MEPs heard the views of Uber head of policy for Europe, Middle East and Africa, representatives of the European Transport Workers' Federation (ETF) and International Road Union (IRU) and European Commission.

Plenartagung : Der inhaftierte saudische Menschenrechtsaktivist Raif Badawi wurde am Mittwoch (16.12.) mit dem Sacharow-Preis 2015 ausgezeichnet. Am Dienstag (15.12.) nahm Eurogruppenchef Jeroen Dijsselbloem erstmals an einer Plenardebatte teil und diskutierte mit den EU-Abgeordneten über die wirtschaftlichen und sozialen Prioritäten der EU für 2016 und das Euro-Währungsgebiet. Die EU-Kommission präsentierte Pläne für schärfere Kontrollen an den EU-Außengrenzen.

Allgemeines : "Es ist leicht, Europa oder dem Schengen-Raum die Schuld für Sicherheitsprobleme in unseren Mitgliedstaaten in die Schuhe zu schieben und die trügerische Hoffnung zu wecken, dass ein Rückzug hinter nationale Grenzen in irgendeiner Weise vor - oft einheimischen - Terroristen schützt", betonte Parlamentspräsident Schulz vor Beginn des EU-Gipfels vom 17. und 18.12. Die Staats- und Regierungschefs befassen sich unter anderem mit der Flüchtlingskrise, dem Terrorismus und dem britischen Referendum.

New rules on data transfers for policing and judicial purposes, informally agreed on Tuesday and backed by Civil Liberties Committee MEPs on Thursday morning, will set high standards of data protection to protect citizens' rights and freedoms. They should also enable police forces across Europe to work together faster and more efficiently to counter serious crime and terrorism.

Plenartagung : Die Mitgliedstaaten müssen die acht EU-Kriterien für Waffenexporte strenger anwenden, fordern die Abgeordneten in einer am Donnerstag verabschiedeten Resolution. Dabei weisen sie insbesondere auf das veränderte Sicherheitsumfeld in den Nachbarländern der EU hin und unterstreichen, dass diese Handelsströme nicht den unmittelbaren Sicherheitsinteressen der EU dienen. Zudem dürften politische und wirtschaftliche Erwägungen nicht den Entscheidungsprozess für die Ausfuhrgenehmigungen bestimmen.

Mit den neuen EU-Datenschutzvorschriften wird eine einheitliche Regelung geschaffen, um die EU für das digitale Zeitalter zu rüsten. Der am Dienstag mit dem Rat vereinbarte Kompromiss wurde am Donnerstag von den Mitgliedern des zuständigen Ausschusses für Bürgerrechte, Justiz und Inneres gebilligt. Die neuen Regeln sollten größere Rechtssicherheit bringen und das Vertrauen von Verbrauchern und Unternehmen in den digitalen Binnenmarkt stärken.

Plenary sessions : The Virunga National Park, in the Democratic Republic of Congo, has become one of the most dangerous places in the world when it comes to wildlife conservation, said Parliament in a resolution adopted on Thursday. MEPs called for measures to protect this UNESCO World Heritage Site which is also home to the endangered mountain gorilla species.

Plenary sessions : Growing insecurity, the lack of political moves towards reconciliation and worsening humanitarian conditions in Burundi, a country that tops the Global Hunger Index, are highlighted by MEPs in a resolution voted by a show of hands on Thursday. They welcome consultations under the Cotonou Agreement that could lead to suspension of EU aid to the Burundi government, and ask the EU and its member states to consider re-directing non-humanitarian EU aid to civil society there.

New rules to curb the influx of pests, such as Xylella fastidiosa, caused by increased trade and climate change, stop them spreading and eradicate the most dangerous ones were informally agreed by MEPs and the Luxembourg Council Presidency on Wednesday. The provisional deal also introduces preventive measures for imported plants and fast-response mechanisms for high-risk ones.

Plenartagung : Ein Verbot von Patenten auf Pflanzenerzeugnissen, die aus konventionellen Zuchtverfahren hervorgegangen sind, wie beispielsweise die Kreuzung, ist für die Förderung von Innovation und die Entwicklung neuer Sorten unbedingt notwendig, sagen die Abgeordneten in einer am Donnerstag verabschiedeten nichtlegislativen Entschließung. Zudem werde damit weltweit für Ernährungssicherheit gesorgt. Auch KMU würde ein solches Verbot zugutekommen.

Plenary sessions : No-one should ever be detained for the sole reason that he or she is an asylum seeker, said speakers in a debate on Wednesday evening. To apply for asylum is a basic human right, and detention can only be used as a measure of last resort, they insisted. Several MEPs criticised declarations by European Council President Donald Tusk about detaining migrants for up to 18 months in order to “screen” them. Other MEPs argued that such decisions are better taken at national level.

Plenary sessions : EU laws must be as simple and clear as possible to ensure that citizens can easily understand their rights and obligations. The European Parliament Conference of Presidents endorsed on Wednesday, with a large majority, an agreement with the Council and the Commission to improve the quality of EU legislation, which needs to focus on areas where the EU has the greatest added value for its citizens.

Plenartagung : Die jüngsten Terroranschläge in Paris ließen Forderungen nach strengeren Waffenkontrollen aufkommen. Am Mittwoch (16.12.) debattieren die EU-Abgeordneten über eine striktere Umsetzung des EU-Kodex für Waffenexporte. Die Abstimmung findet am Donnerstag (17.12.) statt. Im Jahr 2013 haben die EU-Mitgliedstaaten Waffen im Wert von 26,7 Milliarden Euro an Drittstaaten ausgeliefert. Zudem werden die EU-Abgeordneten demnächst ein Maßnahmenpaket zur Verschärfung der Kontrolle von Feuerwaffen bewerten.

Plenartagung : Die EU sollte unverzüglich mit der Überwachung der Lage der Demokratie, der Rechtsstaatlichkeit und der Grundrechte in Ungarn beginnen, fordern die Abgeordneten in einer am Mittwoch angenommenen Entschließung. Die EU-Kommission sollte bewerten, ob die kombinierten Auswirkungen einer Reihe von Regierungsmaßnahmen zu einer "systemischen Gefährdung" geführt haben, die ähnliche Entwicklungen in anderen Mitgliedstaaten zur Folge haben könnte, wenn die Kommission hier nicht eingreift.

Plenary sessions : The EU and China must work more closely together to tackle global challenges and threats, such as terrorism, illegal migration, security, climate change and global financial and market governance, Parliament says in a resolution passed on Wednesday. It calls for talks to be accelerated on a new partnership and cooperation agreement "based on trust, transparency and respect for human rights."
