Die Konfliktkonstellationen in Südasien befinden sich im Umbruch. Dazu beigetragen haben eine Reihe internationaler und nationaler Entwicklungen seit Mitte der 2010er Jahre. Sicherheitspolitisch wird die Region künftig weniger durch den indisch-pakistanischen Konflikt als durch die Rivalität zwischen Indien und China geprägt. Die ungeklärte Grenzfrage zwischen beiden Ländern und deren geopolitische Rivalitäten in Südasien und im Indo-Pazifik sind Ausgangspunkt für weitere Konflikte. Chinas umfangreiche Investitionen im Rahmen der Seidenstraßen-Initiative haben die ohnehin nur geringen Ansätze regionaler Zusammen­arbeit, für die etwa die South Asian Association for Regional Cooperation (SAARC) steht, weiter geschwächt. Die zunehmende Verschuldung der Staaten dürfte Beijings politischen Einfluss in Südasien mittelfristig weiter erhöhen. Neu-Delhi konzentriert sein regionales Engagement auf den Golf von Bengalen und den Indischen Ozean. Politisch ist seit den 2010er Jahren ein verstärktes Aufkommen populis­tischer und autokratischer Regime zu beobachten, zuvorderst in Indien, Bangladesch und Sri Lanka. Sofern sich diese Tendenzen verstetigen, wird Berlin in den bilateralen Beziehungen nach Südasien eine Balance finden müssen – auf der einen Seite stehen die normativen Ansprüche der eigenen Außenpolitik, auf der anderen die gemeinsamen Interessen mit dem jeweiligen Partnerland. Ein indisch-chinesischer Konflikt wird Deutschland eine klarere Positionierung abverlangen, als dies bei früheren indisch-pakistanischen Krisen der Fall war. Angesichts der Schwäche regionaler Organisationen sollte sich das deutsche Engagement stärker auf minilaterale Formate richten.

If the average global temperature rise is to be limited in line with the 2015 Paris agreement, climate finance will need to increase to about $9 trillion a year globally by 2030, up from just under $1.3 trillion in 2021–2022. To identify ways forward, IPI hosted a virtual panel discussion on June 18th on “Mobilizing Finance for Climate, Inequality, and Sustainable Development: New Taxes and Levies.”

Countries are converging around the idea of new global taxes to fund action to address a wide variety of needs, including inequality, poverty, and climate action. Levies on shipping, fossil fuel production and subsidies, air travel, and financial transactions feature prominently in agendas to reform the international financial architecture. Barbados, France, and Kenya have launched an International Tax Task Force on climate-related levies to judge the viability of these and other options for global taxes. Brazil, in its chairmanship of the G20, has promoted the idea of a “billionaire tax” on extreme wealth.

Such ideas are hardly new, but they are newly relevant given recent progress on international tax cooperation. Since 2021, when OECD countries agreed to impose a minimum effective rate of 15% on corporate profits, 140 countries have signed on to this policy. Tax reform efforts in the UN have also picked up speed. Following a historic breakthrough at the UN General Assembly in November 2023, the UN has now started negotiations on the terms of reference for a new Framework Convention on International Tax Cooperation.

Some of the questions under discussion included:

• The Marshall Islands are on the frontlines of climate change impacts, particularly the rise of sea levels. It is also on the frontlines of efforts in the International Maritime Organization for a global levy on shipping. Why is this levy important?
• What is the International Tax Task Force’s mandate, and what do they hope to achieve?
• Global taxes and levies for climate change are not new ideas. Indeed, we’ve been talking about carbon pricing for decades. Why is this time different?
• Brazil is hosting the G20 this year and COP30 next year, so it is well-poised for leadership. What does the wealth tax mean for Brazil’s climate and development efforts, at home and abroad?
• How are International Climate Solidarity Levies (ICSLs) distinct from other global tax initiatives?

Az autóüveg-gyártó vállalat 993,63 millió forint összköltségű projektje során újgenerációs innovatív hátsóüveg termékcsaládok kifejlesztése valósult meg. A projekthez az AGC Glass Hungary Kft. a Széchenyi Terv Plusz program „Vállalati kutatási, fejlesztési és innovációs tevékenységek ösztönzése” című felhívásán 399,91 millió forint vissza nem térítendő európai uniós támogatást nyert el.

A projekt keretében olyan újgenerációs hátsóüveg termékcsalád és gyártási technológiájának kifejlesztése történt, ami az AGC versenytársainak termékeinél magasabb minőséggel és funkcionalitással rendelkezik, valamint megfelel a rendkívül magas vevői igényeknek és tömeggyártásra érett. Az új modellekhez használható újgenerációs hátsóüveg típus kifejlesztéséhez, teszteléséhez, prototípusok gyártásához az eddigi termelési rendszer önmagában nem volt alkalmas a vevők által megkövetelt technikai, műszaki tartalommal, így a sikeres termékfejlesztéshez, a sorozatgyártás elindításához vált szükségessé a technológiai háttér megfelelő fejlesztése is.

A gazdaságban általánosan és így az autóiparon belül is az utóbbi években felgyorsultak az adatok feldolgozását segítő technológiai fejlesztések. Az AGC eddigi infrastruktúrája ezt még nem tette lehetővé, ezért mindenképpen elengedhetetlen volt az ezirányú fejlesztések elvégzése. A projekt megvalósításához olyan adatokra is szükség volt, amik eddig nem voltak mérhetőek, így szükségessé vált a megfelelő mérőeszközöket kifejleszteni, telepíteni és rendszerhez illeszteni, mert a projekt céljainak eléréséhez nem álltak rendelkezésre kész, piacon kapható megoldások.

A K+F projekt egyik fókuszpontja az üveg minőségének a javítása és a kieső selejtek csökkentése volt azzal, hogy az AGC a termelési folyamatában olyan paramétereket monitorozzon, amikről pontosan kideríthető, hogy milyen összefüggésben vannak a termék minőségi mutatóival és még a termelési folyamat során közbe tudjanak avatkozni, ha szükséges.

A korábban alkalmazott, PLC-re alapozott technológia nem volt képes nagy mennyiségű adatot megfelelő sebességgel feldolgozni, ezért szükségessé vált egy olyan architektúra, ami IT-s eszközöket használ a termelésből gyűjtött nagy mennyiségű adat (“big data”) elemzéséhez. Ezektől a fejlesztésektől azt várják, hogy az új, gyártás szempontjából nagyobb kihívást jelentő termékeket is megfelelő minőségben és darabszámban tudnak gyártani, így a K+F tevékenységük részét képező modelleket is.

A fejlesztéseknek köszönhetően már a tervezett próbagyártás előtt – akár már az árajánlatadásnál vagy az első gyártás előtt – “offline” módon fel tud készülni a Társaság (termelés, mérnökség, minőségügy és a projektvezető) a gyártásra egy hasonló modell adatait felhasználva. Ezzel a próbagyártásra felhasznált időt csökkenteni, a próbagyártás hatékonyságát növelni lehet és jobb minőségű üveget lehet gyártani.

A Széchenyi Terv Plusz program GINOP_PLUSZ-2.1.1-21 számú pályázati kiírásán 399 910 040 forint támogatást elnyert, 993 633 319 forint összköltségvetésű fejlesztés 2022. február 1-én indult és 2024. június 30-án zárul.
