In the context of the exponential growth of the coronavirus disease (COVID-19), the President of the European Parliament has announced a number of measures to contain the spread of the epidemic and to safeguard Parliament's core activities.

On 2 July 2020, the Conference of Presidents updated the EP's calendar of activities.

Core activities are reduced, but maintained to ensure that the institution's legislative, budgetary, scrutiny functions together with urgent matters in the field of human rights and democracy, are continued.

Following these decisions, the next DROI Subcommittee meeting is scheduled to take place on Monday 28 September from 10.45 - 12.45. This meeting will be held remotely and in room Spinelli 1G3.

Highlights - Declaration on racial equity, equality and justice - Subcommittee on Human Rights

On 22 September 2020 the European Parliament’s Committee on Civil Liberties, Justice and Home Affairs and the Subcommittee on Human Rights with the United States Congress and the United States Helsinki Commission signed a joint declaration on racial equity, equality and justice with the goal of reinforcing US-EU parliamentary coordination to combat racism and systemic discrimination.

In-Depth Analysis - EU External Migration Policy and the Protection of Human Rights - PE 603.512 - Subcommittee on Human Rights

This in-depth analysis focuses on the human rights implications of EU external migration policy interventions: (1) identifying human rights obligations owed to third-country nationals when engaging in cooperation with third countries and non-EU actors; (2) assessing the means and level of compliance with these obligations when designing and implementing the main policy instruments; and (3) determining the existence and adequacy of operational, reporting, monitoring and accountability mechanisms available in each case to track and respond to potential violations. Particular attention is paid to soft-law tools, on account of their enhanced potential to erode the enforceability of obligations, to downgrade democratic accountability and generally undermine the rule of law. Paving the way for the New Pact on Migration and Asylum, special emphasis is placed on cooperation under the Global Approach to Migration and Mobility, the EU Agenda on Migration and the Migration Partnership Framework, including informal arrangements concluded by Frontex or by the Member States themselves. Four case studies guide the analysis and illustrate findings: (1) the EU-Turkey Statement; (2) the multi-modal cooperation with Libya; (3) the Joint Way Forward with Afghanistan; and (4) collaboration with Niger under the EUCAP Sahel mission. The in-depth analysis reveals that the full effect of the EU fundamental rights acquis in extra-territorial situations has not been duly accounted for and proposes a system to ensure compliance with the relevant standards covering the pre-conclusion, design, adoption, implementation, evaluation and review phases, highlighting the role of the European Parliament and civil society organisations.

MEPs in the Subcommittee on Human Rights express their strong solidarity with the people of Belarus and call for broader sanctions against regime officials involved in human rights abuses.
In a debate with civil society representatives and members of the new Belarusian opposition body "the Coordination Council" on Monday, Members of the European Parliament's Subcommittee on Human Rights and delegation for relations with Belarus reaffirmed their unwavering solidarity with all those taking to the streets in Belarus to protest against the outcome of the disputed presidential elections of 9 August.

Statement by MEPs Maria Arena and Hannah Neumann on the dismantling of the “kafala system” for foreign workers in Qatar.
"We welcome the historic decision to abolish the kafala system for foreign workers in Qatar as it represents a major achievement for the workers' rights and the Qatari society as a whole, which is moving towards a more dynamic and non-discriminatory labour environment in the country. It further serves as a source of inspiration for other Gulf Cooperation Council (GCC) countries.
