Balesetet szenvedett a Magyar Légierő kétüléses Gripenje a Lion Effort 2015 gyakorlaton

A mai napon, 2015. május 19-én, helyi idő szerint 13 óra 40 perc körül balesetet szenvedett a Magyar Légierő egyik kétüléses (42) JAS-39D Gripen vadászgépe a Lion Effort 2015 hadgyakorlaton, a Cseh Légierő Čáslav-i légibázisán. Az elérhető információ még igen kevés, annyi azonban már tudható, hogy pilótáink (Ugrik Csaba dandártábornok és Gróf Gergely őrnagy)  jól vannak. Az első, megjelent hírekkel ellentétben a Gripen nem lezuhant, hanem a leszállás során szenvedett balesetet.

Eltörölhetik a gyermeknevelési segély felső határát

Rovana Plumb szociális, családügyi és munkaügyi miniszter úgy nyilatkozott, ez az intézkedés hozzájárulna a népességnövekedéshez. Jelenleg, azok az anyák, akik 1 évet maradnak otthon gyermekükkel, legtöbb havi 3400 lejt kaphatnak, akik a 2 éves gyermeknevelési szabadságot választják, legfeljebb 1200 lejben részesülnek. A Digi24 hírtévé beszámolója szerint a munkaügyi miniszter egy másik javaslatot is felvetett, eszerint a szülési szabadság 18 hetes időtartama alatt a gyermeknevelési segély a szülés előtti tizenkét hónap átlagfizetése lenne, nem az anya fizetésének 85 százaléka, ahogyan jelenleg számítják.

Youth employment initiative: Council increases pre-financing to €1 billion

The Council on 19 May increased advance payments for the youth employment initiative (YEI) by almost €1 billion in 2015. Instead of about €67 million, member states will receive around €1 billion as advance payments this year. The regulation adopted by the Council removes the main bottleneck in the implementation of YEI by releasing the financial burden on the member states' budgets and allowing them to roll out quickly measures against youth unemployment. The adoption of the regulation follows the agreement reached in the Council on 21 April and the approval of the European Parliament on 29 April.  

Ensuring a critical financial mass 

The increase in advance payments will be achieved by raising the pre-financing rate of the specific YEI allocation to 30%. The current level of pre-financing for YEI amounts to 1% (1.5% for member states under financial assistance). Experience shows that under the current rules it is not possible to reach the critical financial mass to allow member states to start the implementation of YEI actions. Due to a lack of funds, member states cannot advance sufficient payments to beneficiaries. This considerably hampers the start of projects aimed at helping young Europeans to find a job or a traineeship. Member states with the highest levels of youth unemployment face the strongest budgetary constraints. The new regulation offers a solution to this issue to the benefit of young people, as requested by the European Council.  

The increase of advance payments does not require any change in the EU's multiannual financial framework nor any amending budget. It provides the maximum impact in terms of support to the beneficiaries, within the budget available.  

Background 

The Commission pays advance payments to the member states automatically after the adoption of each operation programme. Further payments, so-called interim payments, are only made to reimburse expenditure already made by member states. EU countries therefore usually have to pre-finance a large part of projects from their national budgets.

YEI was agreed by the European Council in February 2013. Its purpose is to provide additional funding of €6.4 billion in the period 2014-2020 for promoting youth employment to the regions most affected by youth unemployment. The eligible regions are 

  • those where the youth unemployment rate for young people aged 15 to 24 exceeded 25% in 2012 and
  • those where youth unemployment was more than 20% in 2012 as long as they belong to member states where youth unemployment exceeded 30% the same year  

A dedicated budget of €3.2 billion has been set aside for the YEI. This requires no co-financing at national level. An additional €3.2 billion comes from allocations from the European social fund to member states for the 2014-2020 programming period.  

Around 7 million young Europeans are currently without a job and are not in education or training.  

Next steps 

The regulation enters into force the day after its publication in the Official Journal of the EU.

Kinevezését ma aláírta Klaus Johannis államfő. Alina Bicát váltja a tisztségben, akit korábban letartóztattak egy visszaszolgáltatási korrupciós ügyben. Daniel Horodniceanu ügyész korábban bírói etikai kérdésekben és az emberkereskedelem áldozatainak védelmével kapcsolatos ügyekben fejtett ki tevékenységet. A Szervezett Bűnözés és Terrorizmus Elleni Ügyészség Iaşi-i kirendeltségének főügyésze volt több éven át. Mandátuma a DIICOT élén három évre szól.

Az etnikai és vallási kisebbségek tulajdonának visszaszolgáltatásáról tárgyalt ma Klaus Johannis államfő a kisebbségek parlamenti csoportjával. Az államelnök a találkozón több kisebbségeket érintő kérdésről is nyilatkozott. Klaus Johannis azt mondta, a kisebbségek egyensúlyi és stabilitási tényezőt jelentettek a román politikában az elmúlt 25 évben. Meglátása szerint a kisebbség és a többség közötti együttműködést folytatni és gazdagítani kell, hangsúlyozta ez része a román államról és kormányzásról megfogalmazott víziójának. Az Államelnöki Hivatal közleménye alapján Klaus Johannis arról is beszélt, hogy a mandátuma célkitűzései közé tartozik a törvények gyakorlatba ültetése és a jó kormányzás, és bízik benne, hogy ez hozzájárul ahhoz, hogy a kisebbségek jogait is tiszteletben tartsák. A kisebbségek parlamenti csoportjával folytatott megbeszélésen szóba került még a restitúció kérdése, illetve az is, hogy törvényes keretet kellene biztosítani a történelmi műemlékek védelmére.

Initiative to mitigate human-related risks in cyber space signed

On 18 May, the Ministers of Defence of Austria, Estonia, Finland, Latvia, Lithuania, and the Netherlands as well as the High Representative of the Union for Foreign Affairs and Security Policy/Head of Agency on behalf of the European External Action Service, EU Military Committee and European Defence Agency, signed a pledge to mitigate human-related risks in cyber space by launching the Cyber Hygiene initiative. The initiative is an important contribution to the implementation of the EU Cyber Defence Policy Framework, notably on awareness raising for CSDP structures, missions and operations.

By joining the pledge, the signatory Member States promise to adopt and implement internal guidelines for best behavioural principles for cyber hygiene by the end of 2016. This includes, for example, introducing a mandatory e-learning platform.

Initiated by the Latvian Presidency of the Council of the EU and the Estonian Ministry of Defence, the initiative calls to strengthen cyber security culture as low awareness and human-related risks are a common cause of cyber incidents. A large number of cyber incidents can be avoided, or their effects greatly mitigated, if certain behavioural cyber security procedures and implementation measures are applied. It is part of a wider project, which aims to educate the members of defence sector institutions on secure behaviour while using online resources. 

Beyond its commitment to implement internal guidelines, the Agency will contribute to expanding this initiative to other interested EU Member States.

EDA activities

The December 2013 European Council identified cyber defence as one of the priority areas to take forward in the European Union. Furthermore, in November 2014 the Council adopted the EU Cyber Defence Policy Framework. Cyber defence has also been identified as a priority area in the EDA’s Capability Development Plan. 

The armed forces are reliant on cyberspace both as a user and as a domain to achieve defence and security missions. The Agency is active in the fields of cyber defence capabilities and in the research & technology domain.

In the last three years, the Agency has completed ten cyber defence related projects with a financial volume of about two million euros. This equals to approximately 10% of EDA’s operational budget. Among these ten projects are a stocktaking study of cyber defence capabilities among all EDA Member States and EU institutions, the establishment of a cyber defence research agenda and cyber defence training courses for senior military decision makers as well as the assessment of the feasibility of a EU Cyber Defence Centre for CSDP.

Jorge Domecq meets Maltese Minister of Home Affairs and National Security

In the margins of the EDA Steering Board, Jorge Domecq, EDA Chief Executive, met with Carmelo Abela, Maltese Minister of Home Affairs and National Security to exchange views on Malta’s involvement in EDA projects.

Minister Abela welcomed the planned visit by the Chief Executive to Malta in the near future. He stated that though Malta’s defence capabilities were limited due to its size, it nonetheless followed and supported the EDA’s work and had in fact participated in some activities such as training on access to EU funds. He looked forward to seeing improvement with regard to Malta’s contribution to the EDA’s work and would welcome proposals for joint collaboration with the EDA, especially with regard to the maritime field. 

“The European Defence Agency is at the service of all its Member States. I welcome Malta’s wish to further engage with the Agency. Our discussion today highlighted two projects of potential interest: Single European Sky ATM Research as well as dual-use research technology, especially in the maritime domain”, said Jorge Domecq.

The discussion is part of a series of visits by Mr. Domecq to all EDA Member States following his appointment as EDA Chief Executive. It comes ahead of a visit to Malta which was confirmed by Minister Abela during the discussion.So far, Mr. Domecq visited Spain, Lithuania, Latvia, the United Kingdom, Belgium, Germany, Portugal, the Netherlands, Ireland, France, Romania, Bulgaria, the Czech Republic, Slovenia, Croatia, Estonia, Poland, Hungary, Greece, Cyprus, Luxembourg, Finland, Sweden and Italy.
