Du 21 au 23 octobre 2015, les militaires du 17e régiment du génie parachutiste (17e RGP) ont réalisé un exercice combiné avec trois appareils appartenant au 5e régiment d’hélicoptère de combat (5e RHC), dans une zone s’étendant de Caylus à Montech (Tarn-et-Garonne).

As summer ended, Macedonia declared a state of emergency and temporarily closed its borders with Greece and Serbia. The small Balkan nation joined much of Europe in a panicked, poorly considered and awkwardly implemented response to the asylum tragedy. Macedonia is a bit player in that crisis, which is assuming the dimensions of a new Voelkerwanderung – a mass movement of people the scale of which has not been seen on the continent since the Roman Empire crumbled. But as summer turns to fall, Macedonia must quickly and constructively address its own domestic crisis, or risk violent confrontations.

Általános : A tagállamok ígéretei és azok betartása állt a középpontjában a migrációról szóló vitának a plenáris ülésen Strasbourgban. Számos EP-képviselő vélte úgy, hogy sokan az Unió szétzilálására használják a migráció problémáját. A plenáris ülésen emellett az EP-képviselők szavaztak a roaming-díjak eltörléséről és a netsemlegesség szabályozásáról, illetve a GMO-növényekről és az új élelmiszerekről is. Összefoglaló.

Vor dem Hintergrund des 2015 durch die indische Regierung vorgelegten Konzeptes „Smart Cities“ lud die Hanns-Seidel-Stiftung vom 26. bis 30. Oktober acht indische Delegierte zivilgesellschaftlicher Organisationen und Beamte indischer Polizeiverbände nach Bayern ein, um in München, Bamberg und Eichstätt einen Erfahrungsaustausch zum Thema Frauen- und Opferschutz zu führen.

Die Kommunalwahlen vom 25. Oktober 2015 waren ein bedeutender Gradmesser der aktuellen politischen Situation in der Ukraine. Als Zwischenbilanz der Regierung Poroschenko zeigten sie, ob die Prognosen und Analysen richtig lagen und ob sich die relativen Gewichte der politischen Akteure seit der Parlaments- und Präsidentenwahl 2014 verschoben haben.

Général : Cette semaine, les députés réunis en plénière à Strasbourg ont débattu des actions des États membres face à la crise migratoire, beaucoup soulignant que la question était utilisée par certains pour mettre à mal l'Union européenne. Le Parlement a voté la fin des frais d'itinérance en Europe et a approuvé de nouvelles mesures sur la neutralité du net. Les députés ont aussi décidé de renforcer les règles sur les OGM et de simplifier les procédures d'autorisation des nouveaux aliments.

Allgemeines : Im Rahmen der dritten Plenartagung im Oktober debattierten die EU-Abgeordneten über die gegensätzlichen politischen Haltungen, die in der Flüchtlingskrise aufeinandertreffen. Zahlreiche EU-Abgeordnete warnten davor, dass manche die Krise instrumentalisierten, um die EU selbst zu demontieren. Auβerdem verabschiedete das Plenum die Abschaffung der Roaming-Gebühren und EU-weite Vorschriften zur Netzneutralität. Die EU-Abgeordneten befassten sich auch mit GVO und "Novel Foods".

Focusing on the support of non-CSDP policies for CSDP measures, both in the field of crisis management and defence, this study submits that CSDP cannot effectively contribute to EU external action by itself, but only in coherence with other EU policies and instruments. The study focuses on nine different issue areas of the EU which are of particular interest in the context of CSDP: European Neighbourhood Policy, development cooperation, internal policies and financing instruments in the context of the EU’s international crisis management, as well as innovation policies, industrial policies, regional policy, trade policy and space policy in the context of the EU’s defence policy. The study builds on existing evidence of synergising effects of CSDP and other non-CSDP policies and points to the potential impact which the closer interplay of CSDP and non-CSDP policies could have. Focusing on policy adaptation as well as institutional cooperation of EU actors in each of the policy relationships, the study provides a comprehensive overview of the linkage between CSDP and each of the respective policies and draws a large set of tailor-made recommendations in the field.
