When Slovak Foreign Minister Miroslav Lajčák presented the Presidency priorities on enlargement in AFET, Chairman Elmar Brok stressed that the EU's door remains open for the enlargement countries but the key to enter is in their hands. He praised the constructive role of the incoming Slovak Presidency and expressed AFET's continued support for the enlargement process.
Minister Lajčák emphasised the transformative power of enlargement and that the EU should be able to deliver when enlargement countries are ready to join. He was of the view, however, that the current atmosphere within the EU is not very favourable for promoting the membership perspective. Members broadly agreed with his assessment and stressed the need to keep EU enlargement alive in a credible way. Beyond enlargement, issues such as visa liberalisation for Ukraine, Georgia and Kosovo, implications of Brexit, regional cooperation on the Western Balkans, migration as well as EU-NATO cooperation featured highly in the discussion.

On 30 June from 9.00, BUDG committee will hold a high-level joint hearing with LIBE, AFET and DEVE committees on the budgetary implications of the refugee and migration crisis. The keynote speech will be given by Mr George Soros, founder and Chair of Open Society foundations. Other speakers include the Commission's Directors General for Budget, DEVCO and NEAR, Directors of Frontex and EASO, the UNHCR Europe Director, ECRE Secretary General and Oxfam representative.

MEPs will discuss the past andpresent budgetary initiatives, solidarity and cost-sharing between MemberStates and the EU external actions' financing in relation to the crisis.

EU Arctic policy has evolved significantly in recent years, culminating in the April 2016 Joint Communication from the European Commission and the HRVP for Foreign Affairs and Security Policy. The Communication focuses on the environment and climate change, sustainable development, and peaceful international cooperation, with overarching support for scientific research. This coincides with most of the priorities of the EU’s Arctic Member States, Denmark, Finland and Sweden. The Communication does not focus on security issues or on hydrocarbon development. Arctic oil and gas are not the primary keys to EU energy security, but do play a role, and are important for the EU’s two main suppliers, Norway and Russia – sustainable management of these resources is in the EU’s interest. While the region has been a model for cooperation – Arctic collaboration with Russia continues via multiple mechanisms, despite wider tensions. That it will remain so cannot be taken for granted. The EU supports peaceful Arctic cooperation via multiple mechanisms, including the Arctic Council, the Barents-Euro Arctic Council, and via multiple cross-border collaboration platforms. As the EU becomes increasingly engaged in Arctic issues, continued focus on policy coherence, engagement with other Arctic stakeholders, and the priorities of the region’s citizens will be essential.
