EU Ministers for Transport, Infrastructure and Communications meet in Luxembourg on 6-7 June 2016 to discuss an information exchange mechanism for intergovernmental agreements between member states and third countries in the field of energy. They also discuss measures to safeguard the security of gas supply.  Regarding Transport, a general approach on new rules on the recognition of professional qualifications in inland navigation will be debated. The Council is also expected to consider launching negotiations on comprehensive air transport agreements with the Association of Southeast Asian Nations (ASEAN), Qatar, the United Arab Emirates and Turkey. In addition, ministers discuss nitrogen oxide (NOx) emissions by diesel cars.

L’Organisation de coopération de Shanghai (OCS) tiendra un nouveau sommet les 23 et 24 juin à Tachkent, en Ouzbékistan. Quels sont les enjeux de cette réunion, et notamment de la future adhésion de l’Inde et du Pakistan ?
L’OCS fêtera ses quinze ans d’existence à l’occasion de ce Sommet (les premières discussions remontent à 1996), qui sera également marqué par son premier réel élargissement. Si plusieurs pays sont devenus membres observateurs (l’Iran, la Mongolie ou encore le Belarus), et d’autres comme la Turquie simples partenaires de discussion, l’adhésion annoncée de l’Inde et du Pakistan marque un tournant notable, à la fois dans la trajectoire de cette organisation, mais aussi des deux pays concernés qui semblent chercher un forum sur lequel s’appuyer pour sortir d’une logique de confrontation. L’OCS passera ainsi à huit membres, parmi lesquels on note surtout la présence de la Chine, de la Russie, et donc prochainement de l’Inde, soit les trois BRICS asiatiques. S’il ne s’agissait jusqu’à présent que d’un dialogue sino-russe incluant les pays d’Asie centrale, ce sera désormais une organisation de poids à échelle asiatique.

Comment construire une cohérence politique autour de « l’Esprit de Shanghai » malgré la diversité et les divergences des membres de l’institution ? La ceinture économique de la Route de la Soie peut-elle être un point d’appui de coordination et de cohésion des politiques économiques et sécuritaires ?
Il convient d’abord de rappeler que les objectifs de l’OCS sont de conforter la stabilité régionale et de renforcer la coopération politique, mais aussi économique et commerciale, entre les Etats membres. En ce sens, l’Esprit de Shanghai est plus proche de celui qui anime l’Asean en Asie du Sud-est que des organisations occidentales comme l’OTAN ou l’Union européenne, en ce qu’il est construit autour du consensus et d’une approche très pragmatique et non articulée autour de valeurs (UE) ou d’objectifs communs (OTAN). Dans le contexte actuel, l’économie est au cœur de la coopération entre les Etats membres, la sécurité et la stabilité étant surtout vues comme des impératifs permettant de renforcer la croissance. C’est la logique qui anime des pays comme l’Inde et le Pakistan, qui ne souhaitent pas être exclus d’une dynamique régionale, et même continentale, et qui finalement fonde la cohérence politique.

Après l’Inde et la Pakistan, quels nouveaux élargissements peut-on envisager pour l’OCS ? Cette dynamique traduit-elle le changement de l’équilibre des forces sur la scène internationale ? L’OCS a-t-elle les moyens de faire contrepoids aux institutions occidentales ?
Avec l’entrée de l’Inde et du Pakistan, c’est vers le Sud que se tourne l’OCS. Le Sri Lanka et le Cambodge sont déjà partenaires de discussion, en plus de pays du Caucase, mais c’est du côté de l’Asean que les élargissements futurs pourraient être relevés, les différents pays de la zone étant déjà très liés économiquement à la Chine, et dans une moindre mesure à l’Inde. Comme l’OCS est clairement plus économique que militaire aujourd’hui, cette dynamique n’est pas à exclure, et l’organisation s’oriente ainsi vers une dimension continentale, là où elle était limitée à un dialogue bilatéral et cantonnée à ses origines. Le Japon et les Etats-Unis se sont vus refuser le statut de membre observateur, ce qui traduit la volonté de créer une force susceptible de rivaliser avec les institutions occidentales. Le siège de l’OCS, situé à Pékin, illustre le poids central de la Chine dans cette organisation. Quant aux moyens, disons que l’OCS a compris l’inutilité, pour le moment du moins, de chercher à concurrencer l’OTAN (alors qu’elle en était présentée comme le rival potentiel il y a quinze ans), et c’est justement en se focalisant sur les échanges économiques et commerciaux qu’elle renforce son influence. Avec l’entrée d’un pays comme l’Inde, l’organisation s’impose comme une force sur laquelle il faudra désormais compter sur la scène internationale.

Serbia’s Commissioner for Information of Public Importance has fined the Fund for Pension and Disability Insurance for not disclosing information on the President and Prime Minister.

Ukrainian security services and pro-Russian separatist groups are both guilty of using torture in the Donbass conflict, a United Nations official has told reporters.

Twenty-five experts in Counter Improvised Explosive Devices (C-IED) matters participated in a workshop held in Soesterberg (The Netherlands) from 24-26 May 2016.

The workshop - the first of its kind organised under the Joint Deployable Exploitation and Analysis Laboratory (JDEAL) framework - attracted participants from across Europe (Belgium, Germany, France, Italy, Romania, The Netherlands, Norway, Sweden), from the United States as well as from the Centre of Excellence for C-IED. Discussions focused on JDEAL and on current and future trends in exploitation.

Attendees agreed that the JDEAL was crucial for the technical exploitation of IED incidents (analysis of events, scenes, components and materials) in order to gain valuable technical and tactical information on such threats and identify supply chains.

The briefings and discussions covered diverse but inter-linked topics, ranging from hybrid warfare through JDEAL potential support to common terminology and deployable capability concepts. Presentations were notably delivered by representatives from the Centre of Excellence C-IED, the EDA, NATO Headquarters, the Netherlands Forensic Institute, French munitions and explosive specialists, the Dutch Armed Forces as well as by US experts.  Participants also had the opportunity to visit the 1st JDEAL deployable capability (which is now fully operational) and to follow a guided tour of the JDEAL training facility in Soesterberg.

The main takeaways of the workshop were summarized by JDEAL Commander, Major Geert Jan Verkoeijen, as follows: 

• now that JDEAL has been delivered and the first deployable capability is operational, it should be used to a maximum for the benefit of the community. Given that the impact of IEDs on missions and operations continues to be significant, Member States are encouraged to deploy JDEAL in operations and to continue to prioritize joint training capabilities;
• JDEAL should become as visible as possible and be considered both a strategic and rapid reaction asset for decision-makers;
• there is an urgent need for agreeing on a common C-IED terminology to be used by all stakeholders.   

Francisco Cifuentes, the European Defence Agency (EDA) Project Officer for C-IED, welcomed the fact that the event had allowed to open new lines of communication and networking among experts which will certainly prove useful for the further development of the JDEAL project.

2016 promises to be a particularly busy year for the JDEAL deployable capability. In July, the laboratory will be sent to Spain to take part in multinational exercise "Interdict", followed, in August, by exercise Bison Counter 2016 in Sweden. The laboratory will be staffed by experts from all its contributing Member States as well as by observers from other stakeholders.

The German parliament on Thursday condemned the murder of 1.5 million Armenians by the Ottoman Empire around 100 years ago as a genocide, prompting angry protests from Turkey. Some commentators welcome the resolution, saying it was long overdue. Others see it as an affront to Ankara.
