(B2) Même si aucun participant ne veut l’admettre, planera sur ce sommet qui s’ouvre ce jeudi (27 juin) à Bruxelles comme une ombre, celle des élections françaises. Une « crise politique », reconnait un diplomate européen, dont les autres dirigeants se seraient bien passés.

L’arrivée possible d’un parti d’extrême-droite sinon au pouvoir, du moins en position de déstabiliser celui-ci n’est plus aujourd’hui une hypothèse de papier. Voir ainsi un des principaux pays de l’Union européenne, au plan économique comme démographique, paralysé dans une cohabitation sournoise n’est pas du goût ni de l’habitude européenne et beaucoup ne comprennent pas le choix délibéré du président français.

La France n’est en effet pas n’importe quel pays. Outre son poids naturel, elle est une puissance militaire (la seule puissance nucléaire des 27 aujourd’hui) et a hérité de son rôle de pays fondateur de la construction européenne, un rôle inénarrable de propulseur d’idées, d’initiateur de projets. Un rôle qui pourrait être largement amoindri dans le futur. Le fonctionnement de l’Union européenne pourrait en pâtir.

Le président français, Emmanuel Macron, devra certainement utiliser toute sa fougue et son savoir-faire pour tenter de convaincre ses interlocuteurs que sa parole restera libre et qu’il pourra engager la France lors des réunions futures de façon aussi certaine qu’aujourd’hui. Mais cela pourrait bien ne pas suffire. Quoi qu’il en soit, la position française, demain et dans les mois prochains, pourrait bien être affaiblie.

Die Bharatiya Janata Party (BJP) von Premierminister Narendra Modi wurde bei der 18. Parlamentswahl in Indien zum dritten Mal in Folge stärkste politische Kraft. Aller­dings verlor sie ihre absolute Mehrheit, Modi ist nun erstmals auf seine Koalitionspartner in der National Democratic Alliance (NDA) angewiesen. Seine dritte Amtszeit wird von der parlamentarischen Normalität der 1990er/2000er Jahre geprägt sein, mit Koalitionsregierungen, Regionalparteien und zentristischer Politik. In Reaktion auf die Stimmenverluste wird im Rahmen der Wirtschaftsreformen mehr noch als zuvor die Schaffung von Arbeitsplätzen in den Mittelpunkt rücken. Modis hindu-nationalis­tische Agenda hat einen Rückschlag erlitten. Außenpolitisch könnte sich dies für ihn aber sogar als Vorteil erweisen, denn die Kritik aus westlichen Staaten am Niedergang der indischen Demokratie dürfte schwächer werden.

Azerbaijan recently hosted “French Polynesia’s Right to Decolonization: Challenges and Perspectives” inside of the Azerbaijani Parliament together with BIG, otherwise known as the Baku Initiative Group, whose stated aim is to support “French liberation and anti-colonialist movements.”  The group’s executive director Abbas Abbasov, who met the Polynesian delegation at the sidelines of the conference, vowed “continued support of the fair struggle of peoples seeking liberation from colonialism.”  

“We are isolated today due to the colonial policy of France,” the party’s secretary general, Victor Maamaatuaiahutapu, told the conference.  “Politically, we are a young nation, and we need Azerbaijan’s support,” he added. “France seeks to isolate us because it wants to continue nuclear tests on our territory.”  Huseynly said the “imperfection of international legal mechanisms hampers the liberation of French colonies”.

MP Zahid Oruj, Chairman of the Human Rights Committee of the Azerbaijani Milli Majlis (Parliament), highlighted that BIG, established on July 6, 2023, in Baku, marks the beginning of a new wave against exploitation that has affected regions including the Caribbean, South America, and the Indian and Pacific Oceans for over 150 years.

“We believe that this movement will be successful and will finally give the oppressed peoples the freedom they deserve. By ending the 44-day war with victory, we have become a shining, unparalleled example for oppressed peoples around the world. The brilliant victory of Azerbaijan plays an important role in the revival of the Polynesian movement for independence. Neo-colonialism is doomed,” he declared.

Azerbaijani MP Nizami Safarov highlighted that the decolonization discourse is far from over for many regions of the world: “French Polynesia remains a stark example, with the French government only establishing a compensation commission for nuclear testing in 2010. Despite the devastating impact of these tests, including increased radiation-related illnesses, French President Emmanuel Macron has yet to issue an official apology.”    

The Central Committee of the World Council of Churches (WCC) concurs with Azerbaijan that French Polynesia should be liberated from French colonialism.  A public statement adopted by the Central Committee calls on French authorities “to fulfil their obligations and provide all necessary means for the economic, social and cultural development of the Maohi people” and “urges France to compensate all those affected by nuclear testing and radioactivity” in the vicinity.  It also invites Christians everywhere to pray “for the people and the churches of Maohi Nui as they embark on their peaceful and just struggle for self-determination.”

In 2013, the UN General Assembly voted to add French Polynesia to its list of territories that should be decolonized, affirming the right of the islands’ inhabitants to “self-determination and independence”. French Polynesia joined 16 other territories on the decolonization list, including the British-ruled Falkland Islands and the US Virgin Islands. The UN resolution called on the French government to “facilitate rapid progress” towards self-determination. It was passed by consensus in the 193-member UN assembly.

Americas Boeing won a $210 million ceiling-priced delivery order under previously awarded basic ordering agreement (N00383-22-G-YY01) for procurement of nine various configurations of flight control surface spares used on the F/A-18E/F and E/A-18G aircrafts. Boeing has revealed the construction of a new engineering center in Daytona Beach, Florida, to boost support for military aircraft programs. The center will be built within the Cici & Hyatt Brown Center for Aerospace Technology area of Embry-Riddle Aeronautical University. It will encompass 65,000 square feet (6,038 square meters) of space at the campus, including a 40,000-square-foot (3,716-square-meter) zone for a hangar. Fünf Mal ist die französische Nationalversammlung seit Bestehen der Republik vorzeitig aufgelöst worden – noch nie jedoch als Reaktion auf die Wahlen zum Europäischen Parlament (EP). Als die Partei Marine Le Pens 2014 erstmals als stärkste politische Kraft aus den EP-Wahlen hervorging, tauschte der damalige Präsident François Hollande lediglich eine Staatssekretärin aus.

Emmanuel Macron wollte am Abend des 9. Juni 2024 jedoch nicht länger so tun, »als sei nichts geschehen«. Zu deutlich hatte er einmal mehr sein Wahlversprechen verfehlt, das Bollwerk gegen die extreme Rechte zu sein. Seit Macron 2017 als Präsident in den Elysée-Palast eingezogen ist, feiert das Rassemblement National (RN) einen Wahlerfolg nach dem anderen: In der Nationalversammlung ist es seit 2022 mit 89 Abgeordneten größte Oppositionsfraktion, bei den Wahlen zum EP eroberte die Partei nun 30 Sitze – mehr als doppelt so viele wie das Lager des Präsidenten.

Schon jetzt ist klar: Der Ausgang der Parlamentswahlen, die am 30. Juni und 7. Juli 2024 stattfinden, wird die EU verändern. Ein politisch geschwächter Staatspräsident wird sich schwertun, radikale Forderungen zu innen- wie europapolitischen Reformen zu moderieren. Die Wahlen bieten Brüssel aber auch die Chance, eine politische Agenda aufzustellen, die die extremen Parteien langfristig schwächen könnte.

Der Reformmotor Europas droht zu stottern

Vielerorts dominiert die Annahme, dass das RN nach den Wahlen die Regierungsverantwortung tragen wird. Dazu müsste die Partei jedoch die absolute Mehrheit der 577 Abgeordnetenmandate der Nationalversammlung erringen. Viel wahrscheinlicher ist, dass die Wahlen zu einer politischen Pattsituation führen werden, in der die drei rivalisierenden politischen Lager – die extreme Rechte, die Mitte Macrons und die neuformierte linke Volksfront – in etwa gleich stark abschneiden. Frankreich wäre in einer solchen Situation politisch weitgehend gelähmt. Einer Minderheitenregierung »Macron 2.0« dürfte es kaum gelingen, Mehrheiten für ihre politischen Vorhaben zu erreichen. 

Als Staatspräsident wird Emmanuel Macron zwar die Vorrangstellung in der Europa-, Außen- und Verteidigungspolitik behalten. Seine politischen Gegner werfen ihm aber schon lange vor, für eine EU einzustehen, die Frankreichs Interessen schade. Macron dürfte daher in der Europapolitik deutlich vorsichtiger agieren, vor allzu großen Reforminitiativen zurückschrecken und für eine eher defensiv ausgerichtete Kommissionsagenda votieren. Eine politische Pattsituation in Frankreich würde darüber hinaus das Ende der angebotsorientierten Standortpolitik Macrons bedeuten – und die französische Staatsschuldenkrise verschärfen. 

Die Schulden laufen aus dem Ruder

Bereits nach der Ankündigung, das Parlament neu wählen zu lassen, sind französische Staatsanleihen unter Druck geraten. Das ist kein neues Phänomen: Frankreichs Schulden laufen seit Jahren aus dem Ruder. Im April 2024 betrug das Defizit des Landes 5,5 Prozent des Bruttoinlandsprodukts. Der Internationale Währungsfonds forderte die Regierung auf, 2024 mindestens 10 Milliarden Euro, 2025 sogar 20 Milliarden Euro einzusparen. Sorgen bereiten auch die Staatsschulden des Landes, die bei 110,6 Prozent der nationalen Wirtschaftsleistung liegen. Am 20. Juni hat die EU-Kommission ein Defizitverfahren gegen Frankreich eingeleitet. Dennoch wollen sowohl die neue Volksfront als auch das Rassemblement National zahlreiche angebotsorientierte Wirtschaftsreformen rückgängig machen. Das Programm der Linken sieht vor, zur Rente mit 60 Jahren zurückzukehren. Das RN fordert seit langem, die Mehrwertsteuer für Strom, Gas, Sprit und Lebensmittel von 20 auf 5,5 Prozent zu senken, um die Kaufkraft der Bevölkerung zu steigern. Aufgrund dieser kostspieligen sozialpolitischen Forderungen aus beiden oppositionellen Lagern dürften die Schulden des Landes proportional zu deren Wahlerfolg aus dem Ruder laufen. Nervöse Märkte werden ihr übriges tun, um Frankreich an die Schwelle der Zahlungsunfähigkeit zu bringen. Die EU wird sich also bald ernsthaft mit der Frage der gemeinsamen Schuldenhaftung befassen müssen.

Gerade deswegen sollte Europa die Wahlen in Frankreich als Weckruf verstehen. Es gilt zu begreifen, dass die französische Wahlbevölkerung weder rechtsextrem ist, noch die EU ablehnt. Sie sieht die Austeritätspolitik Brüssels jedoch als Ursache für die De-Industrialisierung und den drastischen Abbau der Daseinsvorsorge im Land an. Das neue Brüsseler Spitzenpersonal sollte daher das Wohlstandsversprechen in den Mittelpunkt seines Programms stellen und mehr wirtschaftspolitische Souveränität wagen. 

Macrons riskantes politisches Manöver würde der EU auf diese Weise womöglich sogar ein Rezept gegen den Rechtsruck in der EU an die Hand geben.

Breakthrough… (click to view full) The US Navy flies the F/A-18 E/F Super Hornet fighters, and has begun operating the EA-18G Growler electronic warfare & strike aircraft. Many of these buys have been managed out of common multi-year procurement (MYP) contracts, which aim to reduce overall costs by offering longer-term production commitments, so contractors can negotiate better deals with their suppliers. The MYP-II contract ran from 2005-2009, and was not renewed because the Pentagon intended to focus on the F-35 fighter program. When it became clear that the F-35 program was going to be late, and had serious program and budgetary issues, pressure built to abandon year-by-year contracting, and negotiate another multi-year deal for the current Super Hornet family.
