On 18 July 2016 the Observation Team (OT) of the Observation Mission at the Donetsk Border Crossing Point (BCP) observed a Russian Federation Ministry of Emergency Situations (MES) truck (a white Kamaz with official black registration plates) entering Donetsk BCP at 05:15 from the Russian Federation side.

The truck was one of those usually used for convoys, but without any inscription concerning humanitarian aid. The truck had two uniformed MES officers inside. After 30 minute-long procedure with the Border Guards and Customs representatives, it moved from the Customs control zone and parked in front of the Duty-free shop. At 06:05 it left the BCP towards Ukraine. The cargo part of the truck was not opened and/or checked. Ukrainian Border Guards were not present, although the OT saw a Ukrainian guard watching the truck from the camp where the Ukrainian Border Guards are located. The OSCE Special Monitoring Mission to Ukraine was informed about this event.

At 13:05 the OT observed the same truck entering the BCP from the Ukrainian side. The OT did not notice any physical check of the vehicle. Two uniformed MES officers were in the truck. The Ukrainian representatives were not present on the spot. After about 20 minutes, the truck left the Customs control zone and at 13:27 left the BCP towards the Russian Federation.

Der Hohe Flüchtlingskommissar der Vereinten Nationen (UNHCR) hat im Juni 2016 seinen neuen Jahresbericht über die Lage von Flüchtlingen und Vertriebenen in der Welt vorgelegt. Auch diese Ausgabe dokumentiert neue Höchststände bei Flüchtlingszahlen, sowohl in Industriestaaten als auch in Entwicklungsländern. Für Regierungen und Hilfsorganisationen bilden die UNHCR-Daten eine wichtige Entscheidungsgrundlage, um flüchtlingspolitische Herausforderungen besser zu bewältigen. Doch auch diese Datenbestände haben Lücken und Schwachstellen. Von der Entwicklungszusammenarbeit (EZ) wird ein immer größerer Beitrag zur Fluchtursachenbekämpfung erwartet. Deshalb braucht sie zuverlässige und aussagekräftige Statistiken.

Seit dem ersten Treffen der G20 auf Ebene der Staats- und Regierungschefs im November 2008 hat das Thema internationaler Handel einen festen Platz auf der Tagesordnung der G20. Dieses erste Treffen fand auf dem Höhepunkt der weltweiten Wirtschafts- und Finanzkrise statt, die zu einem starken Einbruch des Welthandels führte. Aufgrund der Erfahrungen aus der Weltwirtschaftskrise nach 1929 und den in der Folge eingeführten protektionistischen Maßnahmen verpflichteten sich die G20, keine neuen Handels- und Investitionsbarrieren zu errichten. Auch die Zusage, die Doha-Runde der multilateralen Verhandlungen unter der Schirmherrschaft der Welthandelsorganisation (WTO) abzuschließen, gehört zum Standardrepertoire der G20-Gipfelerklärungen. Dennoch ist die Zukunft der Doha-Runde seit dem letzten Ministertreffen der WTO in Nairobi im Dezember 2015 unsicherer als je zuvor. Wichtige Mitgliedsstaaten, insbesondere die Vereinigten Staaten, befürworten den Abschluss der Doha-Runde, während zahlreiche Schwellen- und Entwicklungsländer auf ihrer Fortführung bestehen.
Die mit dem langsamen Fortschritt der Doha-Runde unzufriedenen großen Handelsmächte – allen voran die USA und die EU – konzentrieren sich immer stärker darauf, bilaterale oder regionale Handelsabkommen abzuschließen. Abkommen wie die im Februar 2016 von den USA, Japan und zehn weiteren Pazifikstaaten beschlossene Transpazifische Partnerschaft (TPP) oder das Transatlanische Freihandelsabkommen (TTIP), über das sich EU und USA momentan in Verhandlungen befinden, decken einen Großteil der weltweiten Handels- und Investitionsströme ab und haben zum Ziel, Themen wie Investitionen, Wettbewerb und Standards zu regeln, die über die Abschaffung von Zöllen hinausgehen. Gleichzeitig werben die großen Handelsmächte für sogenannte plurilaterale Vereinbarungen über bestimmte Themen. Prominentestes Beispiel dafür ist das Abkommen über den Handel mit Dienstleistungen (TiSA), das außerhalb der WTO verhandelt wird. Die Rolle der WTO als zentrales Steuerungsorgan für den Welthandel wird durch diese großen regionalen und plurilateralen Handelsabkommen geschwächt. Bisher hat die Reform des Welthandelssystems bei den G20-Gipfeln nur eine untergeordnete Rolle gespielt. Die Gipfelerklärungen beinhalten lediglich vage formulierte Zusagen, das multilaterale Handelssystem zu stärken.
Die G20 sollten bezüglich der Zukunft der WTO und der Reform des Welthandelssystems eine aktivere Rolle spielen. Angesichts der zunehmenden Fragmentierung des Systems ist eine solche Reform notwendig. Gleichzeitig wollen die Vereinten Nationen (UN) die Nachhaltigkeit mit der Agenda 2030 für nachhaltige Entwicklung zum Kernprinzip der weltweiten Zusammenarbeit und damit auch des internationalen Handels machen. Unter anderem wird in der Agenda 2030 ein universelles, regelbasiertes, offenes und diskriminierungsfreies multilaterales Handelssystem gefordert. Den Graben zwischen dem bestehenden internationalen Handelssystem und den in der Agenda 2030 aufgeführten Zielen zu überwinden, ist eine enorme Herausforderung, die weder die WTO noch die UN oder die Agenda 2030 alleine wirksam meistern kann. Die G20 dagegen sind ein geeignetes Forum, um genau dies zu schaffen.

Újabb kétcsészés kávéfőző

A tökéletes aromakivonást szolgálja az elektronikus PID hőmérsékletszabályzás is, mely az elkészítendő kávé megfelelő hőmérsékletének beállítására is alkalmas, de legfőbb feladata az egyenletes vízhőmérséklet biztosítása az aromakivonás folyamatának végéig, mely a finom kávé készítésének egyik alapfeltétele. Az 1700 W teljesítménynek köszönhetően mindig tökéletes eredményt, erőteljes gőzt és gyors kávékészítést kapunk. A készülék további előnye, hogy csepptálcáján különösen nagy hely áll rendelkezésre hosszú kávé elkészítéséhez.

Az új ES 8011 SE-hez több kiegészítő tartozék és funkció áll rendelkezésre. The European Defence Agency (EDA) and the European Union Satellite Centre (SATCEN) today formalized their close and fruitful cooperation, already in place since 2004, with an exchange of letters between Jorge Domecq (EDA Chief Executive) and Pascal Legai (SATCEN Director) at the EDA premises in Brussels.

Both organisations perform complementary roles and activities in the space-based earth observation domain and more generally in the space and security sector. Whereas the EDA’s work is focused on the harmonisation of requirements and the promotion of appropriate schemes for future capability development, SATCEN’s activity supports the decision making and actions of the EU by providing products and services resulting from the exploitation of space assets in particular in the CSDP field.

Since 2004, EDA and SATCEN have collaborated on projects as important as GISMO (Geospatial Information to Support Decision Making in Operations) and GISMO 2, SULTAN (Persistent Surveillance Long Term Analysis) and REACT.

With today’s exchange of letters, the EDA and SATCEN establish a more structured cooperation meaning that they will even more focus on activities of mutual interest, such as studies, workshops, projects and programmes. The new enhanced relationship will also see the nomination of Points of Contact on both sides to facilitate communication and cooperation.

Jorge Domecq, the EDA Chief Executive, hailed the exchange of letters as an important step and said he was “confident that, through our cooperation, EDA and SATCEN can bring a significant added value to their respective Member States by reducing administrative burden, facilitating common action where possible, supporting better planning, as well as contributing to the best use of our respective resources”.

Specific cooperation areas and joint roadmap

EDA and SATCEN have also identified specific cooperation areas such as imagery exploitation, geospatial analysis and applications, future space-based earth observation systems, cyber defence, Big Data exploitation in the space and security domain, space situational awareness or maritime surveillance. The two Agencies will also develop a joint roadmap for cooperation detailing the activities of common interest as included in the respective work programmes (3-year Planning Framework for EDA and annual Working Programme for SATCEN). The roadmap will be updated annually.

 

Background

The European Union Satellite Centre, which is based in Torrejón de Ardoz (Spain), was established by the Joint Action 2001/555/CFS on the establishment of a European Union Satellite Centre repealed by Council Decision 2014/401/CFSP of 26 June 2014. The Centre supports the decision making and actions of the Union in the field of the CFSP and in particular the CSDP, including European Union crisis management missions and operations, by providing products and services resulting from the exploitation of relevant space assets and collateral data, including satellite and aerial imagery, and related services.

J’avais quitté le port …pour l’arrière-pays et la paix des montagnes.   Je suis resté sidéré longtemps sur les bords glacés de cette nuit qui n’en finissait pas. C’était comme si un ravin avait pénétré mes yeux, comme si ses pierres avaient noué ma langue, asséché ma bouche.   L’inexplicable.   Il n’y avait rien à dire. Sauf à se rassurer à quelques étiquettes près. Car c’est cela qui assomme, ce qui peut se passer dans la tête d’un homme. C’était là que s’établissait le silence.
