Highlights - SEDE/ITRE: Joint Defence Procurement instrument - "EDIRPA" - Subcommittee on Security and Defence

On 20 March, SEDE and ITRE Members will consider amendments to the proposal on the Joint Defence Procurement instrument, known as "EDIRPA". By incentivising Member States to procure defence products jointly, the instrument will facilitate the procurement of the most urgent and critical defence capability gaps whilst also strengthening the European defence industrial base.
Two in camera debates will also take place with SEDE Members on the same day: the Holistic Strategic Review of CSDP support to Somalia and a debrief on the outcome of the Informal Meeting of European Defence Ministers that took place on 7-8 March in Stockholm.

Highlights - Geopolitical implications of growing military cooperation between China and Russia - Subcommittee on Security and Defence

In the framework of a Public Hearing to be held on 1 March, SEDE Members will exchange views with experts on the geopolitical implications of the growing military cooperation between China and Russia, in particular against the background of Russia's ongoing war of aggression against Ukraine.
The debate will focus on the increasing cooperation on arms and technology transfers, on military exercises between the two countries as well as on the use of hybrid warfare and disinformation campaigns against Western allies and in Europe. SEDE. MEPs will also be briefed on the state of play of the new EU Military Assistance Mission in support of Ukraine.

In-Depth Analysis - Enhancing the capabilities of CSDP missions and operations to identify and respond to disinformation attacks - PE 702.578 - Subcommittee on Security and Defence - Committee on Foreign Affairs

With more and more disinformation campaigns targeting the EU and its institutions in recent years, Common Security and Defence Policy (CSDP) missions and operations have also been subject to such attacks. While this analysis did not identify systematic disinformation campaigns against the EU CSDP missions and operations, it does not imply that the CSDP missions and operations are not on the radar of the malign actors creating and disseminating disinformation. In fact, their activities are occasionally used by malign actors to feed into their campaigns intended to undermine the EU and its allies, which constitute the main target of these campaigns.

SEDE organises a public hearing on 'Enhancing EU support for Ukraine: conditions for the European Peace Facility and replenishing capabilities through joint procurement to efficiently enhance military support to Ukraine and the European Defence Technological and Industrial Base' on Monday, 6 February 2023 from 17.30 to 19.00hrs in Brussels (room SPINELLI 3G2).

Speakers:

  • Daniel FIOTT, Head of VUB Defence and Statecraft Programme
  • Sophia BESCH, Carnegie Endowment for International Peace fellow

It will provide an opportunity to assess recent EU defence instruments launched in the context of the Russian war of aggression against Ukraine. On 6 February, SEDE will exchange views with Daniel FIOTT, Head of VUB Defence and Statecraft Programme, and Sophia BESCH, Carnegie Endowment for International Peace fellow in the framework of a Hearing dedicated to the EU support for Ukraine. The Hearing will provide an opportunity to assess recent EU defence instruments launched in the context of the Russian war of aggression against Ukraine. In this regard, the discussion will focus on the European Peace Facility (EPF), central pillar in the EU's unprecedented provision of defensive lethal military equipment to Ukraine, and the new legislative proposal for a Joint Defence Procurement Instrument, which shall help EU Member States to quickly restock capabilities and enhance support to the European Defence Technological and Industrial Base (EDTIB).
