In October 2021, Members of the European Parliament adopted in plenary the AFET/DEVE/BUDG joint implementation report that seeks to make a political evaluation of the EU Trust Funds (EUTFs) established since 2014 and extended until December 2021, as well as the Facility for Refugees in Turkey (FRT).
Parliament has acknowledged the value-added of these extra-budgetary (EUTFs) and extraordinary (FRT) tools but has also voiced criticism for a lack of democratic accountability in their operations/disbursement. The report assesses the EUTFs/FRT implementation and make proposals for the way forward under the new Multiannual Financial Framework (MFF - EU's long term budget).

The rapporteurs for the file are György Hölvényi (EPP, HU), Janusz Lewandowski (EPP, PL) and Milan Zver (EPP, SI).

At the initiative of the FEMM Committee, the European Parliament held its second European Gender Equality Week during the last week of October 2021.

Following the success of the first European Gender Equality Week organised in October 2020, the European Parliament continued this important initiative and held the second European Gender Equality Week during the last week of October 2021. All parliamentary committees and delegations were invited to hold events addressing gender inequality issues in their areas of competence.

During the next ordinary meeting on 8-9 November, Members of the Committee on Foreign Affairs will discuss the situation in Sudan and Kenya following recent events in these countries. The Committee will also hold a presentation of the European Court of Auditor's report on the fight against corruption in Ukraine and vote on a report "Challenges and prospects for multilateral Weapons of Mass Destruction arms control and disarmament regimes".

DRAFT REPORT Towards an EU strategy to promote education for children in the world: mitigating the impact of the COVID-19 pandemic

"In the context of the exponential growth of the coronavirus disease (COVID-19), the President of the European Parliament has announced a number of measures to contain the spread of epidemic and to safeguard Parliament's core activities.

The current precautionary measures adopted by the European Parliament to contain the spread of COVID-19 do not affect work on legislative priorities. Core activities are reduced, but maintained to ensure that the institution's legislative, budgetary, scrutiny functions are maintained.

The meetings will be with remote participation for Members (being able to view and listen to proceedings, ask for the floor and intervene in the meeting). Other participants are invited to follow the meeting through webstreaming.

Following these decisions, the next ordinary AFET Committee meeting will take place on 9 November (via videoconference).

On 19 October, the Commissioner for Neighbourhood and Enlargement Olivér Várhelyi will present the 2021 enlargement package, including Commission reports on the candidate and potential candidate countries for EU accession to the Members of the Foreign Affairs Committee.
Following the Commission assessment of the EU-related reforms in each enlargement country, AFET rapporteurs will draft country resolutions, outlining Parliament's conclusions and recommendations.

Culture in external relations is the topic for the upcoming public hearing organised jointly by the Committee on Foreign Affairs and the Committee on Culture and Education on Thursday, 14 October 2021.
The Members together with the invited experts will exchange views on how culture could better feature in the EU's external relations as a soft power to foster sustainable economic and social development, to promote peace and fight radicalisation, and to strengthen cooperation on protecting cultural heritage. In 2017 Parliament adopted a resolution entitled "Towards an EU strategy for international cultural relations". The Public hearing will look into the implementation of the resolution and suggest possible avenues for further future developments in the cultural diplomacy field.
