisdiction allows national courts to prosecute atrocities irrespective of territorial or personal links. Its growing use in Europe, especially in cases linked to Syria and Ukraine, demonstrates potential, although inconsistent application and political frictions limit its effectiveness. Transitional justice, through truth commissions, reparations and institutional reforms, offers societies pathways to reconciliation and peace, but faces recurring challenges of political interference, resource scarcity and insufficient victim participation. Case studies from the Balkans, Ukraine, Ethiopia, Sudan, the Democratic Republic of the Congo, Colombia, Syria and Israel-Palestine highlight that no single mechanism is sufficient. Instead, effective accountability requires context-sensitive and context-specific combinations of tools. The paper concludes with recommendations for strengthening the European Union’s global role.

On 21 October 2025, the European Commission under Ursula von der Leyen's second mandate adopted its work programme for 2026 (2026 CWP). In line with the Commission President's political guidelines and letter of intent and highlighting the need for full implementation of Mario Draghi's competitiveness report, the 2026 CWP places a strong emphasis on competitiveness, innovation and collective security. In parallel, the Commission commits to advancing simplification, implementation, and this year, also to strengthening enforcement. These three areas will remain key horizontal priorities for the entire Commission mandate. Just like last year's CWP, the 2026 CWP adheres to the seven headline ambitions put forward in the political guidelines. It is accompanied by a report on implementation, simplification and enforcement, the first of its kind. This new annual report is set to replace the annual burden survey. Annex I of the 2026 CWP puts forward 70 major new legislative and non-legislative initiatives, 44 % of which fall under the competitiveness headline ambition. (Up to) 48 of the new initiatives are legislative, including three sector-specific omnibus packages (on energy product legislation, taxation and citizens). Of the forthcoming legislative initiatives, 67 % are likely revisions of existing legislation, while more than half have a strong simplification dimension. Unlike previous CWPs, the 2026 CWP does not indicate whether a legislative initiative will be accompanied by an impact assessment; this lack of transparency runs counter to the spirit of the Interinstitutional Agreement on Better Law-Making. Information on the Commission's 'Have your say' portal shows that, at the time of writing, two thirds of the up to 48 legislative initiatives were expected to be accompanied by an impact assessment (though the final number may be higher). The annual evaluation plan presented in Annex II of the CWP, comprising 20 evaluations, does not appear exhaustive. Finally, the communication on Better Regulation, expected in Q2 2026, may entail a revision of the Better Regulation Guidelines, the first since 2021.

We are all heartbroken by the news we have lost a cherished member of our small IPI/IPA family in the form of Ambassador David Malone DPhil, who served as our President with great distinction from 1998 to 2004. We extend our condolences to David’s family, as well as to his diplomatic family in Canada.

Loved and respected by the UN Think-Tank community, David was ubiquitous throughout Turtle Bay when leading IPA, always in the thick of things, tugging at old approaches and suggesting new ways of analyzing multilateralism. He did so brilliantly and—true to his personality, often playfully. He was a most remarkable man and a friend to so many of us. We will miss him sorely.

David was a remarkable individual. Superb writer/observer on the U.N., on international law, on politics wherever he found himself. He loved teaching and urged many of his students to work with international organizations and to consider the work of diplomacy as a career. I had the good fortune to work with him at IPA/IPI. My wife and I visited him when he was posted to India. We will always cherish the private times we shared with him there.He truly was “A man for all seasons.”

The Subcommittee on Human Rights (DROI) will hold a workshop on the Human rights dimension of EU-Latin America relations in the context of the EU-CELAC Summit on Wednesday, 3 December 2025, from 15:00 to17:30.

Organised with the Delegation to the Euro-Latin American Parliamentary Assembly, in the aftermath of the recent summit where EU-27 and CELAC-33 leaders committed to further enhance cooperation, the meeting aims to turn the focus to human rights.

It will open with a testimonial from Sakharov Prize Laureate 1992 Asociación Madres de la Plaza de Mayo. Prof. Par Engstrom, from University College London will set the scene for each panel - providing first an overview of the situation of human rights in Latin America and then turning to human rights accountability mechanisms, seeking the best ways for the EU to engage - and Prof. Maria Garcia, from Bath university, will speak in the forward-looking panel.

Discussions will further bring together representatives from the International Federation for Human Rights and Human Rights Watch, as well as the Inter-American Commission on Human Rights, the European External Action Service and the European Commission.

A háború kitörésekor Németországnak két cirkálója, és három segédcirkálója tartózkodott az Atlanti-óceánon. A Dresden néhány heti portyázás és két teherhajó elsüllyesztése után áthajózott a Csendes-óceánra, így az eredetileg az ő leváltására érkezett Karlsruhe maradt az egyetlen német hadihajó a térségben.

A 139 méter hosszú, 4.900 tonnás Karlsruhe vadonatúj, alig fél évvel korábban szolgálatba állított hajó volt, a német haditengerészet egyik legkorszerűbb egysége. A négykéményes cirkáló 26 ezer lóerős turbináinak köszönhetően elérhette a 28 csomós sebességet is, fegyverzete azonban ugyanúgy csak 105 mm-es ágyúkból állt, mint a korábbi német cirkálóknak.

A hajó augusztus hatodikán Pernambuco közelében találkozott a Kronprinz Wilhelm utasszállítóval, melyet a berlini utasításoknak megfelelően fel kellett fegyvereznie, hogy a hajó a továbbiakban segédcirkálóként tevékenykedjen a térségben. A cirkáló által hozott fegyvereket átszállították a Kronprinz Wilhelm fedélzetére, és éppen arra készültek, hogy üzemanyagot vételeznek az utasszállító tágas széntárolóiból, amikor váratlanul feltűnt a láthatáron az angol Suffolk cirkáló, a brit Negyedik Cirkáló Kötelék parancsnokának, Sir Christopher Cradock ellentengernagynak a zászlóshajója. A két német hajó az éppen megkezdett szenelést azonnal félbeszakítva menekülni kezdett, a Karlsruhe északra, a Kronprinz Wilhelm délre. A Suffolk a német cirkálót követte, és közben rádión riadóztatta a közelben tartózkodó Berwick és Bristol cirkálókat is. A Berwick túl lassú volt ahhoz, hogy a német hajót utolérhesse, a gyors járatú Bristol könnyűcirkáló viszont jó helyzetben látszott lenni ahhoz, hogy elvághassa a németek menekülési útvonalát.

Az ősz végére egy ősz eleji rendezvény felidézését tartogattam. Néhány évente baráti találkozóra gyűlnek össze a közel három évtizede, 1997-ben felszámolt 101. Felderítő Repülő Század tagjai. Legutóbbi találkozójukat szeptember 5-én tartották Kaposújlakon. 

Az élet óhatatlan velejárója, hogy az egyes közösségek idővel felbomlanak, tagjai szétszélednek. Jobb esetben a közösen megélt élmények és az összetartozás érzése arra ösztönzik az egykori társakat, hogy időről időre találkozzanak, kezet rázzanak egymással és felelevenítsék az emlékeket. Ugyanakkor mindig kell valaki, aki ezt a közösséget összefogja, felvállalja a feladatot és megvalósítja a találkozót. Az egykori taszári Szuhoj század esetében ez a valaki a találkozók szervezője és motorja, Horváth István (Buci) nyugállományú törzszászlós, aki a Szu-22-esek és An-26-osok rádió berendezésein dolgozott. A valóság sajnos az, hogy az évek könyörtelen múlásával a közösség egyre kisebb és vannak, akikkel többé már nem találkozhatnak az egykori századtársak. Horváth István felhívására ezúttal közel hetvenen gyűltek össze a volt taszári Szuhoj fészekhez közeli kaposújlaki repülőtéren. A század egykori parancsnoka, Balogh Imre a találkozók állandó résztvevője volt. Idén egészségi okokból nem jöhetett el, ezért üzenetében köszöntötte egykori beosztottait.
