Pourquoi l’Afrique a rompu avec l’« Occident »

Le 16 mai 2024, lors d'un discours consacré aux relations entre l'Afrique et l'Europe prononcé à Dakar devant les étudiants de l'université Cheikh Anta Diop en présence de Jean-Luc Mélenchon, le Premier ministre sénégalais Ousmane Sonko a déclaré que la « promotion des droits des homosexuels alimente le sentiment anti-occidental en Afrique ».
Sur un continent où les deux tiers des pays criminalisent l’homosexualité, les injonctions occidentales en la matière sont en effet ressenties comme des attaques directes à l’ordre naturel africain. Ici, les peines contre les homosexuels vont en effet de l’amende à la condamnation à mort. L’ancien président de Gambie, Yahya Jammeh affirmait pour sa part que son pays « lutterait contre ces vermines gays de la même manière qu’il combat les moustiques responsables du paludisme, sinon plus agressivement ». Quant au défunt président Mugabe du Zimbabwe, ce fut à la tribune de l’ONU qu’en 2015, il déclara que « l’Afrique ne voulait pas de gays sur son sol » car l’homme noir se devait de « perpétuer sa race avec des femmes. »
C’est dans un ferme discours au ton très mesuré qu’Ousmane Sonko a condamné les « velléités extérieures d’imposer l'importation de modes de vie et de pensée contraires à nos valeurs et qui risquent de constituer un nouveau casus belli parce que, dans des pays comme le Sénégal, cela soulève énormément de tensions et d'incompréhensions tant cela met face à face des cultures, des civilisations et des systèmes politiques à la vision diamétralement opposée ».
Refusant ce nouveau diktat qui, à la différence des précédents, n’est ni politique, ni économique, mais « existentiel », Ousmane Sonko a déploré que « la question du genre revienne régulièrement dans les programmes de la majorité des institutions internationales et dans les rapports bilatéraux, jusqu’à se poser comme une conditionnalité pour différents partenariats financiers ».
Enfermés dans leur bulle sociétale, les dirigeants occidentaux ne mesurent pas le niveau d’exaspération, voire d’indignation et d’écœurement provoqué par la guerre morale qu’ils mènent actuellement contre les piliers des cultures africaines.
Ancrés sur leur arrogance, eux qui ne trouvent d’échos que dans le cap ouest de l’Europe et en Amérique du Nord, sont partout ailleurs balayés dans ce que le reste du monde considère comme un réflexe de survie. Cependant qu’en Afrique, sur les volutes de leur prétention morale, Russes, Chinois, Indiens, Indonésiens et Turcs tirent les marrons du feu…
Le message d’Ousmane Sonko est très clair :  l’Afrique qui ne cédera pas à l’oukase existentiel du Nord a donc décidé de redevenir africaine. Un écho à ceux qui, de plus en plus nombreux, demandent quant à eux que l’Europe redevienne européenne... Ici et là,  référence est donc faite à l’identité, ce qui annonce le triomphe de l’ethno-différentialisme sur les nuées de l’universalisme.

Many people, including politicians and journalists, don’t understand the difference between ‘free trade’ and ‘frictionless trade’. This has caused a huge misunderstanding across the country, leading to the mess we are now in.

In summary, ‘free trade’ means that goods (sometimes only some goods) can be exported and imported between countries without tariffs – hence the phrase, ‘free trade’ or ‘tariff free’.

But those goods, even though tariff free, must still go through customs and are subject to checks, often causing many delays.

And even though it’s called ‘free trade’ there are other barriers as well as customs – such as regulations, restrictions, strict compliances and complicated documentation, which hold things up. (See the graphic for some examples).

‘Frictionless trade’ means that goods, as well as being tariff free, go through customs without any checks. In fact, it means that for trade between those countries, there aren’t any customs or borders.

Furthermore, with ‘frictionless trade’ there is a ‘level playing field’ between countries for the movement of goods – removing many of the barriers that exist with ‘free trade’ only.

That makes exports and imports between those countries super-efficient, leading to streamlined delivery of products, and of course, increased profits and more successful national economies.

But frictionless trade, although making international trade simpler and easier, is more difficult to establish than just free trade.

Frictionless trade can’t just be based on trust. If countries agree to flatten their borders, then those countries need to agree rules, terms and conditions. And they need to agree on a mutually acceptable court to intervene if those rules are breached.

That’s so the process of sending goods between each other is not abused, for example, to export substandard or dangerous goods, or exporting goods that are banned, to another country within the customs union.

Agreeing those rules is fiendishly complicated. But there’s more.

For frictionless trade to function most fully and most successfully, it needs what are called the ‘four freedoms’ – free movement of goods, services, capital and people.

These ‘four freedoms’ represent the cornerstones of the EU’s Single Market, helping the EU to become the world’s largest and most successful frictionless trading bloc.

Studies show that the EU’s gross domestic product (GDP) has grown by several percentage points thanks to the Single Market and its four freedoms. This is hardly surprising, when one considers that two-thirds of all goods produced in the EU are exported to another EU country.

To try and understand how the EU couldn’t fully function without all four freedoms, imagine how our own union of the United Kingdom also couldn’t fully function without these four freedoms.

Free movement of people, goods, services and capital between the three nations of England, Scotland, Wales and the province of Northern Ireland form the basis of our union of the United Kingdom.

It’s our single market. Just like the EU’s Single Market, it’s the glue that keeps us together.

Free movement of people, goods, services and capital work together. They cannot be separated without causing discord and disorder across our nation.

It’s the same with the EU. The EU functions as a cohesive single market of 27 countries – 31 if you include non-EU members Norway, Switzerland, Iceland and Liechtenstein that are also in the Single Market – just as the UK functions as a cohesive single market of four ‘nations’.

The EU Single Market is the glue that keeps European nations together. It has helped to maintain Europe as one of the world’s richest and most successful continents, with common standards, values and history.

The UK’s Single Market, and the EU’s Single Market, both represent significant achievements. They work.

But here’s one vital difference.

Frictionless trade between the four members of the UK is vital to our smooth functioning as a nation. But doing business with each other doesn’t make the UK significantly richer.

To do that, we need the UK to export our goods and services (and we export far more services than goods).

Doing frictionless trade with other EU countries made Britain richer. Easy exports and imports with the EU brought us prosperity.

Losing borderless, lowest-cost trade with our most important customers and suppliers right on our doorstop, makes Britain – and Britons – poorer.

Our frictionless exports to the rest of Europe brought us wealth. Yes, exports to countries outside the EU also bring us wealth. But we need BOTH. And ONLY in the EU did we have both.

A fejlesztéshez a Nemzeti Kutatási, Fejlesztési és Innovációs Alap „Piacvezérelt kutatás-fejlesztési és innovációs projektek támogatása” című pályázati felhívásán 780,48 millió forint állami támogatást nyert el a VISAL PLUS Kft. által vezetett konzorcium.

A VISAL PLUS Kft., mint konzorciumvezető, a Young B.T.S. Kft. és a SZEGEDI BIOLÓGIAI KUTATÓKÖZPONT által létrehozott konzorcium projektje során létrejött mikrobiomdiagnosztikai kit és bioinformatikai platform különböző biológiai mintákból a benne található baktériumok és azok arányának meghatározására használható. A megrendelő a vizsgálat eredményét, a projekt során fejlesztett online platformon tudja megtekinteni, elemezni. A mikrobiom szűrővizsgálatokra egyre nagyobb igény mutatkozik világszerte. Jelentős célcsoportként tartják nyilván a gasztroenterológiai és az onkológiai klinikákat, a fejlesztésükkel létrehozott mikrobiomdiagnosztikai szolgáltatás alkalmas az emésztőrendszeri megbetegedések monitorozására, és képes bizonyos gyógyszerek felszívódásának hatékonyságát és várható terápiás hatékonyságát előre jelezni.

A projekt tudományos újdonsága onnan ered, hogy két újgenerációs szekvenálási technikát ötvöz. A hagyományosabbnak tekinthető V3 és V4 16S RNS mikrobiomszekvenálás és az ún. shotgun szekvenálás kimeneteleit is képes elemezni, melynek során saját fejlesztésű bioinformatikai algoritmus generálja a diagnosztikai eredményt. Ez a megközelítés a mikrobiom összetételén felül alkalmas az antibiotikumrezisztencia gének és a rezisztenciatranszmittáló faktorok felderítésére is. A bélflóra vizsgálatán felül a kidolgozott MicrobiomeStep technológia alkalmas különböző bőrbetegségek és nőgyógyászati minták mikrobiomvizsgálatára is, továbbá a bélflóra és a vérben fellelhető mikrobiom összehasonlító vizsgálatára, mely kutatás feltárhatja a bél mikrobiom összetétel, bélgyulladás kialakulása, baktériumok keringésbe kerülése, autoimmun betegségek kialakulása között fellelhető ok-okozati összefüggéseket. A létrejövő szolgáltatás piaci lehetőségei az adaptálhatósága miatt további célcsoportok irányába is bővíthetőek lesznek.

Az NKFI Alap „2020-1.1.2-PIACI KFI” pályázati kiírásán 780 478 000 Ft állami támogatást elnyert, 1 087 946 000 Ft összköltségvetésű 2020-1.1.2-PIACI-KFI-2021-00304 számú projekt 2021. június 1-én indult és 2024. május 31-én zárult.

A Nemzeti Kutatási, Fejlesztési és Innovációs Alap „GYORSÍTÓSÁV” című pályázati felhívásán 187,94 millió forint állami támogatást nyert el a Delta Bio 2000 Kft.

Az új technológiával akár kis mennyiségben jelenlévő és károsodott nukleinsavból kiindulva is nagy biztonsággal detektálhatnak nemcsak mutációkat, hanem génfúziókat és expressziós változásokat is. A létrehozott technológia alkalmas többek között, tumorok géndiagnosztikai monitorozására felhasználható génpanel-reagens kitek fejlesztésére.

A projekt további konkrét eredményeként a Delta Bio 2000 Kft. létrehozott egy RNS-panel diagnosztikai reagens kitet is, mely alkalmas prosztatatumorok szűrésére és progressziójának monitorozására nem-invazív mintavétellel, vizeletmintából. A kifejlesztett prosztatatumor reagens kit alkalmazása alapvetően változtathatja meg az alkalmazott orvosi protokollt – ennek jelentőségét növeli, hogy a prosztatadaganat a férfiak második leggyakoribb rosszindulatú megbetegedése, ezért szűrése kiemelt fontosságú.

Az eddigi gyakorlat szerint, prosztatatumor diagnosztizálásához biopsziát vesznek, mely kellemetlen, invazív beavatkozást jelent, és sok esetben feleslegesnek is bizonyul. Ezzel a gyakorlattal ellentétben, az általuk kifejlesztett megoldással non-invazív mintavétellel nyert vizeletből is ki lehet mutatni nagy érzékenységgel a tumorra jellemző expressziós és genetikai változásokat.

Az NKFI Alap pályázati kiírásán 187 941 600 Ft Ft állami támogatást elnyert, 234 698 400 Ft összköltségvetésű 2020-1.1.5-GYORSÍTÓSÁV-2021-00002 számú projekt 2021. június 1-én indult és 2024. május 31-én zárult.

With the support of the Belgian Air Force, the European Defence Agency (EDA) hosted the 6th Fixed Wing Operations and Training Working Group (FW O&T WG) and the European Air symposium. This event took place on 15th Wing Melsbroek Airbase, Brussels, Belgium, from 28 to 30 May 2024. The first two days were dedicated to tactical air transport stakeholders, ranging from operational units of EU Member States and EU entities. The third day of the European Air Symposium occurred with the involvement of European industry representing air transport and unmanned aircraft systems.

During the first two days, the meeting gathered representatives of EU Member States and EU entities, such as the European Tactical Airlift Centre and the European Air Transport Command. One of the primary outcomes was agreeing on the processes and procedures which will help on information exchange amongst fixed wing users, as well as to stimulate cooperation at the operators’ level. 

Overall, the discussion aimed at supporting optimised access to existing air platforms and developing advanced flight training. The meeting also provided an opportunity for sharing best practices/experiences and lessons learned from operations, and to continue improving collaboration, synergies, and interoperability in the field of air transport among EU Member States.

The final day of the European Air Symposium was dedicated to the European Air Industry. This was a major opportunity for the industry to deliver briefings and update the attendees on the state of play related to tactical air transport capabilities and short-term development. EDA opened the symposium to the UAS industry (Tactical Cargo UAS) which reflects the agency's commitment to promoting awareness among operational units and exploring potential synergies, which will be further explored in future editions.
