The debate will explore the human rights situation in China with a focus the Xinjiang Autonomous Region where the Uyghur minority is exposed to restrictions of their rights to freedom of expression, freedom of religion and belief and even freedom of movement. Arbitrary detentions, including under the pretext of China's anti-terrorism law remain widespread.

Alarmed by ongoing harassments of journalists and social media activists, the Chair of the Subcommittee on Human Rights, Pier Antonio Panzeri (S&D, IT) made the following statement: “Press freedom is one of the fundamental freedoms enshrined in universal human rights instruments such as the Universal Declaration of Human Rights. On recent executions in Iran, the Chair of the Human Rights Subcommittee, Pier Antonio Panzeri (S&D, IT) stated: "I am deeply shocked and saddened over reports that at least 18 prisoners were executed over the past week in Iran and several more were transferred to solitary confinement awaiting execution. I reiterate the EU's unwavering opposition to the capital punishment in all cases and under all circumstances, fully shared by the European Parliament..." For full text see link below

Sanctions are one of the tools utilised to address human rights violations. They are also an increasingly prominent tool in the European Union’s foreign policy. International sanctions policy is part of a global trend towards individualisation: rather than affecting the state as a whole, bans nowadays are targeted at individuals identified as responsible for the abuses. The present study analyses the evolution of targeted sanctions regimes imposed by the EU, as well as by the UN, against individuals on grounds of gross human rights violations. It focuses on the most recent developments in international sanctions practice. It provides recommendations on how this tool could be further developed at EU level, making reference to the option of adopting a Global Magnitsky-type legislation allowing for the designation of human rights abusers worldwide.
