On Tuesday, June 21st at 1:15pm EST, IPI is hosting a Global Leaders Series presentation featuring Ms. Irina Bokova, candidate for the position of UN secretary-general.
At the event, Ms. Bokova will discuss her experience and how it informs her vision of the future of global politics and the United Nations. She will address questions including how she would shape the job of UN secretary-general and define her priorities in office.
In February 2016, the Bulgarian Government formally nominated Ms. Bokova as a candidate for the position of UN secretary-general. Born in Sofia, Bulgaria, she graduated from the Moscow State Institute of International Relations and studied at the University of Maryland and the John F. Kennedy School of Government at Harvard University.
Ms. Bokova joined the Ministry of Foreign Affairs of Bulgaria in 1977, where she was responsible for human rights and equality of women issues. She was later appointed in charge of political and legal affairs at the Permanent Mission of Bulgaria to the United Nations in New York. She was also a member of the Bulgarian delegation at the United Nations conferences on the equality of women in Copenhagen (1980), Nairobi (1985), and Beijing (1995).

Streitkräfteplanungen stoßen immer an Grenzen, die durch finanzielle Ressourcen gesetzt sind. Nicht einmal steigende Budgets sind eine Garantie für eine ausgewogene Planung. Vor diesem Hintergrund ist es geboten, das seit 2013 vom Bundesministerium der Verteidigung etablierte Planungsprinzip »Breite vor Tiefe« zu überprüfen. Denn je breiter das Spektrum der in der Bundeswehr vorzuhaltenden Fähigkeiten ist, desto weniger nachhaltig – in der Sprache der militärischen Planer: durchhaltefähig – sind diese Kapazitäten. Breite und Tiefe verlangen aber nicht nur nationale finanzielle, sondern vor allem multinationale kooperative Anstrengungen. Noch lässt sich nicht erkennen, ob und wie die nationalen verteidigungspolitischen Entscheidungen in ein europäisches Gesamtkonzept einzupassen sind. Eine Betrachtung des »Framework Nation Concept« (FNC) und anderer Kooperationsmodelle legt nahe, dass die Defizite des »Breite vor Tiefe«-Ansatzes nur behoben werden können, wenn Deutschland mit seinen großen Partnern – vor allem mit Frankreich und dem Vereinigten Königreich – intensiver zusammenarbeitet. Dabei bleibt die Spannung zwischen Autonomie und Kooperationsfähigkeit ein Charakteristikum europäischer Verteidigungspolitik.
Pourquoi pouvait-on s’attendre à ce type d’attaque ?
Ce n’est pas du tout une surprise : Daech appelle depuis longtemps à prendre des initiatives comme celle-ci. Les djihadistes prétendants qui ne peuvent pas aller combattre en Irak ou en Syrie sont appelés à s’attaquer à des cibles avec ce qu’ils ont sous la main, et même avec des cailloux, un couteau ou une voiture. D’autre part, les policiers et magistrats font partie depuis quelques mois déjà des cibles importantes et enfin, Daech avait fait un communiqué disant qu’il fallait intensifier les attentats pendant la période de ramadan.
Le ramadan n’est-il pas censé être une période d’accalmie, d’introspection ?
C’est une période où l’on est censé se rapprocher du Créateur, mais selon votre interprétation de l’islam, vous serez dans une période pacifique ou au contraire dans une période où il faut combattre encore plus vigoureusement les ennemis de l’islam.
Comment peut-il avoir choisi sa cible ?
C’est du djihad de voisinage. Le terroriste vivait à quelques kilomètres du commissariat de ce policier. On va peut-être découvrir qu’ils se connaissaient, peut-être que le policier est intervenu dans l’une des affaires judiciaires de ce jeune homme. On voit de plus en plus dans ce djihadisme amateur, c’est-à-dire non organisé, des cibles faciles et une cristallisation autour d’obsessions personnelles, un défoulement au travers d’attentats. À titre d’exemple, celui qui a tué des homosexuels dans la discothèque en Floride avait visiblement un problème avec sa sexualité.
Ce jeune terroriste avait été condamné pour avoir été impliqué dans une filière de djihadistes, il avait plusieurs fiches S, et il était sur écoute judiciaire. Comment peut-on passer à côté de ce genre d’actes ?
Il avait le profil parfait comme Merah, comme les Kouachi et Coulibaly, avec tous un dossier. Tout d’abord les peines de prison qui leur avaient été infligées étaient clémentes, et puis très diminuées grâce aux réductions de peine. Par exemple, Larossi Abballa avait ouvert un snack à Mantes-la-Jolie, on a donc considéré qu’il était réintégré ! D’autre part, il y a trop de fiches S (pour sûreté de l’État), elles ont été bien établies, mais le problème c’est qu’on n’a pas les analystes qui sont capables de décider parmi ces milliers de fiches quels individus sont vraiment dangereux. C’est bêtement quantitatif, il y a trop de candidats potentiels et donc dès qu’ils racontent l’histoire de la réintégration qu’on veut entendre et qu’ils se tiennent à carreaux quelques temps, la surveillance se relâche. À la décharge des policiers, on n’a pas les moyens de suivre pendant des années ceux qui ne sont plus dans les radars.
Visiblement, les mesures prises dans le cadre de l’État d’urgence n’ont pas fait leurs preuves…
Certes on ne sait pas combien d’attentats on a évité mais ça fait déjà 7 mois et on n’a pas l’impression que cela a beaucoup augmenté notre capacité de renseignements et de repérage des éléments dangereux. Soit notre système est débordé, soit il est inefficace. Ou les deux…
Est-il possible que certains criminels donnent une teinte terroriste à des homicides « classiques », simplement pour en augmenter leur retentissement ou pour aller au paradis?
Ces gens ont des haines personnelles et s’ils peuvent satisfaire leur appétit de vengeance tout en ayant la certitude d’aller au paradis, ça peut pousser encore davantage au passage à l’acte, mais là on est dans un secret qu’on ne pourra jamais connaître…
Que cela soit à 100% religieux ou pas, pour l’État Islamique c’est tout bénéfice…
En effet, parce qu’ils sont à la fois capables d’envoyer des commandos très organisés comme au Bataclan, et en même temps ils donnent un feu vert à tous ceux qui ont un appétit de violence en leur disant « Allez-y les gars, ne nous demandez même pas d’instructions ». Mais je trouve quand même que pour cet acte, et celui d’Orlando, l’agence de presse de l’EI a réagi très vite. Donc soit ils sont en veille toute la journée sur les dépêches d’agences de presse du monde entier et ils revendiquent le moindre fait qu’ils peuvent s’attribuer avec un investissement quasiment nul, soit ces gars-là, sans agir sur instructions, doivent avoir un correspondant à qui ils disent qu’ils vont agir incessamment sous peu…

Mit dem Nato-Gipfel von Wales 2014 ist ein Politikfeld der Allianz wieder stärker in den Vordergrund getreten, das im Juli 2016 auch auf der Tagesordnung des Warschauer Gipfels stehen wird: die Nato-Partnerschaftspolitik. Seit 1994 hat die Allianz Partnerschaftsbeziehungen geschaffen, um ihr Verhältnis zu Ländern, die keine Mitglieder des Bündnisses werden können oder wollen, auf eine institutionelle Grundlage zu stellen. In den vergangenen 20 Jahren ist der Kreis der beteiligten Länder dabei immer größer, die damit verbundene Agenda immer heterogener und die von der Nato verfolgte Zielsetzung immer vielgestaltiger geworden. Der institutionelle Wildwuchs der Partnerschaftsbeziehungen steht in einem immer größeren Kontrast zu den Erwartungen an ihr Potential. Es ist überfällig, die existierenden Formate auf ihre Wirksamkeit hin zu überprüfen und eine politische Priorisierung vorzunehmen.

On the occasion of the completion of the field research in the frame of the research project entitled “Unravelling the Eastern Mediterranean Refugee Route”, the Hellenic Foundation for European and Foreign Policy (ELIAMEP) organised a workshop entitled ‘Unravelling the Eastern Mediterranean Refugee Route: Emerging findings and policy implications of the MEDMIG research’ on Wednesday 15 June 2016, from 9:30 to 13:00. The aim of the workshop was to present the findings of MEDMIG research project on the same subject, and to provide a ground for discussion among representatives of governmental and non-governmental actors.
The “Unravelling the Mediterranean Migration Crisis” (MEDMIG) research project explores the factors, opportunities and constraints that shape the decision of individuals and families to abandon their homes and migrate to Europe. Its aim is to a) better understand the causes behind the recent unprecedented levels of migration across the Mediterranean; b) map the interaction of migrants with a multitude of non-state actors (for example ‘smugglers’ and NGOs) and state actors (for example navy / coastguard); c) explore the relevant opportunities and constraints that migrants face in countries of origin and refuge/transit; and d) provide a robust evidence base to inform the development of policy responses by governmental, inter-governmental and non-governmental actors. The research was undertaken in 9 sites in four countries: Italy and Malta (Central Mediterranean route) and Greece and Turkey (Eastern Mediterranean route), and a total of 500 interviews with refugees and migrants have been conducted. MEDMIG research project is funded by the Economic and Social Research Council (ESRC) in the United Kingdom, under the ESRC Strategic Urgency Grants scheme. The Coordinator of the research project is the University of Coventry.
